국가와 시민의 안전을 확보하기 위한 경비경찰 작용은 인류가 공동체를 이루기 시작할 때부터 존재하였다고 볼 수 있다. 이러한 경비작용은 처음부터 국가가 전담했다기 보다는 오랜기간 민간영역에서 자율적으로 수행되어 오다가 국가체제가 견고해 짐에 따라 공적영역이 그 기능을 흡수하게 되었다. 그러나 다양한 위험이 상존하는 현대사회에서는 공경찰만으로는 사회의 안전을 담보할 수 없게 되었고, 때문에 민간영역과의 공조는 필수적으로 요청되는 사안이다. 공경찰의 한계 속에서 경비업체와 일반시민들의 자율조직은 확장을 계속하고 있다. 때문에 이들은 사회안전망 구축을 위한 삼각대로서 파트너쉽을 발휘해야만 한다. 경비경찰은 다양한 업무와 과도한 동원에도 불구하고 경비전담인력이 확보되지 못하였기 때문에 이들의 전문성과 위기대처능력이 문제시되고 있다. 특히 전방위로 펼쳐지는 국제테러의 시대에 경비경찰의 효율화는 더욱 시급한 문제이다. 민간영역은 경비업체와 민간자율조직의 참여로 구분되어질 수 있다. 경비업체의 경우 양적인 팽창, 다양한 업무로의 진출 등 외형상의 급성장에 비하여 경비원의 자질과 업무능력의 문제가 대두된다. 순수민간활동에 있어서는 공경찰활동에 대한 이해의 필요성과 항시적 조직적 활동을 할 수 있는 여건이 마련될 필요가 제기된다. 때문에 이러한 문제점을 극복하고 공동의 목표를 효율적으로 달성하려면 공경찰영역에서는 채용방법의 변화, 경비경과 신설, 전문성 및 위기관리능력 강화가 필요하다. 경비업체의 경우 공경찰과의 공동교육을 통한 관계개선과 업무능력 강화 및 이를 통한 업무공조의 활성화가 필요하다. 또한 순수민간영역의 활동을 극대화하기 위해서는 예비경찰대 창설 및 이들 민간자율조직에 대한 관리와 대시민 홍보를 강화하여야 한다.

본 논문에서는 다양한 재난안전 위협요소를 단위 산업체 시설물뿐만 아니라 지역 및 국가 단위에서 실시간으로 감지 예측하고 예방 대응하는 시스템에 대하여 알아본다. 예방 대비 대응 복구로 이뤄지는 재난관리의 전 단계를 체계적 효율적으로 관리할 수 있는 정보통신기술을 기반으로한 융복합 구현에 대하여 분석하였다. 또한 조기예측을 통한 선제적 예방과 대비 즉각적인 재난 정보 전달로 피해규모의 축소와 첨단 기술을 통해 재난현장에서의 인간한계 극복에 대하여 분석하였으며 스마트 재난안전관리의 전략으로 선제적 위험관리 및 예방 신속하고 효율적 현장 대응 및 복구와 민관 상호협력 및 효율적 연계협력의 사회안전 스마트 재난안전관리 시스템을 제시하였다.

Nuclear energy is considerably cheap and clean compared to other fossil fuels. Yet, there are rising safety concerns of nuclear power plants including the possibility of radiation releasing nuclear accidents. In light of the Fukushima nuclear crisis in 2011, Japan has been re-evaluating their existing energy policies and increasing the share of alternative energy. This paper first tracks the major historical changes of energy policy in Japan by time period. Next, energy security, reignited concerns and alternative energy are covered to examine Japan's energy security situation and its transition after the Fukushima disaster. Lastly, a short survey based on thematic analysis was conducted in South Korea and Japan to understand the public awareness of nuclear. This paper postulates that the case of Fukushima will contribute to establish and operate a safe-future nuclear program in South Korea, given that the country is not only geographically neighbouring Japan but also the world's fourth largest producer of nuclear energy.

Blockchain is a technology designed to prevent tampering with digital documents or information, safeguarding transaction data and managing it in a structured manner. This proves beneficial in addressing issues of trust and data protection in B2B, B2C, and C2B transactions. Blockchain finds utility not only in financial transactions but also across diverse industrial sectors. This study outlines significant cases and responses that jeopardize the security of blockchain networks and cryptocurrency technology. Additionally, it analyzes safety and risk factors related to blockchain and proposes effective testing methods to preemptively counter these challenges. Furthermore, this study presents key security evaluation metrics for blockchain to ensure a balanced assessment. Additionally, it provides evaluation methods and various test case models for validating the security of blockchain and cryptocurrency transaction services, making them easily applicable to the testing process.

본 논문은 우리나라 항공화물 상용화주제도의 활성화를 위해 물류정책 및 제도를 알아봄으로서 일반화주의 상용화주 전환 및 확대에 필요한 제도 활용을 제안하는데 목적이 있다. 2012년에 "항공안전 및 보안에 관한 법률" 및 2011년 "상용화주 항공화물 보안기준"이 개정되었으나 그 목적이 항공안전과 보안, 항공화물의 보안통제 절차를 규정한 것이어서 상용화주제 활성화 방안은 포함되어 있지 않다. 따라서 상용화주제 활성화를 위하여 2012년 개정된 "물류정책기본법"의 물류보안 지원제도와 물류공동화 제도, 컨설팅 지원에 대한 활용방안을 제안한다.

Speedy development has been witnessed in communication technologies and the adoption of the Internet across the world. Information dissemination is the primary goal of these technologies. One of the rapidly developing nations in the Middle East is Saudi Arabia, where the use of communication technologies, including mobile and Internet, has drastically risen in recent times. These advancements are relatively new to the region when contrasted to developed nations. Thus, offenses arising from the adoption of these technologies may be new to Saudi Arabians. This study examines cyber security awareness among Saudi Arabian citizens in distinct settings. A comparison is made between the cybersecurity policy guidelines adopted in Saudi Arabia and three other nations. This review will explore distinct essential elements and approaches to mitigating cybercrimes in the United States, Singapore, and India. Following an analysis of the current cybersecurity framework in Saudi Arabia, suggestions for improvement are determined from the overall findings. A key objective is enhancing the nationwide focus on efficient safety and security systems. While the participants display a clear knowledge of IT, the surveyed literature shows limited awareness of the risks related to cyber security practices and the role of government in promoting data safety across the Internet. As the findings indicate, proper frameworks regarding cyber security need to be considered to ensure that associated threats are mitigated as Saudi Arabia aspires to become an efficient smart nation.

We, in Korea, have over two hundred hypermarkets and the number is continuously increasing. We drop into a hypermarket for merchandise, which is an integral part of our life style. So, we should consider safety for employees as well as customers because hundreds of thousands of people use the hypermarket every day. In addition to this consideration, the government should also be a political support relating to accidents that occur in the hypermarket because security and safety matters are important to all of us. But even now, Our security conditions do not match our ideal goal and we take countermeasures after accident or loss. This is a result of not having a security management expert coupled with a chief executive officer that has no idea about security awareness and loss prevention. In addition, we do not have specific laws to address these matters. We also lack reasonable ideas to prevent accident and loss. Now is the right time to revamp the laws and ordinances to improve the quality of civilian life. Prevention of accidents is a needed investment for all security personnel. The best solution for businesses is prevention of accidents. This will increase profits and cost-effectiveness as well as increase customer satisfaction. The company should form a security management department for comprehensive protection of assets. The goal of security management employees should be productive and effective security management. Every employee should have responsibility in mind to prevent accidents in his or her work. In addition, The company should have a systematic organization in place and regular training sessions. The most effective security management comes from cooperation of all members. In the 21st century, we pursue a high standard of living which is a result of our cooperation against any accident and loss. Sennewald says The value of security is better measure by what does not happen rather than what does.

최근 해킹, 바이러스 등 대한민국을 노린 공격이 증가하고 있다. 이와 마찬가지로 우리 군도 사이버 침해에 대한 노출이 심해지고 있으며 이를 대응하기 위해 국방부는 사이버 안보에 대한 기본절차를 규정하고 지침을 제공하고 있다. 그럼에도 불구하고 육군에서 발간하는 사이버방호작전 분석결과를 보면 침해건수는 점점 증가하고 있다. 이에 대한 문제점들을 개선하고자 사이버 침해 대응을 위해 가장 중요하면서 기본인 사용자 환경에서의 전산보안 점검항목을 재점검하여 안전하고 효율적인 전산보안 점검항목을 제시한다.

최근 세계적으로 자연재해 등의 피해를 줄이기 위해 각 국가마다 통합재난안전관리시스템을 운영하고 있다. 특히, 재난경보 메시지를 보내기 위한 방법으로 디지털 사이니지(Digital Signage) 활용에 대한 연구가 이루어지고 있다. 본 논문에서는 디지털 사이니지에 대한 개념과 재난안전관리시스템을 살펴보고 재난안전통신망에서 요구되어지는 보안요구사항을 알아보았다. 또한, 디지털 사이니지를 활용한 재난안전 서비스에서 공통경보 메시지를 안전하게 디지털 사이니지 터미널에 전송하기 위해 공개키 인증기법을 사용한 프로토콜을 제안하였다. 제안 된 프로토콜은 공통경보 메시지를 해당 지역에 안전하게 표시될 수 있도록 하였다.
