The strategy of "soft power" in the foreign and internal policies of modern Russia is one of the important factors in the implementation of public policies, and the influence of soft power is increasingly becoming stronger and gaining new forms and methods of implementation. The Russian government exerts efforts to form a positive image of Russia in the international arena, in order to strengthen the country's competitiveness, based on active use of "soft power." Currently, Russian cultural policy is developing in two main directions. In the internal policy sphere, the Russian government emphasizes national unity and civic solidarity, and fosters a sense of patriotism and national pride. In the sphere of foreign policy, the Russian government is attempting to regain its status as a great power and to create a new image of Russia that is different from that of the former Soviet Russia. In this article, we examine and analyze various aspects of the hidden political mechanisms involved in mega-sporting events, in particular the Sochi Olympics, from the viewpoint of Russian internal and foreign policy. We address the major functions of mega-sporting events and their influence in the political realm. The political impact of mega-sports projects can even compensate for economic losses incurred during the preparation and hosting of the Olympic games. In this respect, we can define mega-sporting events as one of the main components of soft power; such events reflect the basic directions of internal and foreign policy in post-Soviet Russia, which are to form and promote an image of Russia using national branding. In order to fairly and objectively analyze the recognition and perception held by Russians of the significance of mega-sporting events, in this work, we carefully studied the results of various surveys conducted by the Russian research organization VCIOM (Russian Public Opinion Research Center) before and after Russia hosted the Winter Olympic games in Sochi (2014) and the Summer Olympic games in Kazan (2013). Furthermore, on the basis of the ranking of national brands by Simon Anholt (Anholt Nation Brands Index - NBI), and on the basis of the ranking of 100 national brands conducted by the British consulting company "Brand Finance" (Brand Finance Nation Brands 100), we minutely trace the development and qualitative change in Russia's image and the role of the mega-sporting projects. This article also examines the Kremlin's internal and foreign policies that were successfully carried out in practical terms. This study contributes to the understanding of the value of mega-sporting events from the point of view of cultural policy of the current ruling party of Russia. This standpoint allows us to outline the main directions of Russian cultural policy and to suggest perspectives on the branding strategy of modern Russia, including strategies related to consolidating Russia's position in the international arena.
In 1920s, Russian society was unstable and tremendous. After the 1917 Revolution, Russian government had initiated "New Economic Policy" embedded in a partial market system in these times. Also, Russian culture had been exposed to a new trend of culture, for instance, Russian Modernism. In the field of Russian literature, satirical comedy became very popular. One of famous satirical comedy writers was V. Mayakovsky who was trying to express his ideal society which consisted of both tensions and harmonies between the old and the new periods. In this context, V. Mayakovsky was recognized as a poet with futurism who loved to write a comedy expressing social suburbanity and governmental bureaucracy. His two comedies, "Bug" and "Bath" were his famous comedies, dealing with Russian modernistic historics and theatricality in 1920s. In this article, authors try to look into their artistic characteristics of 1920s Russian literature involving a new trend of social change, for instance, Grotesque and Tragicomic features. In the same context, this article focused on its inner dilemma of satirical comedy which had been existed in 1920s Russian literature.
In the modern society in which globalization and localization proceed simultaneously, diversified and rapid migration of diaspora makes a new from of boundary off the frame of the state and the nation. This new border accompanies cultural change and racial mixture; retains ethnic conflict, the gap between rich and poor, alienation and discrimination, as well as power conflict; and extends its influence. Nowadays, the countries all over the world including Korea face problem of Diaspora in numerous forms. And each country takes an approach to the problem of the diaspora in the aspects of their society, culture and political technology. This implies that most countries, without understanding the new form of border which is alive and dynamic, define and conceptualize the diaspora in the frame of one state and one nation to carry forward the policies accordingly, resulting in inequal, incomplete and awkward homogenization. This study aimed to explore the identity of the diaspora, the core for the problem solving. Of course, studies about the identity of the diaspora have been continued until today and many great outcomes have been achieved. Nevertheless, this study aimed to explore the identity of the diaspora and the national policies which have a close interrelationship with it. It is because the study ultimately aimed to highlight the interrelationship between the destination countries, Russia and China, and the diaspora, through the definition and the classification of Russian diaspora and Chinese diaspora and the analysis of the national policies about that. However, the intention was not to distinguish superiority through the comparison of the polices about the diaspora between two countries, but to focus on the diversity of the identity of the diaspora through defining each different diaspora and paralleling the policies. Second, the reason for looking into the diaspora policies of these two countries is because it is judged the changes in the diaspora policies of each country is one of the active factors for the changes in the identify of the diaspora of each country and it is the basic research for the study on the identity of the diaspora. New migration of diaspora changes the identity of the state, and the state makes the policies and enforce the policies, resulting in the influence on the diaspora. This interaction acts as the growth factor for the new boundary. The causes of Russian diaspora and Chinese diaspora show apparent 'differences'. In parallel with this, the policies about the diaspora in Russia and China arouse 'differences' to the diaspora. The variation of the identity of the diaspora made by these differences will suggest other viewpoints on the diaspora, and these viewpoints will become the foundation for solving the problem of the diaspora in the present times.
The purpose of this paper is to examine the current situation and background of the Russian consumer music market, where digital music sources are making great strides in the noted recent years. In addition, music storage technology, media and change are considered together in this report. Moreover, Russia is the 12th largest music market in the world. The Russian music industry is following the recent trend of the global music industry, where the digital music market is growing rapidly on many different levels. The explosive growth of the digital sound sources in Russia's music industry is attributed to the explosive increase in available consumer downloads, streaming sound source service, and the increase in the number of digital sound sources using mobile technologies due to the development of the Internet. In particular, the sales of the available and accessible streaming sound sources are expected to grow explosively by the year 2020, which is expected to account for more than 85% of total digital music sales. In other words, the spread of smartphones and the resulting changes in the lifestyle of the Russians have created these changes for the global consumer of music. In other words, the time has come for anyone to easily access music and listen to music without a separate audio or digital player. And the fact that the Russian government's strong policy on the eradication of illegal copying of music is becoming an effective deterrent, as is also the factor that led to the increase of the share of the digital sound source to increase sales in Russia. Today, the Russian music industry is leading this change through the age and process of simply adapting to the digital age. The paper examines non-agricultural occupations of Korean immigrants in the Russian Far East from 1860s to 1930s. First of all, theoretical perspectives regarding immigrants\` job selection and positions in the labor market such as cultural theory, segmented labor market theory, human capital theory, and ethnic enclave theory were reviewed and then how these theories can be applied to various jobs of Korean immigrants including mining, fishing, small business, service, and miscellaneous jobs was studied. Next. this article points out that those theories cannot explain both supply and demand sides of migration simultaneously, suggesting the need to integrate two sides of migration. In order to fill out this gap in the literature, this paper suggests the integrative approach which combines supply side and demand side of migration. According to this model, several factors in the non-agricultural jabs which were affecting Korean immigration in the Russian Far East. were identified and discussed in relation with existing theoretical perspectives. Finally this paper concludes that, in order to understand Koran migration in the Russian Far East properly, we have to take into consideration simultaneously both supply-sided factors of immigration including farming-oriented characteristics of Koreans, Korean socio-economic problems preceding immigration, and self-dependent tendencies of Korean immigrants and demand-side factor like the Russian migration policy to the immigrants and various regional situations in the Russian Far East.
This paper aims to analyse the historical-cultural sources of Azerbaijani national identity through the aspects of the Persian, the Turkish and the Russian influences, and to illuminate its complex characteristics. Then it will be examined the impact and consequences that the Azerbaijani identity exerted on its foreign policy. In the modern world, identities are formed and represented within a variety of shifting social, political, economic, cultural, and discursive contexts. Such understandings can have exclusionary consequences, particularly in pluralistic environments. Since its independence, the PFA government resorted to the arguments of ethnic origin and Azerbaijan's Turkishness to achieve its goals. Domestically, the failure of the ethnicity-based foreign policy was so great that even Azerbaijani Kurds, who under the Soviets had been virtually absorbed into the Azeri population, felt alienated and betrayed. Internationally, Azerbaijan turned Russia and Iran against itself and reduced bargaining power of Turkey since the latter grew increasingly concerned not to exacerbate its relations with Russia.
The purpose of this research is to fill the vacuum created by the tendency of bias towards China among the curators of Korean museums who plan exhibitions focusing on Balhae, and to share with researchers in the countries concerned various supplementary research materials that could deepen their understanding of the history of Balhae. These materials are based on analyses of the details of exhibitions about Balhae held in a particular Russian museum and the characteristics of and changes in the museum's operational policy. Thus, this research focuses mainly on the permanent and special exhibitions held by the Far East History Museum and Reserve, whose collection represents the archaeological achievements of Russia regarding the history of Balhae. The first part of the research focuses on the layout of the exhibitions presented by the museum and the museum's operational policy. It reveals that the museum's permanent exhibitions follow a diachronic arrangement of the local history, while the first and second special exhibitions featured exhibits that were selected from the collections of the Russian Academy of Sciences and arranged according to specific themes. It also examines the museum's policy for operating the exhibitions, focusing on the operational rules, the human resources deployed to run them, and the related educational and PR programs. The second part of the research examines such issues as local politics, economy, education and culture related to the exhibitions on Balhae's history, and connects them to the background and development of the exhibitions. This study reveals that the permanent exhibitions were intended to promote historical awareness of the local area by museum visitors, particularly those who visited the exhibitions while the city was hosting important events such as international summits. It also reveals that the museum's first special exhibition led to the promotion of Korea-Russia cooperation on exchanges in the fields of culture and tourism, whereas the second special exhibition involved no PR efforts or related events, which was probably due to the changes that have occurred in the relationship between Russia and its neighboring countries since then. The final part of the study focuses on the characteristic features of the exhibition narratives, and compares school textbooks on local history and history books for general readers with the contents of the exhibitions. The analysis of the narratives based on the development of time shows that the history of the Mohe (or Malgal) tribes has been combined with that of Balhae, while they are treated separately in school textbooks. As regards political history, the narrative was largely focused on officials in Balhae's central government rather than on Mohe warriors in the border areas. The maps of Balhae presented in the exhibitions highlight the importance of accumulating empirical data. As for the exhibition of material cultures, this study suggests that the museums should obtain more archaeological floral and faunal remains related with agriculture and hunting. It also points out that the narrative on the theme of foreign relations deals with the archaeological relics of Unified Silla together with those of the Turkic tribes. As for the theme of philosophy and culture, the narrative focused on the state ceremonies and rituals of Goguryeo, a theme that has attracted little attention among Korean academic circles and which consequently requires further study. In conclusion, this study is meaningful in that it suggests a number of research topics regarding the development of exhibitions and exhibition narratives about the history of Balhae by a prestigious Russian museum that specializes in this subject.
The purpose of this study was to explore the differences in sentiment on social networking sites among six languages (English, German, Russian, Spanish, Turkish and Dutch). A total of 204 million tweets were collected using Streaming API. Subjective/objective ratio, sentiment strength, positive/negative ratio, number of retweets and boundary impermeability were analyzed with SentiStrength to estimate the trends of emotional expression via Twitter. The results showed that subjective/objective ratio and the positive/negative ratio of tweets were significantly different by languages (p<0.001). And, there were significant effects of language on sentiment strength, boundary impermeability and the number of retweets (p<0.001). The results also indicate that the cross-cultural, language differences should be taken into account in sentiment analysis on SNS.
In September 2013, President Park Geun-hye announced her controversial "Look North" policy, of which the most salient aspect is the "Eurasia Initiative". This comprises various proposals designed to overcome existing constraints by developing new markets and creating new economic partners in continental areas from which South Korea has been alienated since the end of World War II, and this dovetails nicely with China's One Belt, One Road Initiative. The concepts of the "Silk Road Rail Express (SRX)" and the "East Sea Rim Maritime Community (ESRMC)" have also been discussed. SRX is at present a purely symbolic railroad project intended to encourage individual, cultural, trade and diplomatic exchanges. ESRMC is a model for establishing an ad hoc community to promote regional economic cooperation around the East Sea. President Park's Eurasia Initiative will provide South Korean investment for the Northeast to complement Russian plans, like the "Northern Energy Road" being built by Gazprom, and Chinese plans, like the Chang-Ji-Tu Development Plan for the North Korean port of Rajin. China's trade, as well as its energy and food supplies, pass through the Strait of Malacca and the Indian Ocean, and are thus vulnerable to interdiction by India or the US. China is therefore trying to reduce its exposure geopolitical risk by establishing a network of corridors between the Belt and the Road to provide alternative paths. The "China-Pakistan Economic Corridor" and the "China-Myanmar Economic Corridor" provide such connections, and South Korea hopes that SRX and ESRMC can become part of a "China-South Korea Economic Corridor". This concept could do much to revitalize the underdeveloped northern provinces of China and Russia's Far East, not to mention North Korea. By linking up the Trans-Siberian Railway, the Trans-China Railway, the Trans-Mongolian Railway and the Trans-Korean Railway all these Asian countries will be connected to one another, and ultimately to Europe. An interim connection between China and South Korea using a rail-ferry has also been proposed.
The purpose of this study is to summarise the educational meanings of Official Foreign Language Schools(hereafter, OFLS) in Korea, 1895-1906. Especially, I try to find out the foreign language policy of the Joseon Dynasty and the comparative superiority between six foreign language schools - Japanese School, English School, French School, Russian School, Chinese School, and German School - through the traits of teachers and the change of students numbers at the Regulation Period. As a part of Kabo Reforms, the government had abolished the of Civil Service Examination System and status system, and foreign languages worked as a cultural capital to acquire modern civilization and to escalate one's social status. The results were as follows: Firstly, the OFLS have to be regarded as one of the highest educational institute during the Regulation Period. The eligibility of the OFLS was over 15 years old, but most of the incoming students were over 20 years old. Secondly, many of the OFLS's teachers were specialists of military, diplomat and mechanics. Especially, Martel, the teacher of French school played an important role for the neutral diplomacy policy of the Great Korean(Dae-Han) Empire during the Regulation Period. Thirdly, the recruit of new members of the OFLS was affected by the political and social circumstances at that time. Fourthly, the statistics of incoming students during the Regulation Period was concentrated on Chinese school, French school, and English school in due order. Thus, it differed from the commonly accepted ideas of students' statistics which was concentrated on English School and Japanese School. Fifthly, the OFLS were not only for the training of official interpreters(譯官通事), but also the cultivation of civil servants who could become statesman.
