Purpose - When recovered through arbitration a contractual penalty that is disproportionately high can become grounds for challenging an arbitral award or an obstacle to its enforcement within Russian jurisdiction. This article investigates how violation of the principle of proportionality can affect the enforcement and challenging of arbitral awards in Russia. Based on the examination of the current legislation, along with the analysis of recent court cases on the subject, the ultimate object of this article is to discern practical recommendations for Korean practitioners who are looking to challenge and/or enforce arbitral awards in Russian courts. Design/methodology - The research process included the reviewing of current Russian legislation conducted in concurrence with academic literature review, searching and analyzing recent court cases where the relevant legal provisions and concepts were applied, and formulating practical implications of the research at its final stage. Findings - Through its relation to the principle of fairness/justice the authors establish the connection between the principle of proportionality and the public policy of Russia. Analysis of recent court cases showed two conflicting trends of whether a disproportionate penalty can be considered a public policy violation. The authors offer practical recommendations on how to substantiate a relevant claim regarding contractual penalty reduction by the court, depending on the desired outcome. Originality/value - The article contains an up-to-date summary of the legal provisions on the principle of proportionality of civil liability in Russia and identifies the most recent trends in court practice on the issue that is not covered by existing studies.

우리나라 현대 글로비스사는 스웨덴의 Stena 해운사 소속인 M/T Stena Polaris호를 용선하여 화물(납사, 43,838톤)을 싣고 2013년 9월 15일 러시아 Ust Luga항을 출항하여 약 8,100마일 북극해 항로(North Sea Route)를 통하여 10월 17일경 여수 사포 1부두에 입항할 예정이다. 이는 금년 5월 15일 "북극해 이사회"의 영구옵서버 자격을 취득과 더블어 새로운 물류 시대의 개막이라고 할 수 있겠다. 이런 시점에서 한국해양수산연수원은 국내 Ice Navigator 교육시장 선점과 세계적 교육기관으로 도약을 하기 위하여 교육과정을 개설준비 하고 있으며, 금번 시범운항 행사를 위하여 방문한 9월 13일 Ice Navigation Training 교육과정이 이미 개설되어 있는 Russia Admiral Makarov State Maritime Academy측 총장 및 관계자와 Russia교수진의 협력 및 NSR 통과 선박의 승선실습을 요청하였으며, 교육인증을 위한 협력도 추진하기로 하였다. 따라서 현재 북극해 항로현황과 Ice Navigator교육과정 개발에 대하여 검토해 보고자 한다.

Last deportation area was Maritime Province of Central Asia. The studied village is situated about 130km west in Vladivostok. Central Asia has a lot of unfavorable conditions than other area and there is cold area. Such climate is hard to do agriculture. Therefore, koryo people's life was very hard. In this study, investigated koryo people's life who overcome bad climate and develops new agriculture. Also, whether koryo people keep farm village how, and make the village by some method. Study finding following contents could know. Need specific to make village for fixing that is Koryo people's of Russia Maritime Province. Also, need governmental active support and support for village le ader's systematic upbringing and agriculture activation. Need agropolitics and various agricultures, stockb reeding educational programs construction.

Purpose - This study undertakes to examine the automotive trade structure between Korea and Russia to accelerate economic cooperation and pinpoint trade discrepancies to increase trade volume through improved policies, eventually finding ways for trade expansion. Research design, data, and methodology - To analyze trade decision factors for both countries, the Index of trade specialization invented by trade specialization theory, is used. Although specific factors should materialize in the trade decision analysis, realistically, concrete explanations are difficult as many unsolved factors are involved as well as their complexities Results - First, to assess comparative market competitiveness, the Index describes A value/B value, representing the Korean versus the Russia market share and the Korean market share versus the world. Second, the index shows that Korea is taking comparative advantage of its export specialization. Third, the RCA indices show considerable improvement compared to 2000. Conclusions - This research used a quantitative approach to examine trade specialization and examined a comparative advantage index of market share to see how inter-trade relations have changed over the past 10 years.

북극권의 최대 지주인 러시아가 국가 전략적으로 추진하고 있는 북극권 관광 프로그램 개발의 성과가 구체화되고 있다. 러시아는 2008년 북극해 지역의 'Russia Arctic National Park' 구상을 발표한데 이어, 2009년 6월 푸틴총리가 이 국립공원을 설립하는 법령에 서명함으로써 개발이 본격화되었다. 북극해 지역은 독특한 동식물상, 해빙, 문화유산, 인류의 북극 탐험 역사 등 타 지역에 비해 경쟁력 있는 경관과 콘텐츠를 갖추고 있는 것으로 평가되고 있다. 6월부터 9월까지 한정된 여행 기간, 북극해 지정학적 여건이 안정화되어 있지 않다는 점, 관광객의 안전을 담보할 구호 기반이 취약하다는 점, 이 지역에 방치되어 있는 폐기물의 처리 등은 극복해야 할 요인이다. 이 논문은 북극해 관광 현황, 국제사회 동향, 북극해 국립공원에 대해 살펴보고 이를 통한 시사점을 제시했다.

In December 5, 2006, "The Economic Times", India's the most famous economy daily newspaper, reported Korea Lotte Mart is planning to enter into India's market. Lotte group, marking number 7^th in Korea's list of conglomerates, established VRIC(Vietnam, Russia, India, China)'s strategy. This strategy is targeted to enter into emerging markets such as Vietnam, Russia, India, China and etc. As of 2007, Lotte Group aggressively is placing its subsidiaries such as Lotte Department Store in Russia and China, Lotte Mart in Vietnam and China and Lotte Confectionery in China and India, into emerging markets. From this case, Based on the assumption of Lotte Mart's India market entry scenario, this study considers various decision-making factors such as market attractiveness evaluation, timing of entry, entry mode, location, scale, positioning, operation strategy, and others, while developing an overseas market entry strategy. This case study also provides India's distribution market environment that Korean companies can utilize when entering into the Indian market in the near future.

Intumescent inorganic and organic coatings which dintr one from the other by the type of gas formers and the mechanisms of foam formation have been obtained and investigated. Inorganic intumescent coatings are the compositions based on water glass and mineral additives with different dispersity. Mineral additives contain adsorbed and absorbed water and carbonates which are destructed with the carbon dioxide and water evolution during the flame action on coating. The decreasing of mineral additives particle sizes under the mechanical milling with the fraction precipitation promotes the foam coke formation with less defects. Here the main structure of comparing compositions does not change. In organic coatings based on epoxy-polymers the polyammonium phosphate additive is used. It is the cabonization catalyst and the foam agent. The polyammonium phosphate of various dispersity employed is uniformly distributed on the polymeric matrix. The decreasing of the particle sizes leads to the increasing of the fire resistant properties of the intumescent coa-ting. The fire resistant analysis of the coating during more than an hour: the coating back side the temperature on plastic or wooden materials does not exceed 423K, and on metal-573K.

연방제는 중앙과 지방 사이에 권한이 적절히 분배되는 주권공유 원칙이 적용되는 정치 체제를 말한다. 연방제는 국가의 통일성을 유지하면서도, 지역간 차이를 고려하여 균등한 발전을 기하고, 인종 또는 지역간 차별성과 문화적 다양성을 조화시키려는 목적을 갖고 있다. 연방제 목적은 연방 구성 주체가 자신의 정치 엘리트를 충원하는 방식이 자율성을 지니고, 선택된 정치 엘리트들이 중앙으로부터 독립된 정책을 수행할 수 있을 때 보다 자유롭게 실현된다. 옐친에서 푸틴에 이르는 기간 동안 중앙 및 지방의 정치 엘리트 충원 방식이 중앙 정부의 정치적 목적에 따라 수정되면서, 러시아 연방제의 성격이 변화되었다. 임명되어진 정치 엘리트들이 지역의 이익에 기초된 정책 수행을 강행할 수 없게 되었다. 이러한 현상은 연방제의 고유한 의미를 퇴색시킬 수밖에 없다. 중앙 정부에 의해 임명된 지방의 정치 엘리트들이 지방의 이익이 아니라, 중앙 정부의 이익에 기초된 지방자치로 무게 중심을 이동시키기 때문이다. 본 논고는 러시아의 대통령 및 양원의 국회의원, 주지사 및 지방의회 의원들이 어떻게 충원되고 있으며, 이러한 충원 방식이 러시아 연방제의 성격을 어떻게 변화시키고 있는가의 문제를 다룬다.

The demand for energy is steadily rising because of rapid population growth and improvements in living standards. Consequently, extensive research is being conducted worldwide to enhance the energy supply. Transpiration power generation technology utilizes the vast availability of water, which encompasses more than 70% of the Earth's surface, offering the unique advantage of minimal temporal and spatial constraints over other forms of power generation. Various principles are involved in water-based energy harvesting. In this study, we focused on explaining the generation of energy through the streaming potential within the generator component. The generator was fabricated using sugar cubes, PDMS, carbon black, CTAB, and DI water. In addition, a straightforward and rapid manufacturing method for the generator was proposed. The PDMS generator developed in this study exhibits high performance with a voltage of 29.6 mV and a current of 8.29 µA and can generate power for over 40h. This study contributes to the future development of generators that can achieve high performance and long-term power generation.

When the Trans-Korea Railway (Gyeong-eui Line and Dong-hae Line) initiative is completed, Korea will become one of the major trading partners of Russia through the Trans-Siberian Railway (TSR). This will be an opportunity for Korea to take-off to a 'Traffic and Logistics Center in 21st Century. The opening of the Eurasia Continental Railway will provideKorea with the opportunity to develop into the logistics center of Asia-Pacific area and the benefit of reduced cost of unification by improving the correlation between South and North Korea through the cooperation in railway business. However, there exist the uncertainties for its demand and innovative reduction in transportation time and cost, due to the practical problems including economic efficiency and transportation technology. In this paper, the practical problems of TSR are discussed in the economic and social perspectives to develop the methodology for the Korea-Russia railway cooperation and for the improvement of the competitive power of TSR.
