Strategic Management of Government-sponsored Research Institutes: A Case of Korea Basic Science Institute(KBSI) (출연(연)의 전략경영의 사례: 한국기초과학지원연구원)

  • Government-sponsored Research Institutes(GRIs) have made a great contribution to the development of Korea's Science and Technology(S&T). However, recently GRIs are facing the challenge of many problems. For instance, absence of reasonable strategies, insufficient resources and so on. Therefore, many GRIs are being asked for solving their problems with successful strategic management. This paper suggests a strategic management model to solve their problems and to cope with the changing S&T environment. In this paper, The strategic management model for GRIs which was thoroughly considered strategic management process suggested to response the need of their change and to perform their strategic management successfully. As a case of GRIs to apply this model, in this paper, Korea Basic Science Institute(KBSI) that is part of the Korea Research Council of Fundamental Science and Technology(KRCF) was analyzed. As a result of analysis with this model which applied to KBSI, various strategies and alternatives were suggested.

  • The sensitivity of polymer-based capacitive relative humidity (RH) sensors after irradiation with neutrons, electrons and protons was measured. Degradation consists of the decreasing of the upper RH limit that can be measured. At the same time, low RH-level sensitivity is almost stable. After 30 krad of absorption dose, RH cut off is equal to 85% of max value, after 60 krad-40%. Degradation reduces after annealing which indicates high radiation sensitivity of the internal circuit in comparison to RH-sensing polymer film.

  • A fire fighting characteristic by a single evaporating droplet in the case of a fire of military enclosure space was studied experimentally. Transient cooling of solid surface by water droplet evaporation has been investigated through controlled experiments using a heated brass cylinder. Quantitative predictions of droplet evaporation time and in-depth transient temperature distribution in solid have been made. The particular interest was in the removal of thermal energy from the heated cylinder by evaporative cooling. A $10{\mu}1$ single droplet is deposited on a horizontal brass surface with initial temperatures in the range of $90^{\circ}C{\sim}130^{\circ}C.$ The results can be summarized as follows; Evaporating droplet was divided into three different configuration. Evaporation time was predicted as a function of initial surface temperature ($t_c=492.62-6.89T_{s0}+0.0248T_{s0}^2).$ The contact temperature was predicted as a function of initial surface temperature( $T_{i}$=0.94 $T_{s0}$+1.4), The parameter ${\beta}_o$ was predicted as a function of initial surface temperature( ${\beta}_0$ : 0.O0312 $T_{s0}+0.932$)>)>)

Novosphingobium ginsenosidimutans sp. nov., with the Ability to Convert Ginsenoside

  • A Gram-negative, strictly aerobic, non-motile, non-spore-forming, and rod-shaped bacterial strain designated FW-$6^T$ was isolated from a freshwater sample and its taxonomic position was investigated by using a polyphasic approach. Strain FW-$6^T$ grew optimally at $10-42^{\circ}C$ and at pH 7.0 on nutrient and R2A agar. Strain FW-$6^T$ displayed ${\beta}$-glucosidase activity that was responsible for its ability to transform ginsenoside $Rb_1$ (one of the dominant active components of ginseng) to Rd. On the basis of 16S rRNA gene sequence similarity, strain FW-$6^T$ was shown to belong to the family Sphingomonadaceae and was related to Novosphingobium aromaticivorans DSM $12444^T$ (98.1% sequence similarity) and N. subterraneum IFO $16086^T$ (98.0%). The G+C content of the genomic DNA was 64.4%. The major menaquinone was Q-10 and the major fatty acids were summed feature 7 (comprising $C_{18:1}{\omega}9c/{\omega}12t/{\omega}7c$), summed feature 4 (comprising $C_{16:1}{\omega}7c/iso-C_{15:0}2OH$), $C_{16:0}$, and $C_{14:0}$ 2OH. DNA and chemotaxonomic data supported the affiliation of strain FW-$6^T$ to the genus Novosphingobium. Strain FW-$6^T$ could be differentiated genotypically and phenotypically from the recognized species of the genus Novosphingobium. The isolate that has ginsenoside converting ability therefore represents a novel species, for which the name Novosphingobium ginsenosidimutans sp. nov. is proposed, with the type strain FW-$6^T$ (= KACC $16615^T$ = JCM $18202^T$).

Effects of Increased CO2 and Temperature on the Growth of Four Diatom Species (Chaetoceros debilis, Chaetoceros didymus, Skeletonema costatum and Thalassiosira nordenskioeldii) in Laboratory Experiments

  • We examined the combined impacts of future increases of $CO_2$ and temperature on the growth of four marine diatoms (Skeletonema costatum, Chaetoceros debilis, Chaetoceros didymus, Thalassiosira nordenskioeldii). The four strains were incubated under four different conditions: present ($pCO_2$: 400ppm, temperature: $20^{\circ}C$), acidification ($pCO_2$: 1000ppm, temperature: $20^{\circ}C$), global warming ($pCO_2$: 400ppm, temperature: $25^{\circ}C$), and greenhouse ($pCO_2$: 1000ppm, temperature: $25^{\circ}C$) conditions. Under the condition of higher temperatures, growth of S. costatum was suppressed, while C. debilis showed enhanced growth. Both C. didymus and T. nodenskioldii showed similar growth rates under current and elevated temperature. None of the four species appeared affected in their cell growth by elevated $CO_2$ concentrations. Chetoceros spp. showed increase of pH per unit fluorescence under elevated $CO_2$ concentrations, but no difference in pH from that under current conditions was observed for either S. costatum or T. nodenskioeldii, implying that Chetoceros spp. can take up more $CO_2$ per cell than the other two diatoms. Our results of cell growth and pH change per unit fluorescence suggest that both C. debilis and C. didymus are better adapted to future oceanic conditions of rising water temperature and $CO_2$ than are S. costatum and T. nodenskioeldii.

  • We apply the generalization of Levy's infinitesimal equation $\delta$X(t) = $\psi$(X(s), s $\leq$ t, $Y_{t}$, t, dt), $t\in R^1$, for a random field X (C) indexed by a contour C or by a more general set. Assume that the X(C) is homogeneous in x, say of degree n, then we can appeal to the classical theory of variational calculus and to the modern theory of white noise analysis in order to discuss the innovation for the X (C.)
