한·일 노인복지시설 종사자의 업무저해요인과 안전문화인식 비교 (A Study on the Comparative Study on the Work Obstacles and Safety Culture Perceptions of Elderly Welfare Facility Employees in Korea and Japan)

  • 본 연구는 한국과 일본의 노인복지시설종사자들의 업무저해요인 및 안전문화인식을 비교하기 위하여 실시한 비교서술연구이다. 연구대상은 일본 'N'시 지역 노인복지시설 근무 종사자 460명과 한국의 K도의 'A'시, 'S'시에 소재하는 노인복지시설 근무 종사자 220명으로 총 680명 이었다. 연구기간은 2018년 4월 1일부터 8월 30일까지 이었으며, 자료는 ${\chi}^2$- test, t-test, ANOVA로 분석하였다. 연구결과 업무저해요인은 한국과 일본 두 집단 간의 유의한 차이는 없는 것으로 나타났다. 안전문화 인식에서는 한국 노인복지시설 종사자들이 일본 노인복지시설 종사자들 보다 안전문화인식의 수준이 유의하게 높게 나타났다. 또한 양국 모두 업무저해요인이 적을수록 안전문화인식을 잘 하는 것으로 나타났으며, 업무저해요인이 안전문화인식에 영향을 미치는 변인으로 나타났다. 이에 본 연구결과는 안전문화인식을 높이고 업무저해요인을 감소시키기 위한 근무환경개선과 인적자원관리 전략수립의 기초자료로 활용될 수 있을 것이라고 기대된다.

  • 사회복지기관은 일반기업 또는 공기업 등과는 다른 목적으로 사업을 영위하는 관계로 ESG 실천항목 도출과 모형구축은 다양하고 종합적인 사회복지학적 측면의 연구를 통해 이루어져야 한다. 지금까지 국내 복지기관에서 활용할 수 있는 연구가 아직은 많지 않고 마땅한 ESG 경영활용 지표가 없는 관계로 천안시복지재단의 전략도출과 경영전략 체계수립으로 성과를 최대로 발휘하도록 하여 그 모형을 다른 복지기관에 전파하고 교육 및 훈련을 통해 선도적인 재단으로 거듭나는 것을 목적으로 추진되었다. 재단과 일선 복지기관들이 ESG 경영에 대한 이해와 기관 이미지 및 사업성과에 긍정적 영향을 미치는 실천모형 구축방안에 초점을 두고 재단의 실증분석, 중대성 이슈 분석을 통해 이슈식별과 핵심이슈를 선정하였다. 이를 바탕으로 사회복지기관의 적합한 전략도출과 전략체계수립 후 성과관리 방안을 구축하여 추진체계를 살펴보았다. 환경적·사회적 책임, 투명경영 측면, 안전관리체계 구축, 응급상황 및 예방분야, 이용자(고객)만족체계 구축, 반부패 예방과 청렴 윤리 모니터링 및 평가, 책임감 있는 공급망, 지역사회 참여 및 발전을 위해 지역사회 공헌 프로그램 실행 등 현재 우수하게 추진하는 분야와 앞으로 추진해야 할 항목을 세심하게 도출하였다. 본 연구는 천안시복지재단의 고찰을 통해 ESG경영 정착을 위해 경주하고 있는 노력을 구체적으로 제시하고자 하였다. 따라서 ESG 측정지표를 개발하기 위한 천안시복재재단의 체계적인 개발과정을 유사한 노력을 기울이는 타 기관 및 관련 연구자들이 참고하여 ESG경영을 발전시켜 나가는데 유용한 자료가 될 것으로 사료된다.

노인주거 복지시설 안전사고 실태조사에 의한 시설기준 제안에 관한 연구 (A Study on Proposal of Facility Standard by Research of Safety Accidents at Elderly Housing Welfare Facility)

  • The death toll of the elderly by accidents in 2007 takes 6.5% of total death toll. The lost income from this is estimated to be 17 trillion and 511 billion won. According to CISS of Korea Consumer Protection Board, the number of safety related accidents of the elderly at home in 2006 was 486 cases in 2006 and has gradually increased every year. This thesis created 115 guidelines at 14 spaces as facility evaluation index evaluating the aging friendliness of the facility and safety related accidents generated at elderly resident welfare facility, examined influence variables of safety related accidents with 191 elderly including demographic variable, physical skill variable, social psychological variable and facility environmental variables, and then verified relevance between safety accidents and each influence variable. As a result, it was verified through ANOVA test of SAS Package Program and $x^2$- test that facility environmental variable would be closely related to the accident. In this regard, this study newly proposes the facility standards of aging friendly facility by supplementing them with contents and guidelines of facility evaluation table as ways to reduce safety related facility of the elderly.

  • The study proposes a priority model for program directors in charge of Corporate Social Contribution to make the best decision. This empirical analysis aims to discover the most significant area among various programs of Corporate Social Contribution Activities. The Analytical Hierarchy Process (AHP) is used to test the priority model. The study attempts to demonstrate how the model helps providing better decision choices in corporate practices. The priority preference in Corporate Social Contribution Activities programs among corporate social contribution practitioners, PR professors and NGO activists is examined in order to present preferred programs of corporate social contribution programs, which they value the most as a part of overall social welfare.

  • Recently, the dramatical increasement of personal information infringement makes the government strongly enforce the laws. The Key-point of law enforcement is the DB encryption. Nevertheless, DB encryption is the one of the hardest thing in the organization's security measures. The purpose of this paper is suggesting alternative means of residence numbers and showing the possibility of indicator usage for safety measures. This research suggested the best ways to make a decision through a before and after comparison of the DB encryption cost of the inherent identification number elimination in "Social Welfare consolidation service system". When this research result was applied in "Happiness-e-Um system", we found that the alternative means are more efficient than the residence number for encryption cost, system revision time and so on.

장애인 이용을 고려한 사회복지관 편의시설 평가 및 분석에 관한 연구 (A Study on the Evaluation and Analysis of Convenient Facilities in Social Welfare Hall through Consideration of the Disabled Person Use)

  • The number of the disabled is increasing every year. Growing interest in social welfare, but still the disabled person in places is restricted on the activities are due to obstacles. This study proposes an improvement direction through an research and analysis of installation status of convenient facilities in social welfare halls was planned after that the law of increase of convenience for the disabled person is enforced in 1998. This study analyzed nine social welfare halls of seoul including Yongsan-gu(GW), Guro-gu(GD, HW), Yeongdeungpo-gu(SG), Seodaemun-gu(SD), Dobong-gu(DB), Nowon-gu(NS), Seongbuk-gu(WG) and Dongdaemun-gu(JG). The evaluation criteria for the installation of convenient facilities for the disabled person in each social welfare hall based on the law of increase of convenience for the disabled person, and referred to other data. Also, review the criteria for the installation of convenient facilities, and grasp the present situation through the survey of convenient facilities in social welfare halls, and provides the installation standards of convenient facilities. The result are as followings. There were many problems to be improved in approach of the intermediate space, parking lot, entrance of the inside space and corridor that must be installed for the convenience of the disabled. In the intermediate space, the slope of the ramp, curb, induction handle etc. for a safety must be installed. Parking spaces for the disabled must be located closest to the main entrance, an induction marker or the handle, and the attachment of a directional sign etc. must be improved. In the inside space, it is convenient for the disabled person use to install an automatic door and swing door simultaneously at the main entrance. And, the height of the door handle, an induction block, a braille display panels of the appropriate height in the entrance, a braille display in start and end of the stairs handle, the handle of the side wall, the stairs to prevent slippage etc. must be improved in the corridors. The case of the sanitation which is a recommendation item is equipped formally with disabled toilets are difficult to use. Information and other convenience facilities for the disabled person in all the social welfare halls were not considered.

가정안전에 대한 사회자본의 효과 분석: 1인가구와 한부모가구를 중심으로 (A Study on the Effect of Social Capital on Family Safety of One-Person and Single-Parent Households in Korea)

  • Recently, concern about family safety is rising again as an important issue with the context of family healthiness and well-being in Korean society despite of the dramatic economic growth. The purpose of this study is to examine the status of family safety of singles and single-parent households and to investigate the effect of social capital on the level of their family safety. Data are from the 10th wave of Korea Welfare Panel Study analysing one-person households(N=2,017) and single-parent households(N=172). One-person households were categorized as three groups by age(the youths/middle-aged/the elderly) and single-parent households were also three by family types(mother-child/fahter-child/grandparent-child). The major results were as follows: First, the mean of family safety index was highest among middle-aged, while single youths had the fewest problems in terms of family safety. Second, social capital was found to vary by family structure. In the one-person households, all the levels of the social capital variables, including trust, bond, acceptance, and participation, differed significantly; only two variables, bond and embracement, differed in the single-parent households. Third, social capital differed between the low-income households and others significantly. Forth, the positive effects of social capital on overcoming family safety problems were investigated. In conclusion, social capital represents an alternative resource for overcoming economic hardship for low-income one-person/single-parent households, especially for middle-aged singles and father-child single-parent households. Based on these empirical results, theoretical implications were discussed with regard to family policy and programs.

산재보험 수준의 연구실안전보험 보장성강화 방안 - 장해보험금 연금형태 지급을 중심으로 - (A Study on the Improvement of the Safety Insurance for the Laboratory at the Korean Worker's Compensation Insurance - Focusing on Disability Benefit Pension Type Payment -)

  • Background: Due to the diversification and advancement of research, researchers have become to deal with a variety of chemical and biological harmful materials in the laboratories of universities and research institutes and the risk has increased as well. Therefore, it is necessary to strengthen the social safety net for laboratory accidents by strengthening the compensation to the level comparable to that of Korean Workers' Compensation & Welfare Service, when the researchers become physically disabled by laboratory accidents. The purpose of this study is to secure researchers' health rights and to create a research environment where researchers can work with confidence by strengthening the compensation to the level comparable to that of Korean Workers' Compensation & Welfare Service. Method: We analyzed the laboratory accidents by year, injury type, severity of accident and disability grade with the 6 year data from 2011 to 2016, provided by Laboratory Safety Insurance. Based on the analysis result, we predicted the financial impact on Laboratory Safety Insurance if we introduce a compensation annuity by disability grade which is similar to Injury-Disease Compensation Annuity of Korean Workers' Compensation & Welfare Service. Result :As of 2011, the insured number of Laboratory Safety Insurance was approximately 700,000. The Average premium per insured was KRW 3,339 and there were 158 claims. Total claim amount was KRW 130 million, whereas the premium was about KRW 2.3 billion. The loss ratio was very low at 5.75%. If we introduce a compensation annuity by disability grade similar to Injury-Disease Compensation Annuity of Korean Workers' Compensation & Welfare Service, the expected benefit amount for 1 case of disability grade 1 would be KRW 1.6 billion, assuming 2% of interest rate. Given current premium, the loss ratio, the ratio of premium income to claim payment, is expected 41.4% in 2017 and 151.6% in 2026. The increased loss ratio due to the introduce of the compensation annuity by disability grade is estimated to be 11.0% in 2017 and 40.4% in 2026. Conclusion: Currently, laboratories can purchase insurance companies' laboratory safety insurance that meets the standards prescribed by Act on the Establishment of Safe Laboratory Environment. However, if a compensation annuity is introduced, it would be difficult for insurance companies to operate the laboratory safety insurance due to financial losses from a large-scale accident. Therefore, it is desirable that one or designated entities operate laboratory safety insurance. We think that it is more desirable for laboratory safety insurance to be operated by a public entity rather than private entities.

노인주거복지시설 계획방향설정을 위한 수요자 요구조사 및 분석 - 경기도 거주 노인들을 중심으로 - (Study of a Residential Desire Survey for Planning Criteria of an Old Aged Residence - Focused on the Old Aged in Gyeonggi Province -)

  • A person's residence is the primary environment which affects physical and emotional-gratification. Residential environments are very important to a person's quality of life. Because the age of society has rapidly increased, we must take a profound interest in the welfare and residences of the aged. While the government has begun to prepare for an aging society, the residential environments of the aged has not been fully considered. Because the welfare of the aged begins in the house, the term 'residence for the aged' is not limited to the physical space. Because residences for the old aged are included in various social policies such as family relations, social security, health care, safety etc, relevant policies for these residences must be prepared as rapidly as possible. This study-focused on both the importance of residences for the aged and the residential desires of the aged, and aims to propose planning criteria for the residences of the aged.
