Development of Molecular Diagnostic Innovation System in India: Role of Scientific Institutions

  • The study attempts to examine the system-building activities of scientific institutions in developing the Molecular Diagnostic (MDs) Innovation System in India. Scientific Institutions are the precursor of any technological development with their capabilities in generating new ideas. MDs are advanced and accurate diagnostic technology with considerable scope to serve the diagnostic needs and requirements of the healthcare system. We adopted a System framework and analyzed the development of MDs in terms of the Technological Innovation System (TIS) functions, and the systematic challenges are assessed through the System Failure Framework (SFF). Based on the secondary and primary survey of prominent science base actors, the study finds that the role of government is crucial for facilitating technological development within a science base through the mobilization of resources. In India, the MDs technological development gained significant momentum over the last decade with the development of specialized human resources and dedicated research institutes. However, we do find that the innovative capabilities in attaining need-based TIS are sub-optimal owning to the specific diagnostic needs of highly burdened diseases in the society. The system analysis reveals that the TIS functions are underperforming because of the absence of a well-defined funding mechanism and goal-oriented targeted policy regime of the government. Since MDs have a transformative effect on the present healthcare system, we argue that the government has to address the system-based challenges and issues for developing a need-based technological innovation system for MDs in the country.

  • Korean Innovation Systems are in transition from catch-up regime to post catch-up regime. This paper tries to analyse the change of scientific and technological practices in the public sector of Korea Innovation Systems. This paper focus on the way public sector scientific and technological practices are regulated and contribute to private sector. It is argued that self-governing practice of public S&T community is being enhanced and the requests of private sector for the public sector's contribution through research activity are reinforced in emerging post catch-up regime.

정부 보조금과 과학 기술 혁신 투입이 중국 문화산업 기업의 경영 실적에 미치는 영향 (The Impact of Government Subsidies and Scientific and Technological Innovation Investment on The Business Performance of Chinese Cultural Industry Enterprises)

  • 본 연구의 목적은 정부 보조금과 과학 기술 혁신 투입이 중국 문화산업 기업의 경영 실적에 미치는 영향을 검증하여 문화산업 기업의 경영 실적은 높일 수 있는 대안을 제시하는 데 있다. 본 연구는 이를 위해 2015년~2020년 중국 238개 문화산업 상장기업을 대상으로 1,175개 표본을 추출하여 Stata 16 소프트웨어로 실증 분석한다. 분석 결과는 다음과 같다. 첫째, 정부 보조금은 중국 문화산업 기업의 경영 실적에 정(+)의 영향을 미쳤다. 둘째, 정부 보조금은 중국 문화산업 기업의 과학 기술 혁신 투입에 정(+)의 영향을 미쳤다. 셋째, 과학 기술 혁신 투입은 중국 문화산업 기업의 경영 실적에 정(+)의 영향을 미쳤다. 넷째, 과학 기술 혁신 투입은 정부 보조금과 중국 문화산업 기업의 경영 실적의 관계에서 매개효과가 있다는 것을 검증하였다. 과학 기술 혁신 투입은 부분 매개효과를 가지고 있다. 연구 결과를 토대로 문화산업 기업의 경영 실적 향상을 위한 대책은 다음과 같다. 첫째, 현대화된 문화산업 시장 시스템을 갖추는 것이다. 둘째, 정부는 문화산업 기업에 대한 금융,세무 지원을 확대한다.셋째, 문화산업과 과학 기술 혁신의 융합을 촉진한다.

한국 생명공학산업의 기술혁신 패턴에 관한 연구 (A Comparative Study on the Patterns of Technological Innovation of Bio - Industry in Korea)

  • This paper is an inquiry into the patterns of technological innovation of bio - industry in Korea in comparison with the worldwide patterns. In another words, this study wants to check whether the patterns of technological innovation of bio - industry in Korea differ front those in advanced countries or not. The comparison is based on the theory of science - based industry asserted by Seol (2001) and Cho (2001). There are no specific difference in the patterns of technological innovation such as science - based innovation, capitalization of science, industries leading by scientific fields, the importance of venture firms for commercialization, high level of R&D expense to sales. Also the order of fields by size is similar to worldwide patterns. But the size of microbiology is bigger than that of worldwide patterns. The strength in microbiology may be the country specific features of Korea, like platform technology of Germany.

The Distribution of Technological Innovation & Environmental Policy against COVID-19: Perspectives and Challenges

  • Purpose: This article aims to explore the distribution of technological innovation and environmental policy challenges to respond to COVID-19. The study also attempts to tackle a paradigm shift in science and technology policies against the pandemic and a desirable direction for environmental policies. The COVID-19 pandemic has been the one that rapidly changed global people's lifestyle. For the spread of a terrible infectious disease could not be avoided, regardless of a highly industrialized society. Research design, data and methodology: This study basically employs a qualitative approach as a methodology. This study is based on the fact that environmental pollution, various natural disasters continuously occur, and there are many unforeseeable parts, despite remarkable development of scientific technology, and that the circumstances are becoming more complex. Results: This study noted that scientific technology civilization formed due to industrial revolutions can deteriorate environment and increase environmental threat factors. As an alternative to this, this study investigates alternative discussions on how the 4th Industrial Revolution can help scientific technology and human environment to harmoniously coexist and develop. Conclusions: It implies that this study focuses on the possibility of overcoming this crisis through science and technology innovation, although mankind is in crisis of COVID-19 due to excessive human development.

우려나라 기술혁신에서의 과학-기술 지식연계 특성분석 (How is Scientific and Technological Knowledge Linked in Technological Innovation in Korea?)

  • 본 논문에서는 우선 기술혁신에 있어서 과학기술 지식의 연계관계에 관한 연구동향을 몇 가지 과정에서 정리하고, 기술혁신 과정에 있어서 과학과 기술 간의 상호작용 또는 지식흐름이 어떠한 역할을 하는지를 검토한다. 이어서 과학과 기술의 지식흐름 측정을 위한 통계적 방법과 양적 지표를 검토하고 지식흐름에 있어서 인적요인의 역할을 고찰하고자 한다. 다음으로, 한국의 기술혁신이 기반하고 있는 과학기술 지식의 특성을 분야별로 분석한다. 이를 위해 미국특허청에 등록된 한국인 특허를 대상으로 이들 특허 표제면에 수록되어 있는 비특허문헌 중 과학논문에 대한 정보를 추출한 후 기술혁신 분야와 주체별로 과학지식 연계정도와 인용된 과학지식의 최신성을 규명한다. 끝으로, 예측가능한 미래에 이루어질 새로운 발전을 향한 관점에서 결론과 시사점을 도출하고자 한다. 이는 지역혁신 시스템 혹은 국가혁신 시스템이라는 맥락에서 과학연구와 기술개발 사이의 관계에 대한 복잡하고 역동적인 네트워크를 설명하고 평가하기 위해 특허에 기반을 둔, 그리고 발명자에 기반한 통계의 디자인과 활용을 위한 새로운 방향을 제안한다.

  • The current environment of technological and competitive changes influences not only the business R&D environment but also government driven national R&D strategies. Open innovation has now become an important paradigm that is replacing the outdated paradigm of closed innovation. Many companies and nations have been increasing R&D investment because R&D has been considered a driving force for national and corporate competitive advantage. The purpose of this paper is to evaluate and compare the performance of R&D focused on open innovation according to scientific and technological outputs which is based on paper publications, patents and etc. Comparisons should not be only based on the quantity but also on the quality of the output. This paper shows that it is possible to develop DEA models that utilize the Analytical Hierarchical Process in order to transform the qualitative index into a quantitative index. Hence, the relative efficiency for R&D organizations is obtained based on both quantity and quality outputs and subsequently provides comprehensive and realistic methods for decision makers to identify levels of project efficiency.

  • R&D를 기술학습과정에서의 문제해결활동으로 개념화 할 때, 국가 연구개발 활동은 특히 핵연료와 같은 과학기술 집약적 산업의 기술발전 및 산업 경쟁력을 보육 또는 발전시키는 중추적인 역할을 할 수 있다. 이러한 역할은 기업과 정부출연 연구소를 포함한 국가차원의 기술능력을 향상시키는 데 기여할 수록 강화 될 수 있다. 또한 개도국의 기술능력 발전과정에서 국가 연구개발 활동은 기술학습의 혁신 단계뿐 아니라 초기의 흡수, 적응단계부터 전략적으로 중요한 역할을 가질 수 있다. 이 과정에서 국가연구개발 활동은 외국기술을 효과적으로 흡수하고 고유기술능력을 지속적으로 축적·발전시키면서 세계적 기술혁신을 성취하는 데 요구되는 과학 지식 및 핵심 기술을 제공할 수 있어야 한다.

Analysis on the Multi-technology Capabilities of Korea and Taiwan Using Patent Bibliometrics

  • This paper explores multi-technology capabilities between Korea and Taiwan by analyzing the pattern of inventive activities concerning technology fusion by using patent bibliometrics. Although two countries exhibit a similar level of invention activities and high degree of specialization in emerging technologies measured by the number and technological fields of their US patents, innovation systems in two countries differ. MTCs (multi-technology corporations) are stronger in Korea national innovation system while small innovative firms play important roles in Taiwan national innovation system. Technology fusion has been an important source of technological innovation and it suggests possible advantage for the Korean innovation system because it is a common belief that global size firms - most of them are multi-technology corporations - can perform better in multi-technology fusion and scientific research. The result of patent bibliometrics suggests rather complex answers to the belief Even though Korea shows slight advantage, it may not be ascribed to the large MTCs.
