  • This paper summarized the safety diagnosis method in the field of durability among the structural safety suggested in the safety diagnosis manual of the reconstruction project and analyzed the safety diagnosis case. It is expected to be a reference material for safety diagnosis in the field of durability by pointing out cases that are wrong during existing safety diagnosis and cases where diagnostics are likely to make errors.

비조합 공동주택 재건축안전진단에 관한 연구 (A Study on Safety Diagnosis for Reconstruction of the Non-Association Apartment)

  • The procedures of safety diagnosis assessment have been applied by synthetical consideration of structural safety, functionality, and economic efficiency in determining reconstruction or remodeling, but they have limitations in some special cases such as the non-association apartment. In this regard, this study was conducted to establish more desirable criteria and procedures in determining reconstruction or new construction and suggests a way to improve policy and laws of reconstruction correctly by reviewing the safety diagnosis in reconstruction process. Besides, the safety diagnosis of reconstruction for non-association apartments in government-owned public district was carried out preemptively to remove reckless procedures. As a result, the reconstruction of non-association apartments should be effectively without interference in the administrative procedures. This requires that the policy and laws of reconstruction safety diagnosis should be revised in priority in order that similar projects in future can be effectively executed.

  • 성수대교 삼풍백화점 붕괴사고 등을 계기로 유지관리 분야의 중요성이 대두되면서 1995년 시설물의안전관리에관한특별법이 제정되어 점검 진단이 실시되는 등 본격적인 유지관리체제가 시작됐다. 그러나 점검 진단의 역사가 일천한 관계로 점검 진단에 대한 기술수준이 낮았고 연구 성과 또한 미흡하여 부실 점검 진단에 대한 우려가 상존해 있었다. 이에 2002년 평가제도가 도입되면서 부실 점검 진단 비율이 지속적으로 낮아져 왔다. 그러나 최근 점검 진단 실시결과 평가실적에 따르면 향후 부실 점검 진단비율이 더 이상 낮아지기 힘든 경향을 보이고 있다. 이를 계기로 부실 점검 진단과 관련하여 관련기관의 설문조사와 메커니즘 측면에서 고찰하므로서, 부실 점검 진단이 초래되는 근원적인 문제점을 나열하였고, 이를 바탕으로 현행 평가제도의 개선방향을 제시 하고자 하였다.

진동신호를 이용한 전기동차 구동장치의 안전성 평가 (Safety Diagnosis of Electric Train Driving System Using Vibration Signal)

  • Safety diagnosis of electric train driving system is performed using vibration signals of running electric train. Safety diagnosis is tried on the viewpoints of the appreciation of superannuation and the fault diagnosis of motor, reduction gear and bogie. The appreciation of superannuation is checked by the vibration levels of driving parts and the fault diagnosis is done by analyzing the frequencies of the vibration signals which are measured directly from a running electric train. The results shows that the vibration levels of each parts increase as the train gets older and each parts have their own frequency patterns of the vibration. Vibration propagation path is also investigated using calculated the coherence value between bogie and driving system. As the results, it is known that vibration signal can be utilized successfully for the safety diagnosis of the driving part of electric train.

  • It is very important to evaluate how the functions of products, facilities, and spaces affect human life. The evaluation of these actions has legal regulations such as certification, inspection, and diagnosis, and the degree of quality, safety, and excellence of the results is announced. This study sought to secure safety through efficient system operation by reviewing safety-related certification systems established and implemented by each government department in Korea and analyzing the characteristics of each system and similarities between systems. There was also an aspect of cross-checking safety through the certification and diagnosis system implemented by each ministry, but it was confirmed that the efficiency of the system should also be considered in terms of overlapping application. Therefore, when securing safety is confirmed based on each safety-related law, active alternatives such as exemption, substitution, delegation, etc. should be presented.

  • For last several decades with the achievement of fast economic development, the electrical fires occupies over 30 percent of total fire incidents almost every year in Korea and not decreased in spite of much times and efforts. Electrical fire cause diagnostics are to confirm a cause for the fire by examination of fire scene. Cause diagnosis methods haven't been systematized yet, because of limits for available information, investigator's biased knowledge, etc. Therefore, in order to assist the investigators and to find out the exact causes of electrical fires, required is research for an electrical fire cause diagnosis system using DB, computer programming and some mathematical tools. The electrical fire cause diagnosis system has two functions of DB and electrical fire cause diagnosis. The cause diagnosis is conducted by a case-based reasoning on a case base and rule-based reasoning on a rule base. For the diagnosis with high reliability, a mixed reasoning approach of a case-based reasoning and fuzzy rule-based reasoning has been adopted. The electrical fire cause diagnosis system proposes the electrical fire causes inferred from the diagnosis processes, and possibility of the causes as well.

  • 연구실 안전법 관련규정에 따라 과학기술분야 각 연구실은 매년 혹은 2년마다 안전점검 및 정밀안전진단을 의무적으로 실시하여야 하지만, 현재는 관련 지침이 명확하지 않아 점검 및 진단이 부실화될 우려가 높은 것이 현실이다. 이와 함께 연구실 현장에서는 사전유해인자 위험분석 제도를 시행하고 있으나, 수행하는 연구활동종사자의 교육 및 이해부족, 과도한 업무 등으로 인해 시행에 있어 많은 어려움이 있다. 이에 따라 델파이 기법을 활용하여 연구실 안전 현장 전문가들의 의견을 분석한 결과 1. 연구실 안전법 적용시 고려할 사항, 2. 연구실 안전 점검 및 정밀 안전 진단시 고려할 사항, 3. 정부부처에 바라는 사항으로 각 항목을 구성하였고, 세부항목에 대한 조사와 분석을 통해 현재 연구실 안전진단 및 현행법상의 문제점과 대안을 도출하였다.

  • Safety diagnosis on the driving system of electric train is performed using the vibration and noise signals of running railway train. Safety diagnosis is tried on the viewpoints of the appreciation of superannuation and the fault diagnosis of motor, reduction gear and boggie. The appreciation of superannuation is checked by the rms vibration levels of driving parts and the fault diagnosis is done by analyzing the frequencies of the vibration signals. The methods of measuring and analyzing the signals are decided on the basis of field 1-measured signals. The results shows that the vibration levels of each parts increase as the train goes older and each parts have their own frequency patterns of the vibration. As the results, the vibration and noise can be utilized successfully for the safety diagnosis of the driving part of electric train.

퍼지추론을 이용한 지식기반 전기화재 원인진단시스템 (A Knowledge-based Electrical Fire Cause Diagnosis System using Fuzzy Reasoning)

  • This paper presents a knowledge-based electrical fire cause diagnosis system using the fuzzy reasoning. The cause diagnosis of electrical fires may be approached either by studying electric facilities or by investigating cause using precision instruments at the fire site. However, cause diagnosis methods for electrical fires haven't been systematized yet. The system focused on database(DB) construction and cause diagnosis can diagnose the causes of electrical fires easily and efficiently. The cause diagnosis system for the electrical fire was implemented with entity-relational DB systems using Access 2000, one of DB development tools. Visual Basic is used as a DB building tool. The inference to confirm fire causes is conducted on the knowledge-based by combined approach of a case-based and a rule-based reasoning. A case-based cause diagnosis is designed to match the newly occurred fire case with the past fire cases stored in a DB by a kind of pattern recognition. The rule-based cause diagnosis includes intelligent objects having fuzzy attributes and rules, and is used for handling knowledge about cause reasoning. A rule-based using a fuzzy reasoning has been adopted. To infer the results from fire signs, a fuzzy operation of Yager sum was adopted. The reasoning is conducted on the rule-based reasoning that a rule-based DB system built with many rules derived from the existing diagnosis methods and the expertise in fire investigation. The cause diagnosis system proposes the causes obtained from the diagnosis process and showed possibility of electrical fire causes.

22.9kV급 케이블 결함 검출을 위한 초저주파 실험 및 현장 진단 분석 (Analysis of Diagnosis and Very Low Frequency Experiment to Detect of Fault on 22.9kV Class Cable)

  • This paper presents few case studies of state diagnosis of XLPE cables using very low frequency techniques. The power cables of 22.9kV which have installation fault were assessed using VLF technique in addition to other techniques like insulation resistance and DC voltage withstand test. From the experimental results, The dielectric loss($tan{\delta}$) values of degradation of the cable(joint, knife, needle) at $U_0$ were 5.839, 5.526 and 6.251, respectively and all values were "further study advised". VLF PD measurement was also found defective portion. These method was effective in defect to fault in the degradation of the cable. However, the breakdown did not occur in the degradation of the cable because of properties of XLPE insulation. Few case studies of using VLF $tan{\delta}$ diagnosis for fault are measured and analyzed. The $tan{\delta}$ values at $U_0$ were "further study advised" or "action required".
