A simulation program practical use for an engineering improvement of the work-place (작업장의 공학적 개선을 위한 시뮬레이션 프로그램 활용)

  • Prescribed according to the occupational safety and health low noise measurement method was changed to personal sampling in the method to measure an area noise. Such method had the limit which did not evaluated characteristic of sound of occurrence and the place of origin. This study was performed to establish an engineering remedy of the work-place noise. The subject was a vibration control process of the place of business in Pusan. A simulation program applied for an engineering improvement of the work-place noise. The results were as follows: 1. An noise occurrence level of the work-place before improvement was $88^{\sim}97dB(A)$, We applied an improvement method to be established and were expected to $80^{\sim}119dB(A)$. 2. The level of the noise-distribution to appear in the place of origin of the work-place before improvement was $90^{\sim}93dB(A)$ but, We executed the simulation after applied an engineering remedy and predicted $80^{\sim}85dB(A)$. A result of the simulation blue part was changed mostly into the dark blue color. The results suggest that simulation program establishes an engineering remedy and is useful to the case to apply.

Confidence Improvement of Disposal Safety by Development of a Safety Case for High-Level Radioactive Waste Disposal (고준위방사성폐기물 처분 Safety Case 개발을 통한 처분안전성 신뢰도 향상)

  • Many countries have developed a safety case suitable to their own countries in order to improve the confidence of disposal safety in deep geological disposal of high-level radioactive waste as well as to develop a disposal program and obtain its license. This study introduces and summarizes the meaning, necessity, and development process of the safety case for radioactive waste disposal. The disposal safety is also discussed in various aspects of the safety case. In addition, the status of safety case development in the foreign countries is briefly introduced for Switzerland, Japan, the United States of America, Sweden, and Finland. The strategy for the safety case development that is being developed by KAERI is also briefly introduced. Based on the safety case, we analyze the efforts necessary to improve confidence in disposal safety for high-level radioactive waste. Considering domestic situations, we propose and discuss some implementing methods for the improvement of disposal safety, such as construction of a reliable information database, understanding of processes related to safety, reduction of uncertainties in safety assessment, communication with stakeholders, and ensuring justice and transparency. This study will contribute to the understanding of the safety case for deep geological disposal and to improving confidence in disposal safety through the development of the safety case in Korea for the disposal of high-level radioactive waste.

  • As safety-related regulations for signaling systems are standardized to IEC 61508 and 62425, and others at the international level, safety activities and its verification are required. And also there is need to develop technologies for safety improvement to secure safety signaling systems in terms of technologies for safety activities on each life-cycle. In this paper it is reviewed the safety activity processes and technologies each steps of proposed processes respectively for railway signaling systems.

  • The industrial accident rate has been steadily decreased by making all efforts for the prevention of accidents after enacting Occupational Health and Safety Act in 1981. However, ordinary typed industrial accidents still occur in small and medium sized enterprises(SME). Timely Technical Guidance(TTG) project of Korea Occupational Safety & Heath Agency(KOSHA) for SME's was initiated to visit and provide the analysis and control of industrial accidents by the staffs of KOSHA as soon as possible after accidents occurred. This study is conducted to analyze the questionnaire survey for employers, workers and TTG personnel of KOSHA with being evaluated positively whether the demonstration project of TTG has been executed consistently. However, it is suggested that the understanding of TTG project and legal support are necessary for the establishments, and the development of a variety data and lots of available contents is necessary to increase satisfaction of the TTG project. The accident rate of SME's which are employed less than 50 workers is expected to be largely decreased with applying the control and improvement over this study with maintaining and developing TTG technology.

A study on the improvement of operation process to lighten duty-load of the critical tasks of KTX train driver (KTX 기장의 직무부하 경감을 위한 운전업무 개선 방안에 대한 연구)

  • This study suggest a way to improve duty process of KTX(Korea Train Express) high-speed train driver. A new operating system which based on safety was introduced to operate high-speed train which travel above 300km/h on the high-speed railroad but below 200km/h on the general railroad. There were some studies on the operation of high-speed train which travel on the high-speed railroad and on the general railroad with safety. However they overlooked the elements of human errors. The duty-load of KTX train driver's 14 basic operation processes was measured using NASA-TLX and found four processes with high duty-load. In this paper, critical tasks of the high duty-load processes are determined using a questionnaire. Some suggestions which include the improvement of facilities, operating system and operating skill are proposed to lighten duty-load of the critical tasks. The validity of the proposed new task processes is demonstrated by making question to KTX train driver. To use this results cost-benefit analysis, hazards analysis etc. should be performed additionally.

Study on the Improvement of MSDS Awareness among University Laboratory Workers

  • Purpose: This study is to improve awareness of MSDS in order to prevent university accidents and protect university laboratory workers. In order to improve awareness, measures to increase accessibility through auxiliary means (warning signs, One Page Sheet MSDS, etc) and ways to strengthen safety training (improvement and strengthen MSDS training). Research design, data and methodology: A questionnaire survey was adopted as a research method for this study. Question items were selected, modified, and supplemented by referring to the previous paper. Results: As a result of the survey, MSDS found that it was difficult to find the information they wanted and that there were many technical terms and limitations in using it. In addition, MSDS training is underway, but few university laboratory workers felt that training was helping. This shows that the effectiveness of training is virtually insignificant. Therefore, it seems that improvement measures are needed to solve this. Conclusions: One Sheet MSDS, an effective way for university laboratory workers to communicate information, and MSDS information should be provided with warning signs with large phrases and good visibility. In addition, this study proposes a One Sheet MSDS that prioritizes important MSDS items over all items in the MSDS, and in the field of education, several improvements are proposed, such as "To prevent problems and answers from being shared on the Internet" and "To improve the difficulty of checking the online curriculum".

ESTABLISHMENT OF SAFETY GUIDELINES FOR ELDERLY CONSTRUCTION WORKERS

  • With the average life expectancy increasing thanks to better standards of living and medical technology, the number of elderly construction workers in construction sites rises every year to surpass the 450 thousand people in the construction industry (24.7% of all employees in the construction industry). Similarly, the percentage of fatal accidents involving elderly workers has stood at 41~46 percent for the past five years; note that this is significantly higher than the other age groups, making safety measures for dealing with this issue a matter of urgency. This study sought to propose appropriate safety guidelines for elderly construction workers aged 50 years and over by examining the changes in their physical and psychological functions and through the subsequent analysis of the current status and causes of fatal accidents involving them. The guidelines targeted ferroconcrete construction where accidents occur quite often; construction was classified into mold construction, reinforcing rod construction, and concrete construction. Mold construction was further classified into preparation, carry-in, processing, assembly, and disassembly, and reinforcing rod construction, into preparation/transport and processing/assembly. Safety guidelines for each process were presented by dividing them into three aspects considering the changes in the physical and psychological functions according to their ages and type of accident causes: work environment improvement, machinery and equipment improvement, and work method improvement.
