Entrepreneurial Orientation and Performance for Subcontracting Korean SMEs: The Role of Buyer-Supplier Relationship

  • The main objective of this study is to examine the impact of entrepreneurial orientation (EO) on small and medium-sized enterprises' (SMEs) performance in the context of subcontracting buyer-supplier relation. Specifically, we seek to examine whether the power dynamics between buyer and supplier either support or hamper subcontracting SMEs' ability to effectively pursue EO for enhancing their performance. Research design, data, and methodology: We collected survey questionnaires from Korean SMEs that are certified with Inno-biz by the Korean Ministry of SMEs and Startups. The collected data was analyzed using SPSS 26 and AMOS to create an integrated model. Result: Based on the analysis, our findings indicate that the proactiveness and innovativeness dimensions of EO have a positive effect on the SMEs' performance. However, the risk-taking dimension of EO has a negative effect on performance. Additionally, buyer dependency exhibit both positive and negative moderating effects on different dimensions of EO. Conclusion: For SMEs that rely heavily on a particular buyer in terms of sale, pursuing innovativeness dimension of EO could lead to positive performance, while pursuing proactiveness dimension of EO had a negative moderating effect on performance.

Dot Idea (.IDEA): A New Concept for an Incubation Program and Open Innovation Based on User Needs

  • This paper discussed the application process of the Dot Idea program. The Dot Idea program is an incubation and open innovation program co-created by Unitec, an incubator at Tecnosinos Tech Park, and an SAP innovation team. The main objective of this study was to cover an existing gap in the literature regarding the practical application of an open innovation methodology. Many companies seek interaction with external parties to enable advancement toward identified innovation opportunities. Technology clusters, parks, and incubators have played an important role in promoting connections and interaction. Consequently, the Dot Idea program emerged as a result of a joint effort to create a program using a design science research methodology aiming to foster new businesses and strengthen Brazil and Latin America as a hub to develop new solutions for traditional organizations. In regards to lessons learned, the Dot.health trial had some success but also experienced difficulties; these related to the relationships between startups and a hospital's internal teams, and startups' needs to be funded from the beginning in order to be fully dedicated to a project.

Analyzing Government Support Program for R&D Collaboration and Distribution for Korean SMEs: A Case for Equipment Leasing Program

  • Purpose: This study attempted to identify determinants affecting research collaboration and R&D distribution activities, especially regarding facility and equipment leasing of small and medium enterprises (SMEs) in South Korea. The objective of this study was to find the most significant firm characteristics that affect firms participating in an R&D collaboration and distribution program and investing in R&D in terms of leasing payment for equipment. Research design, data, and methodology: This study analyzes which SMEs' characteristics influence external research cooperation activities by examining the SMEs that received government support for equipment leasing using multiple regression analysis and residual plots. The survey combined two databases: 1) a fact-finding survey of participating firms by the Ministry of SMEs and Startups, and 2) leasing information by the Korea Association of University, Research Institute and Industry. Results: The study found that firm size positively impacts R&D investment, R&D collaboration and distribution. Conclusions: The study provided evidence to policymakers and government officials that firms with more employees will more likely participate in government support programs. The study results also prove that government officials believe firm location does not impact R&D investment, R&D collaboration and distribution.

스마트팩토리 도입 영향요인에 관한 실증연구: 우리나라 중소제조기업을 중심으로 (The Implementation of Smart Factories: Empirical Evidence from Korean Small and Medium-Sized Enterprises)

  • Purpose - The purpose of this study is to examine firm-level attributes related to Korean manufacturing small and medium-sized enterprises' (SMEs') decisions to implement smart factories. Design/methodology/approach - This study uses the provided by the Ministry of SMEs and Startups of Korea and the Korea Federation of SMEs. Manufacturing SMEs' decisions to implement smart factories in 2018-2019 were analyzed using multinomial logit and ordered logit models. Findings - The findings of this study suggest that firms' decisions to implement smart factories were positively related to firm size, R&D intensity, international market scope, and transactional relationships with customers. However, smart factory implementation decisions were not related to firm age and CEO gender. Research implications or Originality - This study illuminates firm-level attributes that may drive organizational innovation in the era of Industry 4.0 and thus contributes to the innovation adoption literature. This study also contributes to growing research on smart factories by analyzing the actual, progressive decisions to implement smart factories, as opposed to perceived intentions to implement them.

Unpacking the Influence of Entrepreneurial Orientation and Government Support Programs on New Product Performance

We specifically focus on the interaction between these two factors and their influence on the new product performance of Korean SMEs. Research design, data, and methodology - We collected survey questionnaires from SMEs that are certified with Inno-biz by the Korean Ministry of SMEs and Startups. The collected data was analyzed using SPSS 26 and AMOS to create an integrated model. Result - Based on the analysis, our findings indicate that the proactiveness and innovativeness dimensions of EO have a positive effect on new product performance. However, the risk-taking dimension of EO has a negative effect. Additionally, GSP exhibit both positive and negative moderating effects on different dimensions of EO. Conclusion - It is important to recognize that GSP are not a universal solution for all challenges faced by SMEs. Hence, it is crucial for policy-makers to have a clear understanding of SMEs' capabilities and the level of EO dimensions in order to identify types of GSP that could lead to positive outcomes, while minimizing the negative effects of GSP.

코로나19 이후 ICT 중소벤처기업 정책 딜레마분석 (A Policy Dilemma Analysis on ICT SMEs after COVID19)

  • This study analyzed the policy dilemma for ICT SMEs venture companies that changed after COVID-19 based on the results of the cognitive map analysis for ICT SMEs venture policies. First, as a result of analyzing the cognitive map of ICT SMEs venture companies that have changed since COVID-19, ICT venture companies are expanding support for ICT venture companies due to the threat of COVID-19. However, in order to convert COVID-19 into an opportunity factor, it also shows a policy direction to achieve innovative growth by creating a new market through non-face-to-face industry revitalization based on digital transformation (digital new deal). As a result of the study, the policy measures of supporting DNA-centered convergence innovation technology, digital transformation (digital new deal), fostering ICT startups (K-Global project), and expanding support for ICT SMEs did not have a policy dilemma. However, although many support has been expanded for ICT SMEs due to COVID-19, it is difficult to find and foster ICT start-up companies, and globalization problems are occurring due to the decrease in exports to COVID-19, making it difficult to create new markets. There is a negative (-) perception of causality that ICT SMEs venture companies may face risks as jobs decrease and innovative growth cannot be led to the revitalization of the non-face-to-face industry. Therefore, it was found that both the flow of causal relationship between the expansion of support for ICT SMEs and the high growth of ICT SMEs is not + and has a policy dilemma in part.

중소벤처기업부 상담업무 관리시스템 변화에 따른 그림자 노동 분석 (Analysis of Shadow Work by Changes in Ministry of SMEs and Startups Consulting Work Management Systems)

  • 본 연구는 중소벤처기업부의 상담업무 관리시스템 도입과 함께 코로나-19 이후 디지털 전환으로 비대면 상담(화상상담)의 증가에 따라 광주·전남 비즈니스지원단 상담위원들에게 발생하는 그림자 노동을 현상학적으로 설명하였다. 상담위원들의 새로운 시스템 사용 경험을 통해 사용기간, 사용 경험, 나이, 인식 등이 디지털 그림자 노동의 강도에 영향을 미칠 수 있음을 확인하였다. 디지털 그림자 노동이 선택할 수 없는 업무 영역에서 발생할 경우, 오랜 기간 지속적으로 사용하면 이들은 그림자 노동으로 인식하기보다는 기본 업무로서 당연한 일로 받아들였다. 반면에 새롭게 확장되는 화상상담시스템의 경우 부담감·불편함을 토로하는 상담위원들이 종종 있었으며 시간과 비용을 절약할 수 있음에도 불구하고 대면을 선택하는 경향을 보였다. 디지털 시스템의 성공적인 정착을 위해서는 그림자 노동을 최소화하기 위한 시스템 준비와 불편함, 부담감을 줄이는 방안과 적응 기간 등이 고려되어야 함을 실무적으로 제안할 수 있다.

정책 패러다임 관점에서 살펴본 창업정책 변화 (Entrepreneurship Policy Changes from the Perspective of Policy Paradigm)

  • 본 연구는 역대 정부 창업정책을 Hall(1993)의 정책 패러다임(Policy Paradigm) 관점에서 분석하였다. 총 195건의 신문기사와 202건의 정부 문서를 살펴보고, 각 정부 별 정책목표, 정책수단, 그리고 정책수단의 수준변화 분석을 통해 정책 패러다임 변동을 확인하였다. 첫 번째 패러다임 구축 시기는 제5·6공화국으로 1986년 「중소기업창업 지원법」 제정과 함께 제조업 중심의 창업 촉진 및 성장·발전 지원이라는 목표 설정으로 창업정책 패러다임이 처음 구축된 시기이다. 다음은 국민의 정부시기로 IMF 외환위기 대응을 위한 「벤처기업육성에 관한 특별조치법」제정으로 벤처기업 창업 촉진과 육성이라는 새로운 정책 목표를 설정하고, 이를 달성하기 위한 수단을 강구하였다. 마지막 패러다임 변화는 4차 산업혁명과 코로나19에 적절히 대응하기 위해 문재인 정부시기에 이루어졌다. 「중소기업창업 지원법」전부개정을 통해 창업 개념 확장, 신산업·기술창업 지원 및 집중 육성을 도모하였으며, 벤처투자관련 법을 일원화하고 정비하였다. 또한 중소기업청을 중소벤처기업부로 승격시켜, 창업정책을 주도적으로 실행할 수 있도록 하였다. 특히, 본 연구는 최근 창업정책 이슈인 창업기업의 낮은 생존율과 민간투자 활성화에 대하여 살펴보고, 새로운 창업정책 패러다임 변동의 필요성을 제시하였다.

AI Smart Factory Model for Integrated Management of Packaging Container Production Process

  • We propose the AI Smart Factory Model for integrated management of production processes in this paper .It is an integrated platform system for the production of food packaging containers, consisting of a platform system for the main producer, one or more production partner platform systems, and one or more raw material partner platform systems while each subsystem of the three systems consists of an integrated storage server platform that can be expanded infinitely with flexible systems that can extend client PCs and main servers according to size and integrated management of overall raw materials and production-related information. The hardware collects production site information in real time by using various equipment such as PLCs, on-site PCs, barcode printers, and wireless APs at the production site. MES and e-SCM data are stored in the cloud database server to ensure security and high availability of data, and accumulated as big data. It was built based on the project focused on dissemination and diffusion of the smart factory construction, advancement, and easy maintenance system promoted by the Ministry of SMEs and Startups to enhance the competitiveness of small and medium-sized enterprises (SMEs) manufacturing sites while we plan to propose this model in the paper to state funding projects for SMEs.

죽음의 계곡 벤처기업 비즈니스 프로세스 개발 (Development of Death Valley Venture Business Process)

  • 2017년 청년 실업률이 역대 최고치를 기록한 가운데, 본 상황을 타파하기 위한 대안으로 창업 활성화가 떠오르고 있다. 벤처 기업 수 및 신규 벤처 투자 금액은 매년 역대 치를 갱신하고 있으며 정부에서는 중소기업청을 중소벤처기업부로 격상시켰다. 문제는 스타트업의 성공률이 높지 않다는 데 있다. 한국 신생기업 생존율은 최근 3년 39.1%에 불과하며, 죽음의 계곡(Valley of Death) 단계에서 90%에 달하는 기업들이 실패하고 있다. 초기 스타트업은 죽음의 계곡을 넘어갈 수 있느냐가 관건이며 이를 위해 투자가 어느 정도 규모와 적시성을 가지고 이루어지느냐가 중요한 변수로 작용한다. 하지만, 현재 스타트업의 비즈니스 모델을 정립하기 위한 모델들은 투자 시 실질적인 기업 평가 변수가 반영되어 있지 않아 투자 유치에 어려움이 있다. 본 논문에서는 주요 투자 주체인 엔젤투자기관 및 벤처캐피탈이 투자를 위해 중점적으로 고려하는 변수 및 비즈니스 모델이 혼합된 프로세스를 개발했다. 또한, 새로 개발한 Death Valley Venture(DVV) 비즈니스 프로세스를 기존의 기법들과 비교하고, 적용 사례를 제시하였다.
