Factors Influencing Implementation of OHSAS 18001 in Indian Construction Organizations: Interpretive Structural Modeling Approach

  • Background: Construction activity has made considerable breakthroughs in the past two decades on the back of increases in development activities, government policies, and public demand. At the same time, occupational health and safety issues have become a major concern to construction organizations. The unsatisfactory safety performance of the construction industry has always been highlighted since the safety management system is neglected area and not implemented systematically in Indian construction organizations. Due to a lack of enforcement of the applicable legislation, most of the construction organizations are forced to opt for the implementation of Occupational Health Safety Assessment Series (OHSAS) 18001 to improve safety performance. Methods: In order to better understand factors influencing the implementation of OHSAS 18001, an interpretive structural modeling approach has been applied and the factors have been classified using matrice d'impacts croises-multiplication $appliqu{\acute{e}}$ a un classement (MICMAC) analysis. The study proposes the underlying theoretical framework to identify factors and to help management of Indian construction organizations to understand the interaction among factors influencing in implementation of OHSAS 18001. Results: Safety culture, continual improvement, morale of employees, and safety training have been identified as dependent variables. Safety performance, sustainable construction, and conducive working environment have been identified as linkage variables. Management commitment and safety policy have been identified as the driver variables. Conclusion: Management commitment has the maximum driving power and the most influential factor is safety policy, which states clearly the commitment of top management towards occupational safety and health.

  • In recent years, the competition for employment among college students has become more intense. It is also the time when strong personal beliefs and will to develop careers are required for successful employment through stable major study. Therefore, in this study, we tried to find out the effect on major attitude and employment efficacy according to the level of aviation safety perception, which is an important issue in the aviation industry. For analysis, survey is conducted targeting college students majoring in aviation service who are enrolled in universities in the metropolitan area and Chungcheong area. To verify the hypotheses of the study, demographic characteristics are identified based on questionnaires, reliability and validity of measurement items are verified, and structural equation model analysis is performed to verify the hypotheses. The analysis results are as follows. First, it is found that safety knowledge and safety consciousness, which are sub-factors of aviation safety perception of college students majoring in aviation service, have a positive (+) effect on subject recognition, learning process recognition, and career recognition of major recognition. Second, subject recognition, learning process recognition, and career recognition, which are sub-factors of major recognition, are found to have a positive effect on major commitment. Third, it is found that major commitment have a positive (+) effect on employment efficacy. Based on the research results, practical support plans and strategies for effective major study and successful employment are presented.

공군 공중근무자의 소명의식과 비행 안전행동의 관계 - 정서적 몰입과 도덕적 의무감의 다중병렬 매개 효과 - (The Relationship between Air Force Air Crew's Calling and Flight Safety Behavior - The Multiple-Parallel Mediating Effects of Affective Commitment and Moral Duty -)

  • The safe operation of military aircraft is crucial for national defense to prevent unnecessary loss of combat power. With the advancement of technology, the proportion of accidents caused by mechanical defects is decreasing compared to the beginning of aviation history, but the proportion of accidents caused by human factors is increasing. Therefore, it is necessary to identify factors that enhance flight safety behavior from various perspectives and explore related mechanisms. In this study, we examined the relationship between Air Force aircrew's calling and their flight safety behavior. With a sample of 357 Air Force aircrew, we found a significant positive relationship between calling and flight safety behavior, with affective commitment and moral duty mediating this relationship in parallel. We discussed theoretical and practical implications of the study based on these results.

  • Among recent management innovation activities of hotel, one of the most important competitive advantage through customer satisfaction, and to which members of the organization's service orientation is essential. The hotel's service orientation is closely related to the organization's culture. In this study, the organization's service-oriented culture, the internal service quality, emotional commitment and continued commitment and ultimately affects the employee's influence on customer orientation will look at that. Results and implications of this study can be summarized as follows. the internal service quality among the factors corporeality, responsiveness and assurance, empathy, job satisfaction showed a significant influence on the type of empathy and emotional commitment castle had a significant impact on. With these results, relationships with colleagues within the organization, such as work environment and job satisfaction and emotional commitment, the atmosphere is very important to know that you can affect. Therefore, the members of the hotel to increase customer satisfaction and organizational commitment, corporate culture, business as well as collaboration with colleagues to share the emotional atmosphere of sympathy for the business environment will get improved.

수사경찰의 직무만족과 조직몰입에 관한 연구 (A Study on the Effects of Criminal Investigators' Job Satisfaction and Organizational Commitment)

  • 수사경찰은 과중한 직무와 위험한 직무환경, 낮은 보수수준 등으로 인해 직무만족의 수준이 낮다는 문제가 지적되어 왔다. 따라서 우리나라에서는 경찰의 수사부서 기피문제의 심각성과 수사경찰의 자질부족 문제를 해결하고자 2005년 1월부터 수사경과제를 시행하고 있다. 이 연구는 현시점에서 범죄수사를 담당하는 수사경찰의 직무만족과 조직몰입의 정도와 그 영향요인을 조사하는 것을 목적으로 한다. 이 연구에서 제시한 독립변수로서 영향요인은 직무자체, 성취감, 책임감, 안전성, 안정성, 조직원간의 관계, 인정감, 감독, 성장발전기회이다. 그리고 매개변수는 직무만족이고 종속변수는 조직몰입이다. 조직몰입의 경우에는 그 유형을 감정적 몰입, 계속적 몰입, 규범적 몰입으로 구분하였다. 조사결과, 책임감은 직무만족에 영향을 미치고, 직무만족은 조직몰입 즉, 감정적 몰입과 계속적 몰입에 영향을 미치는 것으로 나타났다. 이러한 연구결과에 따라서 조직몰입도를 높이기 위해서는 직무만족도를 높이는 전략이 필요함을 알 수 있었다. 특히 직무만족도를 높이기 위해서는 책임감을 향상시키는 방안이 필요하다. 2005년 이래로 수사경과제가 시행되고 있음에도 불구하고, 수사경찰의 직무환경은 큰 변화가 없는 것으로 조사되었다. 실제로 이를 반영하듯 안전성, 안정성, 성장발전기회에 대한 수사경찰의 인식은 낮은 것으로 조사되었으므로 이 연구는 다음과 같이 그 개선책을 제시하였다. 첫째, 경제적여건의 개선을 위해 수사에 소요되는 제반비용을 지급하는 실비보상 방안을 제시하였다. 둘째, 안전성 향상을 위하여 다양한 경찰장구의 개발과 장비의 충분한 지급을 제안하였다. 셋째, 직무수행 시의 원활한 직무수행과 신체적 활력의 제고하기 위하여 근무시간을 하향 조정하는 방안을 제시하였다. 넷째, 책임감 향상을 위한 전제조건으로서 수사권 현실화를 제안하였다.

국내 철도운영기관 철도안전문화수준 조사 (Research of the Safety Culture Level in Korea Railway Corporations)

  • The safety culture of an organization is the product of individual and group values, attitudes, perceptions, competencies, and patterns of behavior that determine the commitment, the style and proficiency, and an organization's health and safety management. A good safety culture includes effective, appropriate safety management systems; strong safety leadership & commitment from management; participation and involvement of the workforce; and organizational learning and continuous improvement. This paper will introduce the safety culture inspection standards and process in Korea Railway. The main purpose is to get a better understanding of safety culture and to develop measuring tool. First of all we developed the composition factor of safety culture and the question set. And we prepared the base of computerization of safety culture measurement by developing of evaluation standards and weighted value.

간호·간병통합서비스 병동 간호사의 조직몰입과 환자안전문화인식이 환자안전간호활동에 미치는 영향 (The Effects of Organizational Commitment and Perceived Patient Safety Culture on Patient Safety Nursing Activities among Nurses in Comprehensive Nursing Care Units)

  • Purpose: The purpose of this study is to identify the effects of organizational commitment (OC) and perceived patient safety culture (PPSC) on patient safety nursing activities (PSNA) among nurses in comprehensive nursing care units. Methods: Participants were 173 nurses working at five general hospitals in Chungcheong area. Data were analyzed using descriptive statistics, 𝑥2 test, t-test, ANOVA, Pearson's correlation coefficient, and multiple regression analysis with SPSS/WIN 23.0 programs. Results: The mean scores of the OC and PPSC were 3.28±0.50 and 3.85±0.35, respectively. The mean score of PSNA was 4.55±0.41, and PSNA was significantly different by the experience of participating in hospital's safety culture campaigns (t=2.70, p=.008). The results of the multiple regression analysis showed that 'patient safety knowledge and attitudes' (β=.27, p=.006) and 'unpunished environment to error' (β=.22, p=.004) as the sub-categories of PPSC were affecting factors on PSNA with an explanatory power of 26.0% (F=6.40, p<.001). Conclusion: The results of this study suggest that in order to promote PSNA among nurses in comprehensive nursing care units, it is necessary to develop a program to enhance patient safety-related knowledge and attitudes. In addition, the hospital's organizational efforts such as operating safety campaigns and creating an unpunished environment to error should be needed.

응급구조사의 직무만족도와 조직몰입도에 관한 연구 - 광주·전남 응급구조사를 중심으로 - (Job satisfaction and organizational commitment among emergency medical technicians)

  • A descriptive-correlational study was conducted to examine the job satisfaction and organizational commitment of emergency medical technicians(EMTs) and to identify the relationship between job satisfaction and organizational commitment. Subjects of this study werw 85 EMTs who passed first grade qualification examination and work at hospitals or fire stations in Gwangju and Chonnam province. Data were collected using a structured questionnaire by a postal survey from Sept. 10 to Oct. 20, 2003. For data analysis, descriptive statistics, ANOVA. t-test, and Pearson Correlation were used. The mean score of subjects' job satisfaction was 3.04 and the mean score of organizational commitment was 3.33. There was no significant differences on job satisfaction and organizational commitment by general characteristics of subjects. Job satisfaction was significantly differed by their careers as a EMT, current working place, and types of duty. Organizational commitment was significantly differed by their current working place, types of duty, and level of mean allowance. There was statistically significant positive correlation between job satisfaction and organizational commitment. These findings provide implications to improve job satisfaction and organizational commitment for EMTs. Further studies are recommended.

제조업 근로자의 지각된 안전 분위기가 직무만족과 이직의도에 미치는 영향 (Impact of Workers' Perceptions of the Safety Climate on Job Satisfaction and Intention to Turnover in the Manufacturing Industry)

  • This study aimed to examine the impact of workers' perceptions of the safety climate on job satisfaction and intention to turnover in the manufacturing industry. Data was collected from employees(n=143) working in the manufacturing industry. The perceived safety climate included perceptions of the safety commitment of the management, safety leadership of the immediate supervisor, and safety policy. Hierarchical regressions were conducted to identify the significance of the relation between the sub-variable of the perceived safety climate and job satisfaction, and intention to turnover. The results show that safety commitment and safety policy are significant predictors of job satisfaction. The immediate supervisor's safety leadership was significantly correlated with intention to turnover. These results indicated that the perceived safety climate of workers in the manufacturing industry might influence job satisfaction and intention to turnover. Therefore, organizations in the manufacturing industry should focus on improving safety climates to enhance job satisfaction and prevent employee turnover.

보건관리자의 직능별 직업 및 조직 헌신도에 대한 비교 연구 (A Comparative Study on the Commitment of Health Manager Between Industrial Health Nurse and Industrial Hygienist)

  • This study was carried out in order to confirm the reliability and validity of the commitment inventory developed by Meyer and Allen, and to investigate commitment level of health manager, to compare two different professionals of health manager such as industrial health nurse and industrial hygienist to find out some characteristics that have effect on commitment. This survey was done by self-administered questionnaire to 227 respondents as the trainees of Industrial Safety Training Center, KISCO from June to December 1996. Authors classified commitment into two categories ; professional commitment and organizational commitment, and these two types of commitments have three different aspects ; affective, continuance, and normative commitment based on Meyer's inventory. The results were as follows; 1. Items of whole scales of the both type of commitments have three factors that represent three aspects of commitment ; affective, continuance, and normative commitment. This means that each type of commitment was reliable to use as measurement tool of three different aspects of commitment. Classification of items by factor analysis was more consistent in professional commitment than organizational commitment. Among 16 items of organizational commitment, four items were classified into different aspects of commitment with similar factor loading. 2. Commitment level of industrial health nurse was higher than that of industrial hygienist in affective, continuance professional commitment controlled by other characteristics. These differences can be due to other characteristics of specific task and background of health managers that were not used in this study. 3. The level of affective professional commitment was statistically different in age, sex, educational level, and that of organizational commitment was statistically different in only two variables such as age, and job tenure. The level of continuance professional and organizational commitments were different in sex group, but past history of employment have effect on continuance organizational commitment. The level of normative organizational commitment was affected by only age. As the above results, the tools of measurement of commitment developed by Meyer and Allen can be useful to measure the level of commitment of health manager. Three aspects of two types of commitments were influenced by different characteristics of health manager. Authors suggested future study on the affecting variables to the commitment such as background, task of health manager and organizational characteristics.
