Insensitivity Towards Safety and Tasks of KC Mark (Korea Certification Mark) (KC마크의 안전 불감과 과제)

  • KC Mark is one of the country's integrated legal force to the minimum mandatory certification mark system for safety. That is absolutely needed for manufacturing and sales of goods in Korea. This thesis intended to see what is prevalent for both imports and domestic products for illegal and defect and rebuild the ecosystem as soon as possible for the healthy development through public awareness. In this theses point out the seriousness of the problem based on the various kinds of press releases, data of KCA(Korea Consumer Agency), MOTIE(Ministry of Trade, Industry and Energy) and KCA(Korea Customs Service) to the problem of certification system of KC mark and propose a solution to that issue. This study is considered to make befit the nation's place in the world and sustainable development is possible about the system of certification KC. This study expect more research on this issue in order to make enhance the confidence of KC mark.

Effectiveness and Balance of Compulsory and Voluntary Safety Certification of Industrial Machines and Devices (산업용 위험기계·기구 의무 및 임의 안전인증의 효과 및 균형)

  • This study first focuses on the quantitative evaluation of both compulsory and voluntary safety certification of industrial machines and devices. Based on the results of statistical analysis, effectiveness of those safety certifications were confirmed. In order to reduce both the frequency and the strength of industrial accidents associated with industrial machines and devices, major target of safety regulations needs to be shifted from users to manufacturers. Adjustment of industrial machines and devices which are subject to compulsory safety certification and implementation of risk assessment are further suggested. As for the voluntary certification, reestablishment of the concept of voluntary safety certification and balance between compulsory and voluntary certifications is discussed. Voluntary safety certification is further suggested as a mean to manage safety of industrial machines and devices which are not subject to any safety regulations.

A Study for Effect of certification on Standard Products - focusing on the Children's Carrier (제품표준이 인증의 만족도에 미치는 영향 : 유아용캐리어를 중심으로)

  • This study analyzed that the infant carrier standard affects the satisfaction of certification. Baby Carrier Safety requirements in the Republic of Korea is enforceable by court duty certification. Therefore, a test was conducted to compare with the safety requirements of the United States and Europe and the survey was conducted to know how much manufacturers and importers are satisfied with the certification. According to the test result, there is a difference between domestic and foreign safety requirements about flame retardancy. As a result of the survey, The satisfaction of the certification is proportionate to the one of product standard.

  • This study analyzed that the standard of school supplies affects the satisfaction of certification. Safety requirements of school supplies in the Republic of Korea is enforced by court duty certification. Therefore, a test was conducted to compare the safety requirements of the United States and Europe and the survey was conducted to know how much manufacturers and importers are satisfied with the certification. To prepare management measures for harmful substances contained in children's product, XRF(X-ray Fluorescence Spectrometry) is utilized to analyze lead(Pb) and cadmium(Cd) in PA(paint), SP(sheet) and PVC(Poly Vinyl Chloride). The results of comparative analysis of ICP(inductively coupled plasma) is analyzed statistically with measured values.

Tendency of Consumption and Safety Certification for Infant's Organic Cotton Apparel (유아용 유기면 의류의 소비 및 안전성능 인증실태)

  • This study surveyed the recognition and credibility of infant's organic cotton apparel and examined the current quality of children's organic cotton clothes available in the market. This study contributes to improve fabric certification programs and safety standards by understanding customer opinions and actual quality. A customer survey revealed that customers believe that organic cotton products should not include chemicals such as pesticides, fluorescent whitening agents and chemical colors; in addition, customers have high expectations for safety as well as worries about the products' validity. Children's underwear was the most purchased item category among organic cotton products. Current organic cotton certification programs are voluntary with multiple organizations that provide various certification standards. A total of 34.2% of children's organic cotton clothes sold at online and offline stores were not certified, and 10.5% had invalid certification information. This may substantially lower the credibility of organic cotton products and requires immediate change. Examination of organic cotton products showed that products do not meet customer expectations for quality and safety: 3 out of 8 products used accessories (buttons and wappens) that include harmful chemicals such as lead, phthalate and formaldehyde, 6 products used fluorescent whitening agents, and 4 products used other fabrics such as rayon, polyurethane and polyester. GOTS mark is the most recognized organic certification, but it still allows the usage of fluorescent whitening agents, which indicates a gap between customer opinions and actual certification standards. Managing national-level mandatory certification programs like food and setting quality standards that meets customer expectations are required to enhance the credibility of organic cotton products.

Development of Certification Mark of Food Quality for Children's Favorite Foods Safety Management (어린이 기호식품 품질인증을 위한 인증마크 개발 연구)

  • This study was performed to develop children's food quality certification system as part of the children's favorite foods safety management projects. As a component of the research, we developed a quality certification logo to build up brand image which is familiar with children, as well as to offer the right standard and opportunity for food selection. The age level contains elementary graders from 8 to 13. The logo concept was focused on 'Safety', 'Certification, Guidance' and 'Health' in accordance with the vision of the Korea Food and Drug Administration (KFDA), "Safe food, good nutrition and healthy children". The logo name was proposed as "Best Food for Children", "Safety Food for Children" and "Children Good Food", which was decided by public subscription in the KFDA. The 36 tentative plans for a seal were proposed depending on names. We conducted a survey for the 12 logo samples, designed by the name of "Children Good Food", to use as the basic material for the development of logo to convey the meaning of children's food quality certification system effectively. This survey was conducted among 321 elementary graders and 331 parents of elementary graders. We selected the most favorite design through the survey and applied it for products practicality. It is expected that a steady policy may be possible to implement by applying the basis of the children's food project.

Purchasing Needs of Frying Powder according to Purchasing Attributes - Analysis for Selection Attributes through Importance-Satisfaction Analysis and Conjoint Analysis - (튀김가루 구매 요구도 조사 - 중요도-만족도 분석과 컨조인트 분석을 통한 구매 시 선택속성 분석 -)

  • This study attempted to improve frying powder products based on 272 consumers' purchase conditions. Factor analysis by type was conducted on purchase attributes of consumers who purchased frying powder by categorizing them based on five factors-namely, convenience, information, diversity, safety, and economy. Five main factors were divided into four purchase attributes named various pursuit, convenience pursuit, economical pursuit, and inform/safety pursuit. Purchasing status of frying powder products was analyzed according to three independent variables such as age, meal preparation type, and purchase attributes. The top motivation for using frying powder was convenience. According to the importance-satisfaction analysis survey, taste, expiration date, and certification mark were chosen as highly important and high satisfaction characteristics for frying powder (p<0.001), whereas nutrition, oil absorption, adhesiveness, crispiness, origin, and food additives were highly important and low satisfaction characteristics (p<0.001). In the conjoint analysis, crispiness was the most important attribute of fried food.

A Study on Labeling Regulation for Reliability and Understanding Improvement of Health Functional Food (건강기능식품의 신뢰도 및 이해도 향상을 위한 표시제도 연구)

  • This study was performed to improve of Health Functional Food(HFF) through investigating the label system. The logo on HFF to increase the reliance, understanding and quality warranty for consumers was developed through competition. In order to investigate the consumer's awareness about HFF label system a nationwide survey was conducted in metropolitan areas (6 cities) and middle-sizes cities (6 cities). The subjects was 2000(male 519, female 1481) adults aged 20 over, and information was collected by in-person interviews. The major results were as follows. 63.0% of consumer responded they need certification mark for HFF and trust function information of text/graphic format than text format. 85.3% of consumers chose the long claim including the mechanism because 38% reported that they could confide the information, 36% reported it is easy to understand and 26% reported that they thought it is more effective than short claim. As 58.8% of the total consumers answered that the manufacturers marked the nutrition function claim without the permit of the KFDA, a reliable certification mark developed by this research is expected to contribute in improving the label system of HFF, rising reliability and perception of consumer.

A Study of the Seafood Brand Influence on Purchase Intention focus on the Mediating Effects of Attitude (브랜드 수산물이 소비자 태도를 매개로 구매의도에 미치는 영향)

  • Today, the consumer is more careful in buying goods, invests more time in collecting relevant information to avoid any potential danger, and restricts from potential impulse buying. To react this consumer's carefulness, the seafood brands provide much information including the origin labeling system, the traceability, the food's safety & hygiene. Also the branding by region or company is pursued. Like that, a seafood brand's importance is increased, but there lack few researches dealing how current consumer's attitude influences on real purchase behavior, and how the attitude works consumer purchase decision. Therefore, this study researched the brand's influence on the consumer's attitude and purchase intention. For this purpose, this study targeted the salty mackerel and the dried yellow corvina because they are already branded and sold in some popularity, and researched how a brand's popularity, its image, and its recognized quality could effect on the consumer's attitude and purchase intention. As the result, it was appeared that a seafood brand's popularity didn't directly effect on the consumer's purchase intention, but indirectly influenced through the consumer's attitude as a parameter. From this result, improving a seafood brand's popularity needs some time to form the consumer's positive attitude and to lead to consumer purchase intention of seafood brand. So, it is thought that various promotion activities for seafood consumption must be continually performed rather than some temporary special events. Consumers showed more positive attitude on familiar seafood based on a product's original place and the freshness. Also they had better feeling about some seafood with their speciality images rather than the same kinds of products produced in other regions. This attitude temporarily led to purchase intention. Therefore, it is important that the branding strategy development should start from some seafood familiar to us in traditional food culture and food habit, but should delivery the reliance and the freshness in accurately indicating their origins, and should emphasize their differences as specialities. Consumers showed some positive attitudes on the seafood featuring the hygiene, the safety, continual good quality, and their attitudes led to their purchase intentions in temporary. The seafood product reflecting these results the best is the marketing activities on some Andong salty mackerel products acquired HACCP certification. it is thought that a seafood's branding strategy should be established on distinctive branding strategies using reliable certification mark like HACCP based on the hygiene, the safety, and the quality.

An Experience of Korean Consumer's Monitoring on Nanoproducts (국내 나노제품에 대한 시민 모니터링 결과 고찰)

  • Our team carried out a new program for public engagement on nanotechnology in Korea. We chose 22 monitors, who majored in science or technology and graduated from universities long time ago. Most of them were married and housewives. This 'focus group' had not only general knowledge about science or technology but also much interest in social activities. The 167 nanoproducts to be monitored were for daily life, e.g. home appliances (washing machine, refrigerator, water purifier, etc), clothing, cosmetics, food, toy, and others. And the period of it was one month. The monitors had a sheet with 10 questions, and filled them out in essay form. All of them submitted 2~3 sheets every weekend to our team. Before monitoring, our team had a meeting for introduction and explanation about the potential risk of nanotechnology as well as benefits from it. Another meeting was held after finishing monitoring to share their experience one another. The main results of the monitoring were as follows: the number of nanoproducts describing both the definition of 'nano' and the size of nanomaterials was just 2 (1.2%) the number of them explaining the technical methods enough was 15 (9/0%) the number of them accounting for the reason of functional improvement enough was 14(8.4%); the number of them doubtful as if there would be exaggeration or false knowledge was 27 (16.2%); the number of them commenting potential hazards to human health or environment was almost zero; the number of them describing about safety certification acceptable was 9 (5.4%). The monitors made a proposal containing recommendation to Government and industry. The contents were as follows: industry should make the manual in detail and correctly, Describe Certificate detailed and correctly, Do research on risk and toxicity continually, Educate employee about nanoproducts at consumer's center; Government should make indication of nanoproducts compulsory, Appoint Certificate Authority and make Certificate Mark guaranteeing the safety on nanoproducts, Make detailed explanation about nanoproducts compulsory.
