A practical Ship Inner Shell Optimization Method (SISOM), the purpose of which is to improve the safety of the seagoing transport ship by decreasing the maximum Still Water Bending Moment (SWBM) of the hull girder under all typical loading conditions, is presented in this paper. The objective of SISOM is to make the maximum SWBM minimum, and the section areas of the inner shell are taken as optimization variables. The main requirements of the ship performances, such as cargo hold capacity, propeller and rudder immersion, bridge visibility, damage stability and prevention of pollution etc., are taken as constraints. The penalty function method is used in SISOM to change the above nonlinear constraint problem into an unconstrained one, which is then solved by applying the steepest descent method. After optimization, the optimal section area distribution of the inner shell is obtained, and the shape of inner shell is adjusted according to the optimal section area. SISOM is applied to a product oil tanker and a bulk carrier, and the maximum SWBM of the two ships is significantly decreased by changing the shape of inner shell plate slightly. The two examples prove that SISOM is highly efficient and valuable to engineering practice.

Objectives: This case report aims to contribute to the enhancement of training quality for occupational accident prevention by conducting surveys on customers' satisfaction with the training course management by the Occupational Safety and Health Training Institute (OSHTI) of KOSHA. Methods: Surveys were conducted through phone calls, customer service documents, and questionnaires from January 1, 2018 to December 31, 2018. Results: The surveys showed an answer rate of 97.36% and handling rate of 97.47% in 2018, an increase of 1.15% compared to 2017. The number of monthly inbound calls in 2018 was 5,902, rising 0.10% year-on-year, and the average inbound calls per day in 2018 was 289, a decline from 291 the year before. The number of provisions of customer service in 2018 was 68,952, increasing 1.89% year-on-year. The number of inquiries on the training curriculum was 58,744 in 2018, an increase of 3.98% compared to the 56,498 recorded in 2017. Inquiries on job training centers were the most common, numbering 27,114 (39.32%), followed by e-learning 18,470 (26.79%) and expert courses 13,160 (19.09%). Of the 149 answers to the customer service survey, 'Nothing to complain about' accounted for 86 (56.72%) and 'Diversifying training time and programs' numbered 22 (14.77%). Conclusions: Customer satisfaction in 2018 increased compared to that in 2017. However, there is a need to reflect the demands of customers for diversifying training time and programs, offer practice-centered training, and collect opinions on providing information in order to maintain high quality training course management.

The Safe Life is an essential subject of education introduced in the 2015 revised curriculum for first and second graders of elementary school to cultivate safety awareness. This study aims to explore the relationship between concepts and concepts that are important in the Safe Life textbook using a keyword network analysis. The results indicate that the areas of life safety, traffic safety, and disaster safety are emphasized in terms of topics in the textbook. The teaching and learning methods for the Safe Life education are mainly based on "experience" and "practice," and the most common teaching materials are card games and sticky stickers. Based on the findings, we suggest maintaining the experience-oriented safety education approach and diversifying the teaching and learning materials and methods to incorporate various safety education areas.

Collision prevention education, which takes up the longest time among officer training courses, is one of the most important training and practice courses for trainees. The purpose of this study is to investigate the trainees' perception of collision risk in order to develop a systematic and quantified collision prevention training course. For this, factors for judging collision risk were derived from previous studies, and each trainee's perspective on collision risk was derived for each scenario through a questionnaire survey for trainees. Using the PARK Model, the same was compared with the collision risk perceived by the officer. Resultingly, it was found that trainees and of icers consider the distance to other ships the most important among collision risk factors. Additionally, although the risk trends of two groups for each scenario were similar, the average risk of trainees (5.39) was higher than that of officers (5.20). However, the trainees perceived a lower level of risk than the officers in certain scenarios, and this is judged to be the result of the trainees' lack of navigational experience. This study is expected to be used as basic data for the development of collision prevention practice education by quantitatively suggesting the difference between the collision risk of trainees and officers respectively.
Purpose: Outbreaks resulting from medication injections have recently been on the rise in Korea despite various established guidelines. The objective of this study was to assess the degree to which healthcare professionals are aware of safe injection practice guidelines and to account for the adherence to and the deviation from safe injection guidelines formulated by healthcare providers. Methods: In November 2016, a cross-sectional anonymous questionnaire covering general characteristics of injections, patient safety culture, awareness of safe injection practices, and adherence to and barriers to safe injection guidelines was issued to healthcare providers who administer medication injections or manage and supervise these injections (N=550). Multivariate logistic regression analysis via enter method was performed to define the influencing factors of adherence of safe injection practices. Results: On average, respondents adhere to 17 of the 24 guidelines. Multivariate logistic regression found that those who were more likely to adhere to safe injection guidelines either underwent a patient safety training experience within the last year, provided care in a setting characterized by a highly developed patient safety culture, or were employed as physicians or nurses, as opposed to some other type of care provider. Barriers to safe injection guidelines were attributable to; thoughts of waste to discard leftover medicine, provisions that made adherence cumbersome, a weak culture of compliance, and insufficient amounts of injectable medicine, products, and education. Conclusions: The results of this study indicate that controllable factors like training experience of healthcare providers and patient safety culture were positively associated with adherence to safe injection practices. It was suggested that the training of healthcare providers on safe injection practices be a continuous process to promote patient safety. Additionally, there should be an increased focus on developing and implementing policies to improve patient safety culture from a prevention rather than post-management perspective.

The purpose of this study was to investigate the causes of collisions by examining 668 cases of merchant ship collision accidents that occurred during the past 12 years (2010-2021) and analyzed them statistically. Further, the analysis results were applied to propose a human error prevention collision avoidance (HEPCA) model. The statistical annual report of the Korea Maritime Safety Tribunal (KMST) and the collision investigation report were investigated to collect data on the causes of collisions of merchant ships, and frequency analysis was performed using the statistical analysis tool, SPSS Statistics. In the first-stage analysis, the causes of collisions were analyzed targeting 668 merchant ship collision accidents, and in the second-stage analysis, the identified maximum frequency cause factors were analyzed in detail. The analysis results identified that 98 % of the cause of the collision was the human error of the navigator, and the highest frequency was in the order of neglect of look-out > violation of navigation regulations > improper maneuvering. The cause of the neglect of look-out was mainly neglecting continuous monitoring after the first recognition of the target ship. The HEPCA model for human error prevention was proposed by applying the analysis results to the collision case of the investigation report. The results of this study are expected to be used as educational materials at marine navigator educational institutions and in practice for avoiding collisions caused by human errors of navigators.
While human error has been one of the main technical issues from the early era of human factors engineering, it still remains hot and somewhat vague due to the various types of the concepts and words on human errors in practice. There may be some technical limitations hindering human error prevention activities. This paper introduces the human error activities described in the papers if this issue of ESK Journal according to a few criteria proposed for more effective technical review. And two basic technical issues are discussed on the concepts, perspectives, and classifications about human errors. Each activity shows its own artifacts associated with the safety purpose and the nature of the industry. This paper also provides a set of new technical bases proposed for a more effective management of human errors by considering the dependability, representativeness, and structuredness of human errors. Additionally, this paper includes some new challenges over the current prevention-oriented activities; positive utilizations of human errors to training/education, advertisements, fun and entertainments, and nudges.

In this study, the UAV (Unmammed Aerial Vehicle) was applied for the photogrammetry of the construction site and the safety management of steel pipe scaffold. The research site is a temporary facility for building reinforcement on Samcheok Campus of Kangwon National University. The installation condition of the steel pipe scaffold was investigated, and the pillar distance, the beam distance and the wale distance were surveyed. As a result, it was found that the beam distance of the scaffold in the longitudinal direction was in good agreement with the standard, but the pillar distance and the wale distance were found to be less than the standard. Three-dimensional data can be used in drone shooting to enable three-dimensional measurement, so that it is possible to measure facilities hidden or located inside other facilities. Through the drone shooting, the condition of the site can be quickly recorded and the surveying can be carried out without interfering with the work of the field personnel. Although the installation of the temporary structure must be strictly observed to ensure the safety of the workers, it is found that the installation standards are still neglected in the field. In order to prevent this practice, it was thought that the legal system should be supplemented so that it could be checked periodically by using UAV in the field process management.

The purpose of this study was to investigate the awareness and practice of Korean consumer on food safety. A telephone survey was conducted from 1,040 adults randomly selected from each province and large city of Korea. Therefore, 12.4% of the subjects experienced foodborne illness at least once a year and 0.3% was hospitalized due to the illness. General restaurant (37.2%) and home (21.2%) were the main causative place of foodborne illness, and the most frequently associated foods were meat and meat products (41.7%) and fish and fish products (18.7%). Regarding the causative agent of foodborne illness, the respsondents were aware of Cholera (75.5%), Vibrio gastroenteritis (73%), Shigellosis (65.5%), Bacillary dysentery (65.5%) and Salmonellosis (47.5%) very well; however very few were aware of Listeriosis (9.9%) and brucellosis (8.3%) and ever believed they were not food-related illness. When the survey data were analyzed based on 3 models (Model 1: Knowledge about the pathogens associated food and water, Model 2: The awareness of food safety, Model 3: Attitudes and behavior about foodborne disease prevention and measure) by Multiple regression analysis. The results showed that the awareness of the causative agent of foodborne illness was significantly related with the previous experience of foodborne illness (OR: 1.714) followed by education level (OR: 0.536) and married status (OR: 0.527). The awareness of food safety was significatly related with education level (OR: 0.702). Education (OR: 0.816) and gender (OR:0.650) were the main factors affecting the awareness of the practice to prevent foodborne illness. However, the previous experience of foodborne illness and food safety education, and the awareness of food safety did not show any correlation, suggesting that the experience and awareness of foodborne illness do not affect the real practice of food safety.
The Institute of Medicine of the National Academies of Science in the United States concluded in its 2004 report that excessive indoor dampness is a public health hazard and that its prevention should be a public health goal. Water damage in buildings, such as leaks from roofs, walls, or windows, may increase indoor moisture levels. Excessive dampness may promote microbial proliferation in indoor environments, increase occupants' exposure to microbial agents, and eventually produce adverse health effects in building occupants. Epidemiological studies to demonstrate the causal association between exposure to indoor microbial agents and health effects require reliable exposure assessment tools. In this review, I discuss various sampling and analytical methods to assess human exposure to biological agents in indoor environments, their strengths and weaknesses, and recent trends in research and practice in the USA.
