After the rapidly changing business management environment and financial crisis, high prices and domestic recession in Korea posed threats to the business survival of small and medium enterprises (SMEs). This paper looks at the potential of micro business owners for sustainable development: those who have a spirit of entrepreneurship and the potential to be a hidden champion. Our study of micro business values uses structure equation modeling by LISREL. We have done so in order to understand the foundation of management innovation and success model of micro enterprise by increasing the entrepreneurship and management performance relationship analysis. A micro-enterprise is a type of small business, found only in Korea, often registered as having ten or fewer employees. We examine the successful type of hidden champions and the influence of entrepreneurship on start-ups in business. As compared to past research on the SME entrepreneurship, this study segments small businesses even further. Small business entrepreneurship was classified into three forms that are most appropriate for the Korean situation today: innovation, risk-taking, and pro-activeness. This research is meaningful as it is Korea's first empirical analysis on four business types: wholesale and retail sales, food and lodging business, service business, and manufacturing business. Thus far, research on small business entrepreneurship was carried out using small-scale investigative analysis. However, this research attempted to develop a model that can explain a cause-effect relation of the motivational level when it comes to the difference of entrepreneurship by each business type and small business start-up success factors. Various conceptual and operational definitions could be developed in a diverse and precise manner. Independent variables that are related to the success of small businesses can be developed additionally to examine the success factors related to the systematization in detailed manner. The research showed that the innovation, risk-taking and pro-activeness of the manifested difference in the degree of perception depending on the type of small businesses. Among the four business types, the ones that manifested the highest successful start-up rates were food, service, wholesale and retail sales and manufacturing. Results after conducting the regression analysis are shown on, which proves that the small business entrepreneurship exerts direct effect on the financial management performance of small businesses. In other words, small business entrepreneurship exerts a positive effect on the small business financial success and management performance. The R² value is 0.61. It is possible to know that the perception of systematization and variables on attitude explains the 61% of the success for small self-employed businesses management performance. We define start-up key factors that are helpful to achieve internal growth of firms by finding business survival strategies. The results also focus on Korean government policy for micro enterprise and small business support.

There are lots of specialized graduate schools such as law school, medical school, business school. These specialized graduate schools has been designed to train the special experts practically from 1990s in Korea. For all that, there are no specialized graduate schools supported by the Small and Medium Business Administration(SMBA). So we will research the establishment plan of SME(Small and Medium Enterprise) specialized school for the development of SMEs. Recently, the SMBA supports the 2 types of graduate school such as the entrepreneurship graduate school and consulting graduate school. However, it is clear that these 2 types of schools are yet insufficient in terms of efficiency and redundancy. As the representative specialized graduate schools are law school and MOT(Management of Technology) in Korea, we do the comparative study with law school and MOT school. Through the comparative study, we can find some implication for SME specialized graduate school. As a result, the SME school has to need the training system such as the special master's and doctor's degree, over 3 year course work, daytime class, many practical professors, specialized programs with industry like the MOT school. In conclusion, we suggest that : First, the SME specialized graduate school has to be designed for potential SME consultants. Second, the entrepreneurship graduate school and the consulting graduate school can be integrated into the SME specialized school easily. Third, the SME specialized graduate school can have new educational models.

본 연구는 2004년 중소기업청이 창업분야 전문인력 양성을 목적으로 전국 5개권역에 창업대학원을 설립한 후 창업대학원의 기술창업교육 운영의 내실화를 도모하고 자율경쟁을 유도하기 위해 연차별로 그 성과평가를 해오고 있는 상황에 대해 BSC(Balanced Score Card) 기법을 이용해 그 평가방법의 타당성을 평가하고 개선방안을 제시하는 것이 목적이다. 이를 통해 본 논문은 중소기업청의 창업대학원지원사업의 성과평과와 관리의 타당성을 평가하고 정책적 보완점을 도출하고자 하였다. 본 연구는 크게 두 가지의 연구를 수행하였다. 첫째, 창업교육이라는 공공서비스를 제공하는 비영리기관인 창업대학원의 성과평가에 BSC 기법을 도입하는 방안을 기존문헌연구를 통해 제시하였다. 둘째, 중소기업청이 제시하고 있는 창업대학원 평가체계를 BSC적 관점에서 평가하여 평가체계의 타당성을 분석하고 합리성 제고를 위한 개선방안을 도출하였다. 연구결과, 첫째, 창업대학원의 성과평가는 평가에 그치며 차기 성과관리에 큰 기여를 하지 못하는 시스템을 가지고 있다. 둘째, 창업대학원의 성과평가가 정부의 직접적인 정책적 목표 달성 이외에는 큰 성과제고 환경을 구축하지 못하고 있다. 셋째, 창업대학원의 성과평가는 투입재무와 하드웨어적인 요소만 강조할 뿐 창업대학원의 자립적 성장에 큰 기여를 하는 인적자원확보와 정부정책 및 제도 활용 자원의 투입은 부재하였다. 넷째, 창업대학원의 정책목표 자체가 창업자 일변 중심이었다. 다섯째, 창업대학원이 지속적으로 그리고 자립적으로 성장하기 위해서는 학습 및 성장 관점에 대한 전략과 평가지표 수립이 미흡하였다. 본 논문은 최근 정부가 막대한 정부예산을 대학에 투입하여 창업교육을 통한 기업가정신 함양에 정책적 노력을 기울이고 있는 상황에서 정부의 창업교육정책이 표방하는 목표와 이를 수용하는 대학의 수용체계가 적절히 균형을 이루어가고 있는지를 평가하는 새로운 평가토대를 마련해 주는 의의가 있다. 그러나, 본 논문에는 중소기업청의 창업대학원 성과평가에 BSC 모형의 평가지표에 대해 설문조사등의 실증적 연구는 포함되지 않아 연구의 한계를 가지고 있으며 추후연구과제로 남아있다.

The number of business incubator (BI), introduced in Korea in the early 90's, has grown rapidly in the last 10 years, reaching 342 by 2002. Most of the incubator was supported financially by the Small and Medium Business Administration (SMBA), and 83% of them are run by college or university. To develop successful plans for college business incubator, we studied the relationship between a college incubator and its tenants through a systematic questionnaire, and compared royalty systems of four college BI's. It was found out that the tenants wants more flexible advisor system and closer relationship with the professors to solve the technical difficulties. The royalty system is important for BI's to survive without the financial assistance from the government, but the royalty systems of the four college BI's studied in this report have some practical shortcomings and needs amendments.

전기화재의 원인인 아크 신호는 전류 돌입형, 비선형 및 전류 단속형 부하들의 정상상태와 유사한 전류파형을 갖는다. 이러한 부하들에서 아크를 정확하게 검출하기 위해서는 아크 유무를 정확히 판단 할 수 있는 시스템이 필요하며 이러한 시스템에서 아크검출을 정확히 하는 필터가 중요하다. 본 논문에서는 UL1699의 직렬 아크 발생장치로 아크를 발생시키고 시간 및 주파수 영역에서 아크 전류파형을 분석하였다. 분석결과 아크전류파형은 시간영역에서는 영점전류의 처짐 현상(shoulder)이 발생하고 주파수영역에서는 60Hz의 고조파 성분을 제외한 전대역의 주파수에 걸쳐서 스펙트럼이 증가하였다. 본 논문에서 제시된 아크 검출용 필터는 이러한 특징들 중 주파수 영역의 특징을 검출한다.

Forest Fire can cause a serious damage to overhead conductors. Therefore, the detailed investigation for the changes of mechanical and electrical properties of damaged conductors should be carried out to understand the effect of forest fires on conductors. This is very much important to maintain transmission line safely. Oxidation of overhead conductor was increased with temperature and time(maximum time : 30min). Conductivity of Al conductor was decreased by Agents. The detailed will be given in the text.

SME is a major company to keep employment in Korea and highly depends on large company as vendor. R&D is critical to keep its position under the global competition. Government makes a policy to support SME R&D investement. We reviewed SMBA(Small and Medium Business Administration) policy for SME R&D and try to find alternatives. One of the alternatives is to increase a budget for large and SME co-development program.

중소기업청은 지난 1월 10일 중소기업의 생산성을 높이고 원활한 활동을 지원하기 위해 올해 총 3조원 규모의 중소기업 정책자금을 지원하는‘2005년도 중소기업 정책자금 지원계획’을 발표하고 중소기업진흥공단 지역본부(15개) 등에서 신청·접수를 받는다. 지원되는 자금의 내용별로는 구조개선자금 1조 7,500억원, 중소·벤처창업자금 3,500억원, 소상공인 창업 및 경영개선 자금 5,100억원, 중소기업 개발 및 특허기술 사업화 자금 800억원, 중소기업 수출금융 지원자금 700억원, 중소기업 협동화 자금 2,400억원 등이다. 지난 1월 10일부터 시작하여 중소기업진흥공단 각 지역본부에서 자금 소진시까지 신청 및 접수를 받는다. 신청서식은 중소기업청(http://www.smba.go.kr) 및 중소기업진흥공단(http://www.sbc.or.kr) 홈페이지에서 받아볼 수 있다. 본 고에서는 사업별 자금지원계획에 대한 내용을 정리해 보았다.
