Purpose: In our country, the aged population accounted for about 13% of the total population in 2018. In addition, it is expected to exceed 20% in 2026, entering an super-aged society. However, the senior welfare housing in Korea currently accommodates only 0.08% of the elderly population, and the increasing amount of the elderly population is very small. Accordingly, this study aims to analyze the causes of supply shortages and to propose directions for revitalizing the supply of welfare housing for the elderly in the private sector. Methods: First, the causes and problems of the poor supply of welfare housing for the elderly were analyzed. Next, the direction was proposed through institutional and case-by-case surveys and expert interviews. Results: It suggested directions such as legal and institutional improvement, inducing the use of REITs, preparing policies to support consumers, allocating a certain percentage of senior welfare housing for the elderly in the reconstruction project, improving awareness of monthly living expenses, and re-discussing sales permits. Implications: Experts said that the direction proposed in this study can have a positive effect on supply activation. However, there were many opinions that re-discussion on permission for sales was necessary due to the excessive impact of the inability to sell. In addition, further research is needed for specific application of the proposed direction.
Being rapidly increased in population of the elderly, the welfare of the elderly is no longer family's and personal problems. It is a social issue that have to be solved by the community and the government. Daejeon city government faces the same social issue and should release the solution to the community in the near future. Based on the new trend of deinstitutionalization and community care for the elderly who live in normal home rather than for those in protection systems, the solution could be released to the elderly. This paper is assessed as the first stage research of normalization of the old people's living. By the comparition analysis of the existing Senior Welfare Center in Daejeon city and Japan, the facility space improvement method was considered. And through the above investigation and comparition analysis, the method that extend and improve the welfare facility space of Senior Welfare Center is proposed.
In Korea, welfare needs brought on by the rapidly growing of elderly population. Also, the senior group with spare time, wealth and health is increasing. Currently, the people have known about needs welfare system for improving quality of life during senescence personally and socially. In addition to the senior friendly industry, having distinction with simple approach medical services, will be great expanding after 2010. And there will be a new welfare services plan supporting long term care insurance for senior citizens. But we don't have prepared systematically organized senior friendly industry and products yet. So, the purpose of the study is to analyze systematically the classification characteristics of the senior friendly products according to the difficulty of daily living for senior citizens. Above all, the study finds out the senior friendly products characteristics according to the consumer's various situations about health and housing space. Therefore the result of the study reveals that the simulation guidelines for choosing the products depend on the customer's needs are essential and useful to improve senior friendly industry. And the post evaluation data of senior friendly products would be put to practical use in the industry.
Along with the heightening development of modern medical technology in the world, the economy and quality of lifestyle has contributed to the increase in the average lifespan. Therefore the issue to deal with the aging population is becoming an important social issue. As aging population becomes a serious social problem, the issue of supporting the senior citizens is confronted with a more difficult situation. From the perspective of senior citizen's physical and social and economic situations, there are great difficulties to deal with, like lowered physical ability compared to the rest of population. Therefore the supply of senior welfare facility that is based on senior citizen's physical characteristics yet provides the opportunity to be independent needs to provided rather than just planning a simple facility that provides living accommodations. This research examines thereinto welfare center's usage of residential circulation system from the senior welfare facilities' type classification to understand the actual usage problem and presents a circulation plan that will resolve the problem.
Proportion of senior population living alone in South Korea has exceeded over 20.2% in 2012, and it is anticipated that the proportion would increase every year. Poverty rate of seniors living alone in Korea is also anticipated to increase the highest rate (76.6%) among OECD countries. In particular, seniors lacking family support are having greater difficulty and isolated due to high housing costs and housing instability. Therefore, they need a new housing alternatives for considering their economical difficulty and lacking family and social support. This study attempted to examine possibility to develop a new housing alternatives for Korean seniors, especially living urban area. For this purpose, this study identified the attitudes and preference for a new house alternatives(Senior Shared House) by Korean seniors living alone. The key findings of this study were as follows: 1) Eighty-five percent of seniors participated in this study responded the senior shared house was needed. 2) It should be developed by utilizing or renovating and renting out existing housing in city areas. 3) Pre-residence checklist can be developed to connect and match prospect residents. 4) Professional workforce (e.g. housing welfare professional) is absolutely necessary to perform the role of coordinator understanding the various characteristics of the seniors, and their living requirements. Recommendations and directions for future development of senior shared house were suggested.
The study was initially designed to look into the soon-to-be senior citizens' preferences for the life after retirement in aging society. Its outcomes are to be contributed to grading up the quality of housing culture through examining the expected changes of housing types in the future. The increasing number of the soon-to-be senior citizens becomes leading subjects in information, culture and consumption areas. Therefore it is significant to present a model of housing types for those citizens by analyzing their preferred residence after retirement. To complete those objectives, a set of questionnaires concerning sex, age, district, education and income of those subjects in 40's-50's, who are expected to be more than 20 percent of national population by 2030, were collected and analyzed to find out their preferences over housing types, residential welfare facilities, and co-housing. The results show that the preferences over the residential welfare facilities and co-housing for those who are able to move for themselves are low, while the preferences over single-unit houses in the suburbs within 2 hours from a city are very high. Preferences for apartments in the urban areas are high for those with high income and education. In contrast preferences for life in their hometowns are high for those whose income and education are relatively low. Most of those with some difficulties in moving for themselves want to get help with welfare facilities for the elderly people. And the preferences of those who want to receive help from assistants are different from those preferring to get help from their offsprings, which tells a need for further study of the convertible housing types according to their family members.
According to the aging society, the housing environments of senior citizens who live alone are faced with social various problems. On the dwelling welfare, development of model for the silver house is necessary at the reducing of social expense. Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.
The purpose of this study is 1) to clarify that the house is no long the safe place through the cases of the senior safety accidents and to argue the need for housing repair and 2) to present the minimum standards for housing repair by comparing the cases here as well as the abroad and to back up the standards with the current senior housing environment 300 people at least 60 years old living in Seoul$\cdot$Metropolitan area were interviewed using the structured questionnaire. As the result, the following conclusions were made: 1. There was high accident rates of the senior residents due to physical deficits within the house, causing excessive medical cost and decreased housing satisfaction. This problem can be sufficiently prevented by housing repair which can not only solve the safety problem but also support self sufficient living for the senior residents. 2. Proper housing repair required the architectural know how as well as the expertise knowledge of the physical characteristics of the senior people. Therefore, it is essential to secure the professional (i.e., occupational therapist) who can analyze the needs of the senior residents and evaluate and/or predict the obstacles during repair. Furthermore, development and distribution of the standardized manual are also needed. 3. The minimum standard for housing repair could be approached in view of 'barrier-free' concept. First, the bumps should be removed, slippery prevented, and safety grab-bar installed for safety. Second, the entrance should be widened and the bathroom and kitchen restructured to support for the senior residents' self sufficiency. To make housing repair policy more efficient, the legal basis is required. It can be incorporated into the existing senior citizens 'Welfare Act' or the 'Senior Residents Medical Insurance' which will be effective starting in 2007.
There have been many requests for development of senior housing in Korea. Therefore it was very important to review how senior houses are established and managed in other countries. In this point, this research compared the actual conditions of the homes for the elderly in the U.K, U.S.A and Japan. Through the process, this research aimed to find the implications for Korea. The research was conducted by the literature review on senior congregate housing with Franklin's(1998) social constructionism perspective. This kind of research might be utilized as a theoretical framework for performance of any systems of housing for the aged. In this study, the researchers suggested the implications of senior congregate housing as follows. Firstly, in terms of structural context, government in the U.K, U.S.A., and Japan were positively concerned with solving the housing problems for senior citizens despite some differences. Secondly, from an institutional context, institutions related with provision, construction, and management of senior congregate housing were systematically consolidated and they all adapted the housing and welfare policy. Thirdly, in organizational context, there was an organization in charge of provision and management that exclusively oversaw the housing for the elderly in both the public and private sectors. Fourthly, in operational context, standards regarding space were clearly set both for individual units and common spaces as well as for facilities and services for the residents. Finally in terms of intersubjective context, the competency of housing manager and ways to involve the families which were important for residents' independent life were under study.
