Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

Conjunctive keyword search encryption is an important technique for protecting sensitive personal health records that are outsourced to cloud servers. It has been extensively employed for cloud storage, which is a convenient storage option that saves bandwidth and economizes computing resources. However, the process of searching outsourced data may facilitate the leakage of sensitive personal information. Thus, an efficient data search approach with high security is critical. The multi-user search function is critical for personal health records (PHRs). To solve these problems, this paper proposes a novel multi-user conjunctive keyword search scheme (mNCKS) without a secure channel against keyword guessing attacks for personal health records, which is referred to as a secure channel-free mNCKS (SCF-mNCKS). The security of this scheme is demonstrated using the Decisional Bilinear Diffie-Hellman (DBDH) and Decision Linear (D-Linear) assumptions in the standard model. Comparisons are performed to demonstrate the security advantages of the SCF-mNCKS scheme and show that it has more functions than other schemes in the case of analogous efficiency.

In this study, we propose a shared storage system which is more efficient policy than MIS(Mixed Intermediate Storage) policy for relatively rare storage system and can be called CIS(Common Intermediate Storage) policy. Using this strategy, we develop a new completion time algorithm and apply it to two kinds of optimal or near optimal scheduling method; combinatorial search and simulated annealing method. We also extend this strategy to other storage policy, for example MIS policy, with PLC(Programmable Logic Controller) logic and on/off action of electronic valves. It thus can be accepted as a basic form of FMS(Flexible Manufacturing System) for operating various storage policies. Finally we suggest the interlocking block to compansate for the shortcoming of CIS policy, i.e, complication of operation and safety, resulting in a basic batch process automation mode.

Background and objective: Due to the recent crisis of extinction in local areas, the mountain village promotion policy is recognized as an important task. This study examined the priorities of major policy projects in the forest sector that affect mountain village promotion. Methods: For research methods, literature search, expert advisory meetings, and a survey were conducted. The survey was conducted on 42 policy stakeholders from June 1 to August 13, 2021. The literature search was based on policy projects in the forest sector by 8 upper-level local governments including mountain villages. For questionnaire items, 173 forest policy projects were classified into 27 types through expert review, and the importance and performance of each type were rated on a 5-point Likert scale. Paired t-test, IPA, Locus for Focus model, and Borich needs assessment were used as the analysis methods, and the statistical program SPSS 21.0 was used as the analytical tool. Results: The results showed that 'creating forest-related jobs' and 'supporting cultivation of professional forestry workers' both showed high importance and performance, implying that they would show an effect in mountain village promotion. 'Creating forests for environmental improvement', 'discovering forest cultural assets' 'establishing and boosting forest tourism', 'providing forest therapy services', 'creating forest-related jobs', 'supporting community revitalization', and 'urban-rural exchanges' were found to be the types that needed improvement and concentration for mountain village promotion. In particular, 'creating forests for environmental improvement' and 'discovering forest cultural assets' were derived as priority considerations for mountain village promotion policies. Conclusion: In summary, it was found that in order to promote mountain villages, various content projects must be improved and carried out to enhance the physical environment and revitalize mountain villages.

In this paper, we propose an efficient search algorithm for finding an optimal schedule to minimize makespan, while avoiding deadlock situation in Flexible Manufacturing Systems (FMS) with finite capacity, in which each job needs to be processed in several job stages for completion. The proposed algorithm uses a modeling and control method based on Petri-net. Especially, we improve the efficiency of the search algorithm by using a priority rule and an efficient bounding function during the search procedure. The performance of the proposed algorithm is evaluated through a numerical experiment, showing that it holds considerable promise for providing an optimal solution efficiently comparing to past work.

SCORM에서 SCO는. 학습자가 검색하는 학습 단위가 된다. e-러닝 환경에서 학습자가 찾는 SCO를 신속하게 검색할 수 있는 저장 방법이 필요하다. 본 논문에서는 SCO의 클러스터링 방법을 수학적으로 정형화하여 정의하였다. 또한 SCO를 평가하는 기준을 제시하였고 각 SCO를 평가하는 절차를 나타내었다. 실험을 통하여 제안한 클러스터링 방법에 기반을 둔 검색이 기존의 검색 방법보다 성능이 우수함을 보였다.

In Korea, the System of search and rescue in water have came into force on the basis of the Korea Life Saving and Rescue Act. 1961. But It's a premodern administration law which is not fit for an international system of the search and rescue and become disconnected with reality in Korea. Recently the marine casualties occur frequently in Korea coastal area, therefore, we need to amend the 1961 Act. The amendment which is carried out by the Korea Maritime Police Agency is a provision to receive International convention(SAR, 1979). The amendment of this Act will give a epoch-making change to Korean policy of the life-saving and rescue, security to marine safety and contribution to National positon on system of "Search and Rescue". In this thesis, I propose a development scheme to be conductive to original task on "Search and Rescue" of International Convention in Korea Life Saving and Rescue Act(Amendment, 1994).t(Amendment, 1994).

본고는 국내 한국학 관련 데이터베이스, 국내 도서관, 국내 학술 데이터베이스, 해외 도서관의 한자 검색 현황을 분석하여 문제점을 파악하고 개선 방안을 도출해 보고자 하였다. 유니코드 환경에서 한자 검색이 문제가 되는 주요한 이유를 '다중코드자', '간체자'와 '이체자'로 정리하고, 각각 3글자를 샘플로 검색하여 현황을 정리하였다. 한국학 관련 데이터베이스 13개, 국내 도서관 데이터베이스 5개, 국내 학술 데이터베이스 4개, 해외 도서관 데이터베이스 2개의 한자검색 현황을 조사하였다. 다중코드자에 대한 검색을 지원하기 위해서는 유니코드 컨소시엄에 공개된 소스를 적용해야 한다. 간체자와 이체자에 대한 검색 기능을 개선하기 위해서는 신뢰할 수 있는 매칭테이블을 표준화하여 유니코드 컨소시엄에 제안해야 한다.

연구는 체육계열 대학생이 인식한 경력개발지원과 구직강도의 관계에서 구직효능감의 매개효과의 관계를 규명하는데 목적이 있다. 이러한 연구 목적을 달성하기 위한 연구대상은 서울, 충남, 경상권에 소재한 대학교의 체육전공자 중 3, 4학년을 대상으로 223명의 자료를 수집하였다. 수집된 자료는 SPSS 20.0 프로그램을 이용하여 설문지의 신뢰도와 타당도검사, 상관분석을 실시하였으며, 경로분석은 AMOS 20.0 프로그램을 이용하여 분석을 실시하였다. 이러한 과정을 통해 얻어진 결과는 다음과 같다. 첫째, 체육계열 대학생이 인식한 경력개발지원은 구직효능감에는 통계적으로 정적인 영향을 미치고, 구직강도에는 통계적으로 유의미한 영향을 미치지 못했다. 둘째, 체육계열 대학생의 구직효능감은 구직강도에 통계적으로 정적인 영향을 미쳤다. 셋째, 체육계열 대학생이 인식한 경력개발지원과 구직강도 사이에서 구직효능감은 완전 매개효과가 있는 것으로 나타났다.

Recent advances in machine learning approaches such as deep neural network and reinforcement learning offer significant performance improvements in generating detailed and varied motions in physically simulated virtual environments. The optimization methods are highly attractive because it allows for less understanding of underlying physics or mechanisms even for high-dimensional subtle control problems. In this paper, we propose an efficient learning method for stochastic policy represented as deep neural networks so that agent can generate various energetic motions adaptively to the changes of tasks and states without losing interactivity and robustness. This strategy could be realized by our novel trajectory search method motivated by the trust region policy optimization method. Our value-based trajectory smoothing technique finds stably learnable trajectories without consulting neural network responses directly. This policy is set as a trust region of the artificial neural network, so that it can learn the desired motion quickly.
