SILER (Seismic-Initiated event risk mitigation in LEad-cooled Reactors) is a Collaborative Project, partially funded by the European Commission in the $7^{th}$ Framework Programme, aimed at studying the risk associated to seismic-initiated events in Generation IV Heavy Liquid Metal reactors, and developing adequate protection measures. The project started in October 2011, and will run for a duration of three years. The attention of SILER is focused on the evaluation of the effects of earthquakes, with particular regards to beyond-design seismic events, and to the identification of mitigation strategies, acting both on structures and components design. Special efforts are devoted to the development of seismic isolation devices and related interface components. Two reference designs, at the state of development available at the beginning of the project and coming from the $6^{th}$ Framework Programme, have been considered: ELSY (European Lead Fast Reactor) for the Lead Fast Reactors (LFR), and MYRRHA (Multi-purpose hYbrid Research Reactor for High-tech Applications) for the Accelerator-Driven Systems (ADS). This paper describes the main activities and results obtained so far, paying particular attention to the development of seismic isolators, and the interface components which must be installed between the isolated reactor building and the non-isolated parts of the plant, such as the pipe expansion joints and the joint-cover of the seismic gap.
The performance of passive control system for the seismic protection of a multi-tower cable-stayed bridge with the application of partially longitudinal constraint system is investigated. The seismic responses of the Jiashao Bridge, a six-tower cable-stayed bridge using the partially longitudinal constraint system are studied under real earthquake ground motions. The effects of the passive control devices including the viscous fluid dampers and elastic cables on the seismic responses of the bridge are examined by taking different values of parameters of the devices. Further, the optimization design principle of passive control system using viscous fluid dampers is presented to determine the optimized parameters of the viscous fluid dampers. The results of the investigations show that the control objective of the multi-tower cable-stayed bridge with the partially longitudinal constraint system is to reduce the base shears and moments of bridge towers longitudinally restricted with the bridge deck. The viscous fluid dampers are found to be more effective than elastic cables in controlling the seismic responses. The optimized parameters for the viscous fluid dampers are determined following the principle that the peak displacement at the end of bridge deck reaches to the maximum value, which can yield maximum reductions in the base shears and moments of bridge towers longitudinally restricted with the bridge deck, with slight increases in the base shears and moments of bridge towers longitudinally unrestricted with the bridge deck.
In this paper, mechanical properties of periodic foundation made of concrete and rubber are investigated by a parametric study using the finite element method (FEM). Periodic foundation is a special type of seismic isolation foundation used in civil engineering, which is inspired by the meso-scale structure of phononic crystals in solid-state physics. This type of foundation is capable of reducing the seismic wave propagating though the foundation, therefore providing additional protection for the structures. In the FEM analysis, layered periodic foundation is frequently modelled due to its simplicity in numerical modeling. However, the isolation effect of periodic foundation on nuclear power plant has not been fully discussed to the best knowledge of authors. In this work, we construct four numerical models of nuclear power plant with different foundations to investigate the seismic isolation effects of periodic foundations. The results show that the layered periodic foundation can increase the natural period of the nuclear power plant like traditional base isolation systems, which is beneficial to the structures. In addition, the seismic response of the nuclear power plant can also be effectively reduced in both vertical and horizontal directions when the frequencies of the incident waves fall into some specific frequency bandgaps of the periodic foundation. Furthermore, it is demonstrated that the layered periodic foundation can reduce the amplitude of the floor response spectrum, which plays an important role in the protection of the equipment.
An aircraft impact (AI) on a nuclear power plant (NPP) is considered to be a beyond-design-basis event that draws considerable attention in the nuclear field. As some NPPs have already adopted the seismic isolation technology, and there are relevant standards to guide the application of this technology in future NPPs, a new challenge is that nuclear power engineers have to determine a reasonable method for performing AI analysis of base-isolated NPPs. Hence, dynamic influences of the seismic isolation on the vibration and structural damage characteristics of the base-isolated CPR1000 containment are studied under various aircraft loads. Unlike the seismic case, the impact energy of AI is directly impacting on the superstructure. Under the coupled influence of the seismic isolation and the various AI load, the flexible isolation layer weakens the constraint function of the foundation on the superstructure, the results show that the seismic isolation bearings will produce a large horizontal deformation if the AI load is large enough, the acceleration response at the base-mat will also be significantly affected by the different horizontal stiffness of the isolation bearing. These concerns require consideration during the design of the seismic isolation system.
Since the Northridge earthquake (1994) and Kobe earthquake (1995), the concept of performance-based design has been actively introduced to design major structures and buildings. Recently, the seismic design code was established for fire protection facilities. Therefore, the important fire protection facilities should be designed and constructed according to the seismic design code. Accordingly, uniform hazard spectra (UHS), with annual exceedance probabilities, corresponding to the performance level, such as operational, immediate occupancy, life safety, and collapse prevention, are required for performance-based design. Using the method of probabilistic seismic hazard analysis (PSHA), the uniform hazard spectra for 5 major cities in Korea with a recurrence period of 500, 1,000, and 2,500 years corresponding to frequencies of (0.5, 1.0, 2.0, 5.0, 10.0)Hz and PGA, were analyzed. The expert panel was comprised of 10 members in seismology and tectonics. The ground motion prediction equations and several seismo tectonic models suggested by 10 expert panel members in seismology and tectonics were used as the input data for uniform hazard spectrum analysis. According to sensitivity analysis, the parameter of spectral ground motion prediction equations has a greater impact on the seismic hazard than seismotectonic models. The resulting uniform hazard spectra showed maximum values of the seismic hazard at a frequency of 10Hz and also showed the shape characteristics, which are similar to previous studies and related technical guides for nuclear facilities.

The proposed research includes a comprehensive study on the seismic vulnerability assessment of typical building types, representative of the structural materials, the seismic codes and the construction techniques of Southern Europe. A damage database is created after the elaboration of the results of the observational data obtained from post-earthquake surveys carried out in the area struck by the September 7, 1999 Athens earthquake, a near field seismic event in an extended urban region. The observational database comprises 180.945 buildings which developed damage of varying degree, type and extent. The dataset is elaborated in order to gather useful information about the structural parameters influence on the seismic vulnerability and their correlation to the type and degree of building damages in near field earthquakes. The damage calibration of the observational data was based on label - damage provided by Earthquake Planning and Protection Organization (EPPO) in Greece and referred to the qualitative characterization for the recording of damage in post-earthquake surveys. Important conclusions are drawn on the parameters that influence the seismic response based on the wide homogeneous database which adds to the reliability of the collected information and reduces the scatter on the produced results.
Motivated by the demand of seismic protection of museum collections and development of performance-based seismic design guidelines, this paper investigates the seismic fragility of sliding artifacts based on incremental dynamic analysis and three-dimensional finite element model of the artifact-showcase-museum system considering nonlinear behavior of the structure and contact interfaces. Different intensity measures (IMs) for seismic fragility assessment of sliding artifacts are compared. The fragility curves of the sliding artifacts in both freestanding and restrained showcases placed on different floors of a four-story reinforced concrete frame structure are developed. The seismic sliding fragility of the artifacts within a real-world museum subjected to bi-directional horizontal ground motions is also assessed using the proposed IM and engineering demand parameter. Results show that the peak floor acceleration including only values initiating sliding is an efficient IM. Moreover, the sliding fragility estimate for the artifact in the restrained showcase increases as the floor level goes higher, while it may not be true in the freestanding showcase. Furthermore, the artifact is more prone to sliding failure in the restrained showcase than the freestanding showcase. In addition, the artifact has slightly worse sliding performance subjected to bi-directional motions than major-component motions.

Low-cost techniques with seismic isolation performance and excellent resilience need to be explored in the case of rural low-rise buildings because of the limited buying power of rural residents. As an inexpensive and eco-friendly isolation bearing, scrap tire pads (STPs) have the issue of poor resilience. Thus, a seismic isolation system under a column (SISC) integrated with STP needs to be designed for the seismic protection of low-rise rural buildings. The SISC, which is based on a simple exterior design, maintains excellent seismic performance, while the mechanical behavior of the internal STP provides elastic resilience. The horizontal behaviors of the SISC are studied through load tests, and its mechanical properties and the intrinsic mechanism of the reset ability are discussed. Results indicate that the average residual displacement ratio was 24.59%, and the reset capability was enhanced. Comparative experimental and finite element analysis results also show that the load-displacement relationship of the SISC was essentially consistent. The dynamic characteristics of isolated and fixed-base buildings were compared by numerical assessment of the response control effects, and the SISC was found to have great seismic isolation performance. SISC can be used as a low-cost base isolation device for rural buildings in developing countries.

As the damage caused by earthquakes gradually increases, seismic retrofitting for existing public facilities has been implemented in Korea. Several types of structural analysis methods can be used to evaluate the seismic performance of structures. Among them, for nonlinear dynamic analysis, the hysteresis model must be carefully applied because it can significantly affect the behavior. In order to find a hysteresis model that predicts rational behavior, this study compared the experimental results and analysis results of the existing non-seismic reinforced concrete frames. For energy dissipation, the results were close to the experimental values in the order of Pivot, Concrete, Degrading, and Takeda models. The Concrete model underestimated the energy dissipation due to excessive pinching. In contrast, the other ones except the Pivot model showed the opposite results with relatively little pinching. In the load-displacement curves, the experimental and analysis results tended to be more similar when the column axial force was applied to columns.

As earthquakes have increased in Korea recently, people are paying attention to the seismic performance of buildings built in the past. Many school buildings in Korea were built based on standard drawings before the seismic design was applied. However, since school buildings are often designated as emergency evacuation facilities in case of disasters such as earthquakes, seismic evaluation and retrofit must be done quickly. This study investigated the failure modes among structural components (beams, columns, and joints), focusing on 1980s standard drawings for school buildings. The effects of column axial force, partial masonry infills, and different material strengths for concrete and rebar were considered for detailed evaluation. As a result, most of the joints were found to be the weakest among structural components. Column axial forces tended to make the joints more vulnerable, and partial masonry infills increased the possibility of joint failure and shear failure in columns.
