According to the trend of increasingly sophisticated cyber threats, the need for technology research that can be applied to cyber security personnel management and training systems is constantly being raised not only overseas but also in Korea. Previously, the US and UK have already recognized the need and have been steadily conducting related research from the past. In the United States, by encouraging applications based on related research (NICE Cybersecurity Workforce Framework) and disclosing successful use cases to the outside, it is laying the groundwork for profiling cyber security experts. However in Korea, research on cyber security expert training and profiling is insufficient compared to other countries. Therefore, in this study, in order to create a system suitable for the domestic situation, research and analysis of cases in the United States and the United Kingdom were conducted over the past few years, and based on this, a prototype was produced for the study of profiling technology for domestic cyber security experts.

The security control can be defined as all control actions and counter-measures to return the operating state of the system to a normal state. In an emergency state, fault clearing and/or overload suppression is enabled as a security control in order to prevent the extension of the fault. In the alert state, counter-measures should be set up in advance for the dangerous points of the system operation in drder to protect the system from expected accidents. In the normal state, the routine scenario is conducted to analyze system state. In the decision-making of the classification of system states, the heuristic and experienced knowledge can be well applied and thus application of expert system to this area attains considerable achievements. In this study, it is attempted to extract empirical rules through heuristic analysis and establish the knowledge base. Finally, the incorporation method with the conventional program packages in proposed. The expert system is designed to select an appropriate method and to perform the corresponding package. The input data can be automatically set up by using the data base. The computation results can be automatically added to the data base.

본 연구는 대통령경호실 직원 출신인 제9대 대통령경호실장 박상범, 제13대 대통령경호실장 염상국 등 2인에 대한 사례연구를 통하여 이들의 권력성과 전문성에 대해 고찰하고자 한다. 이를 통해 대통령경호실의 전문성을 제고하고 나아가 대통령과 국민으로부터 신뢰받는 대통령경호실로 성장하는데 필요한 대안을 제시하는데 그 목적이 있다. 이를 위하여 본 연구는 대통령경호실장의 권력성과 전문성 분석은 문헌연구 중심의 질적 연구를 실시하였으며 전문가 그룹으로부터의 증언을 통해서도 자료를 획득하였다. 이와 같은 연구 목적과 방법에 따른 연구결과는 다음과 같다. 첫째, 제9대 대통령경호실장 박상범, 제13대 대통령경호실장 염상국은 모두 비권력형 대통령경호실장으로 나타났다. 둘째, 제9대 대통령경호실장 박상범, 제13대 대통령경호실장 염상국은 모두 전문형 대통령경호실장으로 나타났다. 대통령경호실장의 권력은 대통령과의 신임관계나 물리적 거리에 의한 권력이 아니라 합법적권력과 전문적권력으로부터 나온다는 것을 인식해야 한다. 따라서 대통령이 자신의 안전을 담당할 기관의 책임자를 임명할 때 성공하기 위한 준비된 대통령으로서 국가안보를 생각하고 전문성을 감안하여 국익을 위한 대통령경호실장을 임명해야 한다는 것을 보여주고 있다.

개인정보 유출을 위한 공격자의 시도는 다양한 보안 시스템에 로그를 남기게 된다. 이러한 로그정보들은 개인정보 유출에 관여했다고 보고된 특정 IP 주소에 대한 확신도를 도출하기위한 요소가 될 수 있다. 본 논문에서는 보편적으로 활용 가능한 보안 시스템들의 로그정보들을 기반으로 확신도를 도출하기 위한 규칙기반 전문가 시스템의 섣계 및 구현을 다루고 있다. 일반적으로 개인정보유출과 연관된 다양한 로그정보들은 개인정보 관리자에 의해서 분석되어, 의심 대상이 되는 IP 주소에 대해 정보유출에 관여한 정도를 도출하게 된다. 이러한 개인정보 관리자가 수행하는 분석절차는 전문가의 축적된 지식 (Know-how)이라고 할 수 있으며, 이는 규칙 형태로 정의되어 분석절차의 자동화에 활용될 수 있다. 특히, 개인정보유출과 관련된 로그정보의 분석 범위는 다양한 해킹시도를 탐지 해내야하는 침입탐지 및 대응 분야와 비교할 때 상대적으로 넓지 않다. 따라서 도출해내야 하는 규칙의 개수가 상대적으로 많지 않다고 할 수 있다. 본 논문에서는 특히 IDS. Firewall 및 Webserver 의 로그정보들을 개인정보유출의 관점에서 상호 연관성을 도출하였고, 이러한 연관성을 기반으로 규칙을 정의하고 이들을 생성/변경/삭제 할 수 있는 시스템을 개발하였다. 본 연구의 결과에 해당하는 규칙기반 지식베이스 및 전문가 시스템은 개인정보유출에 관여 했다고 여겨지는 특정 IP 주소에 대한 낮은 수준(Low-level)의 검증을 수행하여 확신도를 도출하는데 활용이 가능하다.

Technology development of modern society reduces times, costs and labor costs but demands work forces requiring expert knowledge on technology. Consequently knowledge worker becomes important. Not changing into a specialist acquired expert knowledge, people can't survive in competitive society. Therefore, the purpose of this study is to grasp the actual condition of private security industry and to examine problems. The final goal is to find the way to improve the professionalism of workers in private security industry. First. Now we must make up for the subject for examination actually and be in a triangular position and complement a professional materials for teaching. At the same time it must strengthen the education using advanced instruments seek to Total Security System. Moreover it is demanded 'institutional supplement of security guard instructors' which means job training for security guard instructor Second. On the job training which can deal with a state of emergency through 'security guard training' with a theory and an actual training must be strengthen. Also, most security guards have low understandings and interests because their ages are from 50's to 60's. Accordingly proper education must be offered to security guard. Third. Certification system of the private security guards are needed to fix the problems on an indiscreet issue and an abuse of license through deliberation on the security license. Fourth. Universities must find a new market to minimize the squandering of human resources because of oversupply and reduce the personnel. Also with enhancing the employment rate through specialized education, universities must offer an education which keeps pace with the times for not an entrance strategy but a long-term development. Effort for education of specialist will produce an improvement in business quality and improved services produce a customer satisfaction. A customer satisfaction will produce a fame of a successful company and positive images in market area. Finally the private industry will be developed by productivity improvement.

이 연구는 박상중 고찬이 제안한 '정책흐름 및 전문가집단 위상변동모형'(Policy Stream and Expert Group Standing Change Framework, 이후 PSECF)을 활용하여 참여정부의 전시작전통제권(이후 전작권) 결정을 분석하는 것이다. 전작권 전환 결정과정에서 노무현 전 대통령과 진보성향의 국가안전보장회의(National Security Committee, 이후 NSC)의 강력한 의지는 정책개발과정의 주요 동인으로 작동하였으며, 국방부 및 합참 등 군사전문가집단의 의견은 정책에 수동적이라는 이유로 철저하게 배제되었다. 전문가집단의 위상변동 측면에서 볼 때 전작권 전환 결정이후 8개월 만에 보수성향의 정부가 출범하게 됨으로써 참여정부에서 전작권 전환을 주도한 NSC는 위상이 약화된 반면에 국방부 및 합참과 같은 보수진영은 그 위상이 향상되었다. 결론적으로 참여정부의 전작권 전환에 관한 이 연구는 상위 수준의 국가정책을 설명하는 정책도구로서 PSECF의 적용가능성을 제고하였다는데 의의가 있다.

This paper deals with the development of expert system in distribution system which combined with graphic user interface. The proposed expert system can recognize and adjust to the system change, and includes the rule bases of security monitoring. Also it provides load transfer algorithm for efficient load distribution. The graphic user environment for expert system is implemented in the mouse-oriented user interface with overlapped window functions and pull-down menus. Therefore, the developed graphic integrated expert system can afford to assist system operators very conveniently through the various graphic function in proposing an optimal plan of load transfer for fault restoration and outage schedule.

Given that household food security issues have become the concern of the Korean society, this study aimed to develop food security measures for the Korean population. Based on the literature reviews on previously developed food security measures, the 18-item US household food security survey module (US HFSSM) was adapted. The developed food security measures was assessed by qualitative validity method. It was evaluated and modified by face validity by expert focus groups belong to university, public health center, and government agencies and by cognitive interview by 40 subjects with low household income who live in an urban community and are participants in welfare programs of local districts. Then, it was reviewed and revised by the National Institute of the Korean Language and the advisory committee for nutrition survey of Korean National Health and Nutrition Examination Survey (KNHANES). The results showed that the developed questionnaire items were well adapted by expert focus groups and general subjects, showing the feasibility of measuring food security with the developed measures although there were discrepancies in some expressions of questionnaire items between experts focus groups and general subjects. The study to assess reliability and quantitative validity of the developed food security measures should be further needed to examine its application for KNHANES.

본 논문에서 제안하는 신규 STEAM(Science, Technology, Engineering, Art, Mathematics) 프로그램 및 정보보안 모의해킹 놀이식 학습교구는 미래 유망 직업군인 정보보안전문가와 관련된 프로젝트를 수행해 정보보안전문가에 대한 학생들의 관심과 흥미를 높이고 창의적 진로설계를 할 수 있도록 도움을 주는 것을 목적으로 한다. 또한 프로그램을 활용하는 교사와 학생이 정보보안전문가 관련 프로젝트 지도 및 수행과정을 통해 정보보안전문가가 하는 일과 필요한 역량이 무엇인가를 자연스럽게 이해하도록 프로그램을 설계하였다. 본 논문에서 제안한 정보보안전문가 STEAM 학습 교구는 정보보안전문가의 기본 소양을 제안된 학습 교구를 응용하여 간접적으로 체험해보는 활동으로 설계하였다. 사이버 보안에 관련된 내용이 어렵고 낯설기 때문에 기술적인 부분보다는 해당 직업의 핵심 원리에 접근할 수 있도록 내용을 구성하였다. 이 프로그램을 통해 학생들은 문제를 해결하는 과정에서 서로 소통하고 정보보안전문가에 관심을 가지고 창의적으로 진로를 설계할 수 있을 것이다.

사이버 해킹공격과 사이버테러는 국민 생활에 피해를 주고, 결국엔 국가 안보가 위협을 당하고 있다. 사이버 해킹공격으로 원자력 냉각시스템 설계도면이 유출되었으며, 청와대 홈페이지의 해킹, KBS 방송국 해킹 등 사이버사고가 발생하였다. 정보통신기반보호법, 정보통신망이용촉진 및 정보보호 등에 관한 법률, 개인정보보호법이 사이버공격의 책임을 지우고 있으나, 새로운 기술로 무장한 해커의 공격을 막기는 어렵다. 본 논문은 사이버안보를 위한 사이버보안 전문가 양성을 연구한다. 사이버보안 전문가를 위한 지식 데이터베이스를 구축한다. 웹 해킹, 시스템 해킹, 네트워크 해킹의 기술과 평가를 통해 사이버보안 전문가 자격증 제도를 도입한다. 사이버보안 전문가 자격증 운영과 취득방안에 관한 연구를 통해, 국가 사이버안보를 위한 사이버보안 전문가를 육성하는데 도움이 되고자한다.
