In the second period of rural planning lay emphasis on food self-supply, green revolution and income gap mitigation between urban and rural areas. In the third period of rural planning lay emphasis on integrated rural development. In the fourth period of rural planning lay emphasis on multifunctionality of agriculture. • There are found rare specific alternatives for sustainable rural development although sustainable development has become popular common concept in international development arena. Korea is trying to reform rural development by introducing a block grants system since 2009 expecting for the efficiency of development investment. However, it seems that such new rural development system is far from realizing the sustainable development. The objectives of the study are to identify the roles and issues of the sustainable development policy and to suggest a policy model for realizing sustainable rural development. Based on the policy model hypothetically established, some policy alternatives were suggested: (i) the establishment of land use system considering sustainability perspectives; (ii) the preparation of environment management measures considering topographical traits; (iii) the improvement of landscape support scheme toward increasing biodiversity; (iv) the systematic implementation of agriculture-environment measures; (v) the implementation of sustainable development projects linking production to housing; (vi) the inclusion of sustainability indicators in rural development evaluation system.

  • Rural policies in Korea have been changed into amenity-oriented ones recently to enhance the quality of life for villigians, which should be supported by the amenity-oriented maintenance system for rural space or environment too. Although so many studies on the classification system of amenity resources had been carried out, few ones which classified them principally by their spatial characteristics had been tried. From the viewpoint mentioned above, this study tried to propose a tentative classification system of amenity resources focussed on their locational characteristics. By the literature review, its draft was prepared, and after 2-round expert checks, the final table determined, which composed of 3-subsystems; green, production and living environment. Through the field application works in two case villages, its practical applicability was ascertained, from which two regarding points were found; public usability of terms and seasonality of amenity resources, especially green ones.

  • Rural amenity resources consist of natural, cultural and social resources. Some of resources have been surveyed in other institutes and organizations and information system about these resources has been constructed. Integrating with information of existing system or database is helpful to produce useful rural amenity resources information to users. This integration of distributed information is based on semantic integration. In this paper, we used ontology for semantic integration and introduced the method of external information integration using ontology. We designed ontology table to represent ontology in database and integrated distributed information using ontology. To examine the improvement of information service efficiency and the applicability, rural amenity resources information and tourist attraction information database were constructed and integrated. Also, the information service efficiency with information integration was evaluated using recall ratio and compared to the information service efficiency without information integration.

  • Educational Facility has a specialty that similar design is repeatedly taken place so the importance of POE(Post Occupancy Evaluation) is increased for the improvement of problem appeared at the former projects. The POE could provides help to the design of next project and the direction when the need of remodeling is faced. Through the process of POE, the repeat of design mistakes could be prevented and the good information related with building efficiency and other problems could be applied to the design of next school project . In this study, the POE of Manbalro(barefoot) toilet of D Elementary school in rural area of H county is performed. The toilet is renovated as an educational environment improvement project of H county educational office in Chungcheong Namdo Province. The study is focused on the user's behavior at Manbalro toilet for carrying out indicative POE by the subjective response of user's. From the research, several being reformed items is proposed however the toilet is evaluated as a successful project that design purpose of initial stage is applied well.

  • To mitigate the development gap between urban and rural area, the government has implemented project planning as the Rural Integrated Development in each Gun level since 1986. On account of shortage of the development fund, the government had changed the Gun level development into Myeon level development so called the Rural Central Settlement Zone Development. The government had started nine pilot projects throughout Korea from 1990. This study is aimed at identifing problems that found in the course of implementation of the projects and recommending the new direction of the successful implementation of the projects in the future. The problems and directions found in the cource of project implementation were as follows: 1. Project implementation by investment priority considering economic and financial rate of return should be made. 2. Objective project planning should be made. 3. Equal allocation of the limited investment fund by group interest and egoism should be prohibited. 4. Enforcement of special man power should be taken into account. 5. Unification of the diversified existing terms and conditions of loans for house construction and improvement. 6. Road development oriented budget allocation should be improved. 7. Sufficient development fund should be procured considering the present rate of sufficiency of the project cost as 36%. 8. Sufficient supply of the credit loans for improvement of living environment of the farmers should be realized. 9. Rational implementation planning in connection with farm household income source development should be made.

  • This study is to find a way that improves the pedestrian environment in the main street in rural areas. The main streets of five local governments in Jeollanam-do, general towns and bases seat of a myeon office, were studied. The research results are as follows. First, all three groups under investigation required multi-purpose activities on main street. This is thought to be due to the maintenance of the main street with vehicle-centered maintenance, thereby revising the walking space around essential activities. Second, the simple size of the sidewalk width is not closely related to the safety of pedestrians, and it is judged that the pedestrian space should be maintained considering the size of the floating population, acceptable activities, and proper sidewalk width. Third, the center where pedestrian space and streetscape are maintained has spatial constraints on sidewalks and lanes, so there should be spatial flexibility. Also, it is necessary to find a way to minimize the occupancy of pedestrian roads due to ground parking lots in relation to pedestrian continuity. Fourth, improvement of walking environment should involve community activities other than physical improvement.
