PURPOSES : The causes of traffic accidents can be classified into the factors of highway users, vehicles, and driving environments. Traffic accidents result from the deficiency in single or combination of these three factors. The objective of this study is to define the "potentially hazardous sections of highway" in terms of traffic safety considering these three factors. METHODS : The test drivers performed repeated driving on these highway sections. The drivers and passengers recorded the sections on which the driving was uncomfortable, and the speeds on the sections excluding the uncomfortable sections were used for the development of the model. RESULTS : The model is composed of three sub-models for each of the horizontal curve, tangent, and the section where the curve starts/ends. The safe driving behavior coefficients by the horizontal curvature were derived by comparing the maximum operating speeds at which the vehicle may slide or deviate and the speeds at which the drivers feel comfort. The safety speeds on tangent were derived by the length of tangent section considering the driver's desired speeds under the traffic condition on which the drivers hardly influenced by the other vehicles. For the sections where the curve starts/ends, the driving behaviors were classified by the distances between the curves, and the safe acceleration/deceleration speeds were derived on which the drivers enter/exit the curve sections safely. CONCLUSIONS : Safety speed could then be regarded that the model suggested in this study may be useful to define the potentially hazardous highway section and contribute the improvement of highway safety.
Recently, the world's countries are tightening regulations on CO2 and air pollutants emission to solve them. In addition, eco friendly vehicles is increasing to replace automobiles in internal combustion engine. The government is supporting the expansion of hydrogen refueling infrastructure according to the hydrogen economy road map. In particular, refueling station is important to secure the safety that supplies high-pressure hydrogen with a wide LFL range. This paper is on guidelines for the determination safety distances to ensure worker safety from accident as jet fire. The safety distance is set according to the procedure of the EIGA doc 075/21. For accident frequency is upper 3.5E-05 per annum, safety distance is decided via consequence analysis where the risk of harm is below individual harm exposure threshold.

Despite strengthening requirements for fire retardancy and applied buildings of insulation panels, the number of fires and influence of damage have increased. In this study, the thermal effects were evaluated as the separation distances, and three types of EPS panel, glass wool panel, and gypsum board panel were then selected. Temperature sensors on the panels were installed vertically from the ground. The fire source on the lamination layer of lumber was ignited by changes in the separation distances (0 cm, 25 cm, 50 cm) from the panels. The test results suggested that the maximum temperature was 349 ℃ in the EPS panel. The inside/outside shape changes were limited by the height of the low and middle positions until the critical point of a 25 cm separation distance. Furthermore, the combustion marks appeared after 500 s on average, and then the EPS panel with a high fire strength showed a broad "U type" pattern, glass wool panel, and gypsum board panel showed medium or narrow "V type" pattern. Therefore, the acquired data can provide valuable information for evaluating the fire risks and verifying fire investigation from buildings composed of these insulation panels.

The rule 15, 16 and 17 of International Regulations for Preventing collisions at Sea direct actions to avoid collision when two power-driven vessels are crossing. But these rules do not present the safety minimum approaching distances outside which a give- way vessel deeps out of the way of a stand-on vessel. In this paper, the author analyzed the ship's collision avoiding actions from a viewpoint of ship kinematics as the method to calculate this distance. The author worked out mathematic formulas for calculating the safety minimum approaching distances outside which the give-way vessel takes the actions to avoid collisions in accordance with the cross angles of the crossing vessels' courses. Figuring out actually the values of maneuvering indices of the M. S. Koan Ack San (GT: 224tons), the training ship of the National Fisheries University of Busan and the M. S. Golden Clover (GT: 101, 235tons) of the Eastern Shipping Co., Ltd. through their Z test, the author applied these values to the calculating formulas and calculated the safety minimum approaching distances. The results of calculations are as follows; 1. The greatest distance is to be kept by the give-way vessel to avoid collision when the cross angle of courses is 90$^{\circ}$ or near it. In such case the safety minimum approaching distance of a small vessel must be more than 5 times of her own length and that of a large vessel more than 11 times of her own length. 2. Collision danger is greater when crossing angle is obtuse than in an acute angle, therefore greater distance is to be kept by the give-way vessel to avoid collision in the case of the obtuse angle. 3. The actions to be taken to avoid collisions by the give-way vessel in Rule 16 and by the stand-on vessel in Rule 17(a)(ii) of International Regulations for Preventing Collisions at Sea, must be done outside the above safety minimum approaching distance. When inevitably such actions are to be taken within the safety minimum approaching distance, they should be accompanied with engine motions.
In the fields of researches associated with plant layout optimization, the main goal is to minimize the costs of pipelines for connecting equipment. However, what is the lacking of considerations in previous researches is to handle the multi floor processes considering the safety distances for domino impacts on a complex plant. The mathematical programming formulation can be transformed into MILP (Mixed Integer Linear Programming) problems as considering safety distances, maintenance spaces, and economic benefits for solving the multi-floor plant layout problem. The objective function of this problem is to minimize piping costs connecting facilities in the process. However, it is really hard to solve this problem due to complex unequality or equality constraints such as sufficient spaces for the maintenance and passages, meaning that there are many conditional statements in the objective function. Thus, it is impossible to solve this problem with conventional optimization solvers using the derivatives of objective function. In this study, the PSO (Particle Swarm Optimization) technique, which is one of the representative sampling approaches, is employed to find the optimal solution considering various constraints. The EO (Ethylene Oxide) plant is illustrated to verify the efficacy of the proposed method.
Objectives : Intelligent thermo-acupuncture system (ITA-system) is invented for the convenient operation of thermo-acupuncture therapy. The aim of this study is to investigate the safety of 100 ㎑ electromagnetic field (EMF) made by ITA-system. Methods : We analysed the influence of this EMF on animals. In order to do experiment in the influence of EMF, male ICR mice were exposed to EMF at different distances from the ITA-system. And we examined weight, diet, behavior, organ and hematological changes. Results & Conclusions : According to the animal studies with mice about EMF influence, there was no significant difference between the control group and the exposed groups about them. In conclusion, the safety of 100 ㎑ EMF made from ITA-system through this animal research was checked.

Making the safety situation from the various work system is very important in the industrial fields. The proposed neural network technique is the real titre computation method based theory of inter-node diffusion for searching the safety distances from the sudden appearance-objests during the work driving. The main steps of the distance computation using the theory of stereo vision like the eyes of man is following steps. One is the processing for finding the corresponding points of stereo images and the other is the interpolation processing of full image data from nonlinear image data of obejects. All of them request much memory space and titre. Therefore the most reliable neural-network algorithm is drived for real time recognition of obejects, which is composed of a dynamic programming algorithm based on sequence matching techniques. And the real time reconstruction of nonlinear image information is processed through several simulations. I-D LIPN hardware has been composed, and the real time reconstruction is verified through the various experiments.
In-vehicle route guidance information(RGI) systems have been developed with the advancement of the information and communication technologies. However, the RGI is provided by a pre-determined option, drivers occasionally pass the target intersection owing to non- or late- recognizing it. The purpose of this experiment is to examine the position of driver's tum signal operation and intersection recognition approaching at the target intersection which is difficult to identify as a preliminary research on developing the additional RGI connecting with the tum signal control. The field experiment was conducted to measure distances of the turn signal operation and intersection recognition from the target intersection according to driving lanes and landmarks at adjacent intersection. And, glance behavior to the car navigation display was evaluated by using an eye camera. The results indicate that drivers operate the turn signal after confirming a landmark in the case of the intersection with it. However, most case of driving, drivers operate the tum signal at 40 to 50m before coming to the target. To provide the additional RGI, when drivers do not operate the tum signal approaching at the target intersection based on the results, is expected to improve the traffic safety and the comfort for drivers.
When KS C IEC 60069-10-1(2015) standard is applied to estimate a hazardous area, the chart showing the relationship between a hazardous area distance and release characteristic is used as a guide to determine the extent of hazardous zones for various forms of release. Three release characteristic lines based on the three types of release as an unimpeded jet release with high velocity, a diffusive jet release with low velocity, and a release of heavy gases or vapours that spread along horizontal surfaces are given. As these characteristic lines have the low limit threshold, it is difficult to estimate the hazardous area distance when the value of release characteristic is under the low limit threshold. And KS C IEC 60079-10-1(2015) standard shows the concept for a zone of Negligible extent(NE) which can be considered as non hazardous area, but it is also difficult to apply the concept of a Negligible extent. The purpose of this paper is to suggest the guideline for the release characteristic to decide a hazardous area distance and the Negligible extent(NE) being considered as non-hazardous area when deciding a hazardous area distances by the KS C IEC 60079-10-1 standard.
In Korea, the minimum separation distance between aboveground high-pressure natural gas pipeline and buildings is regulated by Korea gas safety (KGS) code. In this paper, The technical backgrounds for the revision of the KGS code related to the minimum separation distance was presented. A consequence-based approach was adopted to determine the minimum separation distance by a reasonable accident scenario, which was a jet fire caused by the rupture of one inch branch line attached the gas pipeline. Where, the higher thermal radiation flux threshold was selected for workers in industrial area than for people in non-industrial area, because the workers in industrial area were able to escape in a shorter time than the people in public. As result of consequence analysis for the accident scenario, we suggested the KGS code revision that the minimum separation distances between high-pressure natural gas pipeline installed above ground and buildings should be 30 meter in non-industrial area and 15 meter in industrial area. The revised code was accepted by the committee of the KGS code and now in effect.
