농촌지역 노거수의 지속가능한 보전을 위한 평가체계 개발 연구 (The Development of Evaluation System for the Sustainable Conservation of Old Tree in Agricultural Landscape)

  • This study was conducted to develope an evaluation system for sustainable conservation of old trees with historic and traditional values in rural areas. Existing evaluation system was modified through field application of 10 old trees and expert research twice for development of new evaluation system. 4 evaluation items in 10 evaluation items were deleted by first expert research. Some items are proposed to offer a figure explanation by second expert research. End-developed evaluation items are consisted of 6 items ((1) Ground State, (2) Blight, Harmful Insects, (3) Tree Form, (4) Canopy Vitality, (5) Bark, (6) Damage) reflecting the order of importance evaluation. Old trees evaluation system developed in this study is expected to be utilized continuously to conserve the old trees in the rural areas and gradually help to increases the historic and traditional values.

Effects of different feeding systems on ruminal fermentation, digestibility, methane emissions, and microbiota of Hanwoo steers

  • This study evaluates how different feeding systems impact ruminal fermentation, methane production, and microbiota of Hanwoo steers native to Korea. In a replicated 2 × 2 crossover design over 29 days per period, eight Hanwoo steers (507.1 ± 67.4 kg) were fed twice daily using a separate feeding (SF) system comprising separate concentrate mix and forage or total mixed rations (TMR) in a 15:85 ratio. The TMR-feeding group exhibited a considerable neutral detergent fiber digestibility increase than the SF group. However, ruminal fermentation parameters and methane production did not differ between two feeding strategies. In addition, TMR-fed steers expressed elevated Prevotellaceae family, Christensenellaceae R-7 group, and an unidentified Veillonellaceae family genus abundance in their rumen, whereas SF-fed steers were rich in the Rikenellaceae RC9 gut group, Erysipelotrichaceae UCG-004, and Succinivibrio. Through linear regression modeling, positive correlations were observed between the Shannon Diversity Index and the SF group's dry matter intake and methane production. Although feeding systems do not affect methane production, they can alter ruminal microbes. These results may guide future feeding system investigations or ruminal microbiota manipulations as a methane-mitigation practice examining different feed ingredients.

무기체계 연구개발 사업의 성능관리를 위한 기술성과측정에 관한 연구 (A Study on the TPM for Performance Management of Weapon System R&D Program)

  • In order to successfully manage of the state-of-the-art weapon system R&D program which are under the limited budget and schedule but also has a high level of technical risks, it is gaining weights to use such a scientific program management tool as TPM. Therefore, the purpose of this research is to review the concept of the TPM and its relation among MOE, MOP and TPM, and introduce an application method of TPM mainly focusing on helicopter development program. It has the organized structure, detailed procedure and 282 parameters for performance management through the TPM.

수확 후 블루베리의 미생물학적 품질향상을 위한 세척시스템 개발 (Development of Washing System for Improving Microbiological Quality of Blueberry after Postharvest)

  • 본 연구는 블루베리의 미생물학적 안전성 확보 및 상품성 향상을 위해서 버블-이산화염소수 세척시스템을 개발 및 적용하여 저장 중 블루베리의 품질변화를 분석하였다. 버블-이산화염소수 세척시스템으로 처리된 블루베리는 대조구와 비교하여 총 호기성 세균과 효모 및 곰팡이 수가 1.0 log CFU/g 이상 감소하였다. 그리고 저장기간 동안 버블-이산화염소수 세척에 의한 미생물 감균효과는 일정하게 유지함을 보였다. 한편 Hunter L, a, b 값 및 중량 감소율의 결과에 있어서 대조구, 버블-물 세척구, 버블-이산화염소수 세척구간에 유의적인 차이는 나타나지 않았다. 따라서 농가에서 쉽게 활용할 수 있도록 개발한 버블-이산화염소수 세척시스템은 블루베리의 미생물학적 안전성 향상 및 고품질 유지에 효과적인 것으로 판단되며 오미자 등 다른 기능성 소과류에도 활용 가능할 것으로 기대된다.

Korea's Science and Technology Manpower Policy: Focusing on the Special Act on Support for Scientists and Engineers and its Action Plans

  • This paper dealt with the Korean manpower policy in science and technology, focusing on the contents and tools of the Special Act and its Master Plans. After briefly introducing the historical development of the Korean manpower policy from the 1960s to the present, it discussed and analyzed the Special Act and Plans from the framework of personnel development, distribution, utilization and infrastructure. Korea's science and technology manpower policy has focused on fostering and supplying manpower in line with the country's industrial growth strategy. In the early stage of industrial development during the 1960s and 1980s, government research institutes were direct and effective tools for nurturing S&T manpower. Since the 1990s, the importance of university research has increased. The government fostered graduate research manpower through the research-oriented university policy of the BK21 program. After the IMF financial crisis in 1997, the tendency of students to avoid careers in science and technology led to enacting the Special Act (2004) governing the field of S&T human resources. The Special Act has contributed to leveling up the university education system in science and engineering and sophisticated the policy to include entrepreneurship training, spin-off startups, industry-university cooperation, and offering degree programs. The Special Act and the regularly revised Master Plans have been essential tools in systematically managing the science and technology manpower policies of the Korean government.

IPA분석을 통한 농업기계 임대사업의 전략적 개선방안 (Strategic improvement of short-term agricultural machinery rental system using importance performance analysis)

  • Short-term agricultural machinery rental system has been operated by agricultural extension organization of local government (agricultural technology center) and sponsored by Ministry of Agriculture, Food, and Rural Affairs, to improve utilization efficiency and save agricultural production cost through joint utilization of agricultural machinery. This study was conducted to analyze current status of the rental system operation and provide recommendations for future direction. Question survey was conducted for officers in charge of the rental system in the technology center, and strategic improvement was suggested through importance performance analysis (IPA). Survey results showed that 11 issues should be reformed or improved by 2015, which is not practically feasible. IPA analysis resulted that administration and manpower support, cooperation between federal and local organizations, and cooperation with other organizations should be focused for successful operation of the rental system. Issues that seem to happen after 2015 need to be handled as future research.

Preprocessing of the Direct-broadcast Data from the Atmospheric Infared Sounder (AIRS) Sounding Suite on Aqua Satellite

  • We present a pre processing system for the Atmospheric Infrared Sounder (AIRS) sounding suite onboard Aqua satellite. With its unprecedented 2378 channels in IR bands, AIRS aims at achieving the sounding accuracy [s1]of a radiosonde (1 K in 1-km layer for temperature and 10% in 2-km layer for humidity). The core of the pre p rocessor is the International MODIS/AIRS Processing Package (IMAPP) that performs the geometric and radiometric correction to compute the Earth's radiance. Then we remove spurious data and retrieve the brightness temperature (Tb). Since we process the direct-broadcast data almost for the first time among the AIRS directbroadcast community, special attention is needed to understand and verify the products. This includes the pixel-to-pixel verification of the direct-broadcast product with reference to the fullorbit product, which shows the difference of less than $10^{-3}$ K in IR Tb.

  • 농작물 작황 추정은 생산량 예측을 통한 수급 조절, 가격 예측, 농가 소득 보전을 위한 정책 수립 등에 중요한 판단자료로 활용된다. 급변하는 국내외 여건에서 작물의 안정생산과 식량안보, 생태계 지속성 평가를 위해 원격탐사 등 국가차원의 미래기술 개발 노력이 요구되고 있다. 농촌진흥청은 2010년부터 국내외 주요 곡물생산지대 작황 평가를 위한 원격탐사, 작물모형, 농업기상 분야 원천기술 개발을 위해 노력해왔다. 본 특별호는 농촌진흥청에서 지난 8년간 국내외 작황 평가를 위해 수행해 온 원격탐사, 작물모형, 농업기상 분야의 연구개발 성과 및 연계된 이들 분야 간 융복합 연구 수행 현황을 정리하고 향후 연구 방향을 제시하고자 발간하게 되었다.

테프그라스 조직배양을 통한 캘러스 형성 및 식물체 재분화 효율 (Callus Induction and Plant Regeneration Efficiency According to Tissue Culture Conditions in Teff grass (Eragrostis))

  • Teff grass is a warm season C4 annual grass that is used for dry hay, silage and haylage. We have developed a high-frequency plant regeneration system for teff grass via callus culture using mature seeds. It was revealed that mature seeds cultured on MS medium supplemented with 2 mg/l 2,4-D, 0.5 g/L proline, 0.5 g/L casamino acid and 3 g/L Gelrite under light condition produced the highest percentage of callus formation (91.9%). Addition of cytokinins (BA) at 0.0~0.5 mg/L to media containing 2 mg/l 2,4-D enhanced callus growth. The most suitable medium for plant regeneration from dehydrated calli was MS agar medium supplemented with 0.1 mg/l NAA, 1 mg/l BA, 0.5 g/L proline, 0.5 g/L casamino acid 3 g/L Gelrite which induced the highest percentage of calli forming shoots (47.0%). The shoots were rooted at the highest rate (100%) when transferred onto 1/2 MS medium and acclimated in greenhouse conditions.

탈추격단계에서의 정책과 행정체제 변화 (The Change of Policy and Public Administration System in Post Catch-up Phase)

  • 본 연구는 혁신체제 전환의 의미와 동인, 그리고 혁신체제 전환과 관련하여 정부의 역할을 살펴보고, 구체적으로 추격에서 탈추격단계로의 전환에 따른 정책 및 행정체제의 변화에 대해 살펴보았다. 연구결과 선진국의 재빠르게 모방하던 추격단계에서 새롭게 경로를 창출하고 독자적인 발전경로를 만들어 나가야 하는 탈추격단계에 접어들면서 그동안 형성되어 온 정책 기제와 행정체제는 수정 변화되고 있다는 점을 알 수 있었다. 추격의 대상이 명확하게 주어지는 추격단계에서는 정부가 민간보다 우월적인 지위에서 직접 연구를 지원하거나 구체적인 정책방향을 제시하는 등 적극적인 개입이 이루어져 왔다. 반면 탈추격단계에서는 경로의 탐지 및 해결책 모색을 위해 정부와 민간간 파트너십이 더욱 강조되었으며 장기적 비전 창출과 광범위한 정책조정을 이끌어내는 전환가적 리더십이 요구되어 왔다. 행정체제 또한 주어진 문제를 효율적으로 해결하는 수단적 기제에서 벗어나 환경에 탄력적으로 대응할 수 있고 변화하는 수요에 민첩하게 반응할 수 있도록 분권적 다원주의 체제, 부처간 유기적 협조와 네트워크 강화, 정부민간의 상호교류와 협력을 강화하는 등 유기적인 구조와 관계를 강조해 왔다.
