본 논문에서는 군 특수성을 고려한 정보보호 관리체계를 기존 ISMS를 기반으로 개선된 M(Military)-ISMS 모델을 제시한다. 이는 ISMS에서 논의 되지 않은 군 특수성을 고려한 '내부 보안감사'와 '대외활동 관리'부분이 주요 연구대상이다. 내부 보안감사 부분은 민간에서 중요하게 다루는 가용성보다 기밀성이 중요하기 때문에 기밀성과 관련된 보안감사의 6가지 통제항목을 추가하였다. 또한 대외활동 관리부분은 해당 군사자료가 비밀로서 가치가 사라졌을 경우 보안관리 기준 수립과 수준유지에 관한 통제항목 등을 추가하였다. 본 논문에서 제안된 M-ISMS는 기존의 ISMS에서 제공하는 다양한 장점들과 민간 침해사고 사례를 활용하여 군의 특수성을 고려한 신속하고 미래지향적인 보안 침해사고를 사전에 예방할 수 있는 효과가 있다.

최근 사이버 테러는 국가와 민간을 넘나들며 그 경계가 제한되지 않고 있으며, 현대전의 양상은 사이버 공격을 활용하여 관련 정보를 유출하고 그 정보를 악의적으로 이용하여 국가 및 기업에 치명적인 피해를 끼치고 있다. 이에 정부는 2008년 7월 25일부터 지식경제부 산하 공공기관의 보안과 사고예방을 위하여 지식경제사이버안전센터를 운영하고 있다. 지식경제사이버안전센터는 보안관제센터로서 사이버공격 정보를 탐지 분석하여 즉시 대응 조치를 수행하고, 수집 탐지한 정보를 국가 사이버안전센터 및 회원기관과 공유한다. 또한 정보공유분석센터(ISAC, Information Sharing & Analysis Center)로서 전자적 제어 관리시스템을 포함한 주요정보통신기반시설에 대한 취약점분석 및 평가를 실시하고, 침해사고대응센터(CERT/CC, Computer Emergency Response Team/Coordination Center)로서 보안사고 예방활동 및 보안사고 대응서비스를 수행하고 있다. 이에 본 논문에서는 나날이 그 역할이 커지고 있는 지식경제사이버안전센터의 설립 목적 및 역할, 수행업무에 대한 서비스를 분석하고 문제점을 파악한 후에 개선 방안을 제시한다.

오늘날 국민들의 삶을 질을 위협하는 범죄문제에 효과적으로 대처하기 위해서는 지역사회의 다양한 자원의 도움이 필수적이다. 왜냐하면 경찰의 힘만으로 범죄를 예방하고 계속적으로 증가하는 범죄를 해결할 수 없고, 국민들의 치안서비스에 대한 높아진 욕구를 충족할 수 없기 때문이다. 경찰이 지역사회 자원들과 연합하여 범죄에 대응하는데 있어 가장 전문적인 민간영역은 민간경비라 할 수 있다. 그러나 한국에서 협력치안을 위한 민간경비의 역할은 미국이나 일본에 비해 상당한 미흡한 수준에 머물고 있다. 그래서 본 연구에서는 협력치안 구축을 위한 한국 민간경비의 역할방향에 대해 다음과 같이 4가지를 제시하였다. 첫째, 미국이나 일본처럼 민간경비의 업무분야 다양화되고 전문화되어야 한다. 단순인력 위주의 시설경비 수준을 벗어나 최첨단 범죄 영역이나 특정 산업단지 등을 전담하는 전문화된 조직으로 탈바꿈해야 할 것이다. 둘째, 경찰과 민간경비와의 상호접촉을 증가시켜야 한다. 경찰과 민간경비 간의 정기적인 모임을 통해 상호관심과 필요에 대해 공감대를 형성할 필요가 있다. 이러한 역할에 민간경비업체들을 대표할 수 있는 한국경비협회의 적극적 역할이 중요하다. 셋째, 민간경비 활동에 대한 이미지 개선노력과 민간경비 활동에 대한 홍보가 필요하다. 민간경비에 대한 일부 부정적인 이미지를 씻어 내도록 자체 정화노력과 긍정적 이미지를 국민들에게 적극적 홍보할 필요가 있다. 마지막으로 한국 수준에 적합한 경찰과 민간경비 간의 협력치안체제 모형을 개발할 필요가 있다. 우선적으로 일선 치안현장에서 경찰과 민간경비 간에 상호이해와 긍정적 인식을 갖도록 하기 위한 노력이 필요하다. 특히 경찰이 민간경비를 대등한 동반자 인식을 갖도록 하기 위해 민간경비업체 스스로 전문 인력의 충원과 교육훈련을 강화하여 전문성을 향상시켜야 한다.

이 연구는 현재 한국 산업보안교육과정의 개선과 보안교육 프로그램에 대하여 제시하였다. 현대인은 세상의 급격한 변화에 대응해야 하는 불안전한 세상에서 살고 있다. 전반적으로 현대인의 생활, 사회, 경제, 국제관계 그리고 보안리스크는 점차적으로 더 복잡성이 더해가고 있다. 이와 더불어 현대인의 업무형태, 교통수단, 여가, 그리고 통신수단은 급격하게 변화하고 있다. 우리가 살고 있는 세상은 과거의 변화의 추세로서 미래의 변화를 예측하는 것을 불가능하게 한다. 이러한 불안전한 세상에서의 현대의 모든 활동에서의 실제적인 결정에는 안전성을 우선하게 되었다. 글로벌 환경은 과거와는 다르게 급격한 변동성이 증가하여 산업보안에 대한 사회적인 기대는 모든 면에서 증가하고 있다. 세계화의 복잡성, 공공의 기대감, 법적인 규제의 요구조건, 다국적에 걸친 이슈, 재판관한상의 이슈, 범죄, 테러리즘, 앞선 정보기술, 사이버 공격, 전염병 등은 새로운 보안리스크 환경을 조성하였으며, 현대인의 삶에 큰 장애물로 등장하였다. 이러한 새로운 보안리스크에 대응하기 위하여 산업보안전문가의 양성이 필요하다. 그러나 대학교육이 보안전문가의 양성에 얼마나 밀접하게 관련되어 있는가? 아쉽게도 오늘날의 대학학위는 취업이나 더 향상된 기회를 보장하지는 못하지만, 지금까지는 실제적으로 대학교육은 더 좋은 직업을 구하는데 최상의 방법이다. 마찬가지로 보안교육과 경험은 좋은 직업을 찾는데 최고의 고려대상이며, 여기에 훈련 또한 중요한 고려요소이다. 현대기업에서의 보안업무는 다양한 리스크로부터 기업을 보호하는 업무에서 비즈니스 경쟁 우위를 확보하기 위한 새로운 원천으로 변화되고 있다. 따라서 보안 분야의 교육의 미래는 지속적인 성장에 비례하여 유망한 산업분야가 되었다. 오늘날 현대인들은 과거와 다르게 일상생활에서 보안에 대하여 더욱 민감하게 의식하면서 생활하고 있으므로, 여기에 가장 부합하는 전문교육과정과 대학교육에서는 새로운 위협요인에 대응하는 산업보안교육 프로그램이 수립되어야 한다.

The study is devoted to substantiation of directions of intensification of development of small innovative enterprise, which has a significant impact on the overall innovation activity of the country and promotes innovative development, transition to more advanced technological systems. The outlined role of small business in innovative development in the direction of intensifying innovation in the economy, improving organization and production, as well as in the form of direct participation in the innovation process, production of science-intensive products, stimulating demand for innovation. A group of factors hindering the development of small innovative entrepreneurship was identified, including: financial aspects of the activity, shortcomings of organizational and communicative nature, underdeveloped technology market, information plan problems, internal production problems of small business, market problems. The directions of intensification of the development of small innovative entrepreneurship are substantiated, namely: financial and credit support of small innovative entrepreneurship; introduction of tax incentives; material and technical support; nationwide intensification of innovation activity; information support; development of innovation infrastructure. The involvement of the outlined directions of intensification of small innovative entrepreneurship will help to obtain a synergistic effect of innovative development of both small innovative business structures and the economy as a whole.

The article is devoted to the study of the features of administrative liability for offenses in the informational sphere, the definition of the concept and features. Based on the examples of implementation of instruments of European legislation into the national legal system and examples of national legal practice, the authors have identified the features of informational and legal sanctions aimed at restricting the rights of access of subjects to information, prohibiting them to disseminate certain information, restricting the rights to disseminate certain information, and suspending informational activities. It has been substantiated that the administrative liability for informational offenses as a protective legal institution is created to contribute to the solution of such acute problems of legal support of human and society interests in the new informational dimensions.

The purpose of the article is to study the impact of digitalization on the transformation of the banking system, taking into account current innovative development trends. The article analyzes the impact of key factors on the development of the digital economy. Ukraine's ranking positions in terms of digital competitiveness are shown. The necessity of using digital technologies in the sphere of banking activity is substantiated. The dynamics of changes in the number of operating banks in Ukraine is analyzed. The directions of introduction of information technologies in the sphere of banking activity are determined. An analysis of changes in the share of the population of individual EU member states that use the Internet for Internet banking. It is noted that modern transformation trends, digitalization of the economy have a significant impact on the landscape of the banking sector, in this context, the rating of Ukrainian banks in the categories of "Internet Banking" and "Mobile Banking". The advantages and disadvantages of using the capabilities of Internet banking are identified. Based on the study, the importance of expanding the boundaries of digitalization of the domestic banking system is substantiated, which will further increase the level of availability of online services in the field of banking. Prospects for further research are identified in the study of the impact of digitalization on the development of the banking system of foreign countries.

The article analyzes the features of innovation and investment activities of enterprises in the context of digitalization to increase their competitiveness in the international market. Ukraine's position on the Global Innovation Index is assessed. The interrelation of management functions in the context of innovation and investment activities of enterprises is substantiated. The structure of sources of financing of innovative activity of industrial enterprises is analyzed. Trends in changes in the volume of foreign direct investment and capital investment in Ukraine are assessed. It is determined that the level of innovative development of enterprises is determined by the level of their investment support, which is determined by the level of their investment attractiveness. The components of the strategy of investment attractiveness of enterprises are outlined. Determining factors in the implementation of innovation and investment policy of enterprises are identified and the main stages that should include the processes of managing innovation and investment activities of enterprises in the context of digitalization.

The main purpose of the article is to study the peculiarities of the work of the Ukrainian language in the upper grades of the lyceum based on the activity approach. Despite the fact that a number of scientific studies and applied developments on teaching Ukrainian as a foreign language have recently appeared in Ukrainian linguistics, significant problems in this area should be recognized (organization of the educational process when learning a language as a foreign language, general methodological principles, psycho- and sociolinguistic foundations, communicative approaches), the non-resolution of which leads to methodologically unreasonable teaching of the Ukrainian language as a foreign language, the use of methods of teaching the language as a native language or the study of the language as a subject (linguistic aspect). In addition, due attention is not paid to the development of communication skills, which, firstly, worsens the quality of teaching and learning. Based on the results of the analysis, the key aspects of the work on the Ukrainian language in the senior classes of the lyceum were analyzed on the basis of an activity approach.
