Objectives: To protect the health and safety of residents during chemical accidents, the governmental authorities need to provide personal protective equipment (PPE) to citizens who desire it. This study aims to investigate residents'awareness of PPE and perform an economic analysis on providing PPE to residents near chemical plants prior to the establishment of a related law. Methods: This study was carried out through a questionnaire completed by 600 residents composed of items such as residents'awareness of PPE, what type of PPE they need, and how to purchase PPE. Economic analysis (cost-benefit analysis) was conducted on providing PPE to residents near chemical plants on basis of the Gumi City hydrogen fluoride accident of 2012. Results: The results of the questionnaire showed that most residents recognized the need for PPE preparedness for chemical accidents, in particular, for respirators. The level of expense that respondents were prepared to shoulder to share the burden was $25. Except for chemicals of hazard level 2, the benefit of all kinds of chemical accident preparedness considerably exceeded costs in the cost-benefit analysis on providing PPE. An estimated government budget of $20 million per year would be required to provide PPE (hood-type mask) for all residents within a one-kilometer radius of chemical plants in Korea, but only $5.8 million when residents share the expenses. Conclusion: The results of this study suggest that programs for providing PPE for residents near chemical plants should be established by law.
Objectives: The purpose of this study was to evaluate the relationship between the frequency score of wearing personal protective equipment (PPE) and concentration of urinary organophosphorus pesticide metabolites in farmers. Methods: The study was conducted in Chungcheongnam-do Province of South Korea. We collected urine samples from 308 farmers from September to December 2017 and May to July 2018. Among them, 17 farmers with urinary creatinine levels outside the normal range were excluded. Information on the frequency of wearing PPE was obtained from the farmers through face-to-face survey. Each frequency of wearing for seven types of PPE was converted into a score and expressed as a total score, which was divided into quartiles. Four types of urinary organophosphorus pesticide metabolites were analyzed using a gas chromatography mass selective detector. Multiple linear regression analysis was used to identify concentrations of urinary organophosphorus pesticide metabolites affected by the frequency of wearing PPE. Results: The average frequency score of wearing PPE was 8.0. The quartiles of frequency score of wearing PPE were divided as follows: 1st quartile (≤1), 2nd quartile (1-6), 3rd quartile (6-12), and 4th quartile (>12). Compared with subjects with a low frequency score of wearing PPE (reference), subjects with a high frequency score of wearing PPE (4th quartile) had lower concentrations of urinary diethyl phosphate (DEP) (p<0.01) and dialkyl phosphate (ΣDAP) (p<0.05), which is the sum of dimethyl phosphate (DMP), DEP, dimethyl thiophosphate (DMTP), and diethyl thiophosphate (DETP). Conclusion: Concentrations of urinary organophosphorus pesticide metabolites were associated with frequency score of wearing PPE. Particularly as the frequency score of wearing PPE increased, concentrations of urinary DMP, DEP, DETP, and ΣDAP significantly decreased. The findings of this study can contribute to the management of health effects among farmers working with pesticides.
This study was aimed to investigate factors that affected the status of wearing personal protective equipment (PPE) for handling poultry carcasses with potential exposure to virulent avian infectious agents. A large outbreak of high pathogenic avian influenza (HPAI) occurred in South Korea in 2014. Many public officers participated for euthanizing and handling livestock carcass. However, several safety issues with using PPE were revealed. Therefore, a questionnaire survey was conducted for 340 people who participated euthanasia and carcass disposal in the place where HPAI mainly occurred in 2014. It was found that 31.8% of the respondents had ever taken off their protective equipment during operations because of its inconvenience. The most inconvenient PPE was goggles (54.6%), followed by mask (20.2%), latex gloves (11.6%), shoe covers (5.9%) and protective clothing (5.3%). The main complaints about this individual PPE was unclear sight, damp emitted toward eye, sweating, tearing easily and sweating, respectively. Considering such problems of PPE, new possible directions for improvement of gloves and goggles were suggested. With newly developed rubber coating fabric gloves and conventionally using latex and fabric gloves, H3N2 influenza virus transmission experiment was conducted. Rubber coating fabric gloves showed similar efficiency for blocking virus transmission with latex laboratory gloves and were not easily torn by sharp claws of chicken. In addition, air flow control safety eyewear was suggested to minimize moisture formation. The air flow control system efficiently suppressed moisture formation inside the goggles. Therefore our study will provide more specific directions about new PPE development for safety protection of actual wearers.
The aim of study intends to investigate effect of weight of fire fighting protective equipment for physical activity ability and to provide the base data for the safety of firefighter. The results of the study are as follows. The maximum all-out time is short about 18.8% in weight-jacket case which weight is same with fire-protective equipment than case of gym suit. The maximum oxygen consumption increased 17.6% in gym suit case than case of weight-jacket. The maximum heart rate is high 5.4% in gym suit case than case of weight-jacket.
This paper deals with development of integrity evaluation instrument for the power line surge protective device. A reliable power supply is an essential element in the developed information and communication society by highly advances in IT technology. However, the lightning incidence also increased with the recent extreme weather events. In Korea, in order to protect the electrical system from lightning surge, SPD(Surge Protective Device) has been used for these past 30 years. However, the method of diagnosing the safety of the SPD in the industry is insufficient. In this paper, SPD integrity evaluation system was composed of a variable DC power source unit, voltage-current sensor and the embedded controller. In order to measure V-I characteristics of MOV, 3 type samples were degraded by impulse current generator. After impulse tests, the varistor voltage of all samples and nonlinearity coefficient were decreased. It confirmed the utility of the developed equipment by this experimental test and the reliability of SPD is expected for surge accident prevention when applied to industrial plant.
Objective: This study explored personal protective equipment (PPE) availability and PPE utilization among interventionalists in the catheterization laboratory, which is a highly contextualized workplace. Methods: This is a cross-sectional study using mixed methods. Participants (108) completed a survey. A hyperlink was sent to the participants, or they were asked to complete a paper-based survey. Purposively selected participants (54) were selected for individual (30) or group (six) interviews. The interviews were conducted at conferences, or appointments were made to see the participants. Logistic regression analysis was performed. The qualitative data were analyzed thematically. Results: Lead glasses were consistently used 10.2% and never used 61.1% of the time. All forms of PPE were inconsistently used by 92.6% of participants. Women were 4.3 times more likely to report that PPE was not available. PPE compliance was related to fit and availability. Conclusions: PPE use was inconsistent and not always available. Improving the culture of radiation protection in catheterization laboratories is essential to improve PPE compliance with the aim of protecting patients and operators. This culture of radiation protection must include all those involved including the users of PPE and the administrators and managers who are responsible for supplying sufficient, appropriate, fitting PPE for all workers requiring such protection.
Objectives: The new Chemical Control Act from the Korean Ministry of Environment (2014-259) simply states only in basic phrases that every worker handling the listed chemicals should wear personal protective equipment (PPE) and does not consider the different hazard characteristics of particular chemicals or work types. The purpose of this study was to produce an exposure risk matrix and assign PPE to the categories of this matrix, which would be useful for revising the act to suggest PPE to suit work types or situations. Methods: An exposure risk matrix was made using hazard ranks of chemicals and workplace exposure risks in the previous study. For the 20 categories of exposure risk matrix PPE, levels A, B, C, D as classified by OSHA/EPA were assigned. After 69 hazardous chemicals were divided into 11 groups according to their physiochemical characteristics, respirators, chemical protective clothing (CPC), gloves and footwear were suggested on the basis of the assigned PPE levels. Results: PPE table sheets for the 11 groups were made on the basis of work types or situations. Full facepiece or half-mask for level C was recommended in accordance with the exposure risk matrix. Level A was, in particular, recommended for loading or unloading work. Level A PPE should be worn in an emergency involving hydrogen fluoride because of the number of recent related accidents in Korea. Conclusion: PPE assignment according to the exposure risk matrix made by chemical hazards and work type or situation was suggested for the first time. Each type of PPE was recommended for the grouped chemicals. The research will be usefully used for the revision of the Chemical Control Act in Korea.
We conducted a nationalwide questionnaire to investigate accidental experiences and injuries at flashover or flame-fire for active firefighters in the line of duty. A total of 794 firefighters participated in this survey (764 males, 27 females, and 3 respondents; $39.2{\pm}8.4yr$ in age, $173.7{\pm}5.1cm$ in height, $73.4{\pm}8.6kg$ in body mass). The results showed that high risk circumstances the most frequently experienced while firefighting in Korea was flashover followed by backdraft, rollover and flameover. At the high risk circumstances the most frequently-experienced injuries were bruise, stabs and burns. Firefighters hoped to reduce the total mass of personal protective equipment (PPE), improve the mobility of the PPE and dexterity of protective gloves, so that they could escape from the high risk circumstances as fast as possible. In particular, requirements for improvement on protective gloves were greater than those on other PPE. The present study suggested that the need for improvements on the current firefighters' PPE to cope with emergency high risk situations in terms of PPE mass reduction and mobility.

Background: The C-arm fluoroscope is known as the most important equipment in pain interventions. This study was conducted to investigate the completion rate of education on radiation safety, the knowledge of radiation exposure, the use of radiation protection, and so on. Methods: Unsigned questionnaires were collected from the 27 pain physicians who applied for the final test to become an expert in pain medicine in 2011. The survey was composed of 12 questions about the position of the hospital, the kind of hospital, the use of C-arm fluoroscopy, radiation safety education, knowledge of annual permissible radiation dose, use of radiation protection, and efforts to reduce radiation exposure. Results: In this study, although most respondents (93%) had used C-arm fluoroscopy, only 33% of the physicians completed radiation safety education. Even though nine (33%) had received education on radiation safety, none of the physicians knew the annual permissible radiation dose. In comparing the radiation safety education group and the no-education group, the rate of wearing radiation-protective glasses or goggles and the use of radiation badges or dosimeters were significantly higher in the education group. However, in the use of other protective equipment, knowledge of radiation safety, and efforts to reduce radiation exposure, there were no statistical differences between the two groups. Conclusions: The respondents knew very little about radiation safety and had low interest in their radiation exposure. To make the use of fluoroscopy safer, additional education, as well as attention to and knowledge of practices of radiation safety are required for pain physicians.

This paper presents experimental results on the safety of persons and protection of low-voltage equipments of the sub-station due to a single-phase ground fault in 22.9 kV-Y distribution system. In order to evaluate the hazard voltages and the stress voltage of the low-voltage(LV) equipment due to faults between high-voltage systems and earth based on the newly prescribed KS C IEC 60364 standard series, the verification tests in a 22.9[kV] neutral multiple grounding system were carried out. From the experimental results, we introduce serious problems causing some discomfort when applying KS C IEC 60364 standard series to the existing domestic distribution system and the effective protective measures against temporary overvoltages due to a ground fault in the common grounding which is combined the 22.9 kV-Y grounding and the customer's installation grounding are proposed. As a consequence, it was found that the equipotential bonding is an important prerequisite for the effectiveness of the protective measures for the safety of persons and LV equipment in the combined 22.9 kV-Y and low-voltage grounding system.
