As the global climate has dramatically changed over the past decades, there has been active research on evaluating its effects on food security, which has been recognized as one of the most important issues in the field. In this study, we analyzed the impact of the climate change on the Korean agriculture using meta-analysis methods. Especially, our research focus is on estimating the effect of CO2 concentration and two adaptations (planting-date and cultivar adjustments)on rice that accounts for a larger proportion of the Korean domestic agriculture. Unlike traditional general meta-analysis methods that use summary statistics of effects of interest, meta analysis specific to the agriculture literature was conducted by integrating the data on rice yield that were generated under various CO2 emission scenarios and general circulating models of the 6 collected individual studies. As a modeling approach, the rice yield change ratio was set as the dependent variable and the main and interaction effects of CO2 concentration and adaptation were considered as independent variables in a regression model, As a result, CO2 is estimated to have opposite effects on rice yield depending on whether any of the two adaptations is applied or not; decreasing effect without adaptation and increasing effect with adaptation. In addition, it turns out that the cultivar adjustment has a higher increasing effect on rice yield than the planting-date adjustment. The results of the study are expected to be used as basic quantitative data for establishing responsive polices to the future climate changes.
This paper is a comparative analysis of constitutional decisions in which the Korea Consitutional Court and the United States Supreme Court applied the void for vagueness doctrine into free expression issues. Common aspects are: both courts applied the void for vagueness doctrine on the grounds that vague laws bring chilling effect on freedom of expression. Acknowledging inevitable uncertainties in lawmaking and legal jargons, however, both courts required minimum standards in the void for vagueness doctrine. In the cases where unclear legal meanings resulted in constitutional challenges, both courts adopted the "narrowing construction" by the courts or judges based on average/ordinary person's understanding. The biggest differences between the two constitutional courts are their approach to the degrees of vagueness allowed in free expression cases. The U.S. Supreme Court underscored the necessity of narrowly drawn, reasonable and definite standards. Meanwhile, the Korea Constitutional Court relaxed its standards in some cases such as the National Security Law cases, even though it admitted the possibility of curtailing the right to free expression. The Court reasoned that those laws, though vague, brought with bigger social interests and are necessary tools in dealing with changing world.
The world's best level of ICT(Information, Communication and Technology) infrastructure has experienced the world's worst level of ICT accident in Korea. The number of major accidents of privacy invasion has been three times larger than the total number of Internet user of Korea. The cause of the severe accident was due to big data environment. As a result, big data environment has become an important policy agenda. This paper has conducted analyzing the accident case of data spill to study policy issues for ICT security from a social science perspective focusing on risk. The results from case analysis are as follows. First, ICT risk can be categorized 'severe, strong, intensive and individual'from the level of both probability and impact. Second, strategy of risk management can be designated 'avoid, transfer, mitigate, accept' by understanding their own culture type of relative group such as 'hierarchy, egalitarianism, fatalism and individualism'. Third, personal data has contained characteristics of big data such like 'volume, velocity, variety' for each risk situation. Therefore, government needs to establish a standing organization responsible for ICT risk policy and management in a new big data era. And the policy for ICT risk management needs to balance in considering 'technology, norms, laws, and market'in big data era.

In the later part of 1980's, a great emphasis has been placed on the treatment issues of livestock wastes due to the continuous increase in consumption of livestock and meat products. Continued economic development for three decades has enhanced the nationally general level of life for the purpose of exit out of absolute poverty, thus accompanied with people's demand for a quality of environment beyond the traditional economic factors over times. Such an individual or collective demand for environment of life has been primarily focussed and argued on only rural environment in the early development periods. In perspective of clean water supply and security for urban area, however, it is more important to treat livestock wastes in the oriented-sustainable environment than in the conventional ways without working on environment degradation. Livestock wastes composed of the high-concentrated organic matter ought to be controlled and treated in sound ways, if not, which on one hand may result in pollution of underground water, surface water and a nasty smell, and on the other hand also may cause people to file a civil petition. Therefore on the research paper, reviewing occurrence of livestock waste and situation of treatment in details, through scrutinizing the government regulation and financing or subsidizing for it, author intends to find out the initiative of 'resourcefication' of treating of livestock wastes in the environmental soundness and efficiency

UN adopted the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) in 2015, a set of 17 objectives with 169 targets expected to guide actions over the next 15 years (2016-2030). One goal expressly focuses on the oceans, that is, SDG 14 'Conserve and sustainably use the oceans, seas and marine resources for sustainable development'. More than 30% of fish stocks worldwide were classified by FAO(2016) as overfished. Globally, world capture fisheries are near the ocean's productive capacity with catches on the order of 80 million metric tons. Aquaculture production is increasing rapidly and is expected to continue to increase, but aquaculture encounters some environmental challenges, including potential pollution, competition with wild fishery resources, potential contamination of gene pools, disease problems, and loss of habitat. Accordingly, there have been a variety of world organization and conferences stressing the importance of the implementation of the ecosystem-based fisheries management(EBFM) to overcome these problems. Annual catch of Korean fisheries have shown continuously declining patterns since late 1990s. Most fish stocks are currently known to be over-exploited, and some stocks are depleted due to the increase in fishing intensity and over-capitalization of fishing fleets. Other reasons for the depletion are land reclamations and coastal pollution, which destroy spawning and nursery grounds along the coastal regions. Aquaculture production is also increasing rapidly in Korea. However, several important issues such as gene pool and interaction with capture fisheries should be considered. The EBFM approach should use the best available information coupled with a reasonable application of the precautionary approach. The EBFM has global relevance, and so the real challenge will be to develop and use reliable, robust and cost-effective means of assessing and monitoring the status of ecosystems and their resources, and rapid means of detecting any undesirable and excessive impacts that threaten sustainable use. Future fisheries education should take into account UN's SDGs, which were adopted to achieve the global 2030 agenda. However, there are some difficulties in the current fisheries education system in Korea. First, the current education organizations are limited within the old frame of traditional fisheries sciences. Second, the fisheries education is currently lack of the future-oriented education system and of customized schools or departments. Third, the on-going fisheries education has been based upon few educational policies which are sufficiently relevant to holistic SDGs of the global standard. Accordingly, directions to modern fisheries education for achieving SDGs would be, first, the transition of fisheries education structure into the future-oriented and customized education system. Second, fisheries education needs to shift to the new paradigm, which combines traditional fisheries science education with related fields such as oceanography and environmental sciences to adopt the concept of EBFM. Lastly, fisheries education should accompany relevant policies for effectively achieving SDGs.

The purpose of this study was to investigate the temporary librarians' employment status that have been placed in over 80% of the school libraries and deduce the issues of their job status for proposing some solutions to improve their job performance. To achieve the above research purposed in this study, the related literature was reviewed and analyzed and an interview was conducted with the librarians in the Chungbuk province and a survey was distributed in the same province. As a result, first, a high correlation was found between the total satisfaction and the factors as follows; 'working satisfaction', 'employment conditions', 'working environment', 'interpersonal relations' etc. In the difference verification based on the satisfaction in accordance with the employment status, a difference of satisfaction was found between the pre and post analyses of the unlimited contractions. Second, the most overall review of the temporary librarians' job performances in relation to the 'reading and lending performances was conducted, regardless of the librarian certification. Third, the temporary librarians working at the school libraries responded that 'the manpower developer' was the most difficult consideration in relation to their employment statuses. And, asked about the solutions for the improvement of their job conditions, most of the librarians wanted their job security.
As internet worms are spread out worldwide, the detection and filtering of worms becomes one of hot issues in the internet security. As one of implementation methods to detect worms, the Linux Netfilter kernel module can be used. Its basic operation for worm detection is a string matching where coming packet(s) on the network is/are compared with predefined worm signatures(patterns). A worm can appear in a packet or in two (or more) succeeding packets where some part of worm is in the first packet and its remaining part is in its succeeding packet(s). Assuming that the maximum length of a worm pattern is less than 1024 bytes, we need to perform a string matching up to two succeeding packets of 2048 bytes. To do so, Linux Netfilter keeps the previous packet in buffer and performs matching with a combined 2048 byte string of the buffered packet and current packet. As the number of concurrent connections to be handled in the worm detection system increases, the total size of buffer (memory) increases and string matching speed becomes low In this paper, to reduce the memory buffer size and get higher speed of string matching, we propose a string matching scheme without using buffer. The proposed scheme keeps the partial matching result of the previous packet with signatures and has no buffering for previous packet. The partial matching information is used to detect a worm in the two succeeding packets. We implemented the proposed scheme by modifying the Linux Netfilter. Then we compared the modified Linux Netfilter module with the original Linux Netfilter module. Experimental results show that the proposed scheme has 25% lower memory usage and 54% higher speed compared to the original scheme.

Hazardous materials (HazMats) are substances that are flammable, explosive, toxic, or harmful, if released into the environment. Since the transportation of HazMats increases in many developed countries, HazMat transportation has the key function in the process of HazMat usage to trace information of production, storage, shipment, usage, and waste disposal. The Korean Ministry of Environment (KMOE) and the National Emergency Management Agency (NEMA) have developed many laws, regulations, and standards for hazardous materials. However, the Korean HazMat laws, regulations, and standards do not guarantee accurate information of HazMat origin-destination (O-D) shipments, though the HazMat O-D movement is the critical information in safety and security of HazMat transportation. The objectives of this research are: (1) to investigate emerging and recurrent issues in Korean HazMat transportation, and (2) to develop the estimation method of O-D matrices for hazardous materials under limited data sets. The sodium hydroxide waste shipment among forty candidate HazMats is selected as the sample research case. The growth-factor method is applied to estimate the 2005 O-D matrix of sodium-hydroxide waste shipment. The column-and-row factoring process is used to calibrate the estimated sodium-hydroxide O-D matrix. The result shows the applicability of the O-D estimation process for hazardous materials. The Sodium Hydroxide Waste Origin-Destination Matrix is obtained to trace routes and paths of the Sodium Hydroxide transportation.
Information of target changes in inaccessible areas is very important in terms of national security. Fast and accurate change detection of targets is very important to respond quickly. Spaceborne synthetic aperture radar can acquire images with high accuracy regardless of weather conditions and solar altitude. With the recent increase in the number of SAR satellites, it is possible to acquire images with less than one day temporal resolution for the same area. This advantage greatly increases the availability of change detection for inaccessible areas. Commonly available information in satellite SAR is amplitude and phase information, and change detection techniques have been developed based on each technology. Those are amplitude Change Detection (ACD), Coherence Change Detection (CCD). Each algorithm differs in the preprocessing process for accurate automatic classification technique according to the difference of information characteristics and the final detection result of each algorithm. Therefore, by analyzing the academic research trends for ACD and CCD, each technologies can be complemented. The goal of this paper is identifying current issues of SAR change detection techniques by collecting research papers. This study would help to find the prerequisites for SAR change detection and use it to conduct periodic detection research on inaccessible areas.
In the era of the 4th industrial revolution, the development of information technology brought various benefits, but it also increased social interest in privacy issues. As the possibility of personal privacy violation by big data increases, academic discussion about privacy management has begun to be active. While the traditional view of privacy has been defined at various levels as the basic human rights, most of the recent research trends are mainly concerned only with the information privacy of online privacy protection. This limited discussion can distort the theoretical concept and the actual perception, making the academic and social consensus of the concept of privacy more difficult. In this study, we analyze the privacy concept that is exposed on the internet based on 12,000 news data of the portal site for the past one year and compare the difference between the theoretical concept and the socially accepted concept. This empirical approach is expected to provide an understanding of the changing concept of privacy and a research direction for the conceptualization of privacy for current situations.
