공공기관과 지방자치단체는 방범용과 교통용, 쓰레기 무단투기용 등 다양한 형태로 CCTV를 설치하고 있다. 그 밖에도 국가행정기관이나 각급 학교, 특별법에 의한 특수법인, 지방공사 및 공단 등에서도 개별적으로 CCTV를 운영하고 있다. 이와 같이 로컬지역의 관할구역에 개별적으로 설치 및 운용되어오던 CCTV시스템이 혼재되어 있거나 도입시점이 상호 기술적 이질성이 발생한다. 행정안전부는 2011년 2월 국가영상정보자원을 위한 통합관제센터구축을 위한 가이드라인을 제시하였다. 본 연구는 행정안전부가 권고하는 가이드라인에 근거하여 2011년 4월 28일 완료 보고한 부산광역시의 경찰청, 소방청 그리고 부산시간의 통합관제센터 구축 사례를 소개한다. 기관간 통합과정에서 발생하는 문제와 선결요인은 무엇이고 해결방안을 제시한다.

In this paper, a contribution is presented covering the data set in improving and developing electronic services provided to citizens through e-government services based on business intelligence in government agencies in the Republic of Sudan. The Business Intelligence Concept Survey was conducted from the perceptions of information department employees in government agencies. The survey was conducted from April to June 2021 using questionnaires. The dataset contains responses about the factors that influence the use of business intelligence and the barriers and limitations to the use of business intelligence. A five-point Likert scale was used to analyze the quantitative data. The opportunities and challenges associated with it were also discussed and explored. As evidenced by the results, the information department employees agree that business intelligence improves the government decision-making process, which helps decision makers and decision-makers to find alternatives and opportunities that contribute to making more accurate and timely decisions. The results also indicate that creating the infrastructure for applying business intelligence in the e-government work model contributes to the successful implementation of business intelligence in Sudan.

일본은 2006년 탐정업자 및 흥신소의 불법적인 영업과 난립을 막기 위하여 탐정업무의 적정화에 관한 법률을 제정 및 시행하게 되었다. 법률 제정이후 2012년 현재 일본의 탐정업과 관련하여 여전히 문제점들이 발생하고 있어, 일본의 관할 기관들은 이러한 문제점들을 개선하기 위해 해당 법령 개정 및 업자들에 대한 의식개선에 노력을 기울이고 있다. 따라서 향후 우리나라가 민간조사업 도입에 있어 시사 하는바가 크다고 할 수 있는데 이들 내용을 정리해 보면 다음과 같다. 첫째, 탐정업무 수행에 따른 타법령과의 문제점 개선이다. 둘째, 탐정업 위반업자의 관리 강화이다. 셋째, 탐정 업무수탁에 따른 비용의 적정화 추진이다. 민간조사업이라는 해당 업무가 보다 사회에 공익적 기능을 할 수 있도록 일본의 이러한 문제점들을 더욱더 보안하고 개선방안을 마련하여 민간조사 산업의 발전과 사회적 순기능의 관점에서 제19대에 국회에서는 반드시 입법발의 할 필요가 있다.

The demand against the risk analysis and information security of system from the companies or the agencies which operate an information system is increasing. ISO/IEC 27001 was established by ISO (International Organization for Standardization) and IEC (International Electrotechnical Commission). Also this standard is international and authoritative standard of ISMS (Information Security Management System). This paper is to review how the ISO 27001 ISMS Requirement has been established and improved, and to communicate the significant changes from ISO27001 : 2005 to ISO 27001 : 2013 focusing on reasons for revisions. Additionally, This paper shows case study for understanding ISO 27001 : 2013 implementation.

정부 및 공공기관에서는 업무 및 서비스 제공에 있어 공공망을 활용한 클라우드 서비스를 촉진하고자 하나 공공망(인터넷)을 이용하는 구조로 인해 보안상의 취약점이 발생하기 쉽다. 이에 본 논문에서는 공공망을 사용하는 클라우드 네트워크의 일반적인 보안 취약점을 도출하고, 이를 기준으로 UDP와 TCP 계열 프로토콜(TCP, SCTP, MPTCP)의 보안 관련 특성을 비교 분석하였다. 비교 분석에는 신뢰성 및 보안성 요소를 사용하였으며, 보안 노출도를 평가하고 전송 프로토콜 중 보안성 측면에서 가장 적합한 프로토콜을 선정하였다.

Cyber security is an important issue in the field of nuclear engineering because nuclear facilities use digital equipment and digital systems that can lead to serious hazards in the event of an accident. Regulatory agencies worldwide have announced guidelines for cyber security related to nuclear issues, including U.S. NRC Regulatory Guide 5.71. It is important to evaluate cyber security risk in accordance with these regulatory guides. In this study, we propose a cyber security risk evaluation model for nuclear instrumentation and control systems using a Bayesian network and event trees. As it is difficult to perform penetration tests on the systems, the evaluation model can inform research on cyber threats to cyber security systems for nuclear facilities through the use of prior and posterior information and backpropagation calculations. Furthermore, we suggest a methodology for the application of analytical results from the Bayesian network model to an event tree model, which is a probabilistic safety assessment method. The proposed method will provide insight into safety and cyber security risks.

Cyberbullying has become a severe issue and brought a powerful impact on the cyber world. Due to the low cost and fast spreading of news, social media has become a tool that helps spread insult, offensive, and hate messages or opinions in a community. Detecting cyberbullying from social media is an intriguing research topic because it is vital for law enforcement agencies to witness how social media broadcast hate messages. Twitter is one of the famous social media and a platform for users to tell stories, give views, express feelings, and even spread news, whether true or false. Hence, it becomes an excellent resource for sentiment analysis. This paper aims to detect cyberbully threats based on Naïve Bayes, support vector machine (SVM), and k-nearest neighbour (k-NN) classifier model. Sentiment analysis will be applied based on people's opinions on social media and distribute polarity to them as positive, neutral, or negative. The accuracy for each classifier will be evaluated.

뉴욕주에는 미국에서 가장 큰 도시인 뉴욕이 있으며 특히 9 11테러사태 이후 안전은 뉴욕 시민 모두에게 가장 중요한 사안이라 시큐리티에 관심이 높은 곳이다. 본 연구목적은 뉴욕주의 민간경비 관련 법령을 분석하고 평가하여 한국에 접목할 수 있는 시사점을 찾아서 제시하는 것이다. 시사점은 첫째, 전문 법규의 운영과 다양한 자격제도이다. 둘째, 밀접한 민 관 협력 연계이다. 셋째, 전문적인 경비업단체의 활동이다.

이 연구는 시큐리티 요원의 심리적 임파워먼트와 서비스지향성 및 조직성과의 관계를 규명하기 위하여 2011년 천안, 아산시 소재 민간경비회사에 재직 중인 경비원을 모집단으로 선정한 후 유의표집법(purposive sampling method)을 이용하여 300명의 표본을 추출하였으나, 연구에 사용된 사례 수는 총 271명이다. 이 연구는 SPSSWIN 18.0을 이용하여 요인분석, 신뢰도분석, 다중회귀분석, 경로분석을 실시하여 다음과 같은 결론을 얻었다. 첫째, 심리적 임파워먼트는 서비스지향성에 영향을 미친다. 즉 의미성과 자기결정성이 높을수록 서비스인적자원관리, 서비스리더십, 서비스접점관리의 수준이 높아진다. 둘째, 심리적 임파워먼트는 조직성과에 영향을 미친다. 즉 영향력과 의미성이 높을수록 조직몰입, 직무만족, 성과의 수준이 높아진다. 셋째, 서비스지향성은 조직성과에 영향을 미친다. 즉, 서비스인적자원관리, 서비스리더십, 서비스접점관리가 증가할수록 조직몰입, 직무만족, 성과의 수준이 높아진다. 넷째, 심리적 임파워먼트는 서비스지향성 및 조직성과에 직 간접적인 영향을 미친다. 이러한 결과를 바탕으로 시큐리티 기업의 관리자들은 종업원들의 특수한 근무환경을 이해하고 획일적이고 형식적인 관리체계에서 벗어나 종업원들이 근무환경의 변화에 따라 직무수행능력과 잠재력을 활용할 수 있도록 권함과 책임을 부여함으로써 고객에 대한 서비스 마인드가 향상되어 조직의 성과도 향상 될 수 있을 것이다.

In recent years, public area CCTV has also begun to become more popular in the Korea. 2011, Korea's Ministry of Public Administration and Security has recommended that other local governments set up an integrated CCTV control center in each of their districts. The ministry was planning to make it compulsory for local governments to install an integrated CCTV control center by 2015. More than 570,000 public cameras are managed by public agencies and local government offices. Currently, the integrated CCTV control center is playing a very positive role in fighting crimes in the district particularly through its liaison with the district police. The CCTVs were operated by a several different agencies and departments in the district, resulting in considerable redundancy in public service, inefficiency and delays in response to crimes, and other emergency situations. Therefore, Control Center should be operated lawfully and efficiently. CCTV Control Center will be managed by three ways: (1) IT Governance through cooperation with civil areas (2) by regulated with proper laws and (3) managed by proper guideline and personal training.
