수도권 정책변화에 따른 산업입지 수요의 변동 (The Variation of Industrial Location Demand by Changing Policy of Seoul Metropolitan Area)

  • 본 연구는 2008년 국가경쟁력강화위원회의 발표를 필두로 현 정부가 추진하고 있는 수도권정책의 변화의 방향과 그 영향을 고찰하기 위하여 수도권정책의 변화에 민감하게 반응하는 기업의 공간수요 변화를 분석하였다. 연구내용은 수도권 정책이 기업의 입지에 미치는 영향을 살펴보고 현 정부의 수도권 규제완화 정책에 따른 기업들의 입지행태 변화 및 공간수요의 변화방향을 분석한다. 연구방법은 실증분석과 설문분석을 활용하였다. 실증분석은 1980년대 이후 통계자료를 활용하여 제조업체의 공간수요 변화추이를 분석하였다. 설문분석은 외생적 충격인 수도권 정책 변화가 기업체의 의사결정에 미치는 영향을 고찰하여 향후 기업들의 제조업용지 수요방향을 도출하였다. 연구결과 기업체들은 그동안 수도권정책으로 인하여 기업입지 결정이나 공장규모결정에 영향을 많이 받았으며 가장 큰 규제정책은 수도권정비계획법상의 권역규제와 공장총량제인 것으로 조사된다. 현 정부의 수도권규제완화로 인하여 제조업용지 수요증가가 예상된다. 특히 수도권과 충청권을 중심으로 제조업용지 수요가 증가될 것이며 강원도는 수요감소가 전망된다. 이는 수도권지역이 우리나라 중에서 가장 교통 물류 조건과 시장조건이 양호한 지역이므로 이 지역에 대한 기업선호도가 높은 까닭이다. 그러나 독자적인 경제권을 형성하고 있는 동남권이나 대경권의 경우 수도권 정책변화로 인한 영향력이 적다. 수도권지역 경우도 전체 지역에서 수요가 증가하는 것이 아니라 성장관리권역에서의 수요증가가 예상된다.

  • The Seoul's 2030 Youth-Housing is a policy to promote the development of private sector-built rental housing in a Station Influence Area (SIA). It is a representative policy to resolve a housing problem for the youth in Seoul. The Seoul Metropolitan Government has made continuous policy improvements to respond to earlier criticisms on the policy. In December 2018, the Seoul Metropolitan Government enlarged the possible spatial boundaries of the SIA that the private sector developer can carry out the housing development projects. This study attempts to assess the potential sites available in Seoul by considering the youth's demand. This study used the suitability modelling technique to evaluate the potential sites. In detail, we established three sub-models by reflecting rent, accessibility to living areas of the youth, and accessibility to living SOC for the youth's demand. According to the results, the Hanyang City Wall area, which was newly included by the recent policy revision, showed moderate scores to fit the housing projects, while some Gangbuk areas, which have high accessibility and relatively lower rents, showed the best scores appropriate for the projects. The age group of 20s preferred university districts, while the age group of 30s preferred to locate near Seoul's main office areas. We suggest that the Seoul metropolitan government develops better ways to guage and reflect the demand for differing youth groups and the demand by age groups.

Regional Differences in Access to Clinical Trials for Cancer in Korea

  • Purpose: The ability to access clinical trials for cancer treatment is important. This study investigated whether regional differences exist in oncologic clinical trial protocols conducted in South Korea. Methods: Records of all approved oncologic clinical trials conducted in 2019 were downloaded from the Republic of Korea Ministry of Food and Drug Safety. The study covered Seoul, the capital area, other metropolitan cities, and provincial areas. Descriptive statistics summarized the distribution patterns of clinical trials by region. Results: A total of 202 oncologic clinical trials were conducted in 63 institutions in 2019. Of these protocols, 186 (92%) were available in Seoul, 120 (59%) in the capital area, 64 (32%) in metropolitan cities, and 66 (33%) in provincial areas. More regional differences in protocol availability were observed in domestic trials, investigator-initiated trials, phase 1 and 2 trials, and smaller-scale trials. Conclusion: Most oncologic clinical trials were conducted in medical institutions located in Seoul, with the rest conducted in the capital area, metropolitan cities, and provincial areas. The findings reveal clear differences in protocol availability between Seoul and the other regions. Measures designed to improve geographical access to oncologic clinical trials may be needed given their growing importance in cancer treatment.

부산지역 미세먼지 최근 경향 분석 - 수도권과 비교연구 (I) (Analysis of Recent Trends of Particulate Matter Observed in Busan - Comparative Study on Busan vs. Seoul Metropolitan Area (I))

  • We analyzed the recent characteristics of Particulate Matter (PM) including PM10 (PM with diameter of less than 10 ㎛) and PM2.5 (PM with diameter of less than 2.5 ㎛) observed in Busan metropolitan area, and compared them with those measured in Seoul metropolitan area. This analysis includes the monthly, seasonal, and annual variations and differences, in emissions and chemical compositions observed in both Busan and Seoul areas. Synoptic meteorological conditions were investigated at the time when high PM concentrations occurred in each of the two areas. The results showed clearly decreasing trends of annual mean concentrations with strong seasonal variations: lower in summer and higher in winter in both areas. In comparison with Seoul, the seasonal variation in Busan demonstrated relatively lower, but showed greater summer fluctuations than in Seoul metropolitan area. This is implying the importance of secondary generation of PM in summer via active photochemical reaction in Busan area. In high concentration days, Busan's chemical composition of sulfate was higher than that of nitrate in summer, whereas nitrate was higher than sulfate in Seoul. The ratios of NO3- to SO42-(N/S ratio) showed lower in Busan approximately by a factor of 1/2(half of N/S ratio) in Busan compared with that in Seoul. Others such as synoptic characteristics and emission differences were also discussed in this study.

Estimating Environmental Carrying Capacity of Seoul Metropolitan Area Using System Dynamics and Box Model

  • The purpose of this paper is estimating environmental carving capacity of Seoul Metropolitan Area for a sustainable city management using system dynamics model. A sustainable development requires a society to define sustainability constraints or environmental limits, environmental carving capacity. Environmental carving capacity can be defined as the level of human activity which a region can sustain at an acceptable quality of life level. This concept of environmental carving capacity has several important application to sustainable city planning and management. If the limitation of a human activity can be supported by a scientific data on carving capacity, the resulting decision and actions could more easily win public support for a sustainable development. However, one of the key issues is how to operationalize the carving capacity. In this paper, the environmental carving capacity was operationalized as a maximum number of industry structure, population, and housing that can sustain certain level of environmental quality of Seoul Metropolitan Area. The model developed in this paper consisted off sectors: population, housing, industry, land, and environmental sector. The model limits its main focus on the NO$_2$level of ambient air of Seoul. Carving capacity Seoul Metropolitan Area was estimated by figuring out the maximum number of population, industry structure, housing at an equilibrium point that sustain a desirable NO$_2$level. Based on the model estimation, several policy implications for a sustainable city management was discussed.

통행구조로 본 서울대도시권 교통정책의 과제 (Trip and Transportation Structure of Seoul Metropolitan Area)

  • This study intends to analyze the trip and transportation structure of Seoul Metropolitan Area(SMA) where has been experiencing the rapid growth and the extra-concentration in the recent 2∼3 decades. By analyzing the trip and transportation structure which reveals the frame of travel flow phenomena on the real space, this paper evaluates the transporation policy realized in SMA for the last 10∼15 years. The policy implications of this paper are as follows; 1. The activities and the daily travel movement of SMA have been larger and more complex rapidly, but the transportation policy bas been poor. 2. The distribution of commuter's origins and destinatinos have been getting wider, and the distance between the home and the workplace longer. In short, the land use policy, the industrial policy, and housing policy have failed, and the coordination of those policies has been very poor. 3. The multi-center spatial structure was the official policy. Indeed, SMA has been reorgnized in such a way. But the implementation strategy was very poor. 4. Now, the for-business travels closely related with the multi-center structure, are increasing more and more rapidly. It is required that the strategic policy of mulit-center structure and the transportation policy should be coordinated. And as soon as possible, the more powerful mass transit system should be developed and constructed.

수도권 대기 미세먼지 1999-2008년 추이 분석 (Analysis of the trend of atmospheric PM10 concentration over the Seoul Metropolitan Area between 1999 and 2008)

  • The trend of the PM10 concentrations in the Seoul Metropolitan Area (SMA) is reviewed and relative contributions of major contributors (paved road emissions and long-range transport from outside the SMA) are discussed. It was shown that the PM10 concentrations in the SMA have generally decreased except Incheon between 1999 and 2005. Further, it was identified that the difference of the PM10 mass concentration between the roadside stations and urban ambient stations has decreased between 2004 and 2008. Based on the emission estimates, it was suggested that the reduction of resuspension of aerosols on the road is the major reason for that. Based on the modeling results, it was identified that outside effects be about 30% of the ambient PM10 concentration in the SMA. Further research and policy issues to identify major sources of PM10 in the SMA are discussed.
