  • The state has the constitutional duty to secure the safety of its citizens and provide protection against any physical dangers. The Republic of Korea has a high threat of nuclear, biological and or chemical(hereafter referred to as NBC) attack from the Democratic People's Republic of Korea. Thus, the state has a responsibility to form a legislation to provide the protection for its citizens and implement duty to guarantee the human rights. Under the current legislation, the 'United Defense Act', 'Framework Act on Civil Defense' that are applied under wartime conditions are insufficient in providing the protection of the citizens of the state in the occurrence of NBC attack. Therefore, it is necessary that the 'Act for the Protection of Citizens in the occurrence of NBC Attack' is legislated to provide a system that protects the nation's citizens under the wartime conditions mentioned above. This paper incorporates a theoretical analysis of the need for the constitutional responsibility of the state to provide protection for its citizens under wartime conditions, the necessity of a specific measure to protect citizens during NBC attack, the relationship between 'Act for the Protection of Citizens in the occurrence of Nuclear, Chemical and or Biological Attack' and current legislations that are applied under wartime conditions, and the particulars of the proposed act.

  • It is required to consider pricing and non-pricing factors and external economy in order to achieve the objects of physical distribution system in a port. Recently, among the three factors, much attention has been paid to non-pricing factor in the system. Although physical distribution service in a port(PDSP)has been frequently mentioned in documents and literature related to port and shipping studies, few study on it has not been systematically and scientifically made due to the following problems; $\circ$ there are not proper criteria to evaluate level and quality of PDSP and as a result it is difficult to set up a unified standard for doing so. $\circ$ algorithms to evaluate problems with complex and ambiguous attributes and multiple levels in PDSP are not available. This thesis aims to establish a paradigm to evaluate PDSP and to abvance existing decision making methods to deal with complex and ambiguous problems in PDSP. To tackle the first purpose, extensive and thorough literature survey was carried out on general physical distribution service, which is a corner stone to handle PDSp. In addition, through interviews and questionnaire to the expert, it have extracted 82 factors of physical distribution service in a port. They have been classified into 6 groups by KJ method and each group defined by the expert's advice as follows; a. Potentiality b. Exactness c. safety d. Speediness e. Convenience f. Linkage Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in PDSP. An analytical hierarchy process (AHP) is a method to evaluate them but it is not applicable to PDSP that have property of non-additivity and overlapped attributes. Therefore, probablility measure can not be used to evaluate PDSP but fuzzy measure is required. Hierarchical fuzzy integral method, which is merged AHP with fuzzy measure, is also not effective method to evaluate attributes because it has vary complicated way to calculate fuzzy measure identification coefficient of attributes. A new evaluation algorithm has been introduced to solve problems with multi-attribute and multi-level hierarchy, which is called hierarchy fuzzy process(HFP).Analysis on ambiguous aspects of PDSP under study which is not easy to be defined is prerequisite to evaluate it. HFP is different from algorithm existed in that it clarified the relationship between fuzzy measure and probability measure adopted in AHP and that it directly calculates the family of fuzzy measure from overlapping coefficient and probability measure to treat and evaluate ambiguous and complex aspects of PDSP. A new evaluation algorithm HFP was applied to evaluate level of physical distribution service in the biggest twenty container port in the world. The ranks of the ports are as follows; 1. Rotterdam Port, 2. Hamburg Port, 3. Singapore Port, 4. Seattle Port, 5. Yokohama Port, 6. Long beach Port, 7. Oakland Port, 8. Tokyo Port, 9. Hongkong Port, 10. Kobe Port, 11. Los Angeles Port, 12. • Estimation of the buckling and ultimate strength of a continuous stiffened plate subjected to combined transverse compression and lateral pressure is of high importance to ensure the safety of ship structures, particularly for the bottom plating under a deep draft condition For example, bottom plating of bulk carriers is subjected to transverse thrust caused by the bending of double bottom structure and the direct action of pressure on the side shells. Most of experimental tests, theoretical approach and numerical researches have been performed on the buckling and ultimate strength behaviour of plates or stiffened plates under combined compression and lateral pressure. With regard to stiffened panels, however, most of studies have been concerned with the load conditions of combined longitudinal thrust and lateral pressure, while fewer studies have been performed for the combined transverse thrust and lateral pressure. In addition, the previous researches are mainly concerned with an isolated rectangular plate simply supported along the all edges, whereas actual ship plating is continuous across the transverse frames and heavy girders. In the present paper, a series of elastoplastic large deflection FEA on a continuous stiffened plate is performed and then clarify the characteristic of collapse mode and explain the effect of transverse compression.

  • There has been a growing interest on the effect of volcanic eruption on the aviation safety, air travel and economy especially after the eruption of Eyjafjallajokull in Iceland. Since volcanic eruption is influential on a large geographic region, the effect usually extends to other neighboring countries. Korea also has an active volcano named Mountain Baekdu. Hence, the need to estimate in advance the quantitative impact of the potential eruption of Mt. Baekdu on South Korean air transportation system. However, previous studies with quantitative estimation were confined to the calculation of the direct economic loss from shut down of the airports, grounding of airlines, and trade deficits caused by the eruption. Therefore, this paper introduces a new approach to assess more accurate impact simultaneously considering volcanic ash dispersal and aviation routes. This approach is then applied to a virtual scenario to predict the damage to air traffic. With further development, this method can help estimate the damage in the air transportation industry in more accurate and faster ways. Prediction outcomes can also be utilized in setting up the emergency response plan for the air transportation industry and contribute to the creation of more proactive and predictive measures in the future.

  • Lithium-ion battery (LiB) with high energy density and efficiency has been utilized for the electric vehicle (EV) and energy storage system (ESS) as well as portable devices. However, as explosion accidents have frequently happened till lately, all-solid-state lithium secondary battery (ALSB) began to get in a spotlight because it can secure a very high safety and energy density by substituting flammable organic liquid electrolyte to nonflammable inorganic solid electrolyte. In spite of ALSB's certain merits, it has shown much poorer performance of cells than one of LiB due to some challenges, which have been small or never dealt with in the LiB system. Hence, although plenty of studies made progress to solve them, an approach about design of all-solid-state electrode (ASSE) has been limited on account of difficulty of ALSB's experiments. That is why the virtual 3D structure of an all-solid-state electrode has to be built and used for the prediction of cell performance. In this study, we elucidate how to form the 3D ASSE structure and what to be needed for the simulation of characteristics on ALSB. Furthermore, the ultimate orientation of 3D modeling and simulation for the study of ALSB are briefly suggested.

  • In 2018 and 2019, GEO-KOMPSAT-2A and GEO-KOMPSAT-2B will be launched in order to succeed the COMS mission. The two satellites will be collocated in $128.25{\pm}0.05$ degrees East. For precise ranging and orbit determination, the GEO-KOMPSAT-2B will be equipped with LRA (Laser Retroreflector Assembly) and SLR (Satellite Laser Ranging) systems will be utilized. This systems are located in Geochang. In this case, the laser beam emitted from the SLR station can cause problems in terms of safety of optical payloads and image quality. As a solution of this possibility, the laser ranging will be done during the night time when the shutters of the optical payloads remain closed. Still, the optical payload of the GEO-KOMPSAT-2A is not safe from the laser beam because its optical payload shall continue its mission for 24 hours a day. In order to handle this problem, the laser ranging shall be limited to time slots when the angular distance between two satellites observed from the Geochang SLR station is large enough. In this paper, through orbit simulations, the characteristics of variation of the angular distance between the two satellites is analyzed to figure out the time slots when laser ranging is allowed.

  • The imported foods, which are imported and sold domestically, are on the rise every year, and the scale is expected to be larger, including processing the imported raw materials. However, the origin of raw materials is indicated when declaring cargo for finished products of agricultural products, but the standardization of inspection information management system for raw materials is insufficient. In addition, there is a growing concern about the presence of residual pesticides or radioactivity in raw materials or products, and customer want to know production history information when purchasing agrifoods. It manages the hazard analysis of imported agricultural products, but most of them are global issues such as microorganisms, residual pesticides, food additives, and allergy components, etc. Therefore, it is necessary to share among the logistics entities in the entire transportation process the related data. Additionally, to do this, it needs to design an architecture and standardize business model. In this paper, it defines the architecture and the work-flow that occurs between the business process for collecting, processing, and processing information for tracking the status of imported agricultural products by steps, and develops XML message with UBL and the extracted conceptual information model. It will be easy to exchange and share information among the logistics entities through the defined standard model and it will be possible to establish visibility, reliability, safety, and freshness system for transportation of agricultural products requiring real-time management.

  • The purpose of this study is to find biomechanical parameters for optimal shoes production through an ergonomic usability assessment of five existing types of shoes preferred by B-BOY. Ten experts and ten non-experts participated in the experiment, and 12 infrared cameras (Qualis, Oqus), force plate (Kistler, 9286AA) and foot pressure plate (Zebris Gmbh, Zebris PDM-System) were used to obtain the data. The results of the study are as follows. First, P shoes with a friction coefficient of 0.38 and a free moment of 0.32 N/m/kg are desirable in terms of traction capability and safety. Second, on the cushion, it was found that the N shoes 2.51 N, sec/kg and non-expert, and 2.86 N and sec/kg were suitable. Third, it is deemed appropriate for C shoes with a forefoot average pressure of 10.11 KPa (right), 10.05 KPa (left), and V shoes with a rearfoot average pressure of 8.4 KPa (right) and 8.36 KPa (left). In conclusion, the combination of the structure and material of V shoes should be developed for traction and stability, N shoes for cushion, and walking balance for C and V shoes.
