손상선박의 안전성 평가를 위한 통합시스템 개발 (Development of Integrated System for Safety Assessment of Damaged Ship)

  • The number of marine accidents have been decreased since various equipments for navigation control have been introduced to the marine vessels. However, disastrous marine accidents such as ship collisions are occurred more frequently. Therefore, IMO(International Maritime Organization) is enforcing the design requirement of structural strength for marine vessel. Also EU countries are developing new design methodologies and design tools to suggest the design guidance which can minimize the damage of commercial vessels in case of marine collision accidents. In this study, an integrated design system for the safety assessment has been presented to enhance the safety of damaged ships in marine collision accidents. The architecture of system is described by use-cases and IDEF functional analysis. Then an integrated system for safety assessment of damaged ship which is considering both damage stability and structural safety has been developed to support the ship design in early stage.

Identification of Impact Factors in Ship-to-Ship Mooring Through Sensitivity Analysis

  • With the recent increase in the volume of liquid cargo transportation, there is a need for STS( Ship To Ship) globally. In the case of the STS mooring, the safety assessment should be conducted according to other criteria because mooring is different from the general mooring at the quay, but there is no separate standard in Korea. Thus in this study, STS mooring simulation and sensitivity analysis using OPTIMOOR program, the numerical analysis program, was conducted to identify the characteristics of the STS mooring. The target sea modeled the Yeosu port anchorage in Korea and the target ship was selected as the case of VLCC (Very Large Crude Oil Carrier)-VLCC. Through the numerical simulation and sensitivity analysis, the characteristics of STS mooring were identified. Also based on these results, we focused on establishing the standard for STS mooring safety assessment. Numerical simulation results show that the STS mooring safety can be changed according to a ship's cargo loading condition, pre-tension of mooring line, sea depth, encounter angle with the weather, and the weather condition. Additionally, the risk matrix is prepared to establish the safe external force range in the corresponding sea area. This result can be used to understand the mooring characteristics of STS and contribute to the revision of mooring safety assessment criteria.

  • 정부(해양수산부) 및 관계기관에서는 안전관리 취약선박의 해양안전 증진을 위한 많은 정책을 시행하고 있으나, 선박의 안전관리에 대한 위험성평가 부재로 각 제도의 효과성에 다소 아쉬움이 확인되었다. 선박의 위험성평가에 대한 국내 선행연구는 대부분 개별적 해양사고 위험성에 대한 단편적 위험성만을 취급하고 있어 포괄적 해양사고 위험성평가를 위한 새로운 방식이 필요하다. 선박의 안전관리에 대한 포괄적 위험성평가 적용사례로 항만국통제와 노르웨이 해사국의 점검대상 선정방법이 있다. 본 연구에서는 국내 해양사고 및 등록현황의 높은 비중을 차지하고 있는 연근해어선을 대상으로 포괄적 선박안전관리 위험성평가를 위한 지표를 개발하고 적용하였다. 그 결과, 각 선박별 위험성을 계량적 수치로 확인하였고, 개별적 안전관리 취약요소의 순위를 식별하였다.

Towards Safety Based Design Procedure for Ships

  • Present-day rules and regulations for the design and construction of ships are almost without exemption of a prescriptive and deterministic nature. Often it is argued that this situation is far from ideal; it does no right to the advances, which have been made during the past decades in engineering tools in marine technology, both in methodology and in computational power. Within IMO this has been realized for some time and has resulted in proposals to use Formal Safety Assessment(FSA) as a tool to improve and to modernize the rule making process. The present paper makes use of elements of the FSA methodology, but instead of working towards generic regulations or requirements, a Risk Assessment Approach, not unlike a 'safety case'; valid for a certain ship or type of ship is worked out. Delft University of Technology investigated the application of safely assessment procedures in ship design, in co-operation with Anthony Veder Shipowners and safety experts from Safely Service Center BV. The ship considered is a semi-pressurized-fully refrigerated LPG carrier. On the basis of the assumption that a major accident occurs, various accident, scenarios were considered and assessed, which would impair the safety of the carrier. In a so-called Risk Matrix, in which accident frequencies versus the consequence of the scenarios are depicted, the calculated risks all appeared lo be in the ALARP('as low as reasonable practicable') region. A number of design alternatives were compared, both on safety merits and cost-effectiveness. The experience gained with this scenario-based approach will be used to establish a set of general requirements for safety assessment techniques in ship design. In the view that assessment results will be most probably presented in a quasi-quantified manner, the requirements are concerned with uniformity of both the safety assessment. These requirements make it possible that valid comparison between various assessment studies can be made. Safety assessment, founded on these requirements, provides a validated and helpful source of data during the coming years, and provides naval architects and engineers with tools experience and data for safety assessment procedures in ship design. However a lot of effort has to be spent in order to make the methods applicable in day-to-day practice.

중소규모 조선업 사업장을 위한 자율 위험성 평가 모델의 개발 (Development of a Voluntary Hazard Assessment Model for Small- and Medium-Sized Ship-building Plants)

  • Industrial accident frequency in small- and medium-sized ship-building plants is much higher than that of large-sized ones so that safety management activities should be different. In that sense, voluntary hazard assessment would be helpful for small- and medium-sized plants. However, conventional hazard assessment items and methods had some problems that discouraged voluntary participation of plants concerned. This study aimed to develop a new model for small- and medium-sized ship-building plants that can promote and encourage voluntary hazard assessment activities. For that purpose, ship-building process was assumed as a sequence of phases, and accident characteristics were compared with them. From that result, relative weights of accident factors including ship-building phases, accident types, occupational category, accident-induced objects, and hazardous items were determined with accident frequency data and with the help of expert groups. Therefore, for web-based integrative computer programming, a plain but accident data-dependent model was developed, with an additive function for related agencies that want to collect assessment results. It is expected that this model would help small- and medium-sized ship-building plants that wanted not only simple checklists but also effective assessment and management guidelines.

  • The safety assessment of the structure related to people has become the most important part in the process of the design. Especially, in the case of a ship, as regulations about the safety of passengers and the pollution in the ocean are strictly reinforcing, the safety assessment has become the most important part in the process of the design. In this paper, we suggested network-based simulation system framework using HLA (High Level Architecture) among many kind of simulations to assess the safety of the ship. In addition, the visualization method which is composed of graphic user interface for ship modeling and the visualization of ship motion is presented.

선박설계단계에서 손상안전성 평가에 관한 연구 (A Study on the Damage Safety Assessment in Ship Design Stage)

  • Recently ship safety regulations are being reinforced to improve maritime safety and to prevent maritime pollution by International Maritime Organization. It means that the regulation is becoming more proactive rather than reactive. In the mean time, design philosophy is also moving from rule based design to performance and simulation based design. In this paper, a study on practical application of the damage safety assessment system is carried out. The damage stability and the survivability of a cargo ship that was designed based on current regulation is investigated using performance based design tools in order to improve the safety of the design and verify the performance of the developed damage safety assessment system. To do this, damage scenarios is established and the characteristics and geometry the cargo ship is modeled. A new design alternative is proposed with small change in the internal arrangement based on safety evaluation results of the current design.

기관실화재 인명위험성평가에 관한 연구 (A Study on the Life Risk Assessment of Ship's Engine Room Fire)

  • 이 연구에서는 국제적으로 관심이 집중되고 있는 FSA를 선박의 화재 안전 분야에 도입하기 위한 준비과정으로 화재안전도의 가장 중요한 지표인 사망확률의 근거가 되는 피난계산을 실습선의 모의훈련에 의해 계산하여 피난시간의 계산 및 성능기준 화재의 안전설계를 검토하였다. 그 결과 승선인원과 대피 통로의 폭과는 일정한 상관관계가 있으며 최적의 폭을 산정할 수 있음을 보였다. 그러나 선박 내부의 좁은 통로와 선박의 종류에 따른 특수한 구조를 고려할 때 일괄적인 적용은 어렵다. 또한 대피시간을 모의실험에 의해 추정하고 유출계수를 구한 결과 공용실의 유출계수와 비교하여 기관실의 인명위험성이 약 4배이상 높게 나타났다.
