A Comparative Study on the Safety and Health Education System between Korea and other Countries (한국과 주요 외국의 안전보건교육제도에 관한 비교 연구)

  • After the Se-wol ferry disaster in Korea, the safety issue was highly spotlighted in a number of media, and consequently the ministry of public safety and security was newly established under the public attention. In addition to this, a recent earthquake in Gyeonju suggested the training issues for public such as evacuation and public safety. Regarding the industry, one of significant reasons causing the accidents were inadequate training, in execution of safety manual or inexperienced first response. Although the engineering or scientific study provided a basis of the industry safety and health in Korea a study focusing on the safety and health education system should be highlighted in that the law is the only way to execute the policy. In this manner, the goal of current study was to compare the safety and health education system in Korea to other countries including America, England and Germany. Especially, the law for training method, contents, supervision and punishment was analyzed. Result showed (1) lack of a structured training course for educating safety and health education trainer, (2) no training system of safety and health education to public or workers, and (3) less specific law for supervision and punishment as compared to the America, England and Germany.

  • This paper is written following an analysis of occurrence trend of industrial disaster in manufacturing industry. One of major reason of industrial accident is unsafe action caused by lack of work supervision. so we have surveyed the understanding level of supervisors for industrial safety and their education of industrial safety which is forced by industrial law. We have got the result that the supervisor's education is necessary to prevent industrial disaster but it's not fit for their own workplace for various reasons from the survey and analysis. I would like to suggest effective solutions. The institute of education should train that they can execute safety and health works themselves by classification of the industrial category, company scale and located region. Also, government should endow supervisors with authority and responsibility for the activation of education system. Finally, government should support the expense of education to medium and small-sized enterprises especially, and they should be interested in the attendance and execution of education. They will achieve the goal to prevent industrial disasters in manufacturing industry through the enforcement of effective supervisor system as per the remark mentioned above.

An investigation on the Improvement of the Working Environment Measurement Reporting Policy (작업환경측정 보고제도 개선 방안 도출을 위한 조사 연구)

  • Objectives: In order to reduce the burden on employers and increase the reliability of measurement results, improvements to the provisions related to the work environment measurement reporting system, such as the current Occupational Safety and Health Act and its Enforcement Rules, are planned. This study aimed to suggest improvements for the work environment measurement reporting system through a survey and Delphi investigation. Method: This survey included workplaces (health managers), national institutions (the Ministry of Employment and Labor) that use the results of the work environment measurement reporting system for policy and supervision purposes, and work environment measurement institutions that enter the results were included. In addition to the survey, we tried to derive results through meetings with stakeholders and expert advisory meetings. Results: It is difficult to abolish or partially improve the reporting system under the Enforcement Regulations of the Occupational Safety and Health Act at this point because the opinions of workplaces, supervisory agencies, and measuring agencies differ in terms of its intended purpose and use. In the case of high-exposure harmful factors (over 50% on the basis of exposure) in the "comprehensive opinion" described in the work environment measurement results table, it is necessary to insert unit of work with exposed harmful factors, exposure factors, and current conditions in checklists or tables so that they can be reflected in government policies. In the case of workplaces that are feared to be highly exposed to substances subject to measurement, it seems desirable to improve them so that industrial health instructors registered with the Korea Safety and Health Agency or local labor offices can provide technical guidance. As an improvement plan to increase the reliability of data and the use of big data, it is necessary to improve the input method for processes and jobs. Conclusion: The laws and regulations of the work environment measurement reporting system are difficult to revise due to a lack of consensus among current stakeholders, but improvements can be achieved by improving the Ministry of Employment and Labor's notifications and other means. In addition, in order to effectively utilize the data from the K2B system, it is necessary to improve the input method for processes and jobs.

  • Recently, the dramatical increasement of personal information infringement makes the government strongly enforce the laws. The Key-point of law enforcement is the DB encryption. Nevertheless, DB encryption is the one of the hardest thing in the organization's security measures. The purpose of this paper is suggesting alternative means of residence numbers and showing the possibility of indicator usage for safety measures. This research suggested the best ways to make a decision through a before and after comparison of the DB encryption cost of the inherent identification number elimination in "Social Welfare consolidation service system". When this research result was applied in "Happiness-e-Um system", we found that the alternative means are more efficient than the residence number for encryption cost, system revision time and so on.

  • Liquefied petroleum gas can be charged up to 85% of cylinder volume by enforcement regulations of safety control and business of liquefied petroleum gas act. The charged mass by enforcement regulations is considered by liquid expansion of internal liquefied petroleum gas at $65^{\circ}C$. But the temperature of liquid would not be suspended under $65^{\circ}C$ in a cylinder or portable vessel at certain situation. In the thermodynamics view point, the cylinder can be exposed to high pressure by liquid expansion. Consequently, it can be possible to potential risk such as physical explosion. Hence, this paper will offer a method of estimated internal pressure by liquid expansion at critical state in the closed system. Also, the structural factor which is given rise to volume increasement of cylinder is offered by experiment. This paper is expected as crucial reference for a cylinder design of liquefied petroleum gas.

  • Objectives: In order to provide basic data for future researchers, this study aims to explore future tasks after reviewing the changes in port safety management due to the enforcement of the Special Act on Port Safety. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. Results: There are two major changes that have stemmed from the Special Act on Port Safety: 1. The scope of application for port participants has been expanded, safety education has been made compulsory, and safety management plans have been established and implemented for each business site. 2. The government is operating a port safety consultative body for each port and has hired one port safety inspector for each of the eleven local maritime and fisheries offices across the country. Future tasks include elaboration of port safety accident statistics, strengthening shipping companies' responsibility for stevedore safety, the unification of contracts, and government interest and support for port safety facilities. Conclusions: The primary feature of the Special Act on Port Safety is the emphasis on autonomous safety management by participants in port transportation. In addition, the enactment of the special law has allowed the Ministry of Maritime Affairs and Fisheries to actively intervene in port loading and unloading safety.

Review on Need for Introduction of New Legal Framework of Investigation and Criminal Sanctions for OSH Fatal Accidents

  • Current OSH system was analyzed in this paper to explain why high fatal incidents and disasters are continuously repeated for recent years in Korea. It was found that we have Dichotomous Perceptional Misconception of prevention before accident and compensation after accident and there is a significant lack of proper feed­back reward system for OSH performance. It was assumed that no reduction of accident rate and fatality rate have not been achieved recently despite of a great effort and increased resource allocations. Some statistics for proving weak punishment were analyzed. In the current system, the will of administrative agency would have been very limited particularly in the legal aspects. The Industrial Safety and Health Act is not suitable to after-injury punishment for employer and/or corporate since it is based on a framework for enforcement of prevention. Based on these analyses, it was concluded that there was a need to consider a special law for Corporate Accountability for Fatal Accidents. Because it is necessary to consider seriously for introduction of a new legal system for after injury punishment to repair the current system where it was found lack of proper feedback system.   • The injury accidents in fishing vessels account for $67.2\%$ of all marine injury casualties$(1997\~2001)$ and is on an increasing trend every year. Also, it is remarkable for the injury accidents to be basically caused by human errors. This study aims to investigate the human error of injury accidents in fishing vessels and presents the injury preventing program in them. Human errors were analysed by the methods such as SHELL & Reason Hybrid Model, GEMS Model adopted by International Maritime Organization(IMO). Based on the analysis, the following propositions were made to reduce the fishing vessels accidents by human errors : improvement of hazard awareness and quality of personnel, establishment of safety management system, and enforcement of vessels inspection.

  • In accordance with the revision of the Enforcement Regulations of the High-Pressure Gas Safety Management Act in February 2021, from August 27, 2021, the operation status of safety devices such as gas leak detection and alarm devices, emergency shut-off devices and flame detectors installed at hydrogen vehicle charging stations can be monitored in real time. It is transmitted and operated by the computer system managed by Korea Gas Safety Corporations. We intend to share the results of statistical analysis of abnormal signals that have occurred along with the results of the monitoring system construction so that they can be used for the safety management of hydrogen refueling stations, and to seek future safety management directions.

Survey on Experts' Opinion for the Legal Examination of WMSDs Risk Factors (근골격계부담작업 유해요인조사 제도에 대한 전문가 의견 조사)

  • The purpose of this study is to investigate industrial safety and health experts' opinions on the examination system of WMSDs(work related musculoskeletal disorders) risk factors. For doing this, a questionnaire study and two FGIs(focused group interview) were conducted. A questionnaire with open questions about the examination system was developed, and sent to 42 experts consented bye-mail. Of the experts, 24 experts responded, whose data were used in the analysis. The FGIs were performed for the persons in charge of industrial safety and health in industries and ergonomists. The questionnaire study revealed that most experts(91.3%) agreed with legalization of employers' duty for preventing WMSDs, necessity of the 11 tasks designated by Ministry of Labor, the examination system and ergonomics program, and pertinency for the examination system classification of periodic and occasional one. However, more than half experts disagreed with timeliness and appropriateness of the legal system. This was validated by the low approval rates for appropriateness of the 11 tasks, methods of the examination, charge person in the examination and ergonomics program. FGIs showed that it was desirable for the examination system to be legalized, and that the system was generally properly performed. It was suggested that the system be partially revised with reflecting problems disclosed during its enforcement rather than whole revision. It is expected that when revising relevant legal system, the results of this study would be used as valuable data.
