Innovation Policy has evolved to solve social problems through technological innovation. Industrial innovation policy promotes technological innovation so that it consolidates industrial competitiveness and aims at economic growth; however, societal innovation policy promotes technological innovation in the social service domain to improve the quality of life and strengthen sustainability. A different policy regime is required because the objectives and directions of societal innovation policy are different from those of industrial innovation policy. This report consolidates the concepts and characteristics of societal innovation policy that suggest policy options.

The COVID-19 is a pandemic that affects all facets of our life and will change many patterns in science technology and innovation. A qualitative study was conducted using Focus Group Interview involving ten industry-academia-research experts with the objective of identifying changes in Korea's national innovation system and science & technology policy after the COVID-19. Eight questions were designed, based on the major components of the national innovation system, such as companies, universities, and research institutes, to discuss the changes in the national innovation system and science & technology policy. Also, keyword analysis and cluster analysis were performed using the network analysis program VOSviewer. It is predicted that, in the wake of the COVID-19, Korea's national innovation system will shift to a new paradigm that is more decentralized, responsive, and autonomous. Furthermore, several policy agendas that can turn these changes into positive momentum of change in science & technology policy are presented.

본 연구는 1990년 이후 모방형에서 혁신형으로 과학기술정책의 패러다임이 변화되면서 과학기술정책형성을 둘러싸고 다양하게 발생하는 부처간 정책갈등 현상과 그 조정과정을 분석하였다. 연구를 위해 과학기술기본법(기본법) 제정과정을 사례로 선정하고, 연구의 시간적 범위를 '92년부터 '01년까지로 하여, 법률안 태동기, 과도기, 입법기 등 3개의 시기단위로 구분하여 비교 분석하였다. 부처간 정책갈등의 원인과 양상을 부처간 상호작용의 동기를 기준으로 정책 지향적 갈등과 관할권 지향적 갈등으로 구분 분석하였다. 갈등조정 방법의 분석은 수평적 분석적 조정과 수직적 정치적 조정을 그 기준으로 하였다. 연구결과를 부처간 정책 갈등양상, 정책갈등의 특징, 정책갈등의 조정과정, 그리고 참여자들의 특징적 양상 등을 중심으로 요약하면 다음과 같다. 첫째, 정책갈등은 태동기에는 부처간 정책지향의 차이에 따른 갈등이 관할권 지향에 의한 갈등보다 우위현상을 보였고, 과도기에는 정책 지향과 관할권 지향에 의한 갈등이 복합적으로, 그리고 입법기에는 관할권 지향에 의한 갈등이 지배적인 현상을 보였다. 둘째, 정책갈등에 대한 조정과정은 태동기에는 수평적 분석적 조정이 주류를 이루었고, 과도기에는 수평적 수직적 정치적 조정양상이 다양하게 나타났으며, 입법기에는 수직적 정치적 조정 양상이 두드러지게 나타났다. 셋째, 정책갈등에 대한 조정결과는 참여자들의 특징을 중심으로 분석하였다. 그 결과부처간 정책갈등을 해결하는 데 있어서 국회와 정당이 결정적인 역할을 했음을 보여주었다.

노무현 정부의 과학기술 거버넌스 개혁은 '참여정부'의 국정기조 아래 과학기술정책의 입안과 실행에서 다양한 정부 부처간 정책조정능력을 향상시키려는 제도개혁과 함께 사회 부문의 참여를 촉진하기 위한 제도 형성에도 노력했다는 점에서 큰 특징을 보인다. 정부 내 정책조정의 이슈에 초점을 두고 있는 기존의 연구와는 달리 이 논문은 거버넌스 시각과 정책담론 제도의 개념을 도입하여 정부 내 부처간 정책조정의 이슈와 함께 사회 행위자의 정책 참여 이슈를 보다 명시적으로 검토했다. 이 논문에서는 참여정부의 과학기술 거버넌스 개혁의 경우 다양한 수준에서 전문가 및 사회 행위자들의 참여가 이루어졌지만 사회행위자들의 참여가 제한되고 개별적인 방식으로 참석한 결과 정책담론제도의 형식화가 야기되었다. 정책담론제도의 형식화는 정책의 효과성과 정당성을 저해하는 요인이 된다. 정책담론제도와 정책조정제도는 상호보완 관계에 있다고 볼 수 있기 때문이다.

Public procurement for innovation is used as one of the major policy tools to stimulate innovation and promote growth of small and medium-sized enterprises (SMEs) in Korea. However, it is evaluated that this policy has not been so effective in promoting technological innovation among SMEs largely because it heavily depends on price competitiveness of SMEs products and services. In order to draw some policy implications, this study examines the PPI policies of selected countries as comparative references and conducts an empirical analysis on Korean Public Procurement Services (PPS) data for identifying challenges of the current policy in Korea. We conclude that in order to enhance technological innovations of SMEs, PPI policy in Korea should 1) focus more on the potential competitiveness of SMEs, 2) enlarge public demands especially on R&D services, 3) encourage private sector participation in the public procurement market, 4) improve the assessment criteria for public procurement market registration, and 5) restructure the responsible organizations.

Korea is examining how to coordinate its S&T policies and solidify its position as a leader of infrastructure innovation policy that forms the foundation for many different policies. A number of questions have been raised, such as whether to install a superior coordinating body like the National Science and Technology Council (NSTC) or separate the budget allocation and coordination authority from the budget-planning ministry. Korea has tried using various institutional coordination devices and functions such as reorganizing its administrative ministries based on related functions and installing or reinforcing a superior coordinating body. In line with these discussions, the strengthening of the S&T policy coordination function through the NSTC is currently under review. In order to design an effective S&T coordination system in step with changing political and social demands, it is important to have a clear recognition of the current context as well as the unique institutional characteristics of Korea. This study examines the evolution of Korea's S&T policy coordination systems and analyzes its features.
