Objective: This paper introduces the regulatory oversight approaches and issues to consider in the course of safety culture oversight model development in the nuclear field. Common understanding on regulatory oversight and present practices of international communities are briefly reviewed. The nuclear safety culture oversight model of Korea is explained focusing on the development of safety culture definition and components, and their basic meanings. Oversight components are identified to represent the multiple human and organizational elements which can affect and reinforce elements of defense in depth system for nuclear safety. Result of validation study on safety culture components is briefly introduced too. Finally, the results of the application of the model are presented to show its effectiveness and feasibility. Background: The oversight of nuclear licensee's safety culture has been an important regulatory issue in the international community of nuclear safety regulation. Concurrent with the significant events that started to occur in the early 2000s and that had implications about safety culture of the operating organizations, it has been natural for regulators to pay attention to appropriate methods and even philosophy for intervening the licensee's safety culture. Although safety culture has been emphasized for last 30 years as a prerequisite to ensure high level of nuclear safety, it has not been of regulatory scope and has a unique dilemma between external oversight and the voluntary nature of culture. Safety culture oversight is a new regulatory challenge that needs to be approached taking into consideration of the uncontrollable aspects of cultural changes and the impacts on licensee's safety culture. Although researchers and industrial practitioners still struggle with measuring, evaluating, managing and changing safety culture, it was recognized that efforts to observe and influence licensees' safety culture should not be delayed. Method: Safety culture components which regulatory oversight will have to focus on are developed by benchmarking the concept of physical barriers and introducing the defense in depth philosophy into organizational system. Therefore, this paper begins with review of international regulatory oversight approaches and issues associated with the regulatory oversight of safety culture, followed by the development of oversight model. The validity of the model was verified by statistical analysis with the survey result obtained from survey administration to NPP employees in Korea. The developed safety culture oversight model and components were used in the "safety culture inspection" activities of the Korean regulatory body. Results: The developed safety culture model was confirmed to be valid in terms of content, construct and criterion validity. And the actual applicability in the nuclear operating organization was verified after series of pilot "safety culture inspection" activities. Conclusion: The application of the nuclear safety culture oversight model to operating organization of NPPs showed promising results for regulatory tools required for the organizations to improve their safety culture. Application: The developed oversight model and components might be used in the inspection activities and regulatory oversight of NPP operating organization's safety culture.

Safety indicators were proposed as three indicators according to their functions; accident indicators, safety management indicators, and safety culture indicators. This paper describes the first result on the safety target which will be a key starting point toward the development of safety assessment model. It is recommended that the safety target to be composed of several sub-targets are apportioned to constituent components. It is concluded that the classification of safety target has influence on deciding components or attributes that constitute each sub-indicators; accident indicators, safety management indicators, and safety culture indicators. Various leading indicators of safety culture have been advocated for proactive actions as lagging indicators have limitations in reflecting the attitudes and behaviors due to their reactivity and low sensitivity. This study proposes a model of incident-reporting culture (IRC) and determines the influence of the components on incident-reporting rate (IRR) in order to develop proactive indicators of safety culture. A questionnaire survey was administered to 614 workers at a chemical company in Korea, and the internal psychological aspects were explored by using perceptions, attitude, and backgrounds. The relationship between these factors and IRR was quantitatively confirmed. The workers are more reluctant to report injury than property damage, the perception of severity is the most influencing factor, and most property damages are reported regardless of worker's willingness. These features should be prioritized when improving IRC, and the criteria of IRC need to be aligned with safety culture.

Poor safety management in construction management may adversely affect cost, schedule and quality of a project. Heavy fines upon safety offence becomes a burden to the budget; losing working hours as a result of safety incident impacts on the schedule, and compromising quality is always an indirect consequence when workers perform duties in an unsafe site environment. Therefore, promotion of safety management becomes the top priority in any construction manager's agenda. Working safely will benefit construction project and lead to a "real" success. This paper is a case study, based upon "Geller's 10 principles for achieving a total safety culture", reviewing how a Hong Kong leading construction company fosters the safety culture and possesses a pleasant safety record over years. Its safety performance is not only well ahead the local industry, but also ranges top within the Asia Pacific region and comparable to those mature Western industries. The review concluded that safety culture is one of the major components in construction management and collaboration is the essence to realize this positive culture within an organization. Safety management is not merely a "top down" approach, but requires the positive "bottom up" actions from the other end. The successful story of this company can demonstrate the contribution of safety management in construction management.
국가에서는 철도운영 및 시설기관에 산재되어 있는 철도안전정보를 수집하여 분석할 수 있는 철도안전정보 종합관리시스템을 구축하야 철도안전관리를 효율적으로 수행하기 위하여 노력하고 있다. 매년 철도안전도를 평가하기 위하여 철도사고 자료를 분석하여 사망자 및 부상자 수를 산출하고 있으며 사고 원인 및 위험발생 경위를 규명하여 사고를 최소화 할 수 있도록 여러 안잔정책 및 안전관리방안을 시행하고 있다. 따라서 보다 선진적인 안전정책 수립 및 안전관리를 위해 철도안전도를 입체적으로 그리고 정량적으로 표현할 수 있는 방안이 필요하며 이를 위해서는 안전에 대한 주요 영향요소가 무엇인지를 파악해야 하며 선정된 개발적 요소들에 대한 정량적 철도안전지수(Railway Safety Index)를 개발해야 한다. 본 연구에서는 철도안전도를 정량적으로 평가할 수 있는 안전도 평가지표를 개발하여 안전목표 수립 및 관리 등 철도안전향상를 위한 전략적 방향 및 정책수립 과정에서 활용할 수 있는 모델을 제공하고자 한다.
Food additives are minor components which are used to enhance nutritive or sensory values, and to improve shelf life of foods. In foods, natural additives are preferred over artificial or synthetic materials because of concern on food safety. Many biotechnological techniques have been applied to the production of food additives since the biotechnology has been utilized to prodyce many flavor components such as glutamate, 5'-nucleotides, esters, 2,3-bytadione, pyrazines, terpenes, and lactones. Natural flavors, fragrances, sweetners, and colorants can be produced by plant cell culture. Many lactic acid bacteria produce bacteriocins such as nisin or diplococcin. These bacteriocins are used as safe preservatives in foods and many researches on the improvenment of bacteriocin productivity by genetic engineering are in progress.
The purpose of Overall Railroad Safety Audit(ORSA) is to prevent railroad accidents, and, every two years, to inspect and evaluate whether or not railroad operators faithfully adhere to railroad safety guidelines in accordance with the Railroad Safety Law. However despite of the many contributions of ORSA, due to lots of railroad accidents such as train failures and derailment caused track irregularity this year, it has been recently considered that ORSA will be renewed into Safety Certificates System as a complement. In order to guarantee railroad safety, new Safety Certificates must included appropriate safety standards considering current our country's railroad conditions. Therefore, in this study we're going to compare safety components of foreign audit system with those of Airlines field, based on ORSA's contents for years, to review Safety Management System and Safety Culture, as a result, we'd like to suggest to updated Railway Safety Standards.
PURPOSES : Daejeon is basically divided into an old downtown and a new downtown, and the recent relocation of the Chungcheongnam-do Provincial Government of Republic of Korea from the old downtown and the opening of governmental buildings in the new downtown as well have made this new downtown only densely populated with industrial and business facilities. Such changes in the downtowns have promoted the conditions of the new downtown while, consequently, dragging down the old downtown. Out of concern for those unbalanced developments of the two downtowns, Daejeon is now carrying out several city projects to revive the old downtown. In the light of that, as a part of the project to promote the old downtown, this study aims to conduct an evaluation on landscape of the culture and arts street in Daeheungdong which was built upon those ideas of a theme street project by Daejeon. METHODS : Based on the findings from the questionnaire not only on the components that would design the streetscape of the culture and arts street but also on the public satisfaction with the streetscape, the study defined how those changes in the components affect emotional factors of the pedestrians. In order to achieve the research goal, the study made changes in D/H ratio of the street structural components as well as the roadside trees. In terms of the questionnaire method, the study used the SD scale, and proceeded with its investigation through the frequency analysis, the principal component analysis (the factor analysis) and the structural equation model. RESULTS : According to the results from the factor analysis and the regression analysis, of those three factors, such as the openness, the comfortable sensation and the safety, the openness followed by the comfortable sensation and the safety was determined to have the most positive influence on the total satisfaction. The structural model analysis reported that the D/H and the structural components of the roadside trees and planting have a positive effect on the emotional image, and this emotional image also appeared to be positively related to the total satisfaction. CONCLUSIONS : This study looked into how the changes in the street structural components of the culture and arts street in Daeheungdong would affect the satisfaction with the streetscape, and finally confirmed that the D/H and the planting are what would have a positive effect on this satisfaction. What has been learned from this study will be the basic data to figure out how to promote and improve the culture and arts street in Daeheung-dong as this data will also help designing and developing of those specialized streets in other regions.
This study compares and analyzes inorganic components of four different Pu-erh tea species consumed in Korea. The criteria for the inorganic components was based on the Royal Institute of Technology (KTH) recommendations. Out of the 19 general items: potassium, manganese, silicon and fluorine were detected in amounts exceeding the maximum allowable concentration by 5~23, 57~91, 1.6~1.8 and 9~18 times respectively. Out of the 15 potentially harmful elements: aluminum and nickel were exceeded the Maximum allowable concentration by 9~14 times and 0.8~1.2 times respectively. To reduce the concentration of inorganic elements in excess of the maximum allowable concentration, the extraction time of tea should be less than 1 minute in addition to limiting the amount. The amount of Pu-erh tea for extraction was about 0.1 g manganese, about 0.3 g potassium, about 0.5 g fluoride and about 2 g silicon. Therefore, the maximum amount of tea for extraction should be 0.1 g in regards to the safety of Pu-erh tea. Based on the recommended maximum daily intake of inorganic ingredients by the Ministry of Food and Drug Safety, it is desirable that the number of extractions be less than three.
