  • Despite all efforts to reduce construction disaster, construction site accident rate has steadily increased in Korea since 2008. As a different approach from traditional research, there is a growing issue about design for safety concept to prevent construction disaster. The notion is that construction worker's safety need to be considered at design phase, not only at construction phase. Globally, the notion has been noted that to improve the safety of the worker and used in practice. However, in Korea, most of safety management guidelines are limited to construction phase. From recent statistics, only 1.4 percent of designer feel responsible for safety accident at construction site. In this circumstance, this research find out safety guidelines through literatures reviews and practical experience of safety management in other country which apply design for safety concept. Selected guidelines are verified by survey which is evaluated with risk, function, cost, time and aesthetic view categories. Through the survey, define guidelines which could be effectively applied in Korea. By using proposed safety guidelines for design phase, preventing construction accident and improving designer's recognition of safety issue at design phase are expected.

Study for Residue Analysis of Pinoxaden in Agricultural Commodities

  • BACKGROUND: Pinoxaden is the phenylpyrazoline herbicide developed by Syngenta Crop Protection, Inc. and marketed on 2006. The maximum residue levels for wheat and barley were set by import tolerance. Thus, Ministry of Food and Drug Safety (MFDS) official analytical method determining Pinoxaden residue was necessary in various food matrixes. Satisfaction of international guideline of CODEX (Codex Alimentarius Commission CAC/GL 40) and National Institute of Food and Drug Safety Evaluation-MFDS (2017) are additional pre-requirements for analytical method. In this study, liquid chromatography-tandem mass spectrometry (LC-MS/MS) method was investigated to analyze residue of Pinoxaden (M4), which is defined as pesticide residue in Korea, in foods. METHODS AND RESULTS: Pinoxaden (M4) was extracted followed by acid digestion (2hr reflux with 1N HCl) and pH adjusting (pH 4-5 with 3% ammonium solution). To remove oil, additional clean-up step with hexane saturated with acetonitrile was required to high oil contained sample before purification. HLB cartridge and nylon syringe filter were used for purification. Then, samples were analyzed by LC-MS/MS using reserve phase column C18. Five agricultural group representative commodities (mandarin, potato, soybean, hulled rice, and red pepper) were used to verify the method in this study. The liner matrix-matched calibration curves were confirmed with coefficient of determination (r2) > 0.99 at calibration range 0.002-0.2 mg/kg. The limits of detection and quantitation were 0.004 and 0.01 mg/kg, respectively, which were suitable to apply Positive List System (PLS). Mean average accuracies of pinoxaden (M4) were shown to be 74.0-105.7%. The precision of pinoxaden and its metabolites were also shown less than 14.5% for all five samples. CONCLUSION: The method investigated in this study was suitable to CODEX (CAC/GL 40) and National Institute of Food and Drug Safety Evaluation-MFDS (2017) guideline for residue analysis. Thus, this method can be useful for determining the residue in various food matrixes in routine analysis.

A Systematic Approach to Decide Maximum Berthing Ship Size Coupled with Berth Design Criteria - A Case of Port of Ulsan - (부두 설계기준을 고려한 접안가능 최대선형의 결정에 관한 연구 - 울산항을 중심으로 -)

  • "Summer Deadweight Tonnage(SDWT)" is used as the criteria of the berthing capacity when establishing port entry limits under current guideline. The important factors affecting to the maximum ship size of possible berthing are mass, length and breath of the ship rather than deadweight. Therefore this guideline should be modified to ensure safety and efficient operation of berth. This study aimed to propose a rational guideline to adjust the berthing capacity. In order to decide proper berthing capacity, three berths of Port of Ulsan were selected and systematic evaluations for the safety of passage transit, berthing maneuvers, ship motions at berth and stabilities of structures were conducted. Small changes of ship size had little effect on those characteristics and little significant differences were found according to the increase of ship size at the same displacement. The evaluation results of the increasement of 50% of berthing capacity at 20,000 DWT, 25% at 40,000 DWT and 13% at 150,000 DWT were within the design criteria in which the berths were built. Therefore, if the channel width, diameter of turning circle, berth length and mooring arrangements are satisfied with the criteria, the current berth limitations should be adjusted by the displacement. as substitute for the deadweight.

  • The Government is implementing the safety measures for pedestrian in living zone to decrease the traffic accident casualties in half. It is urgently to study the guideline because it contains to make the guideline of a median strip in City to prevent the violation of central line and jaywalking on the main contents. So, this study analyzed the pedestrian accidents and the violation of central line, and studied the type of a median strip, the installation guideline through studying the minimum crossing. Consequently, this study found out that a median strip which revised the attention inducement stick to decrease jaywalking could not have the strong prevention function of a crash barrier, so if it happens separation after the collision between vehicles, it induced the secondary accidents, and could take negative effects on traffic safety. In consideration of driving safety, this study analyzed that if it installs a median stirp, it has to ensure one meter, and such a thing could prevent the separation of lane or damage of facilities. However, if it is hard to ensure the space because of narrow road width, it could install a median strip in case of installing the road surface mark 0.5m. And the installation of the attention inducement stick or a median strip on the central line could be possible to induce the violation of central line, thus it is desirable not to install only anythings but also raised pavement markers.

Research on the Classification System of Hazardous Substances in Korea (우리나라의 유해물질 분류체계 및 관리방안)

  • The objectives of this study were (1) an investigation of the current status of the hazardous substances, (2) a comparative analysis of classification system of hazardous substances between Korea and other countries, (3) a development of the new classification system in Korea, finally a review of prerequisites for effective enforcement of the new system. The results are summarized as follows : 1) The backbone of classification system of hazardous substances in Korea is based on Japanese classification system and EC(European Committee) guideline of hazardous substance. There are many problems in managing and handling of hazardous substances due to discordant of Japanese and EC system. It is desirable to revise the classification system to be harmonized with international guideline for example, guideline of IFCS(The Inter-governmental Forum on Chemical Safety) and EC guideline. 2) There are several problems in definitions of corrosive, sensitizing and irritation in MSDS Code of Ministry of Labour. It is desirable to reform those definitions. 3) Among the hazardous substances under the current system, there are several substances such as, beta-propiolactone, methyl bromide, ethyleneimine, etc that are not used and produced in Korea. It is desirable to exclude the substances from the list of controlled substances. 4) The section 39, about 'substance that designated to attach warning label' in Korea Occupational Safety and Health Act(OSHAct) should be eliminated, because above section is unnecessary under the MSDS system. 5) The researchers recommend to establish a new list of hazardous substance which are controlled by OSHAct. It is desirable that the new list is consist of two types. The first type is 'a list of the specially controlled substances' and the other is 'the generally controlled substances'. 6) It is recommended that the specially controlled substances should include hazardous substances that are highly toxic and widely used in Korea. And the generally controlled substances should include hazardous substances that can be analysed by instrument and carry threshold. limit values(TLV's).

Permitted Daily Exposure for Diisopropyl Ether as a Residual Solvent in Pharmaceuticals

  • Solvents can be used in the manufacture of medicinal products provided their residual levels in the final product comply with the acceptable limits based on safety data. At worldwide level, these limits are set by the "Guideline Q3C (R6) on impurities: guideline for residual solvents" issued by the ICH. Diisopropyl ether (DIPE) is a widely used solvent but the possibility of using it in the pharmaceutical manufacture is uncertain because the ICH Q3C guideline includes it in the group of solvents for which "no adequate toxicological data on which to base a Permitted Daily Exposure (PDE) was found". We performed a risk assessment of DIPE based on available toxicological data, after carefully assessing their reliability using the Klimisch score approach. We found sufficiently reliable studies investigating subchronic, developmental, neurological toxicity and carcinogenicity in rats and genotoxicity in vitro. Recent studies also investigated a wide array of toxic effects of gasoline/DIPE mixtures as compared to gasoline alone, thus allowing identifying the effects of DIPE itself. These data allowed a comprehensive toxicological evaluation of DIPE. The main target organs of DIPE toxicity were liver and kidney. DIPE was not teratogen and had no genotoxic effects, either in vitro or in vivo. However, it appeared to increase the number of malignant tumors in rats. Therefore, DIPE could be considered as a non-genotoxic animal carcinogen and a PDE of 0.98 mg/day was calculated based on the lowest No Observed Effect Level (NOEL) value of $356mg/m^3$ (corresponding to 49 mg/kg/day) for maternal toxicity in developmental rat toxicity study. In a worst-case scenario, using an exceedingly high daily dose of 10 g/day, allowed DIPE concentration in pharmaceutical substances would be 98 ppm, which is in the range of concentration limits for ICH Q3C guideline class 2 solvents. This result might be considered for regulatory decisions.

Calculation of Induced Current in the Human Body by Magnetic Field in the 100kHz~10MHz Resonant WPT Frequency Range and Analysis of EMF Guideline (공진형 무선전력전송 대역의 100kHz~10MHz 자기장에 의한 인체유도전류계산과 전자기장 인체보호기준 분석)

  • As the technologies such as middle-range resonant WPT (wireless power transfer) advance that utilizes medium and low-frequency magnetic field, the importance of safety of such magnetic field is growing. The research on the effect of electromagnetic field on the human body has been mainly done on the GHz range of mobile phones, or 50~60Hz range of electric power systems. However, there has been relatively few works on the 100kHz~10MHz range used in the resonant wireless power transfer. Since there is a difference in the limiting value of magnetic field between widely used ICNIRP EMF guideline and IEEE C95.1 standard, there can be possible confusion when establishing EMF (Electromagnetic Field) standard on the wireless power transfer device in the future. In this paper, the induced current in the human body, which is the basic restriction of the EMF guideline, is calculated using Quasi-static FDTD method when 3D high-resolution human model is exposed to the 100kHz~10MHz magnetic field. Using this result, the feasibility of the magnetic field reference level in the ICNIRP guideline is analyzed.

Recommended Dietary Allowances for Young Children and Food Guideline for Preschool Children in Sweden (스웨덴의 영유아 영양권장량 및 유아교육기관을 위한 급식지침)

  • The purpose of this study is to offer information related to recommended dietary allowances for young children and food guidelines for preschool children in Sweden. Sweden, located in Europe, is the most developed country for young child care system. Swedish nutrition policy background, Swedish recommended dietary allowances for young children, and food guidelines of early childhood education center in Sweden were used. The number of Swedish child care centers increased from 70,000 in 1970 to 700,000 in 2000. The Swedish Institute of Public Health promoted children's indoor and outdoor activity. The aim of the Swedish public health contains children's safety, good food habits, and eating food safely. Swedish Food Administration made recommended dietary allowance and food guidelines for children care centers. The aim of food guidelines was to increase energy, calcium, iron, and dietary fiber intake. Swedish RDA contains minimum and maximum intake as well as mean intake for macro and micro nutrients. The fat intake ratio of energy is increased for younger children. For preschool children, the food guideline is determined by dietary allowances for breakfast, lunch, and snack respectively. Food guideline contains meal time schedule, menu for each meal using food model, amount of food for age group, and recommended dietary allowance for each meal. It is recommended for Korean early childhood education center: 1) Korean RDA for young children should be made range of intake, minimum and maximum intake. 2) Food guideline should be make for Korean child care center. 3) Korean child care centers should offer an afternoon snack twice for children who return home late. 4) Nutrition education program for preschool teachers should be developed for children's good eating habits and health promotion.

A Study on the Analysis of Cause Investigation of Fire and Safety Countermeasures of Elderly Facilities (고령자시설 화재안전을 위한 화재원인조사 및 안전대책 방안에 관한 연구)

  • Recently, South Korea is reaching aged society through ageing society. Accordingly, facility related to aged is increased consistently because of effort to improve the welfare of the elderly through elderly long term care insurance in 2008. however, the number of fires in the elderly facilities is increasing rapidly too. It is becoming bigger and higher and the characteristics of person who is unable to afford are mostly having difficult evacuation. so fire safety guildelines are urgently needed but korea research is insufficient. In this study, we propose a fire scenario through investigation of fire causes for fire safety guideline development of elderly facility, and describe to the fire safety countermeasure.
