Nuclear Terrorism and Global Initiative to Combat Nuclear Terrorism(GICNT): Threats, Responses and Implications for Korea (핵테러리즘과 세계핵테러방지구상(GICNT): 위협, 대응 및 한국에 대한 함의)

  • Since 11 September 2001, warnings of risk in the nexus of terrorism and nuclear weapons and materials which poses one of the gravest threats to the international community have continued. The purpose of this study is to analyze the aim, principles, characteristics, activities, impediments to progress and developmental recommendation of the Global Initiative to Combat Nuclear Terrorism(GICNT). In addition, it suggests implications of the GICNT for the ROK policy. International community will need a comprehensive strategy with four key elements to accomplish the GICNT: (1) securing and reducing nuclear stockpiles around the world, (2) countering terrorist nuclear plots, (3) preventing and deterring state transfers of nuclear weapons or materials to terrorists, (4) interdicting nuclear smuggling. Moreover, other steps should be taken to build the needed sense of urgency, including: (1) analysis and assessment through joint threat briefing for real nuclear threat possibility, (2) nuclear terrorism exercises, (3) fast-paced nuclear security reviews, (4) realistic testing of nuclear security performance to defeat insider or outsider threats, (5) preparing shared database of threats and incidents. As for the ROK, main concerns are transfer of North Korea's nuclear weapons, materials and technology to international terror groups and attacks on nuclear facilities and uses of nuclear devices. As the 5th nuclear country, the ROK has strengthened systems of physical protection and nuclear counterterrorism based on the international conventions. In order to comprehensive and effective prevention of nuclear terrorism, the ROK has to strengthen nuclear detection instruments and mobile radiation monitoring system in airports, ports, road networks, and national critical infrastructures. Furthermore, it has to draw up effective crisis management manual and prepare nuclear counterterrorism exercises and operational postures. The fundamental key to the prevention, detection and response to nuclear terrorism which leads to catastrophic impacts is to establish not only domestic law, institution and systems, but also strengthen international cooperation.

Degree Programs in Data Science at the School of Information in the States (미국 정보 대학의 데이터사이언스 학위 현황 연구)

  • This preliminary study examined the degree programs in data science at the School of Information in the States. The focus of this study was the data science degrees offered at the School of Information awarded by the 64 Library and Information Science (LIS) programs accredited by the American Library Association (ALA) in 2022. In addition, this study examined the degrees, majors, minors, specialized tracks, and certificates in data science, as well as the potential careers after earning a data science degree. Overall, eight Schools of Information (iSchools) offered 12 data science degrees. Data science courses at the School of Information focus on topics such as introduction to data science, information retrieval, data mining, database, data and humanities, machine learning, metadata, research methods, data analysis and visualization, internship/capstone, ethics and security, user, policy, and curation and management. Most schools did not offer traditional LIS courses. After earning the data science degree in the School of Information, the potential careers included data scientists, data engineers and data analysts. The researcher hopes the findings of this study can be used as a starting point to discuss the directions of data science programs from the perspectives of the information field, specifically the degrees, majors, minors, specialized tracks and certificates in data science.

Policies for Improving Thermal Environment Using Vulnerability Assessment - A Case Study of Daegu, Korea - (열취약성 평가를 통한 열환경 개선 정책 제시 - 대구광역시를 사례로 -)

  • This study aims to propose a way for evaluating thermal environment vulnerability associated with policy to improve thermal environment. For this purpose, a variety of indices concerning thermal vulnerability assessment and adaptation policies for climate change applied to 17 Korean cities were reviewed and examined. Finally, 15 indices associated with policies for improving thermal environment were selected. The selected indices for thermal vulnerability assessment were applied to Daegu Metropolitan City of South Korea as a case study. As results, 15 vulnerability maps based on the standardized indices were established, and a comprehensive map with four grades of thermal vulnerability were established for Daegu Metropolitan City. As results, the area with the highest rated area in the first-grade(most vulnerable to heat) was Dong-gu, followed by Dalseo-gu and Buk-gu, and the highest area ratio of the first-grade regions was Ansim-1-dong in Dong-gu. Based on the standardized indices, the causes of the thermal environment vulnerability of Ansim-1-dong were accounted for the number of basic livelihood security recipients, the number of cardiovascular disease deaths, heat index, and Earth's surface temperature. To improve the thermal environment vulnerability of Ansim-1-dong, active policy implementation is required in expansion and maintenance of heat wave shelters, establishment of database for the population with diseases susceptible to high temperature environments, expansion of shade areas and so on. This study shows the applicability of the vulnerability assessment method linked with the policies and is expected to contribute to the strategic and effective establishment of thermal environment policies in urban master district plans.

Analysis of Production Cost of Walnut Tree Cultivation in Major Cultivating Regions (호두나무 주요 재배지역의 생산비 분석)

  • The current studies aim is to analyze the production cost of walnut tree cultivation and its object was targeted at walnut tree cultivating household region 163. The analysis is as follows. Our domestic walnut tree cultivating households averagely have cultivated about 0.7ha, and planting number per ha was averagely 204, and it showed that compared to the standard planting number (100), the plantation was done close planted. The most cultivar cultivated according to regions were Chungbuk region: sangchon 65.7%, Chungnam region: kwangduk 68.6%, Jeonbuk region: sangchon 98.0%, Gyeongbuk region: daeboo 61.2%. The production cost for cultivating walnuts can be classified into the followings; management cost(4436 thousand won/ha) such as manufacturing cost(292 thousand won/ha), intermediate material cost(3682 thousand won/ha), rent(103 thousand won/ha), employment cost(653 thousand won/ha) etc, and self-serviced expenses such as self-laboring cost(5,834 thousand won/ha), land security cost(490 thousand won/ha), fixed capital cost(834 thousand won/ha), circulating capital cost(234 thousand won/ha) etc. 11,820 thousand won were invested for the production cost of walnut and it made 11,586 thousand won/ha(rate of investment 72.3%) profit, and the net income was 4,196 thousand won/ha(net income rate 26.2%), showing high amount of income. The manufactured walnuts were marketed in Nong-hyup 39.8%, wholesalers 20.8%, dealers 19.8% and recently, as the amount of goods marketed directly to consumers themselves have increased, the income has reached up to 18.9%. At the basis of making most of idle soil, walnut tree's cultivated regions are fairly small, and due to the characteristics of sideline management, it has its limits in searching for production policy locally and promotion strategy of industries. Therefore, if the basic database can be established, subjected only to full-time cultivating households, then not only would the differences between the imported walnuts be reinforced, it would also be possible to transfer into the new and improved distribution system. Furthermore, through establishment of the database, it can be anticipated that it would contribute greatly in the increase of the household income.

The Classification System and Information Service for Establishing a National Collaborative R&D Strategy in Infectious Diseases: Focusing on the Classification Model for Overseas Coronavirus R&D Projects (국가 감염병 공동R&D전략 수립을 위한 분류체계 및 정보서비스에 대한 연구: 해외 코로나바이러스 R&D과제의 분류모델을 중심으로)

  • The world is suffering from numerous human and economic losses due to the novel coronavirus infection (COVID-19). The Korean government established a strategy to overcome the national infectious disease crisis through research and development. It is difficult to find distinctive features and changes in a specific R&D field when using the existing technical classification or science and technology standard classification. Recently, a few studies have been conducted to establish a classification system to provide information about the investment research areas of infectious diseases in Korea through a comparative analysis of Korea government-funded research projects. However, these studies did not provide the necessary information for establishing cooperative research strategies among countries in the infectious diseases, which is required as an execution plan to achieve the goals of national health security and fostering new growth industries. Therefore, it is inevitable to study information services based on the classification system and classification model for establishing a national collaborative R&D strategy. Seven classification - Diagnosis_biomarker, Drug_discovery, Epidemiology, Evaluation_validation, Mechanism_signaling pathway, Prediction, and Vaccine_therapeutic antibody - systems were derived through reviewing infectious diseases-related national-funded research projects of South Korea. A classification system model was trained by combining Scopus data with a bidirectional RNN model. The classification performance of the final model secured robustness with an accuracy of over 90%. In order to conduct the empirical study, an infectious disease classification system was applied to the coronavirus-related research and development projects of major countries such as the STAR Metrics (National Institutes of Health) and NSF (National Science Foundation) of the United States(US), the CORDIS (Community Research & Development Information Service)of the European Union(EU), and the KAKEN (Database of Grants-in-Aid for Scientific Research) of Japan. It can be seen that the research and development trends of infectious diseases (coronavirus) in major countries are mostly concentrated in the prediction that deals with predicting success for clinical trials at the new drug development stage or predicting toxicity that causes side effects. The intriguing result is that for all of these nations, the portion of national investment in the vaccine_therapeutic antibody, which is recognized as an area of research and development aimed at the development of vaccines and treatments, was also very small (5.1%). It indirectly explained the reason of the poor development of vaccines and treatments. Based on the result of examining the investment status of coronavirus-related research projects through comparative analysis by country, it was found that the US and Japan are relatively evenly investing in all infectious diseases-related research areas, while Europe has relatively large investments in specific research areas such as diagnosis_biomarker. Moreover, the information on major coronavirus-related research organizations in major countries was provided by the classification system, thereby allowing establishing an international collaborative R&D projects.
