  • This study reviewed reorganization of bureaucrats in the beginning of Lee Myung bak's government from the perspective of the relationship between politicians and bureaucrats. In other words, it analyzed the reorganization of central office group of Korean government in 2008 as the relationship between calling to account by politicians and avoiding calling to account by bureaucrats. Conclusively, first, separation or abolition of a certain organization was resulted from calling to account by president (the ruling party). Second, merging organizations was done because president wanted strong control on that agency or he wanted to realize presidential election pledge (policy) through the agency. Third, if an organization was not changed even though it was selected as the target of abolition, it meant that the organization succeeded in defense. As seen from the above cases, it was found that politicians and bureaucrats played a kind of game for reorganization of government organizations. First of all, if politicians succeeded in calling to account, the bureaucratic organization was separated or abolished. If bureaucrats succeeded in self defense, the organization became expanded. Finally, if both parties were even, corresponding organizations would not have changes.

  • Weather launch criteria of launch at Oenarodo Space Center is important for the successful launch operation. In particular, most of the launch failure occurs during the period of separation from the launch pad, thus meteorological condition is critical at this phase. In earlier days, the weather launch criteria adopted wind and forecast data for the launch operation. Nevertheless, the control of position and stability require other meteorological components such as vertical wind shear, lightning, temperature and visibility, because the launch vehicle is moving mostly vertically. We analyze these meteorological components by using the observed data at KMA at neighboring Oenarodo to determine the weather launch criteria. These criteria need further refinements through long-term observation.

  • Ionic wind is produced by a corona discharge when a DC high voltage is applied across the point-to-plane gap geometry. The corona discharge phenomena have been investigated in several beneficial application fields such as electrostatic cooling, ozone generation, electrostatic precipitation and electrostatic spraying. Recently ionic wind might be used in aerodynamic, for example, heat transfer, airflow modification, and etc. In this work, in order to analyze the control behavior of the velocity and amount of ionic wind produced by the positive DC corona discharges. The ionic wind velocity was measured as a function of the applied voltage, diameter of the punched hole on plate electrode and separation between the point-to-plate electrodes. As a results, the airflow is generated from the tip of needle to the plate electrode in the needle-to-punched-plate electrode systems. The ionic wind velocity is linearly increased with an increase in applied voltage and ranges from 1 to 3 m/sec at the locations of 100-200 mm from the punched-plate.

  • The main purpose of the present study is to reduce quality variation of iron oxide for soft ferrite produced at hydrochloric acid facility )HAF) in a cold rolled mill factory. We investigated the factor of iron oxide quality variation, the operating condition of hydrochloric acid facility and the iron oxide quality with the production lot. Based on this information, we liad developed proper working plan for the diminution of iron oxide quality variation. To reduce iron oxide quality variation, the first priority is to control the picking steels, which seriously affect iron oxide quality variation, and then to separate generated waste acid. theretore, it was possible to reduce iron oxide quality variation with the proper operation of various kinds of waste acid tanks. We could produce iron oxide below 20 ppm SiO$_{2}$ content variation by operation after separation waste acid generated at TCM line.

  • Yijung-tang (YJT) is a traditional herbal formula comprising 4 medicinal herbs. In the present study, we performed the simultaneous analysis for three compounds of YJT and examined anti-allergic effects in vitro. The column for separation of three compounds was used Gemini C18 column and maintained at 40$^{\circ}C$. The mobile phase for gradient elution consisted of two solvent systems. To evaluate Th2 chemokines, YJT was treated into tumor necrosis factor (TNF)-${\alpha}$ and interferon (IFN)-${\gamma}$-stimulated HaCaT cells, and performed ELISA for thymus and activation regulated chemokine (TARC) and regulated on activation, normal T-cell expressed and secreted (RANTES). To measure Th2 cytokines, YJT was added into primary mouse splenocytes, and performed ELISA for interleukin (IL)-4, 5, 13. Calibration curves were acquired with r2 >0.9999. The contents of liquiritin, glycyrrhizin, and 6-gingerol in YJT were 4.50 mg/g, 11.10 mg/g, and 1.33 mg/g, respectively. YJT inhibited production of TARC and RANTES in TNF-${\alpha}$ and IFN-${\gamma}$-treated HaCaT cells. YJT also reduced production of IL-4, 5, and 13 in primary mouse splenocytes. In conclusion, our data will be a valuable information to improve quality control and anti-allergic effects of YJT.

  • Materials with differing surfaces have been developed for clinical implant therapy in dentistry and orthopedics. This study was designed to evaluate bone response to titanium alloy containing Ti-32Nb-5Zr with nanostructure, anodic oxidation, heat treatment, and ibandronate coating. Rats were randomly assigned to two groups for implantation of titanium alloy (untreated) as the control group and titanium alloy group coated with ibandronate as the experimental group. Then, the implants were inserted in both tibiae of the rats for four weeks. After implantation, bone implant interface, trabecular microstructure, mechanical fixation was evaluated by histology, micro-computed tomography (${\mu}CT$) and the push-out test, respectively. We found that the anodized, heat-treated and ibandronate-coated titanium alloy triggered pronounced bone implant integration and early bone formation. Ibandronate-coated implants showed elevated values for removal torque and a higher level of BV/TV, trabecular thickness and separation upon analysis with ${\mu}CT$ and mechanical testing. Similarly, higher bone contact and a larger percentage bone area were observed via histology compared to untreated alloy. Furthermore, well coating of ibandronate with alloy was observed by vitro releasing experiment. Our study provided evidences that the coating of bisphosphonate onto the anodized and heat-treated nanostructure of titanium alloy had a positive effect on implant fixation.

  • Flaxseed is outstanding for lignans and oil rich in ${\alpha}$-linolenic acid which protect against several major illnesses. Better understanding of processing and storage characteristics of flaxseed will increase options for food use. Lignans and oil are found in the hull and embryo, respectively. Comparison of pearling and impact-dehulling processes for separation of lignan and oil-rich fractions showed the impact process was less effective, but easier to scale-up. Screw-pressing embryo reduced oil yield compared to whole seed, but doubled productivity and sharply reduced frictional heating of the oil. Flaxseed hull and embryo, also whole, ground and steamed-ground samples, were stable up to 30 weeks in closed containers at $23^{\circ}C$. Steamed-ground samples in open trays at $40^{\circ}C$ deteriorated markedly (peroxide value > 100 by 22 weeks); yet, whole seed remained stable. Incorporation of 18% flaxseed embryo into yellow perch feed increased ${\alpha}$-linolenic acid to 13 to l4% of muscle and liver lipids, compared to 0.5 to 0.7% in the no-embryo control. Feed conversion ratio, weight gain, and survival were similar. These studies are helping to establish the technological base for processing and utilizing flaxseed and flaxseed fractions to improve human diets.

  • This study was done to suggest basic modifications in the present situation for the family of women in labour which is a separation management method. The study design was a descriptive study. The number of the subjects were 80. they were husbands, mothers in law, and mothers of women in labour who were full term and for whom there were no complications, either for the mother or the fetus. Data collection was done with a structured questionnaire which was analyzed using frequencies. The results were as follows, 1. Most of the subjects(95.0%) wanted to participate in the labour process. 2. The subjects wanted to support the women in labour by way of encouraging(95.0%), consoling (95.0%), listening to(75.0%), praying with(68.8%), hand holding(97.5%), stroking(63.8%), helping with respiration control(50.0%), maintaining relaxation(46.3%), changing position(58.8%), and illustration (58.8 %). 3. The subjects answered that they expected their participation to have the effect of an easier labour course(52.5%), security for the women in labour(95.0%), and providing a better relationship between the women in labour(66.3%) and the new baby(55.0%). 4. The priority of the response as to who is the best supporter was husband, and mother of the women in labour in that order. It can be concluded that nurses maintained a management method which ignored the needs of the families of women in labour. If given consideration is to be given to these subjects, future programs should initiate ways to let the families participate in the labour process.

  • In this study, the contamination levels of hygienic indicators and foodborne pathogens in retail meat products were investigated in relation to the various market factors including processing temperature, processing area, and market type. Ground beef samples (n=80) were purchased from 40 meat markets and investigated for microbiological quality. Beefs processed below $20^{\circ}C$ had significantly lower numbers of total coliforms (TC) than these processed over $20^{\circ}C$ (2.01 vs. 2.79 log CFU/g; p<0.05). Interestingly, separation of processing area did not affect the contamination levels. Remarkably, the contamination levels of hygienic indicator differ among market types, indicating that not only processing condition but distribution structure that is directly related with storage period could affect the final microbiological loads of the meat products. In addition, the prevalences of Listeria monocytogenes (a psychrotroph), Enterococcus faecium, and Enterococcus faecalis were 7.5% (6/80), 10.0% (8/80), and 20.0% (16/80), respectively, which is irrelevant to market factors except meat products from wholesale markets where no L. monocytogenes were found among 30 samples. The results of this study indicate that the contamination level of hygiene indicator and foodborne pathogens in retail beef is more related with processing temperature and storage period than other environmental factors.
