They are now pushing ahead with setting up of effective marketing strategies to survive in keen competitions of the 21st century port industry. The port is of ever increasing importance for the bridge connecting sea and road transportation in handling international cargoes. The port, differently from general working places, is a closed area required for security, customs, and quarantine procedures. The loading and unloading is being done differently by ports, cargoes, and ships. To do loading and unloading, a lot of equipment and different types of labor are required, which flow is complicated and safe management is essential. As above mentioned the port is very unique and very deteriorated working place in its working environment. The purpose of this study is to propose ways to reduce and prevent from port accidents. As first step to do this, we have collected 923 accidents happened at Incheon Port during the period of 1994 to 2003. We have thoroughly analyzed characteristics, harmfulness, and risk of the loading/unloading they have done, as well as the accident frequency and relationship between the accidents. As second step to further analyze, We have employed DMAIC technology, an advanced process of 6 sigma presently in spotlight as the best program for management innovation. This analysis results in recognition of important accident characteristics, causes and effects analysis, critical causes of accident, and suggestions to decrease accidents.

It is necessary to develop the one stop system in order to protect our marine environment rapidly from oil spill accident. The purpose of this study is to develop real time database for oil spill prediction modeling and implement real time prediction modelling with ESI and server-client GIS based user interface. The existing oil spill prediction model cannot provide one stop information system for public and government who should protect sea from oil spill accident. The development of multi user based information system permits integrated handling of real time meteorological data from external ftp. A server-client GIS based model is integrated on the basis of real time database and ESI map to provide the result of the oil spill prediction model. End users can access through the client interface and request analysis such as oil spill prediction and GIS functions on the network as their own purpose.
Marine casuality causes not only loss of lives and ships, but also severs damages to marine environment and related economic activities such as fishing industry, sea farming, and tourist industry. Basically, the great effort should be made to prevent the occurrence of maritime accidents by any means. However, once accident has occurred, the salvage works should be done rapidly and properly based on theoretical and technical informations, which could minimize the risk during salvage operation and the overall damage from the maritime accidents. Generally, to calculate accurate hydrostatics of a stranded ship, a large amount of input data is needed. But, an availability and a reliability of input data cannot be guaranteed in most situations, and the adequate time required for preparing all input data is not allowed to perform the timely operations of salvage. In this paper, the development process of simple computer program for salvage operation using limited input data is introduced and its application example is presented. This program was developed to provide technical support for planning salvage operations in the grounding accident.
Simulation model for diffusion of oil spill is developed. The model can perform real time simulation in the case of oil spill accident in the ocean. The model consists of three dimensional ocean circulation model and model for diffusion of oil spill. Real time flow fields which are used in the calculation of advection of oil spill are obtained in the three dimensional ocean circulation model. The model for diffusion of oil spill includes the evaporation dissolution emulsification and downward diffusion. For the verification of the model it is applied to the oil spill from the accident of Sea Prince. The results shows good agreement.
In this study, we investigated and identified criterial human factors(errors), most of which lead to terrible ship accidents such as collisions, sinking, fire and explosions resulting both in human lives and physical damages to ships as well as surrounding environments. To this end, we went through the accident reports of 413 cases over 2005~2009 period and classified the human factors into 6 major factors with 19 sub ones which were constructed in hierarchical order. The relative importance of major factors was calculated and among others the lack of awareness turned out to be the most important factor with the weight of 0.391. The contributions of the results in the research are two fold: it will help (i) identify the root causes of ship accidents and prevent further potential ship related incidents, (ii) analyze the degree of the risk associated with the ship accidents, when risk analysis is performed.
Accidents at level crossing have large portion on train accidents, and causes economical loss by train delay and operational interruption. Various safety equipments are employed to reduce the accident at level crossing, but existing warning device, and crossing barrier are simple train-oriented protection equipments. In this paper, intelligent railway level crossing system is proposed to prevent and reduce accidents. For train driver's prompt action, image of level crossing and obstacle warning message are continuously provided to train driver through wireless communication in level crossing control zone. Obstacle warning messages, which are extracted by computer vision processing of captured image at level crossing, are recognized by train driver through message color, flickering and warning sound. It helps train driver to decide how to take an action. Meanwhile, for vehicle driver's attention, location and speed of approaching train are given to roadside equipments. We identified the effect of proposed system through test installation at Sea train and Airport level crossing of Yeong-dong line.
해양사고 분석에 관한 많은 연구가 진행되고 있으며, 해양사고는 매년 업데이트되고 있어 주기적으로 원인을 분석하고 규명하는 것이 필요하다. 이 연구에서는 이전의 데이터와 새로운 데이터를 활용하여 해양사고를 파악·분석을 통해 어선 해양사고 원인을 규명하여 사고를 예방하는 것이다. 해양사고 데이터는 어선의 특수성을 고려하여 해양안전심판원의 어선에 대한 해양사고재결서 16년간의 1,921건을 수집하였으며, 해양수산부 종합상황실 사고알림문자 이력 3년간의 1,917건을 수집하였다. 재결서 데이터와 문자 데이터는 변수에 따라 분류하였으며, 수량화 작업을 수행하였다. 수량화 작업을 통한 데이터를 사용하여 베이지안 네트워크를 이용해 사전확률을 계산하였고, 후방 추론을 이용하여 어선 해양사고를 예측하였다. 두 가지 수집한 데이터 중 해양사고재결서는 모든 어선의 사고가 재결서에 포함되지 않았기 때문에 해양수산부 사고알림문자를 선택하였다. 분류한 데이터를 베이지안 네트워크를 사용하여 어선 해양사고의 사전 확률을 계산하였다. 후방 추론으로 계산한 기관손상이 서해 연안에서 발생할 어선 해양사고의 확률은 0.0000031%였다. 이 연구의 기대효과는 어선 해양사고를 분석하기 위하여 새로운 사고알림문자 데이터를 활용하여 실제 어선 특성에 맞는 해양사고를 분석할 수 있다는 것이다. 추후에는 어선 해양사고에 영향을 미치는 변수들 간의 인과관계에 관한 연구를 수행할 예정이다.
2021년 UN 자문 연구기관인 해양환경전문가그룹(GESAMP)은 해운 부문의 해양쓰레기 발생원 여섯 가지 중 하나로 컨테이너 해상유실을 지목했다. 대표적으로 2021년 5월 발생한 X-Press Pearl호 침몰은 유실된 컨테이너가 해안으로 떠밀려와 내부에 적재된 플라스틱 펠릿이 스리랑카 연안을 뒤덮은 대형 환경오염 사고로 이어졌다. 이러한 배경으로 국제해사기구(IMO)는 2022년 9월 개최하는 제8차 화물 및 컨테이너 운송 전문위원회 회의를 기점으로 선박 운항 중 컨테이너 해상유실의 방지 및 후속대책을 논의한다. 본 연구는 IMO 회의에서 우리나라의 대응 방향을 수립하고자 컨테이너 해상유실 주요 사고 조사보고서 및 관련 전문 자료 분석을 통해 유실 사고의 주요 요인을 식별하고 대응에 대해 고찰하였다. 그 결과, 운항 중 컨테이너 해상유실의 주요 요인으로 컨테이너 선박의 대형화, 기상악화 그리고 컨테이너 적재 불량이 파악되었다. 특히, 기상악화에 따른 대형 컨테이너 선박의 운항 안전성 저하에 대한 대책 마련 필요성이 식별되었다. 또한, 컨테이너의 안전한 해상운송을 위해 국제협약 이행에 대한 통합 모니터링이 요구된다. 그리고 해양환경 보전 관점에서 유실 컨테이너의 회수에 대한 제도적 보완이 필요하다. 마지막으로 컨테이너 해상유실 사고의 근본적인 방지를 위해 선박의 건조와 운항 측면에서 조선과 해운이 상호보완 가능한 체계 구축이 필요함이 식별되었다. 운항 중 컨테이너 해상유실 사고의 여러 요인은 개별 관점의 대응으로 해결하기 어렵다고 판단된다.
2007년 12월 7일 Hebei spirie호 유류유출 후 2008년 4월에 발생한 서해안의 바지락 평균 폐사율은 22.4%로 사고 이전인 2007년 4월의 9.2%에 비하여 급격히 증가한 것으로 나타났다. 특히 유류가 유입된 태안 및 보령, 서산 지역에서는 30% 내외로 폐사율이 매우 높게 나타난 반면, 비오염지역인 인천, 경기도를 비롯하여 지형적인 조건과 방제작업 등으로 유류유입이 적었던 근소만과 천수만 내측 등에서는 10% 내외로 낮게 나타났다. 2009년 폐사율은 6.0%로 2008년의 22.4%에 비해 급격히 감소하였다. 2009년은 2008년과 비교하여 폭풍 등 해황이 불안정하여 저질변동이 많았으나, Hebei sprit호 유류유출로 인한 피해지역인 태안과 보령, 서산 지역에서는 폐사율이 낮아진 반면, 비 피해지역인 인천과 경기에서는 비슷하거나 높게 나타났다. 2010년 폐사율은 8.6%로 2009년의 6.0%에 비해 약간 증가하였는데, 오염지역과 비오염지역을 구분하지 않고 모두 증가하였다. 따라서 유류가 유입된 태안 및 보령, 서산지역의 2008년 4월에 발생한 바지락 폐사는 Hebei spirit호 유류유출과 관련이 있는 것으로 판단된다. 우리나라 바지락의 전체 생산량은 유류사고 전인 2007년에는 27,459 톤이 사고 직후에 폐사가 발생하였음에도 불구하고 2008년에 36,302 톤, 2009년에 40,392 톤, 2010년에는 36,248 톤으로 증가한 것으로 나타났다. 생산량을 지역별로 살펴보면 유류피해 지역인 충남의 바지락 생산량은 유류사고 전인 2007년에는 10,598 톤이던 것이 사고 직후인 2008년에 5,048 톤으로 급격히 감소하였으며, 2009년에는 7,065 톤, 2010년에는 유류피해 전보다 많은 12,921 톤으로 증가한 것으로 나타났다. 비피해지역인 전남의 바지락 생산량은 유류사고 전인 2007년에는 1,252 톤이던 것이 사고 직후인 2008년에는 12,248 톤으로 급격히 증가하였으며, 2009년 9,566 톤, 2010년 2,770 톤으로 감소한 것으로 나타났다. 따라서 전체 바지락 생산량에서 2008년에 우리나라 생산량이 감소하지 않고 증가한 이유는 유류피해가 없던 전남지역에서 물속에 서식하던 바지락이 대량으로 생산되었기 때문이다.
