The high tech marine transportation infrastructure is an innovative that may be able to secure a safe transportation environment. The current sea route sign system based on an electronic marine chart only has a data manufacture specification for uses at ECDIS. Therefore, it has a limitation in expressing various sea route data and falls short of productivity as it is frozen to prevent being changed for a long time. Also, it cannot satisfy requirements from high tech such as lattice structure data and time series information. Currently, although it builds each independent operation system based S-57, it has been found that it is the most important requirement from consumers that the entire monitoring system can mutually interwork by standardizing and uniting formats of all protocols. In addition, current status information and alarm system is using AIS, TRS, WCDMA telecommunication and processing all the data after saving it into each different server. In this thesis, we will realize the status information and alarm system of Marine transportation facilities which is a sea route sign system based on S-63 electronic marine chart, S/W, after uniting each different protocol and making combined system.

Present International trend of political and economical globalization plays a decisive role in or effect on the domestic problem between South and North Koreas. According to the timely historical tendency, economical cooperation or transportation between the two Korean regimes grows fast and the need of developing optimized logistics system grows significantly as well. In the present research, various transportation methods such as trucking, train, and short sea shipping(SSS) are surveyed and investigated. Based on the survey, a pusher-barge system, among various SSS systems, is introduced as the best or optimized transportation method between Incheon and Gaesugn.

The Port of Pusan, the largest port in Korea, handled 23% of total sea borne cargo movement, 14% of imported cargo, 58% of exported cargo and 95% of container cargo in 1989. Also the port of Pusan has been played a key role in handing container cargo throughout the last 10 years. The paper is aimed to survey the effect of sea borne cargo movement to urban transportation, that is, to find traffic volume arising by general/bulk cargoes through the port and to estimate vehicle rated of container tractor tailer on the roads between terminal including conventional piers and ODCY, and finally the following results are obtained. (1) AADV of truck to transport general/bulk cargoes are 6,322 units in 1989,and routes penetrate into the center of city and pass through the most of urban arterials. (2) In the container transport, if HVEF is adopted to 3 of tractor trailer, AVR in each transport freeway 13.7%. (3) IF HVEF is adopted to 6 of tractor trailer. AVR are as follows: BooDoo-Ro 44.1%, WooAm-Ro 39.3%, SooYoung-Ro 17.8%, Urban freeway 20.3%. Based upon these results, the following suggestions were drawn : o ODCY scattered around the city should be unified in a few groups to raise port productivity. o Rail service for inland container transportation should be escalated to relieve urban traffic congestion. o Coastal feeder service between terminal and hinterland should be studied to restrict the penetration of container tractor trailer into the central parts in the urban areas. o Exclusive freeway system for effective container transportation should be implemented to reduce urban traffic delay.

As the development of Northeast Asian logistics hub becomes one of the national agenda for further development, the sea&Air transport around the Yellow Sea regions has drawn attention of many scholars and government officials. The Sea&air transport is a mode of transportation combining the advantage of high-speed in air transport with the advantage of low-price in sea transport. Hence the sea&air aims at a niche market between air and sea. This paper reviews the possibility of development of the sea&air transport in the aspects of competitiveness over other modes, future demand condition, and the change of the technology and transport environment. The result is that the sea&air is competitive in the aspect of time as well as cost, and sustainable in the aspect of future demand condition. But, it is not stable in the aspect of the conditions of technology or transport demand. Especially, the progress of air transport technology which is aiming at the door-to-door transport among mid- and small- cities, and the rapidly increasing strategic alliances of international airlines with Chinese airlines for the market of China will undermine the stability of the sea&air transport seriously As alternatives, this paper proposes the 3-stage development strategy of sea&air transport. First, at the stage of transshipement, the development of high speed vessels to reduce the time crossing the Yellow Sea and the proactive marketing strategy to induce Chinese-owned products should be emphasized. Second, the value added logistics activity which will secure the demand of the sea&air transport should be developed. Third, demand creation by developing the SCM hub in Incheon is final goal for the logistics hub strategy as well as the sea&air transport.

In order to forecast the location of drifting objects at sea around Mokpo, Korea, the simulations were conducted with the input data of natural factors such as direction and force of wind and tidal current using SARMAP which is one of useful simulation tools for search and rescue at sea. Comparing the observed data with the calculated data of tidal currents used in SARMAP, the calculated tidal currents of SARMAP were in good agreement with the observed tidal currents. With regard to the case of marine casualties which occurred at sea around Daeheuksan-Do in July, 2006, the difference between the location of drifting body simulated by SAR model of Mokpo District Coast Guard and the location simulated by SARMAP was found to be about 20 nautical miles.

The "ship's routeing" system was adopted by IMO and has been operated on the major sea routes of all over the world for the prevention of marine casualty and the improvement of marine traffic flow. Thereupon, also in Korea, the "Hong-do" and "Bogil-do" sea routes on southern coast were designated to mandatory sea area by traffic separation scheme(TSS) in 2003, and the "Geomun-do" sea route on southern coast was designated in 2005. But there were few or no studies on the effect of designated traffic separation scheme in Korea. For this reason, in this paper, we evaluated the contribution of traffic separation scheme to the prevention of marine casualty and the improvement of marine traffic flow after designation of domestic traffic separation scheme using data of the marine casualties and ship's tracks from AIS information. The results of evaluation showed that on the contrary, the cases of marine casualties were increased on some sea routes and regular traffic flows were disturbed by some vessels after designation of traffic separation scheme. For the safer and better sea routes, alternative ideas such as reposition of ship's routing on "Hong-do" and "Bogil-do" sea areas were suggested.

In early 1990s, the Sea & Air Transport Cargoes (SATC) was increased annually with more than 50% rate due to the rising trade between Korea and China. However, after that, the increasing rate of the SATC was slowdown from the late 1990s, furthermore, recently it became sluggish and declined. This phenomenon is totally different compared to the skyrocketing trade volumes between two countries. In this respect, to forecast the SATC, draw out the factors for activation, and calculate the weight of priority of these factors are urgently needed. To achieve the research objectives, the ARIMA and Fuzzy-AHP were used as research methodology. The estimated volume of SATC using the data from year 2007 to 2012 on the ARIMA model, will be reached approximately 33,000 tons in year 2015. In the mean time, For drawing out and weighing the activation factors for SATC, the Fuzzy-AHP was adopted. As a result, 'Sea & Air transportation-related information system policies' is the most important factor among the principle criteria, and 'the construction of consolidation logistics center' is the most important factor among the 12 sub-principle criteria.
