사업장 안전보건수준이 화학물질 사고예방 효과에 미치는 영향 연구: 화학물질 위험성평가(CHARM) 사용자를 중심으로 (A Study on the Effect of Workplace Safety and Health Levels on Preventing Accidents Caused by Chemical Substances: Focusing on Chemical Risk Management(CHARM) Users)

  • This study analyzed the factors affecting the effectiveness of the Chemical Hazard Risk Management (CHARM). A survey was conducted on 104 learners who participated in the Risk Assessment training course at Occupational Safety and Health Training Institute. Through a self-administered questionnaire, the effect of personal characteristics, corporate characteristics, and safety and health level of the company on the effectiveness of chemical risk assessment was investigated. As a result of statistical analysis, the safety and health level of the company had a positive (+) effect on the effectiveness of Chemical Hazard Risk Management(CHARM), but personal characteristics and corporate characteristics had no relation to it. This study can be used as basic data for further research related to chemical risk assessment in workplaces.

의료의 질 개선 전문가 양성을 위한 체계 개발 연구 (Research of the Development of Training Program for Quality Improvement Experts)

  • Objectives : The purpose of this study was to develop the qualification system for training of Quality improvement professionals who work for improving patients' safety and healthcare quality. Methods : Based on the various laws and regulations, and the operational status of other professionals' qualification systems, a basic plan of professional qualification system of QI was drawn. And through meetings with QI experts, the final scheme of the concrete qualification system was developed. Results : For management of professionals's certification or qualification, fairness and reliability are important. To do this, setting the official standard, providing a standardized training program and having appropriate qualification test are required. In order to operate the qualification system strategically, 1) the introduction step, 2) dissemination and expansion step, and 3) fusing step should be considered. As a governing body for QI specialists' qualification, 'QI professionals' qualification Center (tentative)' must have the committee to assure fairness, professionalism, and reliability. In addition, 'QI Experts Certification Department (tentative)" to develop standards for the qualification tests and conduct the tests program,' QI experts Education Department (tentative name)" must be able to operate and maintain the QI training for professional qualifications. QI professional qualification exam must be taken by everyone regardless of age, gender, race, occupation, education, and work experience. The examination should include management, leadership, strategic planning and design, quality management, health care information, patient safety culture. Practical training courses can have three step programs; beginning, intermediate and special level. Conclusion : The QI qualification system need strategic approaches for the experts working for healthcare quality improvement and patient safety. It should include the program of standardized contents and test, and operating protocol of the qualificaton system.

AHP를 이용한 산업안전 교과목 선정에 대한 연구 (An Selection of Occupational Safety Curriculum using Analytic Hierarchy Process)

  • A significant number of all reported accidents in Korea involved education and training Based on the Labor Ministry data, statistics, show the education cause was directly involved in 38% of major accidents, Since safety managers have in charge of safety education at the factory, occupational safety curriculum must be studied to train safety manager effectively. In this study an analysis on relative importance of industrial safety curriculum for a good safety manager was performed by Analytic Hierarchy Process(AHP) The results showed that relative importance of industrial safety curriculum by AHP was safety management(w=0.240) ergonomics and system safety(w=0.201) construction safety(w=0.182) mechanic safety(w=0.139) electronic safety(w=0.134) and chemical safety(w=0.104) in order. The results could be used for industrial safety curriculum planning in university and safety organization such as Korea Occupational safety and Health Agency.

효율적인 철도안전지도 활동에 관한 연구 한국철도공사 중심으로 - (A Study on Efficient Activities in Railway Safety Guidance)

  • Infrastructure such as tracks, catenary, rolling stock and signaling systems, and close interface with the human factors of train drivers, shunting staff and maintenance staff are required for train operations. Safety management is the most essential part for the functioning of a train. In line with the safety management, each rail operator has a safety guidance system and the Ministry of Land, Infrastructure and Transport operates Railway Safety Inspector system. Safety Inspector System is to train employees working in the field to be aware of rules and regulations, and to improve identified risk factors. Hence, it is necessary to establish systematic training and inspection methods for safety guidance staff and make clear the roles and responsibilities of safety inspectors according to the Occupational Safety and Health Act, and safety instructors for several inspections according to the Railroad Safety Act.

  • The objective of this paper is to propose a method of how to perform risk assessment in the early stage of defense research and development for the acquisition of weapon systems. An advanced method for risk assessment and its associated objective functions are developed first based on the concept of systems engineering. The developed method is then applied to carry out the analysis of alternatives in the trade-off environments. As a case study, the multi-purpose training ship is considered, where it is performed using the notions of technology readiness levels, degrees of difficulty, and technology need values to facilitate design space visualization and decision maker interaction. It is noted that decision makers can benefit from our approach as an improved risk assessment method in the context of multi-criteria decision making.

  • Accident statistics cite the flightcrew as a primary contributor in about 70 percent of accidents involving transport category airplanes. The introduction of modem flight deck designs, which have automated many piloting tasks, has reduced or eliminated some types of flightcrew errors, but other types of errors have been introduced. To identify the impedimental factors in highly automated modem airplane cockpit systems, this study used readily available information sources and case study, From the evidence, this study identified issues that show vulnerabilities in pilot management of automation, situation awareness, communication between pilots and controllers, pilot's training and evaluation methods. The next step will require the aviation community to solve these problems for the safety improvement.

Generation of Effective Cutting Conditions for Machining Safety in a Manufacturing Industry

  • As part of an effort to systematize the operation planning for cutting processes, the neural network method has been applied to model the process of selecting cutting conditions and subsequently to arrive at effective and safe cutting conditions through learning during training of the model. New cutting conditions that are more effective and safer for the given circumstance are obtained. The proposed algorithm deletes the old information previously learned, and then makes the network make at improvement by learning. As a result, the new algorithm provides useful cutting conditions for safer manufacturing environments. A variety of simulation cases illustrate the performance of the proposed methodology. The simulation results are provided and discussed.

  • Today, the market and customer requirements for safety-related products in the Railway industry are continuously increasing, and companies that supply these products continue to make related efforts. However, the international standard requirements for making safety-related products are high, so small and medium-sized business companies are having difficulty developing them due to problems in time and cost to achieve them. This study examined government-centered international certificate policies and cases and suggested improvement measures based on the research results. In addition to supporting international certification costs, the government needs to expand technical consulting and expert training for them to solve problems in obtaining an international certificate.

해상화학사고 대응을 위한 국내 교육훈련체계 개선에 관한 연구 - 국내 체계와 외국 체계의 비교를 기반으로 - (A Study on the Improvement of the Education and Training System for Response to Marine Chemical Incidents in Korea - Based on the Comparison of Systems between Korea and Foreign Countries -)

  • 해상 HNS 유출사고 대응 교육훈련체계의 국내 및 외국(미국, 캐나다, 호주, 영국) 현황을 살펴보고, 국내 체계와 외국 체계 간의 비교를 통하여 국내의 교육훈련체계 개선방안에 대한 연구를 수행하였다. 그 결과, 국내의 민간 교육훈련기관이 거의 전무한 상태에서 외국의 기관들에 비하여 활성화되지 못하였고, 국내의 해상 HNS 관련 교육훈련이 정부 주도 하에 획일적으로 이루어지고 있는 실정이었다. 또한 국내의 교육훈련기관인 해양경찰교육원과 해양환경교육원 간에는 교육대상자, 교육기간 등에서 차이가 있었다. 국내의 해상 HNS 관련 교육과정이 외국의 교육과정에 비하여 단순한 편이었고, 교육기간도 상대적으로 짧았으며, 국제해사기구 HNS 모델코스의 2가지 과정(운영 수준 및 관리자 수준)을 수용하지 않고 있었다. 국내 해상화학사고 대응 교육훈련체계를 개선하기 위한 방안을 단기적 측면과 중 장기적 측면으로 나누어 제시하였다. 단기적 측면에서, 해양경찰교육원과 해양환경교육원은 각자 독립적으로 운영하는 현행의 이원적 체계를 유지하면서 두 기관이 공동으로 참여하는 HNS교육훈련운영협의체(가칭)를 설립하는 방안을 제시하였고, 중 장기적 측면에서는, 해양경찰교육원 HNS 담당부서와 해양환경교육원 HNS 담당부서를 통합하여 국제경쟁력을 갖춘 일원적 체계인 국가해상HNS방제교육훈련기관(가칭)으로 변경 확대하는 방안을 제시하였다.

외국 전공의 수련교육의 제도 및 시사점 (Overseas Residency Training Systems and Implications for Korea)

  • Medical education, competency, and outcome-based medical education started as part of the basic medical education curriculum in advanced countries 20 years ago, and such an approach was adopted in residency training. General competency training is at the core of residency training in advanced countries, and it goes beyond competency and outcome-based training to the extent that in a milestone training system, competency development is expected and measured with set competency achievements at each level. Recently, for the purpose of ensuring that doctors uphold patient safety and fulfill their obligations, entrustable professional activities (EPA) were applied at the beginning of residency when doctors move away from clinical trials and start actual care. The adoption of EPA in all residency training curriculum has spread very rapidly in the United States, United Kingdom, and Canada. Presently, Korea lags behind other countries significantly as the adoption of competency and outcome-based medical education in residency training has just begun. It is time to identify the current state of the Korean residency training system, and then design and practice a well-established system with a long-term view based on cooperation across the whole medical industry.
