본 연구는 세계적으로 확산되고 있는 테러리즘과 관련하여 경호임무 수행시 나타난 위해사례분석을 통하여 도출된 문제점들을 다각도에서 분석하여 현재 한국 경호제도의 발전방안을 제시하고자 하였다. 본 연구를 수행하기 위해 현재 한국의 경호관계법, 경호의 원칙과 방법론, 테러와 뉴테러리즘에 대한 기본 이론을 고찰하였다. 그리고 경호위해 사례 중 박근혜 위해사례를 중점적으로 분석한 질적사례연구로 연구를 수행하였다. 본 연구를 통한 한국 경호제도의 발전방안은 다음과 같다. 첫째, 법제도적인 측면에서는 테러방지법과 요인경호법 제정을 재검토해야 할 것이다. 그리고 민간경호의 근거법인 경비업법의 개정을 통해 민간경호의 발전을 도모해야 한다. 둘째, 민간경호 육성의 측면에서 세분화되지 않고 있는 교육훈련 프로그램을 정비 해야하고 강화해야 한다. 또 경비업법에 의한 신변보호업무를 활성화하고 시장을 확대해야 한다. 이러한 관점에서 민간경호원에 대한 국가자격증을 도입해야하고, 공경호의 대표적인 대통령실 경호처에서는 선진기술들을 민간경호로 이전해야할 것이다. 셋째, 운영적 측면에서는 SCE원칙, 인적방벽효과의 원리, 촉수거리확보의 원칙, 체위확장의 원칙, 일직선의 원칙, 대피우선의 원칙 등 경호원칙에 입각한 경호운영이 요구되는 바, 이러한 운영을 위해 선행적으로 예방경호의 중요성이 강조되며 철저한 경호경비기획이 이루어져야 할 것이다.

이 논문은 제17대 대통령선거 후보자에 대한 효율적인 경호제도를 연구한 것이다. 금년에만 세계 20여개의 국가에서 대통령 선거가 실시 될 예정이다. 우리나라의 경우에도 대선이 다가 올수록 각 이해집단의 갈등이 표면화 될 것으로 예상되어 금번 대선에서는 지역주의의 부활, 반 FTA쟁점화 등의 세력간 충돌 가능성과 함께 선거 유세장에서의 우발적인 공격상황발생도 우려되고 있다. 이 논문의 연구 목적은 이제 6개월 밖에 남지 않은 제17대 대통령선거에 즈음하여 대통령 선거후보자에 대한 경호제도를 연구하여 바람직한 방안을 제시하는데 있다. 그리고 연구의 범위는 대통령선거의 경호환경, 경호의 원칙과 테러의 발생원인 등 이론적 고찰, 현행 국내외 경호제도 및 분석, 대통령선거 후보자의 효율적인 경호제공방안을 문헌적 연구를 통하여 기술하였다. 따라서 바람직한 경호방안으로는 첫째, 대통령 경호실과 같은 경호전문기관에 의한 경호가 제공되어야 한다. 둘째, 현행규정에 의한 동일선상의 경호대상에 대한 통합경호가 실시되어야 한다. 셋째, 모든 대통령선거후보자에 대한 공경호를 제공하여야 한다. 넷째, 경호위해요소를 사전에 예방하기 위해서는 총력경호의 제공이 필요하다. 다섯째, 미국의 비밀경호대(Secret Service)사례 및 경제적 경호를 고려하여야 한다. 여섯째, 신변보호업체 및 무도인의 활용을 증대시켜야 한다.

With regard to problems related to qualification of Private Security, this study is qualitatively to develop education & training program from the viewpoint of education for the purpose of checking professionalism of Security guard. Offering the solutions for improvement by analyzing problems of articles related to training for Private Security guard prescribed in existing 'Law of Guarding', I made studies of development of practical affairs-centered education & training program for Private Security guard on the basis of Private Security guard' duties. Education & training program for Private Security guard must be made up of practical affairs-centered one related to concrete duties. Also because it needs to be made on the basis of a model planned for the program with combined method, this study gave example of model and contests of education & training program based on duties of Facilities Security. Main duties of cPrivate Security guard can be divided into four duties; duties on their own posts, patrolling, control of going in and out, dealing with accidents and so on. Private Security guard are given main duties by each post, and after adjusting conditions according to personnel organization, they perform their own duties. As education & training program based on Private Security guard' duties, common education & training program for the new-appointed, practical affairs-centered education & training program, education & training program for superintendents, service education & training program and so on are provided.

As regulatory bodies require full implementation of security controls in nuclear power plants (NPPs), security functions for critical digital assets are currently being developed. For the ultimate introduction of security controls, not alternative measures, it is important to understand the relationship between possible cyber threats to NPPs and security controls to prevent them. To address the effectiveness of the security control implementation, this study investigated the types of cyber threats that can be prevented when the security controls are implemented through the mapping of the reorganized security controls in RS-015 to cyber threats on NPPs. Through this work, the cyber threat that each security control can prevent was confirmed, and the effectiveness of several strategies for implementing the security controls were compared. This study will be a useful reference for utilities or researchers who cannot use design basis threat (DBT) directly and be helpful when introducing security controls to NPPs that do not have actual security functions.

In this era of globalization without limitation, many security issues occur, especially in a public network. Internet users significantly increased every single day. However, only some users are aware of security issues when they use Internet services. For the campus network environment, both staffs and students are susceptible to security threats such as data theft, unauthorized access and more due to different levels of awareness towards security threats. This paper is to study the level of awareness among students on security issues based on KSA model. As a case study, the survey was distributed among students in the UTeM campus network. A quantitative study was conducted, and a structured questionnaire has been designed and distributed among students. The variables were focused on three (3) aspects, which are Knowledge, Skill and Ability (KSA). The finding shows the relationship between KSA with the level of awareness among students has been revealed. From the result, Knowledge is the most significant aspect that contributes to high awareness. For the future, a study about increasing students' knowledge about security issues should be addressed.

Fintech, which means the convergence of finance and information technology, becomes a hot topic in the financial sector. Through innovative activities on financial services, ICT(Information and Communication Technology) is integrated into the overall financial industry, and a new form of financial services could be expected to improve the existing financial system. On the other hand, fintech services are relatively vulnerable to security issues. Due to the process simplication and the channel fusion, the leakage of personal and financial informations, authentication bypass, phishing, and pharming are getting more concerned. In this study we investigated the security risk of fintech services in the viewpoints of service provider, technology adoption, and security policy. The possible countermeasures to reduce those risks are suggested because security is an important criterion for selecting financial services. This study basically offers quantification of the potential security risks and step-by-step control measures about business processes in the fintech services. The suggested security model includes user authentication, terminal security, payment information protection, API(Application Programming Interface) security, and abnormal transaction monitoring. This study might contribute to an understanding of the security risks and some possible measures for mitigating those risks on the practical perspective.

The purpose of this study is to review the appropriateness of deploying private security guards using SMS emotional language analysis at the current assembly and demonstration sites, which rely only on the police force, and to suggest a plan. Therefore, it is intended to contribute to suppressing the problems at the assembly and demonstration sites and present a new paradigm for responding to the assembly and demonstration sites based on the study's results. First, it is necessary to prepare a legal basis for the deployment of private security guards in the 'Security Services Industry Act' and 'Assembly and a Demonstration Act'. Second, there is a need for a 'security company selection criteria' for selecting security companies with a lot of experience, such as collective civil petition sites and security for national critical facilities (special security services). Third, it is necessary to prepare financial resources for the deployment of private security guards. This study is expected to serve as a new cornerstone for effective management of assembly and demonstration sites through mutual complementation of the police and private security.

Information security management systems (ISMSs) are used to manage information about their customers and themselves by governments or business organizations following advances in e-commerce, open networks, mobile networks, and Internet banking. This paper explains the existing ISMSs and presents a comparative analysis. The discussion deals with different types of ISMSs. We addressed issues within the existing ISMSs via analysis. Based on these analyses, then we proposes the development of an information security management evaluation system (ISMES). The method can be applied by a self-evaluation of the organization and an evaluation of the organization by the evaluation committee. The contribution of this study enables an organization to refer to and improve its information security levels. The case study can also provide a business organization with an easy method to build ISMS and the reduce cost of information security evaluation.

This study aims to inspect national security consciousness of marriage migrant women, and to figure out factors which affect on awareness of national security. Based on this, this study also suggests a way to build up national security of marriage migrant women. As the result of the factors on security situation, there were several things which are necessity of education, trust in the army and government, positivity toward North Korea and so on, while necessity of education, trust in the army and government, national pride and positivity toward North Korea were on the awareness of national security. There are three ways of building up national security consciousness of marriage migrant women. First, security education is needed to be in the social adjustment program of marriage migrant women. Secondly, concern on security is required to them. Third, a necessity of production on security education material is demanded for marriage migrant women.

민간경비원은 특별한 법적 권한이 주어지지 않은 일반인과 동등한 법적 지위를 보유하고 있다. 그러나 민간경비산업은 그동안 업무영역의 확대를 가져와 제한적이지만 일부 법적 권한을 보유할 시기가 되었다는 주장이 있다. 이 연구에서는 일본 미국 등 주요국가의 경비원 법적 지위를 비교 분석하고 우리나라 민간경비원의 법적 지위에 관하여는 현행법인 경비업법상의 경비원의 법적 지위를 분석함으로써 우리나라의 민간경비원 법적 지위의 문제점을 도출하고 그에 대한 대안을 제안하는데 목적이 있다.
