A Study on Adopting an Ex Post Facto Management System and Reforming the Maritime Traffic Safety Audit Scheme (해상교통안전진단 사후관리제도의 도입 및 제도개선에 관한 고찰)

  • The Maritime Traffic Safety Audit Scheme was institutionalized in 2009 to provide for professional surveys, measurement and the evaluation of navigational hazards that might occur in coastal waters in the course of marine work. Related researches that dealt with the reform of the Maritime Traffic Safety Audit Scheme found that there were no rules or regulations for verifying whether marine work conformed to audit results and reviewing the exactitude of ship handling simulations which were a crucial part of the scheme. According to the necessity of adopting an ex post facto management system in the field of maritime traffic, this study analyzed the similar audit acts such as the Natural Environment Impact Audit Scheme and the Road Traffic Safety Audit Scheme, and proposed specific articles for revising Maritime Safety Act in order to break out from the institutional inertia of the current Maritime Traffic Safety Audit Scheme. It is expected that a newly proposed legal system for verifying the performance of audit results and the exactitude of audits will help improve maritime traffic safety by eradicating potentially hidden hazards related to marine work.

Study on the Improvement of the Integrated Railway Safety Audit System in KOREA (우리나라 철도종합안전심사체계 개선에 관한 연구)

  • According to Railway Safety Act, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railway Safety Audit (IRSA) and has implemented the safety audit to the Railway operation agencies such as Korea Railway (KORAIL) and the Railway facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the Railway operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.

  • In the chemical process industries, accidents have a high potential and large effects on catastrophic results. Therefore the safety management for accident prevention plays a crucial role to guarantee the process safety. For these reasons, many systematic methods for safety management system have been widely employed in the fields of chemical processes. PSM (Process safety management) is one of most representative methods. The audit system, which is one of PSM system components, evaluates the performance of PMS system. However, most existing safety audit systems are not systematic and these are performed based on knowledges and experiences of various specialist. Moreover, the safety audit is only performed based on each independent technical component. So, the results of safety audit are not a quantitative index but only a series of commentaries. Finally, it is very difficult to obtain the comparison with other plants or industries. In this study, the novel systematic method and index-based accident database of auditing safety management systems for quantitative assessment are proposed. First, the elements of safety audit replace technical methods to categories of accident database. The F-N curve of each category for accident database is employed to derive the index for quantitative assessment. The Accidental Factor Risk Index (AFRI) is suggested for evaluating the effect of each element in accident database and safety audit system. The safety audit can be modified according to the proposed index.

  • Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)' and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system. To study the efficiency of IRSA, we investigated the rail safety audit systems of EU system specially France, England where the big changes have happened for the rail operation concepts and Japan where government entity control the railroad safety. The international standards of Occupational Health & Safety Assessment Series (OHSAS 18001), Quality Management System (ISO 9001) and Guidelines for Quality and/or Environmental Management Systems Auditing (ISO 19011) are investigated.

According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)'. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state's safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO's the State's Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. At this point of time, the Ministry of Land, Transport, and Maritime Affairs introduced the Maritime Safety Audit(MSA) in amendment of the Korea Marine Traffic Law. audit results were survey for the last two years. As a result, appropriate certificate appears 11% among audit report, is an urgent need for improved quality of audit reports. This study is aimed to propose about Audit Personnel Education & Training System. To these solve, this paper analyzed the tendency of Audit Personnel Training. And also the opinions of user and experts were investigated and analyzed using Questionnaire survey methods. As a result, this paper was suggested, the construction of Audit Personnel Training System and the curriculum and training contents for 5-days of basic course, 2-days of expert course, 3-days of Qualification Maintain course.

  • We carried out the maritime safety audit for Sandal Water Bridge constructed between Geje-Do and Sandal-Do in 2015. To study as to whether can be secured the marine traffic safety for this area, this research investigated and performed the marine accident, marine traffic volume, the marine traffic flow simulation and shiphandling simulation. It is considered to be required the quantitative guidelines for maritime safety audit including audit target area and formal audit object etc.

  • To cope with the change of railway safety environment and to prevent the catastrophic accident, the railway safety management system was established through the legislation of railway safety rules. And to audit and evaluate the accomplishment of railway safety rules by the railway operators, the Integrated Railway Safety Audit System(IRSAS) has been conducting. This study find out the strategy to stabilize the IRSAS by applying Theory of Constraints(TOC) Thinking Process. For meeting the IRSAS's goal of effective levelling up of railway safety, the two necessary conditions, 1)the secure of substantial safety through the IRSAS and 2)the execution of efficient IRSAS, should be fulfilled. Estimated undesirable effects(UDEs) from the IRSAS were identified, and 3 of them were selected for creating the requisite conflict clouds. Entities from these conflict clouds were synthesized into a core conflict cloud that foamed the base of Current Reality Tree. The strategic direction for change extracted from the conflict cloud is the reinforcement of IRSAS preparation system including the level up of operator's self audit, the deepening of preliminary survey, the establishment of complementing system of audit check list and the build up of auditor's specialization. These injection were logically validated via a Future Reality Tree and expected to be confirmed by further progressing of IRSAS.

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.
