Measuring Safety Culture to Promote Aviation Safety Culture

  • Objective: The objective of this research is to study preceding literature on safety culture surveying tools and indicators used in aviation organizations to help the further understanding of aviation safety culture by presenting Korea-Safety Culture Survey Indicator (K-SCSI) as a relevant case. Background: The aviation field puts a great deal of effort in preventive safety management through the application of Safety Management System (SMS), which was co-developed by international aviation organizations such as ICAO and FAA. To successfully operate safety management system, safety culture factors such as the organization member's level of consciousness, attitude and faith regarding safety must be put together. However, the aviation field currently lacks programs to promote safety culture and the exact understanding of some safety culture concepts. Method: This research inquired into the definition of safety culture in the aviation field and the surveying tools used to measure it. It then described the development and application process of the Korea-Safety Culture Survey Indicator (K-SCSI) mainly focusing on case studies. Results: In this research are presented safety culture promoting programs that can be applied to subordinate indicators of K-SCSI such as organization commitment, management involvement, rationality of reward system, employee empowerment and reporting system. Conclusion: For a mature safety culture to settle successfully, it is essential that safety culture survey indicators are developed and applied in a way that fits the organization's features. Also, behavior measuring indicators are required to develop a more objective indicator and thus must be standardized. Application: Cases that deal with the development and application of safety culture measuring tools within the aviation field can be studied and applied in other domains to spread safety culture.

Improving Safety Management level of Small Scale Construction Sites using Behavior- Based safety Management Technique (건설현장 작업자 행동관련 소규모 현장 안전 관리 적용)

  • Only one person should be responsible for many area of works at a small construction sites with less than contract amount of USD 0.3 million. therefore, he can not be an expert in one area. Actually, this kind of small projects are not controlled by the Government because those small size of projects are exempted in following the Government control, due to certain level of small size. The above reason makes those small projects loose with an aspect of safety management without safety consciousness and safety management. The Government makes his effort to decrease nationally accident occurrences but there is considerably deep limitation to achieve a certain level of goal despite a fact that there have been more than 100 workers died annually. It is expected that some proposed management ideas technique with behavior-based safety management can be contributed to decreasing accidents at small construction sites.

  • This study focused on the review of the korean fire investigation system and will provide the means for having the legal investigation right. The most important thing is to give fire department a perfect legal investigation right on fire including police areas(seeking and examining the case at first stage). And it should be stated in criminal law. With the joint effort between Fire department and Police department, we can develop the reformation, enlightening programs for the arsons or fire related criminals. Through this, it systematically have to be good for fire prevention and can be helpful to enhancing professionalism of fire examination.

  • This study has focused on the transfer of infants and Toddlers-protecting responsibilities from families to infants and Toddlers education agencies due to an increase of a double-income family and nuclear family. It is because there is insufficient safe play space from the moment when infants and Toddlers return from infants and Toddlers education agencies to home due to a high crowding of housing and increase of vehicle, and there can be difficulties to take responsibilities of infants and Toddlers safety with a mere recognition and effort of parent. Thus, to suggest a safety education through mutual contact between the communities and agencies supporting parent role in a level of social welfare, its potential has been identified through a frequency analysis on 60 participants of experimental group who have trained a safety education and 60 participants of control group who have not trained a safety education. As a result of frequency analysis, the increase in safety condition in Korea, safety and development of infants and Toddlers, safety of play materials, and safety knowledge on general part of facility safety has detected and the practice of safety and safety consciousness has also identified to be more effective. The results of this study has shown a potential to verify its efficacy if it is verified through an elaborative model of safety education based on parents of young infants and Toddlers family.

  • The government separated and established the industrial safety and health law from the Labor Standard law since 1981 to promote the labor's working environment and to improve the conditions of laborers. The government made a lot of effort to discharge the industrial safety and health law by continuous revision of the law thereafter. it is, however, difficult to establish clear-cut lines of authority and responsibility due to the fact that the substantial application of the industrial safety and health law is adapted by enterprise's autonomous management. There are frequent industrial disasters on the small and medium enterprises which have financial difficulty and it means this causes much more social cost. Finally, for the improvement of laborer's safety, health and working environment in the small and medium enterprises we need to raise the effectiveness of the industrial safety and health law through enhancing a government-office's administration and surveillance with the changing mind of a business proprietor. On this paper, we research on the actual condition of the administration, inspection and regulation of safety and health by means of the industrial safety and health law. Thereafter we analyze how much the Korea Occupational Safety & Health Agency and vicarious businesses of safety & health management help. we used the survey method to gather data from 380 laborers directly and analysed the data by SPSS v17.0.

  • Health and safety in the construction industry continue to fall behind many industries despite much effort to improve the status. A considerable amount of research has been conducted to try and contribute to addressing the problem of health and safety (H&S) in the construction industry. A number of studies have looked at the role of various construction project stakeholders and their contribution to H&S. However there is no clear identification of the extent to which various stakeholders could contribute and therefore influence the outcome of H&S on construction projects. In view of the above, the current Delphi study went a little bit further and sought to establish the impact significance of construction clients and designers on H&S. This paper will present findings from the study which is the impact significance of clients and designers on H&S consideration throughout the project life cycle.

And construction companies have a interest and effort to construct system for integration and management of safety management information. Some earlier companies are appling to construction site ,but that is limited great construction company But it need to solve the origin problem because of it continually keep up the rate of disaster. Factor Analysis and Intergroup Awareness Investigation of Workers' Safety in Logistic Center (물류센터 근로자의 안전인식에 대한 요인분석 및 집단간 인식 비교)

  • This study is to examine the workers' awareness of the safety in logistic centers. For that purpose, the exploratory factor analysis of workers' safety awareness in logistic centers was performed at first, and the 6 variables extracted from the factor analysis were then used to investigate the difference in intergroup awareness of the safety environment in the logistic centers. We administered a survey to 147 workers attending the logistic centers and collected data from them. The results of the study showed that the intergroup awareness of the safety environment turned out to be statistically different from each other in terms of working environment, safe behavior, work risk, safety knowledge and effort, risk justification and compromising attitudes. Experiences in industrial accidents influenced awareness of working environment, work risk and risk justification. The group who experienced accidents is more likely to feel risky and unsatisfied with working place, and their awareness toward risk justification was high as well. It was also observed that there exists awareness difference between manager group and worker group. The group who manages the working place showed more positive awareness of working environment, safe behavior, work risk, safety knowledge and effort, risk justification and compromising attitudes than the worker group. On the contrary, the worker group showed high recognition in risk of working place, and felt that they are willing to compromise on safety for increasing production. The scale of the logistic center produced negative influence on awareness of safety. The group in small logistic center showed the highest awareness in safety, whereas the group in large logistic center with more than 100 workers showed the highest awareness in risk. They are more likely to deviate from correct and safe work procedures due to over-familiarity with the job, as well. The findings suggest that there is a need for the safety management and education to change the workers' understanding and attitudes towards safety.

Facilitating the Usage of Value Management Processes by Charactering Capital Facility Projects

  • Defining value as a measure of how well the project value objectives are met, Value Management Process (VMP) is considered to be any management effort or process that can proactively pursue one or more project objectives (i.e., security/safety, cost effectiveness, schedule optimization, and risk containment). The collection of 44 VMPs has been established based on a rigorous effort conducted by Construction Industry Institute (CII). Because varying circumstances on each project determine the level of suitability, it is crucial to identify which VMP should be implemented on a particular project. The current VMP selection process is primarily based on human intuition. The main objective of this paper is to provide a systematic method to facilitate the usage of VMPs on a particular project. This paper identified and quantified the selection principles (i.e., targeted value objectives, timing of initiation, project characteristics, and relative impact). The data collected from industry practitioners and VMP experts characterized each VMP in terms of the magnitude of benefit. An automated selection tool by Visual Basic Application (VBA) on MS Excel TM, was developed and proved its validity. As a pioneering study, this paper provides a comprehensive and structured knowledge on the subject of VMPs. From the industry's perspective, the automated selection tool, the premier of this study, contributes the facilitation of the VMP implementations in the construction industry thereby maximizing the potential benefits to a particular project.

Developing Experimental Education Program for Safety Considering Psychological Effect (심리적 효과를 고려한 체험적 안전교육 방안)

  • The object of this study is to understand the psychological factor of the worker on safety and recommend the experimental factor of safety education program. The following are the methods of this study. We analyzed the statistical data from survey to workers(N=139) about the psychological factor on safety. The survey consisted of 34 questions about 4 factors like private external characteristic, psychological characteristic, characteristics on behavior, and experience and reason of disaster. As the result of the analysis of the multi regression model on the base of correlation of each of the major factors, psychological health, effort on practicing, and satisfaction on their life were the variables with high influence on the safety mind of workers. So, it is good safety strategy for effective working to maintain healthy life with optimistic minds, and try to practice actively as usual. After considering the result, for the development of safety education program for working, we have to consider psychological factors of our workers that influence their safety and try to improve the experimental education opportunity, and it will be effective.
