The development of an appropriate public service quality model has become increasingly recognised as an important subject of interest in the public sector as well as academia. In particular, the public systems enacted by governments are widely used and have a significant impact on national competitiveness. But few researches have been conducted to explore the quality dimensions of a public system service and empirically examine the relationship among related variables. Therefore, in this study, we strive to develop a quality measurement model of public system service that can be effectively used in practice. Using 601 samples gathered through a structured survey from project engineers, a conceptual quality model of public system is presented and discussed. Given the exploratory nature of this study, an exploratory factor analysis is used to investigate quality dimensions and partial least square (PLS) is employed in determining the structural relationships. From empirical results, we found that the quality dimensions of the public system had four distinct quality dimensions (design quality, environment quality, primary outcome quality, additive outcome quality). All four quality dimensions showed good representative factors in explaining user satisfaction. Perceived trust was proved to significantly mediate the relationship between quality dimensions and user satisfaction. Our research is expected to contribute to the literature by providing a good conceptual framework for assessing public system quality by linking four quality dimensions with user satisfaction. In particular, the developed model can elaborately measure process quality and multi-functional outcome quality of the system by the supplementation of design quality and additive outcome quality respectively. Practical implications are also suggested on the basis of our analysis.

The Korea Agency of Education, Promotion and Information Service in Food, Agriculture, Forestry and Fisheries launched a public data portal service in January 2015. The service provides customized information for consumers through an agri-food recommendation system built-in portal service. The recommendation system has fallowing characteristics. First, the system can increase recommendation accuracy by using a wide variety of agri-food related data, including SNS opinion mining, consumer's purchase data, climate data, and wholesale price data. Second, the system uses segmentation method based on consumer's lifestyle and megatrends factors to overcome the cold start problem. Third, the system recommends agri-foods to users reflecting various preference contextual factors by using recommendation algorithm, dirichlet-multinomial distribution. In addition, the system provides diverse information related to recommended agri-foods to increase interest in agri-food of service users.

This paper describes an intelligent service robot system for managing a store in an unmanned environment. The robot can be a good replacement for humans because it is possible to work all day and to remember lots of information. We design a system architecture for configuring many intelligent functions of intelligent service robot system which consists of four layers; a User Interaction Layer, a Behavior Scheduling Layer, a Intelligent Module Layer, and a Hardware Layer. We develop an intelligent service robot 'Part Timer' based on the designed system architecture. The 'Part Timer' has many intelligent function modules such as face detection-recognition-tracking module, speech recognition module, navigation module, manipulator module, appliance control module, etc. The 'Part Timer' is possible to answer the phone and this function gives convenient interface to users.

Insufficiency of special knowledge and construction cost makes it difficult in build a customized-feed service system in the agricultural and livestock industry In this paper, customized-feed service system was developed in the internet service environment by using digital information and technology as a grafted system. This system has a couple of advantages like economic feed supply and effective management of feed production cost which make it possible to establish a customized-feed database suitable for the working environment in the agricultural and livestock industry. And this system is expected as a solution for 21st century digitalized agricultural and livestock industry which make it certain in real time by constructing a network environment and digitalizing the equipment and component related to the farm production.

Purpose : Accumulation of accurate data regarding the use and adequacy of subsidies is important to provide optimal development rehabilitation services. However, no reports have discussed the status regarding the use and adequacy of subsidies available for motor development rehabilitation as a part of development rehabilitation services in children and adolescents with cerebral palsy. In this study, we investigated the current use and subsidy adequacy of motor development rehabilitation as an essential part of development rehabilitation services in children and adolescents with cerebral palsy. Methods : The study included parents of children and adolescents with cerebral palsy, who underwent motor development rehabilitation of development rehabilitation services (n=148). The participants were administered a questionnaire to investigate the current use and subsidy adequacy of the motor development rehabilitation part of development rehabilitation services. Results : Most respondents indicated that 310,000-410,000 /month was an appropriate subsidy and agreed that the subsidy should be extended to adults with cerebral palsy. We observed a significant difference in the appropriate subsidy based on age groups (p=.029), as well as type of development rehabilitation service most needed (p=.005) and whether or not agree to extend the subsidy to adults according to gross motor function classification system level (p=.015). There were significant relations of appropriate subsidy (p<.001) and appropriateness of copay (p=.004) according to degree of transportation cost burden. Moreover, there were significant relations of appropriateness of current subsidy (p=.015) and appropriate subsidy (p<.001) according to degree of inconvenience of using transportation. Conclusion : This study highlights the need to increase subsidies for motor development rehabilitation of development rehabilitation services and that the subsidy should be determined based on the burden of transportation costs and the inconvenience of using transportation. Development rehabilitation service for adults with cerebral palsy should also be supported.

As Ubiquitous era comes, the importance of service-oriented adaptive software increases. However, there are many issues in development phases of service-oriented adaptive software, like contexts and service search. Though there are many researches which manage these issues separately, still we need more integrated and mature framework for solving these issues. So in this paper, we propose an integrated framework for development of service-oriented adaptive software. Our framework defines processes and work products for development. We also perform a case study which our framework is applied to.

The KJC and KCI services operated by the National Research Foundation of Korea (NRF) need to refer to the global citation index database to set the service direction that researchers want and develop new functions. Therefore, in this study, the usability of Korea's KJC and KCI web databases was evaluated. In addition, FGI verification was performed for a group of experts on KJC and KCI improvement measures derived by academic information experts. The evaluation committee consisted of the researcher group, the society related group, the publisher (academic information distribution organization) group, and the policy-making organization group. A total of 16 experts performed usability evaluation and service improvement proposals for KJC and KCI services. As a result of usability evaluation of KJC and KCI web database using SUS measurement tool, KJC service was evaluated as 73.44, and KCI service was evaluated as good as 64.38. KJC improvement proposals were evaluated positively with 4 points or more for all improvement items, and KCI improvement proposals were positively evaluated with 3.5 points or more for all improvement items. Overall, KJC and KCI error improvements were evaluated with a score of 4 or more, showing strong affirmations. In the future, it is hoped that the improvement proposals and improvements proposed in this study will be applied to the development of KJC and KCI services, so that more quality services will be used by domestic researchers.

Recently the usage of mobile devices which enable the accessibility to Internet has been dramatically increased. Most of the mobile services, however, so far tend to be simple such as infotainment service. In order to fully taking advantage of wireless network and corresponding technology, personalized web service based on user's context could be needed. Meanwhile, optimization techniques have been vitally incorporated for optimizing the development and administration of electronic commerce. However, applying context-aware optimization mechanism to personalized mobile services is still very few. Hence, the purpose of this paper is to propose a methodology to incorporate optimization techniques into personalization services. Multi agent-based web service approach is considered to realize the methodology. To show the feasibility of the methodology proposed in this paper, a prototype system, CAMA-myOPt(Context-Aware Multi-Agent system for my Optimization), was implemented and adopted in mobile comparative shopping.

Web Service which consists of SOAP, WSDL and UDDI is a software system that enables interactions of heterogeneous systems on networks with standardized XML message. Especially, UDDI is a registry for supporting the registration of a service by service publisher and discovery of a service by service requester. The preliminary studies are just about publishing and searching services. It presents the researches about UDDI study for improvement of searching a service and extended UDDI design for improvement of reusability with service components aspects. In this paper, we suggest not only features about publishing and searching services of existing UDDI system but also novel UDDI data structures and API for a reusable service model. In addition, we design and implement an extended UDDI system for publishing and finding the reusable services. Therefore, by using proposed UDDI systems, service developers reduce development costs and time through developing a service application reusing the already implemented services. In addition, it can expect to ensure the quality of services by reusing the proven services.

One of the important areas of state policy in the socio-economic and cultural development of the country is cultural diplomacy. It contributes to the information dissemination about the country, strengthens interstate relations, and forms a positive image. Through cultural diplomacy, we achieve a positive perception of the world community of the country, determined by its place in the modern system of international relations. The aim of the study is a comparative analysis of cultural diplomacy opportunities for sustainable development at different levels of public relations, as well as the impact of cultural diplomacy opportunities on the indicators of the Global Sustainable Competitiveness Index and the Global Sustainable Development Index. Regarding the results of the research on the impact of cultural diplomacy opportunities on the indicators of the Global Index of Sustainable Competitiveness and the Global Index of Sustainable Development, four groups are identified among the countries of the European Union: countries with a very high level of sustainable competitiveness and sustainable development; countries with a high level of sustainable competitiveness and sustainable development; countries with low levels of sustainable competitiveness and sustainable development.
