Public Health Challenges of Electronic Cigarettes in South Korea

  • Electronic cigarettes (e-cigarrettes) were recently introduced and advertised as a smoking cession device in South Korea. As the social norm to quit smoking has gained hold in the country, the number of e-cigarette users is growing rapidly. This phenomenon should be urgently considered, because of the lack of research that has been conducted to examine the safety of e-cigarettes and its efficacy as a smoking cessation aid. This paper raises several public health concerns on e-cigarettes in South Korea. Uncertain regulations of the government on e-cigarettes are contributing to an increase of e-cigarette users and allowing the e-cigarette industry to circumvent existing regulations. The aggressive marketing activity of this industry is also a core factor that is responsible for the rapid increase of e-cigarette use, in particular among the youth. Following the enforcement of tobacco control, some cigarette smokers may be encouraged to purchase e-cigarettes in order to circumvent the regulations, even though the dual use of e-cigarette and cigarette may be more harmful. Until there is clear evidence of the e-cigarette’s safety, it is recommended that the industry’s marketing and promotional activities be banned and closely monitored, and public campaigns be initiated to educate the public regarding e-cigarettes.

철도 건널목 안전기준에 관한 연구 (A Study on Safety Standards of a Railway Crossing)

  • 철도 건널목은 구조상 궤도와 도로가 물리적으로 만나는 공간으로 사고위험도가 매우 높다. 궤도와 도로가 물리적으로 만나는 공간이므로 철도 건널목의 안전 기준은 철도관련 법령과 도로관련 법령에 각각 제시되고 있다. 철도 관련 법령으로는 '건널목 개량촉진법', '건널목 개량촉진법시행령', '철도건설규칙', '철도시설 안전기준에 관한 규칙', '삭도 궤도법시행규칙'이 있고 도로 관련 법령으로 '도로교통법', '도로교통법 시행규칙', '도로의 구조 시설 기준에 관한 규칙', '농어촌 도로의 구조 시설 기준에 관한 규칙', '자전거 이용 시설의 구조 시설 기준에 관한 규칙'등이 있다. 그러나 이러한 법령들은 서로 상충되는 내용이 있었으며, 현재 추가 설치 운영되고 있는 안전설비에 대한 내용은 포함되지 않고 있었다. 이에 본 연구에서는 사고 위험도를 줄이기 위해 기존의 안전기준을 보완한 새로운 안전기준을 제안한다.

한국인의 유해물질 식이 노출량 평가를 위한 대표식품 선정과 mapping (Selection of Representative Foods and 'Best-fit' Mapping of Other Foods for Estimation of a Comprehensive Exposure to Food Contaminants in a Korean Total Diet Study)

  • 한국형 TDS에 필요한 차별화된 포괄적인 식품목록을 도출하기 위해, 가장 최근에 실시된 2009년 TDS에서 사용된 것과 동일한 식품섭취량 자료를 사용하여 대표식품 선정기준을 확대 보완하고 그 결과를 비교하였다. 식품별 섭취량 누적비율 90%까지 확대, 섭취빈도 5% 이상으로 확대 및 추가 고려요인으로 지용성 오염물질을 위한 지방섭취량 누적비율 80%까지에 포함되는 식품을 고려하여 총 161종의 식품이 선정되었다. 도출된 대표 식품 목록은 우리 국민이 2007년에 섭취한 것으로 조사된 모든 식품군을 포함하고 있어 그 포괄성이 입증되었다. 다음 단계로, 한국인의 일상적인 식이를 대표할 수 있는 식품섭취량 자료를 확보하기 위해, 총 18,022명을 대상으로 실시된 2008년도와 2009년도 국민건강영양조사의 식품섭취량 자료를 통합하고 여기에 등장한 687종 식품을 이용하여, 상기 기술된 선정기준에 따라 165종 식품을 선정하여 기본목록을 작성하였다. 이들을 식품군별로 분류한 후 유사식품의 중복선정을 피하기 위해 매우 유사한 식품 30종에 대해 각 식품군 내에서 다소비 순위와 다빈도 순위를 비교하여 상대적으로 순위가 낮은 식품 15종을 제외시키고, 각 식품군에서 대표식품으로 선정되지 않은 식품에 대한 검토를 통해 식품 구성과 성상이 현저히 달라서 mapping이 어려운 식품 10종을 추가하여 160종이 대표식품으로 최종 선정되었다. TDS 분석대상으로 최종 선정된 160종의 식품목록은 식품섭취량의 90.93%, 에너지 섭취량의 91.36%, 지방섭취량의 89.05%를 포괄하는 것으로 나타났다. 예산과 연구기간의 제약으로 모든 식품이 분석될 수는 없으므로 분석되지 않은 식품을 가장 유사한 대표 식품의 유해물질 분석결과에 매칭하는 방법인 'best-fit' mapping 과정을 적용한다면 유해물질별 총 섭취량의 산출이 가능하게 될 것이다. 본 연구에서는 우리 국민의 식생활을 반영할 수 있는 대표성 있는 식품섭취량 자료를 확보하여 체계적인 방법으로 대표 식품을 선정하고, mapping을 통해 모든 식품을 포괄할 수 있는 방법을 제시함으로써 유해물질별 총 노출량을 평가할 수 있는 기반을 마련하였다.

국내산 친환경농산물 만족도와 수입산 유기농산물 구입의향 관계 분석 (An Analysis of Relationship between the Level of Satisfaction of Domestic Products and Purchase Intention of Imported Organic Products)

  • The purpose of this paper is to analyze the relationship between the level of satisfaction of domestic Environment-friendly agricultural products and purchase intent of imported organic products. To accomplish the objective of the study a consumer survey was administered for quantitative analysis regarding consumption patterns. The bivariate probit with sample selection model was employed for empirical analysis on the relationship. The estimation results showed that to increase continuously the consumption, it is necessary to improve the quality satisfaction compared to the price, and that it is also necessary to increase the reliability of the certification system and the awareness that the consumption is helpful for health promotion to increase the quality satisfaction compared to price. In addition, it was concluded that in order to induce the purchase of domestic organic products rather than imported organic products, efforts to improve the safety of domestic products, remove the risk of residual pesticides, and increase the reliability of domestic products compared to imported products are needed. Therefore, to reduce the proportion of purchases of imported organic products and increase the consumption of domestic products, raising awareness that the consumption is conducive to health promotion, enhancing the safety of domestic products, and providing accurate information on the safety of imported products are required.

아동의 안전에 관한 인식과 교육 실태 조사 연구 (Research on the Cognition and Education of Safety for Children)

  • It is necessary to examine from primary school children's viewpoint to perception of safety as to how they cope with a condition threatening safety at the realistic world with risky environment and whether knowledge obtained through education is transmitted to action in a correct way. For this, this study explored and analyzed children's perspective to safety felt in life, their achievement of education to safety as trainees, and their perception extent to safety. As a result of it, following conclusion could be obtained. First, as for safety on their way to school and home, the lower grade they were, the more they felt safe, but the higher they were, the more they felt uneasy, which was examined that they generally had uncomfortable mind. Second, as for whether safety education was performed or not, it was indicated that safety education was generally executed, but lower graders responded that safety education was executed, but high graders responded that it was not executed. Third, as for observance of traffic rules, it was examined lower graders kept them well, but higher graders did not do so. Fourth, as for safety of play, it was indicated lower graders wore protective equipment by parents' concern, but higher graders did not wear them since they were full of confidence counting on their capability. Fifth, as for life safety, it was indicated the area most preferentially educated from parents' viewpoint was traffic safety, and the next ones were gas and fire safety. Sixth, as for fire safety, it was indicated they did not play with fire, but higher graders compared to lower ones, played with fire as the means of curiosity and play. Thus, curricula for children's safety education executed from adults' viewpoint should be established, and assessment of children's safety education should get out of the limitation of execution of safety education to habituated action by the transmission of children's knowledge. Also it is urgent to develop programs with which to perform children;'s education at the level of children, establish and operate safety education facilities for practice education that teachers and children can receive safety education through experience by building up children's safety education related entities. And it is thought that safety should not left to only children, but their safety would be kept by developing and training safety education programs to all organizations and individuals related to safety.

유아교육기관 교사의 안전교육 실시와 관련된 교육적 진단요인: PRECEDE 모형을 근간으로 (A Diagnostic Study of Teachers' Safety Education Activities in Early-child Care Centers: Based on the PRECEDE Model)

  • Objectives: The purpose of this study was to examine teachers' safety education activities to determine the significant educational diagnosis variables and to identify their needs of safety education in early-child care centers based on the PRECEDE model. Methods: A total of 304 teachers in early-child care centers participated in this study selected by a multi-stage stratified sampling method considering 11 regions in Seoul, Korea. Self-report type questionnaires were posted to all teachers in 220 early-child care centers by ground mailing service and the 304 teachers completed the questionnaires. The participants' responses were anonymously coded into and analyzed in SPSS program. Results: 'Scratch or bite' was the most frequent accident type(78.3%) and the frequent accident places were 'classroom(88.8%)' and 'playground(67.8%)'. The most frequently conducted safety education activities were 'reminding children their safe behaviors at the beginning and the end of daily class' and the next was 'saving a special time for safety education.' For educational diagnosis factors, related to safety education activities, teachers' safety education activity was more frequent when teachers' safety knowledge was high(p<.001), when teachers had good application skills of their knowledge to their teaching activities(p<.001), when they had strong needs on safety training opportunities(p<.05), and their interests on safety education(p<.001). For enabling factors, class preparation by safety education guide-book review(p<.001), by development of educational materials(p<.001), and by search for the related reference (p<.001), and by participation to safety education training programs for teachers(p<.01) were the significant enabling factors on teachers' safety class activities. For the reinforcing factors, the center-wide support of safety education brochures to children (p<.001), the concerns of centers utilizing safety education specialists(p<.001), and the concerns about safety information collection out of centers(p<.001) were significant factors related with teachers' safety education activities. Conclusions: The significant educational and institutional factors on teachers' safety education activities were teachers' concerns on safety education, their interests on safety knowledge, and the strong concerns on child safety education from the centers.

사업장내 의사소통이 안전의식과 행위에 미치는 영향 (Effects of Occupational Safety Communication in Workplace on Safety Consciousness and Action of Employees)

  • A major purpose of management or occupational safety is a significant decrease in safety accidents. With this view, the establishment of occupational safety culture and the building of occupational communication network stand out as being more important than the past. This study has analysed the positive effects of occupational safety communication on safety consciousness and action of the employees in workplace. And it is confirmed that the occupational safety communication in workplace is the essential mechanism, through which the workers internalize safety consciousness and act safely. The safety consciousness and action of the employees are formed in safety culture, which is not only legal regulations, but a daily communication network in workplace. In these sense, the building of the occupational safety communication network is decisive for the establishment of safety culture. For these reasons, this study makes the proposition that a firm promotion of occupational communication network is necessary, which connects the safety culture and a effective safety management in workplace.

방사선안전관리에 대한 조사 : 의료기관 방사선조사자를 중심으로 (Study on the safety management of radiation: centering on the radiation workers in medical institutions)

  • While the use of radiation in the medical field provides diagnosis and treatment with important benefits, we cannot deny that the radiation bombing causes some hindrances. The expansion of radiation use in modem medicine is essential, so the radiation use and preparation of proper measure for safety management has risen as a pressing subject. Therefore, in order to make defensive plans for the prevention of health obstacles to general users of radiation and for the provision of basic data of the health education programs to radiation workers by grasping the knowledge, attitude and behavior towards the radiation safety management of radiation workers in each medical institution and by analyzing the factors that affect the actions of radiation safety management, in this study we conducted questionnaires from September 26 to November 5, 2001 targeting 805 radiation workers in 108 medical institutions including university hospitals, general hospitals, hospitals, clinics and public health centers etc. located in Seoul, four metropolitan cities and small and medium cities, and has obtained the following results. 1. The average point of knowledge on the radiation safety management was 10.96 out of 15. As for the general characteristics, the level of knowledge on radiation safety management was higher with older age, high education background and longer career. 2. The average point of attitude on the radiation safety management was 66.36 out of 75. The attitude point for general characteristics were higher with higher education background, longer career and in case of universities, the level of attitude on the radiation safety management was high. 3. The average of action points on the radiation safety management was 56.09 out of 75. In general characteristics, the action level of radiation safety level was higher with older age, longer career, and the reception of radiation education and in case of university hospitals. 4. It is analyzed that the relation of knowledge, attitude and behavior on the radiation safety management is higher as the levels of knowledge and attitude on the radiation safety management is higher. 5. As a result of analyzing the factors that affect the knowledge on the radiation safety management, the variables that can be explained best was in the order of ‘the behavior on the radiation safety management’, ‘work career’, ‘the attitude on the radiation safety management’, and ‘school career’. 6. As a result of analyzing the factors that affect the attitude on the radiation safety management, the variables that can be explained best was in the order of ‘the behavior on the radiation safety management’, ‘the knowledge on the radiation safety management’, and ‘school career’. 7.
