  • SICI(Serial Item and Contribution Identifier) is intended primarily for use by those involved in the use or management of serial titles and their contributions. And SICI is a standard that is developed for interoperability and electronic data exchange because of increasing need of the unique resource identifier. This paper introduces metadata standard ANSI/NISO Z39.56 that relates serials management. And it examines applications and implementations of Z39.56 toward serials management.

  • The DO1 is an opaque string or dumb number - nothing at all can inferred from the number. However some identifies can include some intelligence in the number itself, which will tell the user subject and meaningful information about the entity that is being identified. Therefore whether the DO1 suffix should be 'dumb' or 'meaningful' is a major issue in DO1 syntax structuring. Although the choice of DO1 Suffix is entirely optional, many DO1 registrants have been used existing IS0 standards such as SICI, ISBN, ISMN, etc. for identification of information resources. It is also important to consider that intelligence in a system of identifiers may be carried out by means of the DO1 structure. It was suggested that there should be an explicit part of the DO1 syntax which declares the meaningful information of the digital objects.

  • This paper investigates a dynamic mechanism underlying the process of knowledge creation and evolution with a focus on the SECI model(standing for Socialization, Externalization, Combination, Internalization) as proposed by Nonaka and Takeuchi(1991) and broadly accepted especially among the practitioners in knowledge management field. The SECI model provides with intuitive logic and clear delineation of knowledge types between the tacit and the explicit, and embodies an interaction dynamic. However explanations of the propelling forces for the knowledge transfer over the four quadrants of the model is yet to be made. And the transmission mechanisms are not prescribed though the model mentions knowledge is created and evolved in a spiral process. This paper, therefore attempts first to extend and elaborate it into a dynamic SECI model by identifying those propelling factors and their relationships(linkages) based on the systems thinking.

  • Recenily, major internalional STM(Science, Trchnical, and Mcdivine) Publichers have been developing prototype systems that can provide the refeence linking of jouinal articles within the scholarly literature on a cross-publisher basis using the URN(Universal Resouree Name). In Korea, it is hard to find the efforts to link the scattered digitalized documents to an individual user through a unified web. In this study, a linking model for an inergrated gatewny fro, bibliographic information to full tcxt has been desugned and 'Electronic Research Resourced Linking system (E3R/LS)' has been developed as a prototype for centralized static reference linking system. There are three major components for constructing refrernce linking systems. The firsl componcnt the Digital Object Identifiet(DO1). is introduced as the public identifier inrended to be applied wherever thr item needs to be identified. For denl~iymg Korean journal articles, llie extended SICI(Serlal Ilem and Conlribut~on Idealifier) has becn newly dehed in 1111s study and is used as a suiiia on DOI. The reierence datubasc conlams the second com~onenl, metadiltil, linkcd to implemenied by all information providers. The CnRI resolution system is used for resolving a DOI into a URL as the third component.
