Recently, urbanization has become a serious issue, as there is imbalance between regions and various environmental problems occur intensively in cities. Therefore, cities all over the world are promoting the Green New Deal and trying to realize carbon neutrality. Accordingly, the European Union is leading the creation of carbon-neutral cities by promoting policies aimed at rapidly realizing carbon neutrality. In Korea, projects such as U-City and Smart City have also been promoted continuously for many years, and recently, the projects Smart Green City and Carbon Neutral Green City have been introduced. Therefore, this study aimed to derive directions and implications for future projects based on policies to address climate change by analyzing the guidelines for the Smart Green City project and the project plans of Gimhae-si and Gangjin-gun, which are the leading projects in the Smart Green City business model and are equipped with an extensive budget.

국내 소프트웨어산업의 진흥을 위하여 공공 System Integration(이하 SI) 시장에 대기업 참여를 전면적으로 제한하는 소프트웨어산업진흥법 개정안이 발효됨에 따라 공공 SI 시장이 중소기업위주로 개편되어야 할 상황에 놓여 있다. 그러나 공공 SI 시장은 중소기업이 감당하기에 무리가 따르는 대형 SI 프로젝트가 다수여서, 대형 SI 프로젝트를 발주해야 만하는 발주기관은 당혹해 하고 있고, 어느 중소기업도 자신의 한계를 넘는 대형 프로젝트 수주를 위해 적극적으로 뛰어들지 못하고 있다. 본 논문은 중소기업위주의 SI 시장 활성화를 위하여 취해야 할 접근 방법을 제안한다.

Generally SW industry is considered as a high value-added business area. However, many SI companies in Korea have been loosing profits in public business sector. One of the reasons of this problem is because the compensation for the change of work which occurs frequently during a project has been rarely happened. This might be because many contracts have been made as more officer-oriented one. So far, there has not been much study on this topic. So in this paper, we are going to define the change of works in SI projects, analyze the characteristics, and classify them into some categories. After analyzing the current status and related laws concerning this problem, we will suggest a way to solve this problem and show the future research topics.

본 논문은 우리나라의 대표적인 SI 업체인 "A"사가 금년도에 수행한 국내 SI 프로젝트 20여개를 중심으로 조사한 생산성, 결함율, 원가, 납기, 범위, 인력, 외주 등의 데이터를 여러 측면에서 분석하여 그 실상을 제시하고자 하였다. 본 조사를 통하여 명백하게 데이터로 확인된 것은 이미 알려진 바와 같이 직접인건비 정도를 건지는 수준에서 수행되고 있다는 사실이다. 지나치게 낮은 금액 때문에 적정이 50%도 안되는 기간과 공수로 무리한 계획을 세우고, 그 계획을 지키기 위하여 어쩔 수 없이 많은 잔상의 프로젝트를 수행하는 것이 엄연한 우리의 현실이다. 이러한 현상은 비단 "A"사에만 국한된 사례는 결코 아닐 것이다. 정통부가 추진하고 있는 IT관련 정책에도 이의 타개를 위한 중장기 정책과제를 도출하여 추진하고 있는 현실이 이러한 실태를 인정하고 있다는 반증이 될 것이다. 본 연구는 우리나라의 SI 프로젝트 실태를 보다 구조적으로 파헤침으로서 이의 해결을 위한 근본적인 접근의 필요성을 강조하려는데 있다. 접근의 필요성을 강조하려는데 있다.

It requires an interim performance assessment for BTL business of the sewerage rehabilitation which continues from 2005 till now. Means, It is necessary to make an interim performance assessment and an analysis of an business effect of the sewerage rehabilitation BTL projects which still continues, and we presented an improvement method of the new sewerage rehabilitation project in future. This paper has conducted an analysis of the business effect for 3 local government BTL projects which are completed and under operation as of now in Jincheon-Gun, Cheongju-Si and Gangjin-Gun. As a method of business effect analysis, we conducted a business effect of the 3 places using the index set which we previously set for the business effect analysis. The index set in this research was sectionalized to an improvement effect of operating wastewater treatment plant, an benefit effect of the direct cost, an benefit effect of the indirect cost and an environment friendly effect. We, in this paper, conducted an business effect analysis for 3 sewerage rehabilitation BTL projects which are completed or under operation recently as a demonstration, however we judge that an business effect analysis shall be conducted in a stage that a significant time for operation has passed since the completion of the construction in order to induce an actual business effect of the sewerage rehabilitation BTL project.

The revised "Software Industry Promotion Law" has been effective from 2013. This law is to be basis of the domestic public information sector and increases the opportunities for small and medium-sized firms in participating the public IT projects. The shortcomings of this law may be the increase of the risk and the decrease of quality of projects. These suggest that the competencies of project manager (PM) s are critical. Also, in general, an SI (System Integration) project is a one that provides a customer with a customer-tailored system for system integration. Particularly, in an SI project involved in a public institution or a large corporation, the ripple effect of success or failure of a project is becoming greater as the system requires higher cost and more time due to high complexity and large scale. One of the solutions to address these problems is to investigate the competencies of a PM. Thus, in this paper, we derived the major competencies using the RGT (Repertory Grid Technique) and categorized the resultant constructs using the content analysis. In addition, we analyzed the level of importance of competencies by applying the AHP (Analytic Hierarchy Process). The conclusion was that Problem-solving Skill and Leadership were the most important competencies of a project manager.

An attractive user interface (UI) design with a clear user experience (UX) is the key for the success of applications. Therefore software development projects require very close collaboration between SI developers and front-end service developers. However, methodologies for software development only exist with inadequate development processes or work standards for collaboration. This survey derived 13 risk factors in developing UI/UX from 113 risk factors of IT projects through a questionnaire and factor analysis and proposed a collaboration-based UI/UX development model that can eliminate or mitigate six risks with high weights and reliability. To extract risk factors with high reliability, factor and reliability were analyzed to extract 13 major risks, and based on the expert opinions and the results of correlation analysis, UI/UX development stages were classified into planning, design, and implementation. The causal relationships between risks were verified through regression analysis. This study is the first to expertly analyze major risks based on collaboration in UI/UX development and derive a theoretical basis that can be used in project risk management. These findings are expected to provide a basis for research on development methodologies for higher levels of front-end services and to construct rational collaboration systems between SI practitioners and front-end service providers.

Industrial crystalline silicon (c-Si) solar cells with using a screen printing technology share the global market over 90% and they will continue to be the same for at least the next decade. It seems that the $2^{nd}$ generation and the $3^{rd}$ generation technologies have not yet demonstrated competitiveness in terms of performance and cost. In 2014, new world record efficiency 25.6% (Area-$143.7cm^2$, Voc-0.740V, $Jsc-41.8mA/cm^2$, FF-0.827) was announced from Panasonic and its cell structure is Back Contact $HIT^*$ c-Si solar cell. Here, amorphous silicon passivated contacts were newly applied to back contact solar cell. On the other hand, 24.9% $TOPCon^{**}$ cell was announced from Fraunhofer ISE and its key technology is an excellent passivation quality applying tunnel oxide (<2 nm) between metal and silicon or emitter and base. As a result, to realize high efficiency, high functional technologies are quite required to overcome a theoretical limitation of c-Si solar cell efficiency. In this presentation, Si solar cell technology summarized in the International Technology Roadmap for Photovoltaics ($^{***}ITRPV$ 2014) is introduced, and the present status of R&D associated with various c-Si solar cell technologies will be reviewed. In addition, national R&D projects of c-Si solar cells to be performed by Korea University are shown briefly.

제안요청서(RFP)는 사업목적 달성을 위해 발주자가 공급자의 제안을 받기 위한 요구사항을 정의한 문서로 프로젝트 목표 수행의 중요한 요소이고, 불명확한 요구사항과 요구의 변경, 외부 수행 작업의 문제, 일정과 예산의 비현실성 등은 프로젝트의 성공적인 수행을 저해하는 위험요인이다. 본 논문에서는 2005년부터 2009년까지 공공 SI(System Integration) 프로젝트의 RFP를 대상으로 첫째, 미국 프로젝트 표준규격인 PMBOK(Project Management Body of Knowleage) 지식 및 관리 프로세스 영역을 적용하여 현황을 분석하였고 둘째, Core와 Support 프로세스 영역을 비교분석하고, 셋째, Core 프로세스의 범위, 일정, 비용 영역에 대해 분석하였다. 연구결과로 공공 SI RFP의 범위, 일정, 비용을 의미한 항목에서 분명한 차이를 보여 보완이 요구되었다. 향후 본 연구를 통해 공공 SI 프로젝트의 RFP 작성시 명확성을 제고하여 프로젝트 성공 수행에 도움이 되도록 하고자 한다.

본 연구는 최근 임대 및 소규모 위주의 공공주택정책과 개발 패러다임의 변화를 반영하여 소규모 주택사업지구와 행복주택사업지구를 중심으로 하는 새로운 주택수요평가모델을 제시하였다. 공공주택 사업지구의 수요평가모델은 정량적 평가요소인 잠재소요지표, 수요압력지표와 정성적 평가요소인 지역여건지표로 구성된다. 소규모 주택사업지구의 잠재소요지표는 읍 면 동 단위의 해당 지역에서 도출된 잠재소요량에서 기 공급된 건설임대와 매입 임대 재고물량을 차감하여 산출하였다. 이렇게 산출된 실제소요물량과 신규공급계획물량을 비교하여 공급의 미달, 적정, 초과를 판단하였다. 도심 내 젊은 층을 위한 행복주택사업지구의 경우 잠재소요지표는 시 군 구 단위의 해당 지역에서 행복주택공급대상계층인 대학생, 사회초년생, 신혼부부를 대상으로 임차여부, 소득요건 등을 바탕으로 추정하였다. 중소도시 및 농어촌지역 소규모 주택사업지구의 경우 수요압력지표는 해당 지역의 청약저축가입자수, 기초생활보장수급자수, 국가보훈대상자수와 각각의 무주택가구수 대비 비중으로 산출하였다. 다만 지역여건지표와 산업단지 개발 등 향후 인구유발요인 등을 감안하여 후보지 선정여부를 종합적으로 판단하도록 하였다. 행복주택사업지구의 수요압력지표는 해당지역의 소형주택재고비율, 전세가격상승률, 전세가격수준, 월세거주가구비율로 하였고 이를 전국 및 해당 시 도 평균과 비교하여 수요압력 정도를 판단하였다. 또한 행복주택의 사업여건이나 입지경쟁력과 관련된 대중교통이용여건, 주변시설현황, 중심지와의 거리, 지역개발현황 등의 지역여건지표를 바탕으로 최종적인 평가가 이루어지도록 하였다.
