민간경비 자격검정 개선방안에 관한 연구 (A Study on Developing Qualification Criteria in the Private Security Industry)

  • 21세기에 들어서면서 선진국은 민간경비산업의 전문화를 위해 자격제도 및 교육훈련을 강화하고 있는 추세이다. 우리나라도 전문성 강화를 위한 교육훈련 시스템의 변화를 시도하고 있으나 합리적이지 못한 선발기준과 교육시스템 운영으로 과점시장이 형성되어 있는 실정이다. 오히려 '직업면허제도'를 통하여 자격증 소지자나 경비업체, 교육기관 및 위탁자의 지대추구행위가 증가하고 있는 상태이다. 경비산업 종사자의 질적 향상을 목적으로 자격증 발급 및 지정교육기관을 통한 기본교육이 실시되고 있으나 실질적인 효과는 적은편이다. 이에 본 연구는 민간경비원 선발 및 교육에 관한 문제점을 찾아본 결과, 이원화된 검정제도와 교육시스템의 구조적 문제 그리고 경비업체 운영자 및 최고관리자(임원)의 전문성과 운영능력에 대한 검증이 전혀 이루어지지 않고 있는 것을 알 수 있었다. 이러한 문제를 해결하기 위해서는 이원화 되어있는 경비지도사 자격증 제도와 경비원 교육 이수 제도를 '공인자격검증제도'로 단일화하며, 그 자격검정 대상은 관련 종사자 전체로 확대하여야 할 것이다. 또한 시장 지배적 지위를 이용한 과점현상으로 발생되는 후생손실을 최소화하고 자율경쟁이 가능하도록 지정교육기관의 수를 늘리고 경비원들의 교육 및 취업(업체) 선택에 자율권을 부여하여야 할 것이다. 앞서 제시한 문제점들을 최소화 하고 객관성을 유지하기 위해서는 전문가 집단부터 이해관계자, 시민단체 까지 모두 참여하는 거버넌스 네트워크 형태의 '민간보안산업위원회'와 같은 새로운 관리 감독 기관 설립이 필요하다.

  • Cybersecurity has emerged as a serious problem in Korea and there have been relevant movements to improve domestic cybersecurity policy and system. However, discussions have yet to result in actual progress and the legislation for improvement of cybersecurity policy and system have been stagnant until now. As evidenced by the introduction of primary government legislation bill for national cybersecurity in 2017, the preparations for improvements to the policy and system are still in progress. However, we cannot be positive about the possibility of implementing these improvements during the process. Recognition of the importance of cybersecutiry has gradually risen and is more prevalent than in years past, however, in-depth discussions are not being made. In principle, misunderstandings about cybersecurity itself and insufficient understandings of the relevant legislation seem to cause such problems. Therefore, it is necessary to review key issues related to the improvement of cybersecurity policy and system and reconsider tasks for the future. Such issues include the relationship between cybersecurity and fundamental rights, establishing responsibility and capability of each of entities for cybersecurity, and the role of the military in cybersecurity. This type of in-depth discussion will be helpful for finding ways to improve upon cybersecurity policy and system. Moreover, this study aims to key issues with questionnaire survey and political and normative inquiry.

비정규 근로자'에 대한 사회보험 확대 : 쟁점과 정책 (The Extension of Social Insurances to the Nonstandard Workforce : Issues and Policy Options)

  • Despite the rapid expansion of social security coverage in the 1990s, many wage earners in Korea, especially the majority of the nonstandard workforce are excluded in the social insurance programs. In this regards, the purpose of this paper is to analyze causes of the exclusion of nonstandard workers to the social insurance scheme and to suggest the feasible policy options. Through this paper, four arguments are addressed as follows. First, the main issue for exclusion from coverage of those workers is that they have no entitlement to social insurance. This is not an issue of that they fall below hours or income thresholds for the entitlement Second, the top-down process of the extension in the Korean social insurances have divided the wage earners into two groups, the insider (the included) and the outsider (the excluded). Many nonstandard workers belong to the latter category. Third, the social insurance systems have been designed for the regular workers who were characterized by a full-time with some degree of stability. Reform designed to cope with the growth of nonstandard workers must build on the existing structure of social insurance. Finally, the governance capacity by social security administration body must be improved in order to provide a basic social protection for those workers. For that, four separated social insurance administration bodies could be unified to one administrative body, or tax and contribution of social insurance could be collected by one integrated administration body, the National Tax Service.

  • 개인정보보호법이 2011년 제정 공포되면서 정부는 개인정보보호위원회를 중심으로 범정부 개인정보보호 추진 체계를 구축 운영하고 있다. 그러나 법 적용 대상이 광범위한데다 각 산업분야별 전문적인 현안에 대하여 정부주도의 규제에 한계가 있다는 점이 문제점으로 대두되고 있다. 특히 개인정보보호법의 주요 적용 대상인 금융분야는 자본시장통합법의 제정으로 겸업화, 대형화가 전개되고 있고 이에 따른 개인정보의 공유 현상 및 개인정보의 상업적 수요가 증가하고 있는 등 개인정보보호법의 원칙과는 다소 상충적인 양상을 보이고 있다. 본 논문에서는 금융산업의 활성화와 개인정보보호의 합리적 접점을 찾기 위하여 개인정보보호법이 금융권에 미치는 영향과 문제점을 분석하고 향후 법 제도적 과제와 금융당국의 역할을 제시하고자 한다.

우리나라 토양환경보전 정책의 패러다임 전환 (Paradigm Shift in Policy of Soil Environment Conservation in Korea)

  • This paper reviews the soil conservation policies (SCP) in the global community and suggests the improved options in SCP in Korea. Soil Environment Conservation Act in Korea states soil is a valuable natural resource and it's value should be enhanced to provide the benefits that soil ecosystem can offer to people. However, SCP in Korea limits its application to not only the scope of soil environment but also the issues on soil pollution. The SCPs in the advanced countries have shifted their scopes from soil environment to soil ecosystem, put emphasis on the conservation of soil health rather than soil quality, and set the goals to optimize the soil ecosystem services to people while minimizing the soil threats. In this context, the soil security initiative was recently proposed to accomplish this goal while employing the nexus concept to bridge the soil ecosystem services with water, atmosphere, climate and biodiversity. Therefore, the key policies in soil conservation in Korea should expand the scope from soil environment to soil ecosystem, focus on soil health management, and develop the holistic governance among diverse stakeholder to maximize the soil ecosystem services. Soil ecosystem should be secured by national soil policies for human health.

  • At the present stage of the world economic development, a new economic system is being formed, in which non-economic values, in particular environmental and social parameters, have become widespread. A new vision of economic activity is being formed, which acquires the qualities of Smart-economy. The purpose of this paper is reveal the features of managing the development of smart cities as specific entities of the Smart-economy. New functions of economic entities are formed within the framework of the Smart-economy concept, while their role and weight in the localities' activity or formation have changed. Determining that the key trends in the Smart-economy development are such as digitalization, greening, socialization, institutionalization, and urbanization, this is necessary to note that all these trends are most active in the formation of urban ecosystems. These trends are determined by the general population growth and the urban population growth, which requires considerable attention to planning each city's development itself. Such planning could ensure the comfort of living for all its inhabitants, quality, safe, and modern life. The Smart-city's key elements and the intellectualized approach implementation planes to the decision of these or those tasks are definedIt is determined that a new ecosystem of governance is being formed.

  • Today the regulation of socio-economic development has been the subject of active scientific debate. The modern paradigm of regulatory policy in foreign countries involves a change in the role and strategy of the state, which determines the relevance of this topic. The aim of the article is to study the current state of regulatory policy research. The article is based on a bibliographic analysis of the study of regulatory policy. The study is based on the data search functions of the Scopus platform. It uses a set of VOSviewer program, online visualization of keywords in the titles of scientific journals and citations of publications. The study led to the conclusion that the number of publications that directly study the nature and features of regulatory policy is insignificant, but constantly growing. In our opinion, further research should determine the essence of regulatory policy as a separate category, a description of its features and factors of formation. It is also necessary to develop a common concept that governments should be actively involved in ensuring the quality of regulation, rather than responding to the shortcomings of regulation, which is evolving into regulatory governance.

  • The main purpose of the study is to determine the main aspects of the introduction of modern technologies in the public administration system in the context of globalization. Public administration is inherent in all known models of representation of social systems, characteristic management and other sciences of social management. This allows using the methods and technologies of management, marketing, social partnership and others in public administration and administration at a modern level. One of the main directions of public management and administration is social engineering, aimed at the development and development of the country's social system, and the tool is appropriate technologies. Based on the results of the analysis, the key modern technologies of the public administration system were identified in the context of the impact of globalization.

  • Fraudulence, cheating, and deception can occur in the commercial real estate (CRE) industry, besides the difficulty in searching for and transferring properties while ensuring the operation is processed through an authoritative source in a trusted manner. Nowadays, real estate transactions use neutral third parties to sell land. Indeed, properties can be sold by the owners or third parties multiple times or without a proper deed. Moreover, third parties request a large amount of money to mediate between the seller and buyer. Methods: We propose a new framework that uses a private blockchain network and predefined BPMN instances to enable the fast and easy recording of deeds and their proprietary transfer management controlled by the government. The blockchain allows for multiple verifications of transactions by permitted parties called peers. It promotes transparency, privacy, trust, and commercial competition. Results: We demonstrated the easy adoption of blockchain for land registration and transfer. The paper presents a prototype of the implemented product that follows the proposed framework. Conclusion: The use of Blockchain-based solutions to resolve the current land registration and transfer issues is promising and will contribute to smart cities and digital governance.

Digital Twin based Household Water Consumption Forecasting using Agent Based Modeling

  • The continuous increase in urban population due to migration of mases from rural areas to big cities has set urban water supply under serious stress. Urban water resources face scarcity of available water quantity, which ultimately effects the water supply. It is high time to address this challenging problem by taking appropriate measures for the improvement of water utility services linked with better understanding of demand side management (DSM), which leads to an effective state of water supply governance. We propose a dynamic framework for preventive DSM that results in optimization of water resource management. This paper uses Agent Based Modeling (ABM) with Digital Twin (DT) to model water consumption behavior of a population and consequently forecast water demand. DT creates a digital clone of the system using physical model, sensors, and data analytics to integrate multi-physical quantities. By doing so, the proposed model replicates the physical settings to perform the remote monitoring and controlling jobs on the digital format, whilst offering support in decision making to the relevant authorities.
