A Hierarchical Solution Approach for Occupational Health and Safety Inspectors' Task Assignment Problem

  • Background: Occupational health and safety (OHS) is a significant interest of all governments to prevent workplace hazards. Although appropriate legislation and regulations are essentials for the protection of workers, they are solely not enough. Application of them in practice should be secured by an efficient inspection system. Fundamental components of an inspection system are inspectors and their audit tasks. Maintaining the fair balanced task assignment among inspectors strictly enhances the efficiency of the overall system. Methods: This study proposes a two-phased goal programming approach for OHS inspectors' task assignments and presents a case study. Results: The solution approach gives the balanced assignment of inspectors to the workplaces in different cities of the country in the planning period. The obtained schedule takes into account the distances covered by the work places and the number of the workplaces' employees to be audited and pays attention to the human factors by considering the preferences of the inspectors. The comparisons between the obtained optimal schedule and the implemented one that is produced manually show that the approach not only maintains the technical requirements of the problem, but also provides social and physical balance to the task assignment. Conclusion: Both the approach and the application study are expected to offer fruitful inspirations in the area of safety management and policy and they provide a good guide for social policy and organizational aspects in the field of OHS inspectors' task assignment.

  • In the Korea, railroad accidents result in about 5.4 railroad run-off crashes every year and account for approximately 93 percent of all railroad accident frequency. Despite the number, quantification of the possible countermeasure has been limited and also railroad safety control after private management for railroad has not been established. Therefore, this study provides some initial insight into the important safety problem by introducing some example, including some detailed safety regulations in both British and U.S. to develop appropriate railroad safety management system.

A Numerical Method for One-dimensional Inverse Heat Conduction Problem Using Laplace Transform (라플라스 변환을 이용한 1차원 열전도의 수치해석)

  • An numerical method to estimate thermal diffusivity has been developed for one-dimensional unsteady heat conduction problem, when the temperatures are know at two positions in a semi-infinite body. Using the closed form solution which has already derived an explicit solution for the inverse problem for one-dimensional transient heat conduction using Laplace transform technique, we first estimate the surface temperature. The thermal diffusivity can be estimated by using the estimated surface temperature and measured temperatures, which include some uncertainties. The estimated surface heat flux and thermal diffusivity are found to be in good agreement with those of the experimented conditions. This method will be extended to the simultaneous measurement of thermal diffusivity and thermal conductivity.

  • In this paper, a mixed-integer programming approach is presented for adjusting the voltage profiles in a power system. The advent of large-scaled system makes the reactive power and voltage problem-an attempt to achieve an overall improvement of system security, service quality and economy-more complex and seriously, Although the problem is originally a nonlinear optimization problem, it can be formulated as a mixed integer linear programming(MILP) problem without deteriorating of solution accuracy to a certain extent. The MILP code is developed by the branch and bound process search for the optimal solution. The variable for modeling transformer tap positions is handled as discrete one, and other variables continuous ones. Numerical data resulting from case study using a modified IEEE 30 bus system with outaged line show that the MILP can produce more reductions of magnitude in the operating cost. The convergence characteristics of the results are also presented and discussed.

A GRASP heuristics for Expanded multi-source Weber problem on Reverse Logistics Network (역물류 네트워크를 위한 확장된 복수 Weber 문제의 GRASP 해법)

  • Expanded muti-source Weber problem (EWP), which introduced in this paper, is a reverse logistics network design problem to minimize the total transportation cost from customers thorough regional center to central center. Decision factor of EWP are the locations of regional centers and a central center. We introduce a GRASP heuristics for the EWP. In the suggested GRASP, an expanded iterative location allocation method (EILA) is introduced based on the Cooper's iterative location allocation method[3]. For the initial solution of GRASP, allocation first seed (AFSeed) and location first seed (LFSeed) are developed. The computational experiment for the objective value shows that the LFSeed is better than the AFSeed. Also the calculating time of the LFSeed is better than that of the AFSeed.

An unwanted facility location problem with negative influence cost and transportation cost (기피비용과 수송비용을 고려한 기피시설 입지문제)

  • In the location science, environmental effect becomes a new main consideration for site selection. For the unwanted facility location selection, decision makers should consider the cost of resolving the environmental conflict. We introduced the negative influence cost for the facility which was inversely proportional to distance between the facility and residents. An unwanted facility location problem was suggested to minimize the sum of the negative influence cost and the transportation cost. The objective cost function was analyzed as nonlinear type and was neither convex nor concave. Three GRASP (Greedy Randomized adaptive Search Procedure) methods as like Random_GRASP, Epsilon_GRASP and GRID_GRASP were developed to solve the unwanted facility location problem. The Newton's method for nonlinear optimization problem was used for local search in GRASP. Experimental results showed that quality of solution of the GRID_GRASP was better than those of Random_GRASP and Epsilon_GRASP. The calculation time of Random_GRASP and Epsilon_GRASP were faster than that of Grid_GRASP.

  • This paper studies on the quality problem for the Reley using the 6 sigma process. The application of 6 sigma process suggested reliable and valuable statistical data for the quality of the Relay at the production line. In the measurement step in 6 sigma process, the FMEA(filure mode effect analysis) were used for the detection of problem source. The application of 6 sigma process gave the improving method for the quality of the Relay. Consequently the 6 sigma process was proved very effective for the quality problem reducing at the production line.

Study on the Guided Tabu Search for the Vehicle Routing Problem (차량경로 문제에 대한 Guided Tabu 검색)

  • The vehicle routing problem determines each vehicle routes to find the transportation costs, subject to meeting the customer demands of all delivery points in geography. Vehicle routing problem is known to be NP-hard, and it needs a lot of computing time to get the optimal solution, so that heuristics are more frequently developed than optimal algorithms. This study aims to develop a heuristic method which combines guided local search with a tabu search in order to minimize the transportation costs for the vehicle routing assignment and uses ILOG programming library to solve. The computational tests were performed using the benchmark problems. And computational experiments on these instances show that the proposed heuristic yields better results than the simple tabu search does.

Algorithms on layout design for overhead facility (천장형 설비의 배치 설계를 위한 해법의 개발)

  • Overhead facility design problem(OFDP) is one of the shortest rectilinear flow network problem(SRFNP)[4]. Genetic algorithm(GA), artificial immune system(AIS), population management genetic algorithm (PM) and greedy randomized adaptive search procedures (GRASP) were introduced to solve OFDP. A path matrix formed individual was designed to represent rectilinear path between each facility. An exchange crossover operator and an exchange mutation operator were introduced for OFDP. Computer programs for each algorithm were constructed to evaluate the performance of algorithms. Computation experiments were performed on the quality of solution and calculations time by using randomly generated test problems. The average object value of PM was the best of among four algorithms. The quality of solutions of AIS for the big sized problem were better than those of GA and GRASP. The solution quality of GRASP was the worst among four algorithms. Experimental results showed that the calculations time of GRASP was faster than any other algorithm. GA and PM had shown similar performance on calculation time and the calculation time of AIS was the worst.
