In this study, the value of reservoir landscape improvement among agricultural infrastructures was analyzed using the CVM(contingent valuation method). The results can be summarized as follows. First, in the decision to pay for all types of large, medium and small scales, the probability of acceptance decreased as the price range increased, and the probability of acceptance increased as the interest in landscape increased. Second, the WTP(willingness to pay) to improve landscape derived from logistic estimation was 29,284 won per year for large reservoirs, 20,736 won per year for medium reservoirs, and 16,682 won per year for small reservoirs. Third, conservative estimates using the economically active population to estimate the overall value of the reservoir landscape improvement show that large reservoirs were 955 billion won per year, medium reservoirs were 600 billion won per year, and small reservoirs were 468 billion won per year.
This study aims to identify more reasonable and efficient development plans to engage local university students in landscape improvement projects in rural areas. To survey university students, residents, administrators and experts involved in such projects on important considerations in this regard, SWOT analysis was employed to identify important factors, followed by analytic hierarchy process (AHP) to evaluate their relative importance, identify problems and suggest implications for improvement. The results are summarized as follows: the relative importance of the SWOT group was in the order of opportunity, strength, threat, and weakness. For each SWOT factor, the relative importance of strengths was in the order of students' aspiration and passion, availability of creative ideas and designs, and improved attachment to their community. The relative importance of weaknesses was in the order of the lack of spontaneous participation of residents, short preparation periods and insufficient budgets, and the lack of experience in similar projects. The relative importance of opportunities was in the order of young students' activity itself being a boost factor to the community, students' endeavors arising a consensus among residents, and students feeling a sense of duty as representatives of their school. The relative importance of threats was in the order of projects being one-shot, temporary events, immaturity, and differences in preferences between older and younger generations. To draw an overall ranking of the sub-factors evaluated, the overall relative importance of the decision-making factors was evaluated. Among the sub-factors for each SWOT group, young students' activity itself being a boost factor to the community as an opportunity factor was shown to be the most important, while the lack of experience in similar projects was shown to be the least important as administrators and experts made appropriate interventions in each stage.
Rural Korea has been becoming heavily aged societies from the end of 20th century due to the massive depopulation of young generation and extension of the average span of human beings. Although rural communities in Korea had been traditionally based on closely webbed social relations, almost all of community self-help organizations disappeared in recent time with very strong urbanization trend. However, almost all rural villages in Korea have the village seniors' union -'NO-IN-HOE' in Korean speaking- of which members usually use, operate and maintain community facilities in terms of voluntary base. Using these facilities, most of public/common/private services and community activities have been being served or provided. So, the purpose of this study is to investigate the usage tendency of community facilities and needs of the rural elderly and to propose the improvement strategies for their optimum usage. For this purpose, data was gathered both from community (107 villages) and individual level surveys(881 older people). The statistical method used for data analysis was descriptive statistics. The major findings were as follows : It was found that the dominant family type of the rural elderly was elderly-only household (75%) with very limited economic capability. There are 2$\sim$3 common community facilities with village including the seniors' center -'KYOUNG-RO-DANG' in Korean speaking. Many of the elderly (74%) use the center once or twice per week. There are several rooms in the center, like as kitchen bathroom and health room, of which usage frequency differs respectively. Many rural elderly want assistance from out-of-village for good maintenance and free use of these facilities.
The purpose of this study, which focuses on safe living as an important determinant of the quality of life for the elderly, is to provide policy proposals for their safe living in rural areas by examining their current living conditions and related policies. To examine the related policies, we analyzed government plans including: the first, second and third Basic Plan on Low Fertility and Aging Society, first implemented in 2006, the first, second and third Basic Plan for Healthy Families, also first implemented in 2006, and the first, second and third Five-year Plan for Improvement of the Quality of Life of Rural People and Regional Development of Rural Areas, first implemented in 2005. In addition to these plans, government projects concerning safe living environments were assessed. we present the following policy proposals for the safe living of the elderly in rural areas. First, integrated, customized policies are required for the rural elderly's everyday life. That is, elderly-friendly residential improvement policies are needed since accidents involving the rural elderly usually occur in their own houses. Policies should also be introduced to monitor and improve the elderly's nutritional and health status. Also considering the high proportion of elderly people in rural areas, policies must be aimed at creating elderly-friendly and family-friendly villages. Second, educational sessions for the elderly are necessary to raise their awareness of safety in everyday lives, which they often overlook.

Although Korea joined OECD in 1996, there has still seen much unbalance in medical care and welfare standard between urban and rural area. The unbalance of medical demand between urban and rural area deepened low utilization of rural hospitals. So it caused many hospital's failure and conversion in rural area. Many rural hospitals are in difficulty managing business because of low medical demand along with the shortage of medical manpower, medical equipment and facilities. The objectives of this study were to reveal the cause of low utilization of hospitals in rural area, and to increase utilization of those hospitals. In this study the improvement methods of rural hospital's utilization were presented by examining were placed in difficult management condition, in respect of hospital's management conditions, manpower input, patient medical treatment record, financial record, and actual output. The causes of rural hospital's low utilization were as follows; 1) changes in number and structure of population 2) rural people's preference for large hospitals and hospitals which located in urban area 3) rural hospitals lacking in hospital management skill. Consequently rural hospital's operation condition got more and more deteriorated. To raise rural hospital's utilization, method for social policy, method for health policy, and intrinsic method of hospitals were presented in turn. For rural residents to utilize medical service conveniently, it is necessary for rural hospitals operated normally. So government must insist that rural hospitals solve the problems which come out from their internal management problems. This study focuses on the application of landscape planning(i.e. including rural landscape character area designation and rural landscape planning etc.). That application of landscape planning provides the probably most operable and comprehensive version of what is generally accepted by the discipline. According to the planning discipline the schemes of planning are to; Firstly, we derived the improvement of landscape and the methods of landscape characterization subsequent to analyze the present condition and grasp the landscape resources in Yesan via reviewing the current study and field survey. Secondly, in order to achieve environmentally friendly rural landscape plan and characteristic rural landscape creation, we planed the draft landscape area such as woodland, hydrology area, urbanized area, rural communities, etc. which was classified by sphere of life moreover, we planed partly outdoor facilities, road and colour suchlike. The water quality in the rural areas is degrading due to a variety of causes such as the increase of the urban sewage and industrial wastes, the disposal of solid wastes, the growth of livestock waste, the growth of leisure facilities, the establishment of agricultural industry estates and etc. The water pollutants are scarce while the effluent is increasing from wide scattered sources. The results of agricultural water quality network indicates that the water quality is degrading not only around urban areas but also in the distant rural areas, and the water quality at the pumping stations and weirs is worse than that of reservoirs. 3. The actions currently implemented for the improvement of agricultural water quality involve temporary measures such as the improvement of irrigation facilities. These contingency measures are not effective in the long-term, and sometimes bring secondary pollution.
