The scientific management of the university libraries is stressed prior to the library automation. Several tools and techniques for scientific management are introduced. And, to evaluated the library effectiveness, divided the library operations into 5 categories, each categories are summarized and analyzed in terms of how much the users succeed or fail in accession to the information they seek.

This paper outlines recent conditions after the collapse of former Soviet Union and presents activities in eight major information-related organizations including International Center for Scientific and Technical Information, Russian State Central Scientific Medical Library. Russian National Public Library for Science and Technology, All-Russian Institute for Science and Technical Information, Natural Sciences Library of Russian Academy of Sciences, Scientific and Technical Information Center of Russia, Russian State Library and All-Russian Scientific and Research Institute of State Patent Examination. All of these organizations face economic difficulties brought about by financial crisis and inflation as well as shortage of the state budget. In addition, the domestic information processing technology using computers and computer networks is generally inferior to that of developed western countries due to lack of growth of information infrastructure in Russia.

The purpose of this work was to study library website users' actions by tracking their behavior, determining popular content, and identifying browsing patterns and subsequent improvement of access to popular content. The study of behavior models and the use of web analytics has led to the emergence of solutions that improve the usability and functionality of the State Public Scientific-Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) website. These are: identifying user tasks as they are developed, conducting user testing to better understand the event. tracking data and collecting additional data to verify the effectiveness of the changes made. Examining data on the duration of the session and the number of visits will help determine the goals of user visits and develop new recommendations. Usability analysis and testing will make it possible to compare the data obtained using web analytics and the perception of the library site by the users themselves. Recommendations are offered to libraries on the use of data on the real behavior of the target audience of the library website to improve access to library resources and services, increase their relevance and improve information services.

This thesis is to discuss and prove the identity of the acts of the library and the character of the library which regards these as its objects. And this study is analyzed in view of per ceptual problems and scientific problems and scientific problems, in order to make clear the character of the acts of the library. In these processes, some basic propositions are extracted. First, culture can be found in arranged order. Second, human being can create culture by the acquisition of accmulated culture. Third, an individual is purposely related with culture. Fourth, culture is antonomous to mankind. And in this thesis, library science is defined as the systematic formation of mankind's pursuing acts, and to identify this definition, some theoretical models of library science have been offered as follows : Model I 1. Theory of making culture assets informative. 2. Theory of making culture assets empirical; that of imformation treatment. 3. Theory of medial acts of librarians. Model II 4. Theory of organic systems of libraries. Model III 5. Theory of guiding school activities. 6. Theory of extending the inhabitants' interests of communities. 7. Theory of a kind of resources in social improvement. Model IV 8. Theory of a means of principal approach to the succession of culture. In conclusion, this study is to prove that acts of libraries are the universal ones of those human being that are gualified to be the unique means to the creation of culture and, library science is a science that shapes concepts and rules to describe, to make explanation and to foretell these acts.

To perform an effective screening for toxic materials of forensic interest detected in high profile criminal case in biological and environmental samples, we tried to construct a searchable computerized database using HPTLC(High Performance Thin Layer Chromatography) and GC/MS. Retardation factor($R_f$) values and UV spectral data of HPTLC were investigated for 160 pesticides, 34 chemicals and 39 explosives of standard grade. The data were compiled in a library. We also analyzed 112 pesticides, 31 chemicals and 17 explosives and 57 volatile organic compounds(VOCs) by GC/MS. The data for RT and characteristic mass ions were also compiled in a library.

And with this basis, it presented the efficient information service plan which reflected and adopted recent information technology, of specialized information center in scientific and technical fields To acquisite and analyse about the status and problem regarding whole information service system of specialized information center in scientific and technical fields, it executed a preceding research analysis, a questionnaire investigation, conversation which leads a direct visit to corresponding agency, website analysis of home page related corresponding agency, and the brainstorming method which leads the conference of the regular discussion with specialist in related fields in parallel.

Webometric research in the Russian library sector is just beginning to gain momentum. This article examines the experience of webometric research in libraries from the perspective of the global practice. In particular, it highlights a number of foreign works, which may have a special practical value for Russian libraries, and emphasizes important webometrics areas for libraries. The purpose of this study is to research the practical application of key performance indicators (KPIs) abroad and conduct a webometric analysis of the websites of some leading Siberian and Far Eastern scientific libraries based on selected KPIs. The study data were collected with SimilarWeb and other analytical tools. The study revealed that key traffic metrics are the basis of webometric research, and identified available promising groundwork for the purpose of their further testing. The shortcomings in the current state of the websites of the Siberian and Far Eastern scientific libraries were noted. Based on the obtained webometric traffic indicators, the ranking of the Siberian and Far Eastern scientific libraries was made.
