To generate information that contributes to climate change risk management, it is important to perform a precise assessment on the impact in diverse aspects. Considering this academic necessity, Japanese government launched continuous research project for the climate change impact assessment, and one of the representative project is Program for Risk Information on Climate Change (Sousei Program), Theme D; Precise Impact Assessment on Climate Change (FY2012 ~ FY2016). In this research program, quantitative impact assessments have been doing from a variety of perspectives including natural hazards, water resources, and ecosystems and biodiversity. Especially for the natural hazards aspect, a comprehensive impact assessment has been carried out with the worst-case scenario of typhoons, which cause the most serious weather-related damage in Japan, concerning the frequency and scale of the typhoons as well as accompanying disasters by heavy rainfall, strong winds, high tides, high waves, and landslides. In this presentation, a framework of comprehensive impact assessment with the worst-case scenario under the climate change condition is introduced based on a case study of Theme D in Sousei program There are approx. 25 typhoons annually and around 10 of those approach or make landfall in Japan. The number of typhoons may not change increase in the future, but it is known that a small alteration in the path of a typhoon can have an extremely large impact on the amount of rain and wind Japan receives, and as a result, cause immense damage. Specifically, it is important to assess the impact of a complex disaster including precipitation, strong winds, river overflows, and high tide inundation, simulating how different the damage of Isewan Typhoon (T5915) in 1959 would have been if the typhoon had taken a different path, or how powerful or how much damage it would cause if Isewan Typhoon occurs again in the future when the sea surface water temperature has risen due to climate changes (Pseudo global warming experiment). The research group also predict and assess how the frequency of "100-years return period" disasters and worst-case damage will change in the coming century. As a final goal in this research activity, the natural disaster impact assessment will extend not only Japan but also major rivers in Southeast Asia, with a special focus on floods and inundations.

In the event of a disaster accident at sea, the scale of damage will vary due to weather effects such as wind, currents, and tidal waves, and it is obligatory to minimize the scale of damage by establishing appropriate control plans through quick on-site identification. In particular, it is difficult to identify pollutants that exist in a thin film at sea surface due to their relatively low viscosity and surface tension among pollutants discharged into the sea. Therefore, this study aims to develop an algorithm to detect suspended pollutants on the sea surface in RGB images using imaging equipment that can be easily used in the field, and to evaluate the performance of the algorithm using input data obtained from actual waters. The developed algorithm uses image enhancement techniques to improve the contrast between the intensity values of pollutants and general sea surfaces, and through histogram analysis, the background threshold is found, suspended solids other than pollutants are removed, and finally pollutants are classified. In this study, a real sea test using substitute materials was performed to evaluate the performance of the developed algorithm, and most of the suspended marine pollutants were detected, but the false detection area occurred in places with strong waves. However, the detection results are about three times better than the detection method using a single threshold in the existing algorithm. Through the results of this R&D, it is expected to be useful for on-site control response activities by detecting suspended marine pollutants that were difficult to identify with the naked eye at existing sites.

The purpose of this study is to present safety management improvement measures for domestic coastal accidents. The national coast was classified into five regions to investigate the status of safety accidents. Based on literature review and interviews with practitioners, problems of coastal accident safety management were derived and the improvement were suggested. The results of this study are as follows: 1) Of the 3,116 coastal accidents in Korea, rock on the shore and central sea accidents accounted for 37.58% and 30.67%, respectively. 2) In order to improve domestic coastal safety management, five measures such as the establishment of private cooperation governance were suggested.
We have studied on equivalent length tables which are used to calculate the friction loss of pipe fittings and valves of water-based fire systems in Korea. Three kinds of equivalent length tables are mainly used and unfortunately, the most extensively used table is not ascertained the reliable source. When the three tables are compared, each table has different equivalent length up to 2.4 times in same item. We should use unified equivalent length table which is scientifically reasonable in order to act up to globalization as performing lots of over-sea projects. Therefore, we propose the reasonable equivalent length tables.

It is very important to fully understand the concepts, causes and corrections of ship's transverse inclination which is classified into Heel, List and Loll. Particularly, it is presumed that some recent disaster at sea is related to negative GM developed by the loss of stability during sailing. In this study, actual 'Angle of Loll' is simulated by model-ship experiment and the result is compared with calculated value under same condition. Furthermore, how to distinguish Loll from List and the way to correct the 'Angle of Loll' for officers are described.
The total pollution load management system of watershed has been implemented upon Special Law pertaining to the Han River Watershed Water Quality Improvement and Residents Support, Special Law pertaining to the Nakdong River Watershed Water Management and Residents Support, Special Law pertaining to the Youngsan River Watershed Water Management and Residents Support, and Special Law pertaining to the Seomjin River Watershed Water Management and Residents Support in Korea since 2002. But many other similar systems with total pollution load management system of watershed are being operated separately or independently, even though its purpose is nearly same with those of the total maximum pollutants load management in Law on Water Quality Environmental Protection, environmental impact assessment(EIA) in Law of Impact Assessment on Environment, Transportation and Disaster and Pre-environmental assessment of Environmental Policy Act. Therefore the contents of total pollution load management system of watershed and many other related systems could be overlapped and at some times have inconsistency among them. This study suggests first the integrated operation of total pollution load management system of watershed, EIA, pre-environmental assessment, urban planning, and sewage planning and secondly EIA system development by integration of EIA and pre-environmental assessment and strategic environmental assessment(SEA).

We investigated the characteristics of the overflow/wave overtopping, induced by the storm surge and high waves in Masan bay and Busan Coast during Typhoon 'Maemi', which landed at the southeast coast of the Korean peninsula on September, of 2003, causing a severe inundation disaster. Characteristics of the water level, increase by the overflow / wave overtopping, were discussed in two patterns. One is the increase of water level in the region, located inside of a bay, like Masan fishing port, and the waves are relatively small. The other is in the open sea, in which the waves act directly, as on the seawall in Suyong bay. In the former region, the water level increase was affected by the storm surge, as well as the long period oscillation and waves. In Masan fishing port, about $80\%$ of the water level increase on the quay wall was caused by the storm surge. In the latter one, it was greatly affected by the wave run-up. In Suyong bay, about $90\%$ of the water level increase on the seawall was caused by the wave run-up.

The co-pyrolysis characteristics of poly(vinyl chloride) (PVC) and polystyrene (PS) mixtures with ZnO have been studied by thermogravimetry (TG) and gas chromatograph-mass spectrometry (GC-MS) under various mixing ratios and reaction temperatures. From this work, it was found that the yield of liquid products increased as PS in mixtures increased, whereas that of gaseous products decreased. And as ZnO in mixtures increased, the yields of gaseous products and HCI decreased. The optimal reaction temperature for the maximum yield of liquids products and the control of HCI gas was $500^{\circ}C$.
Recently the traffics and transportation hazzards by fog are tremendously Increased. There occurred the greater traffic disaster by Dense Fog of Oct.2006. In this study frequent occurrences of advection fogs centerd over Honam Prov are investigated. Increment of transportation during the Fog period for 1996~2005(decade)are statistically analyzed with Honam Prov.'s fogs. For Honam west coast(Gunsan, Mokpo), inland of Honam(Junju, Gwangju, Suncheon), Honam south coast(Wando, Yepsu), Wind, Dew point, Diff. of air and sea temp. relative humidity are classified between 12 hours before and on time of fog with three Dimensional Analysis System(KLAPS). High frequencies of advection-radiation Fog occurrence in western Coasts except for Suncheon. The application of fog characteristics analyzed by KLAPS for denser fog over the western coast in Fall to Fog prediction and special advisory issues. The advection-radiation fog can occure favorably when the moisture index is less than $2^{\circ}C$, relative humidity is greater than 90%, but the moisture depth is under 1.5 km. In addition when the height of 925 hPa is rising, then fog occurs, but for sinking is disappearing.
