It is frequently pointed out that the Korean economy, with its scarce natural resources, would never have been able to achieve current levels of economic development without the massive provision of well-educated, hardworking human resources. Throughout the industrialization process ,full-fledged deployment and mobilization of qualified human resources have been the foundation to industrial policy and S&T policy. This paper describes the development of S&T human resources in Korea using various statistics including educational enrollment rates, unemployment rates, the allocation of researchers and R&D expenditures among sectors of performance, educational composition of employment within and across industries, technical human resource shortage rates, relative wage levels of SMEs, and composition of labor force by age-group and gender. While analyzing S&T human resources development, this paper discusses issues such as the mismatched demand and supply of skill and knowledge levels of the highly educated, the unbalanced distribution of S&T human resources between sectors, and the low utilization of the female and aged labor force. This paper suggests that the policy maker applies a hybrid of quantitative and qualitative policies to reduce the mismatches of supply and demand of skill and knowledge levels for each labor market categorized according to supply side.

A Gram-negative, aerobic, rod-shaped, nonspore-forming bacterial strain, designated Gsoil $357^T$ was isolated from soil sample of a ginseng field in Pocheon Province (South Korea). The isolate contained Q-8 as the predominant ubiquinone and iso-$C_{16:0}$, iso-$C_{17:1}$${\omega}9c$, and iso-$C_{15:0}$ as the major fatty acids. The G+C content of the genomic DNA was 69.3 mol%. A phylogenetic analysis based on 16S rRNA gene sequences revealed that strain Gsoil $357^T$ was most closely related to Lysobacter gummosus (97.6%) and Lysobacter antibioticus (97.6%). However, the DNA-DNA relatedness value between strain Gsoil $357^T$ and its phylogenetically closest neighbors was less than 17%. On the basis of its phenotypic properties and phylogenetic distinctiveness, strain Gsoil 357T should be classified as representing a novel species in the genus Lysobacter, for which the name Lysobacter ginsengisoli sp. novo is proposed. The type strain is Gsoil $357^T$ (=KCTC $12602^T$=DSM $18420^T$).
We have fabricated a single flux quantum 4-stage shift register with interface-controlled $Y_1$$Ba_2$$Cu_3$$O_{7-x}$(YBCO) Josephson junction. The YBCO Josephson junctions showed RSJ-like current-voltage(I-V) curves at temperatures 45~80K. We tested load and shift operation of shift register with binary data sequences “1000”, “1010”, “1011”, and “1111” at 58K. For all the binary data sequences, the shift register operated successfully. By operating the circuit with proper current pulses, we observed no errors during at least 12 hours operation for all the data sequences.s.
An experiment was conducted with day-old 300 commercial male broiler chicks (Arbor Acres$^{(R)}$) to evaluate the efficacy of crude phytase preparerations produced from a culture of Aspergillus ficcum. The experiment consisted of five dietary treatments; T1, com-soy control diet with 0.45% non-phytate phosphorus (NPP) for starter period and 0.35% NPP for grower period; T2, control - 0.1% NPP; T3, control 0.2% NPP; T4, T3+600 U of crude phytase (broth+cell); and T5, T3+600 U of crude phytase (broth). The body weight gain, feed intake, and feed/gain of chickens fed T1 diet was highest (p<0.01) among treatments. BW gain and feed intake of T4 and T5 were greater than those of T3 but were less than those of T1 and T2. T3 was highest in mortality among treatments. Decreasing the NPP level lowered availability of DM, crude ash, ether extract, crude fiber, Zn, and Fe but supplementation of crude phytase preparations improved the availability of these nutrients as well as those of Ca, P and Cu. Excretion of P and Cu significantly decreased as the NPP level in the diet decreased. Further reduction of P and Cu excretion and reduction of Ca, Mg and Fe excretion were achieved by supplementation of crude phytase preparations. The serum concentrations of Ca, P, Mg, Zn, Fe, and Cu were significantly increased by crude phytase supplementation. The weight and length of tibia, and contents of crude ash, Ca, P, Mg, and Zn were adversely affected by lowering NPP level but partially recovered by supplementation of crude phytase preparations. In conclusion, lowering NPP level in the broiler diet significantly depressed the performance. Supplementation of crude phytase preparations produced from Aspergillus ficuum could partially recover the depression.
Recently, ship acoustics takes more important role in acoustic stealth and classification of underwater targets. In this paper, a theoretical concept is proposed for M&S-based test and evaluation of ship acoustics. The concept is based on two different approaches: on Top-Down method which emphasizes the survivability of the ship and on Bottom-Up method which considers acoustic characteristics of the ship-equipments. In order to improve the effectiveness of M&S-based T&E for ship acoustics, it is recommended in this paper to compromise the two approaches as adequate.
시험관 내에서 T-2 toxin이 병아리 비장세포의 blastogenesis에 미치는 영향을 살펴본 결과, B-cell mitogen인 lipopolysaccharide 및 T-cell mitogen인 concanavalin A 자극에 대해 T-2 toxin의 농도가 증가함에 따라 억제정도가 증가하는 경향을 나타내었다. 노출시기를 달리하여 T-2 toxin을 투여한 병아리의 비장세포에서 mitogen 자극에 내한 반응을 안아 본 결과, 부화하기 전과 후에 계속 T-2 toxin에 노출시킨 실험군은 가장 영향을 많이 받은 것으로 나타났고 부화전 혹은 부화후 어느 한 시기에만 T-2 toxin에 노출된 실험군은 비교적 영향을 적게 받는 것으로 나타났다.
The thermal stability, magnetic and magnetocaloric properties of $Gd_{55}Co_{35}M_{10}$ (M = Si, Zr and Nb) melts-pun ribbons were studied. The relatively high reduced glass transition temperature ($T_{x1}/T_m$ > 0.60) and low melting point ($T_m$) resulted in excellent glass forming ability (GFA). The Curie temperatures ($T_C$) of melt-spun amorphous ribbons $Gd_{55}Co_{35}M_{10}$ for M = Si, Zr and Nb were 166, 148 and 173 K, respectively. For a magnetic field change of 2 T, the values of maximum magnetic entropy change $(-{\Delta}S_M)^{max}$ for $Gd_{55}Co_{35}Si_{10}$, $Gd_{55}Co_{35}Zr_{10}$ and $Gd_{55}Co_{35}Nb_{10}$ were found to be 2.86, 4.28 and $4.05J\;kg^{-1}K^{-1}$, while the refrigeration capacity (RC) values were 154, 274 and $174J\;kg^{-1}$, respectively. The $RC_{FWHM}$ values of amorphous alloys $Gd_{55}Co_{35}M_{10}$ (M = Si, Zr and Nb) are comparable to or larger than that of $LaFe_{11.6}Si_{1.4}$ crystalline alloy. Large values of $(-{\Delta}S_M)^{max}$ and RC along with good thermal stability make $Gd_{55}Co_{35}M_{10}$ (M = Si, Zr and Nb) amorphous alloys be potential materials for magnetic cooling operating in a wide temperature range from 150 to 175 K, e.g., as part of a gas liquefaction process.

Scientific communities, governments and research institutions should take the appropriate countermeasures. With the increasing visibility and importance of problem, funding agencies and policy-makers find that they must have a better understanding of this phenomenon, and take steps to prevent it. Science is often said as a borderless activity. In these days, many scientific misconduct cases have been emerging almost simultaneously and worldwide. Thus, the immediate actions should be taken internationally as well as nationally. From these points of view, we, Japan, proposed a new international joint-study at OECD Global Science Forum in February 2006, and the proposal was approved with supports by many countries including Korea. OECD would seek an international perspective to address this worldwide problem, bringing together the representatives of science communities, publishers, funding agencies, and policy makers, and exchanging their experiences.
