Ensuring the Quality of Higher Education in the United Kingdom Using Informatization

  • The United Kingdom is known for the quality of its qualifications. There is a strict quality system with reputable bodies responsible for ensuring that high quality standards are met. In order for new qualifications to be accredited, they must meet all the requirements set out in the regulations for the quality and informatization of Education. The crucial role of the Agency for Quality Assurance of Higher Education (QAA) in the UK for creating high-quality management of higher education institutions is revealed, the influence of informatization tools on its effective mechanism as an independent entity is shown, and positive experience for the educational sector is highlighted. While the universities themselves are responsible for reviewing educational programs at the subject level, the QAA review focuses on verifying internal quality assurance, as well as systems and improvement strategies. The QAA uses a peer review process in which teams mostly consist of academic staff from other institutions to assess the quality of the institution's education. In Scotland, the team also includes an international reviewer. The student is also a member of the Scottish teams. In the UK, attention is paid to providing a cohort of experienced reviewers who can conduct high-quality monitoring and help with advice on improving education. All reviewers must complete training and have permission to participate in the review of educational programs. There are selected committees that are members of the QAA council, each of which is headed by a member of the Council or an independent person approved by the Council. Attention is drawn to the main areas of the QAA's work in the framework of environmental, social and corporate governance.

  • 과학기술혁신은 행위자들의 활동을 전통적인 물리적 영토에서 사이버 영역으로 확장했다. 데이터 기반의 플랫폼 서비스와 시장은 사이버 공간의 주권에 대한 담론뿐 아니라 초국경 협력과 사이버 안보에 대한 새로운 논의를 진전시킨다. 이러한 변화는 미국과 중국의 패권 경쟁에도 영향을 미치고 있다. 특히 천연가스나 심해자원과 같은 주요 자원 수송로에 위치한 개도국에 대한 원조 경쟁이 치열하다. 아세안은 미·중의 강대국이 충돌하는 지정학적인 군사·안보의 요지일 뿐만 아니라 6억 명에 이르는 인구는 데이터 자원으로 인해 디지털 경제의 발전 가능성이 크다. 이에 이 논문은 국제개발협력에서 자유주의와 권위주의 담론을 데이터 규제 및 사이버안보와 연계하고, 이를 통해 아세안 통합에 대한 함의를 도출하고자 한다. 본 연구는 글로벌 거버넌스의 측면에서 빅데이터와 관련한 국제정치적 사안들을 연계하는 융합 연구의 의의가 있다.

  • Over the last few decades, various innovative technologies have emerged that have significantly contributed to making life easier for humans. Various information and communication technologies (ITCs) have emerged as a result of the global technological revolution, including big data, IoT, 4G and 5G networks, cloud computing, mobile computing, and artificial intelligence. These technologies have been adopted in urban planning and development, which gave rise to the concept of smart cities in the 1990s. A smart city is a type of city that uses ITCs to exchange and share information to enhance the quality of services for its citizens. With the global population increasing at unprecedented levels, cities are overwhelmed with a myriad of challenges, such as the energy crisis, environmental pollution, sanitation and sewage challenges, and water quality issues, and therefore, have become a convergence point of economic, social, and environmental risks. The concept of a smart city is a multidisciplinary, unified approach that has been adopted by governments and municipalities worldwide to overcome these challenges. Though challenging, this transformation is essential for cities with differing technological and social features, which all have the potential to determine the success or failure of the digital transformation of cities into smart cities. In recent years, researchers, businesses, and the government have all turned their attention to the emerging field of smart cities. Accordingly, this paper aims to represent a thorough understanding of the movement toward smart cities. The key themes identified are smart city definitions and concepts, smart city dimensions, and smart city architecture of different layers. Furthermore, this article discusses the challenges and some examples of smart cities.

  • Since the beginning of 2015, corporate social responsibility (CSR) models have been changing in connection with the trend towards the transition of joint value creation of corporate activities and consideration of stakeholders' interests. The purpose of the academic paper lies in empirically studying the current practice of social responsibility of transnational corporations (TNCs). The research methodology has combined the method of qualitative analysis, the method of cases of agricultural holdings in emerging markets within the framework of resource theory, institutional theory and stakeholders' theory. The results show that the practice of CSR is integrated into the strategy of sustainable development of TNCs, which determine the methods, techniques and forms of communication, as well as areas of stakeholders' responsibility. The internal practice of CSR is aimed at developing norms and standards of moral behaviour with stakeholders in order to maximize economic and social goals. Economic goals are focused not only on making a profit, but also on minimizing costs due to the potential risks of corruption, fraud, conflict of interest. The system of corporate social responsibility of modern TNCs is clearly regulated by internal documents that define the list of interested parties and stakeholders, their areas of responsibility, greatly simplifying the processes of cooperation and responsibility. As a result, corporations form their own internal institutional environment. Ethical norms help to avoid the risks of opportunistic behaviour of personnel, conflicts of interest, cases of bribery, corruption, and fraud. The theoretical value of the research lies in supplementing the theory of CSR in the context of the importance of a complex, systematic approach to integrating the theory of resources, institutional theory, theory of stakeholders in the development of strategies for sustainable development of TNCs, the practice of corporate governance and social responsibility.

  • 본 논문은 1차 목적과 2차 목적을 가지고 작성됐다. 1차 목적은 가상자산 커스터디 서비스에 대한 종합적인 서베이와 글로벌 규제 동향 및 기술적 시사점을 탐구하는 것이다. 이를 위해 가상자산 커스터디 솔루션의 장단점, 분류 체계, 기술적 취약점 등을 다룬 기존 서베이 논문을 종합적으로 검토했다. 또한, 법률적 측면에서 최신 규제 흐름과 기존 규제 프레임워크의 적용 사례, 커스터디 업무 수행에 필요한 조건, 서비스 제공자의 의무사항을 분석했다. 2차 목적은 규제권 밖에서 운영되는 DeFi 프로토콜을 'Gray Area'로 식별하고, 이들의 기술적/거버넌스적 메커니즘을 분석하는 것이다. 최종적으로, 위 서베이 내용을 종합하여 DeFi 프로토콜의 탈중앙화 평가 기준 가이드라인을 제시하고, 이를 통해 제도권 내 통합 가능성을 제기함으로써, 업계 전문가, 규제 기관, 정책 입안자 등 이해관계자들에게 업계의 요구와 사회적 이익의 균형을 찾는 데 중요한 인사이트를 제공하고자 한다.

  • Clinical photography is an essential component of patient care in plastic surgery. The use of unsecured smartphone cameras, digital cameras, social media, instant messaging, and commercially available cloud-based storage devices threatens patients' data safety. This paper Identifies potential risks of clinical photography and heightens awareness of safe clinical photography. Specifically, we evaluated existing risk-mitigation strategies globally, comparing them to industry standards in similar settings, and formulated a framework for developing a risk-mitigation plan for avoiding data breaches by identifying the safest methods of picture taking, transfer to storage, retrieval, and use, both within and outside the organization. Since threats evolve constantly, the framework must evolve too. Based on a literature search of both PubMed and the web (via Google) with key phrases and child terms (for PubMed), the risks and consequences of data breaches in individual processes in clinical photography are identified. Current clinical-photography practices are described. Lastly, we evaluate current risk mitigation strategies for clinical photography by examining guidelines from professional organizations, governmental agencies, and non-healthcare industries. Combining lessons learned from the steps above into a comprehensive framework that could contribute to national/international guidelines on safe clinical photography, we provide recommendations for best practice guidelines. It is imperative that best practice guidelines for the simple, safe, and secure capture, transfer, storage, and retrieval of clinical photographs be co-developed through cooperative efforts between providers, hospital administrators, clinical informaticians, IT governance structures, and national professional organizations. This would significantly safeguard patient data security and provide the privacy that patients deserve and expect.

  • This study seeks to provide implications for domestic-related policies through exploratory analysis research to support AI-based policy decision-making. The following should be considered when establishing an AI-based decision-making model in Korea. First, we need to understand the impact that the use of AI will have on policy and the service sector. The positive and negative impacts of AI use need to be better understood, guided by a public value perspective, and take into account the existence of different levels of governance and interests across public policy and service sectors. Second, reliability is essential for implementing innovative AI systems. In most organizations today, comprehensive AI model frameworks to enable and operationalize trust, accountability, and transparency are often insufficient or absent, with limited access to effective guidance, key practices, or government regulations. Third, the AI system is accountable. The OECD AI Principles set out five value-based principles for responsible management of trustworthy AI: inclusive growth, sustainable development and wellbeing, human-centered values and fairness values and fairness, transparency and explainability, robustness, security and safety, and accountability. Based on this, we need to build an AI-based decision-making system in Korea, and efforts should be made to build a system that can support policies by reflecting this. The limiting factor of this study is that it is an exploratory study of existing research data, and we would like to suggest future research plans by collecting opinions from experts in related fields. The expected effect of this study is analytical research on artificial intelligence-based decision-making systems, which will contribute to policy establishment and research in related fields.

  • Background: Despite the lack of official COVID-19 statistics, various workplaces and occupations have been at the center of COVID-19 outbreaks. We aimed to compare legal measures and governance established for managing COVID-19 infection risks at workplaces in nine Asia and Pacific countries and to recommend key administrative measures. Methods: We collected information on legal measures and governance from both general citizens and workers regarding infection risks such as COVID-19 from industrial hygiene professionals in nine countries (Indonesia, India, Japan, Malaysia, New Zealand, Republic of the Philippines, Republic of Korea, Taiwan, and Thailand) using a structured questionnaire. Results: A governmental body overseeing public health and welfare was in charge of containing the spread and occurrence of infectious diseases under an infectious disease control and prevention act or another special act, although the name of the pertinent organizations and legislation vary among countries. Unlike in the case of other traditional hazards, there have been no specific articles or clauses describing the means of mitigating virus risk in the workplace that are legally required of employers, making it difficult to define the responsibilities of the employer. Each country maintains own legal systems regarding access to the duration, administration, and financing of paid sick leave. Many workers may not have access to paid sick leave even if it is legally guaranteed.

  • 본 연구는 플랫폼 정부의 개념이 다양하게 인지되고 있는 상황에서, 플랫폼 정부의 유형화를 수행하였다. 플랫폼 정부 개념의 포괄성 및 모호성이 실무자들의 정책추진에 장애가 되기 때문이다. 이에 관련 문헌 및 사례를 토대로 플랫폼 정부의 유형화 기준을 도출하였다. 기술적 측면은 데이터를 핵심 요인으로 하여, 공공부문의 정보시스템 및 웹사이트 등을 통합하는 통합시스템 플랫폼과 공공부문의 데이터를 단일 창구를 통해 제공 및 활용토록 하는 데이터 플랫폼 등의 플랫폼 정부 유형을 제시하였다. 거버넌스적 측면은 이해관계자를 핵심 요인으로, 공공부문과 민간부문의 교류를 목적으로 하는 소통 플랫폼과 공공부문과 민간부문이 협업하여 새로운 산출물을 도출하는 협업생산 플랫폼 등의 플랫폼 정부 유형을 제시하였다. 각 유형에 따른 플랫폼 정부 실제 사례를 제시하고, 이에 따른 함의를 제시하였다. 추가적으로 플랫폼 정부 유형 기준을 토대로 국내 디지털플랫폼정부의 추진현황에 대해 세부과제를 중심으로 어떠한 유형으로 분류되는지 내용분석을 진행했다. 분류결과 통합시스템 플랫폼 측면이 강조되고 있는 것으로 확인되었다. 플랫폼 정부 유형화를 토대로 국내 디지털플랫폼정부 구현의 정책적 제언은 다음과 같다. 첫째, 플랫폼 정부의 다양한 유형에 대한 균형 있는 구현이 요구된다. 둘째, 이해관계자의 참여와 협업을 촉진할 방안을 마련해야 한다. 셋째, 플랫폼 정부 구현을 위한 공공부문의 재구조 및 재창조의 필요성이다.
